The development comes a day after Chief Minister Mamata Banerjee on Monday announced the removal of senior police and health officials, including Kolkata Police Commissioner Goyal.The Supreme Court today turned down the West Bengal government's request to stop live streaming of the court proceedings in the case of the rape and murder of a trainee doctor at the R G Kar Medical College and Hospital in Kolkata. While presiding over a three-judge bench Chief Justice of India D Y Chandrachud told Senior Advocate Kapil Sibal, who is representing the Bengal Government and made the request, “We will not stop this”. Sibal told the bench, also comprising Justices J B Pardiwala and Manoj Misra, “I have great concern at what's happening. Your Lordships took suo motu cognisance of the matter to find out what is happening on the ground. Now what happens is if you livestream matters like this…which have emotive implications, huge emotive implications. We are not for the accused, we don't stand for the accused, we are only called upon to tell you what the state has done”.The three Maha Vikas Aghadi allies will hold seat-sharing talks from September 18 to 20 for the upcoming Maharashtra assembly elections, according to Shiv Sena (UBT) leader Sanjay Raut. Illinois Attorney General Kwame Raoul joins Anna to talk about the special task force that was formed to combat retail theft. Last week Attorney General Raoul announced that hundreds of thousands of dollars of stolen merchandise had been recovered from several storage units.
The Special Task Force (STF) has arrested a group involved in drug trafficking and sale in the Batticaloa district and seized several lakhs worth of drugs from them. The siege was carried out by the Kaluwanchikudi Special Task Force based on information received this morning. Special Task Force for Batticaloa-Ampara Districts under the direction of Deputy Superintendent of Police (SP) Varna Jayasundara. Were carrying out the siege. The Kalladi house under the Kattankudy police division was raided this morning and 300 grams of ice and 15 grams of heroin were recovered from it and Rs. 250,000 along with a car and a motorcycle used for drug trafficking were recovered. More than 38 lakh rupees worth of drugs have been recovered, the Special Task Force said. According to the Special Task Force (STF), the Kalmunai police also raided a drug store in Kalmunai and seized 10 grams of heroin. The Special Task Force (STF) said that three people, including a woman, had been arrested during the siege and that they had been involved in drug trafficking through contacts with major drug dealers in Colombo. During the siege, sub-inspectors from the Kaluwanchikudi Special Task Force, Bandara UD Jayawardena, Special Task Force personnel Priyankara, Nishantha, Alawathugoda, Padnami, Bandara, Ratnayake, Pathiratha, Bhaktepadana, Jayasinghe, Upadhyay and Madhunga were arrested. The arrested persons have been detained at the Kattankudy Police Station and steps are being taken to produce them in court and the Kattankudy Police are conducting further investigations.

THESE ARE THE STORIES YOU NEED TO KNOW: This concerning update on one of the most shameful practices in global capitalism comes from CBS News. The world has marked the first rise in child labor in two decades, the United Nations said yesterday. And the coronavirus crisis threatens to push millions more youngsters into the same fate. In a joint report, the UN's International Labor Organization and the UN children's agency UNICEF said there were one hundred and sixty million children laborers at the start of 2020 – an increase of eight point four million in four years. The rise began before the pandemic hit. It marks a dramatic reversal of a trend that had seen child labor numbers shrink by ninety four million between 2000 and 2016, the report said. Children and teens between five and seventeen years old who are forced out of school and into working are considered child laborers. CBS reports that just as the Covid-19 crisis was beginning to pick up steam, nearly one in ten children globally were stuck in child labor, with sub-Saharan Africa affected most. Even in regions where there has been some headway since 2016, such as Asia and the Pacific, and Latin America and the Caribbean, Covid-19 is endangering that progress, the report said. The agencies warned that unless urgent action is taken to help ballooning numbers of families falling into poverty, nearly fifty million more kids could be forced into child labor over the next two years. Sometimes it feels like we're racing back to the nineteenth century. California Fights Gun Control Ruling This report on the struggle for safety from gun violence comes from the Los Angeles Times. California Attorney General Rob Bonta yesterday filed an appeal to a federal court decision that overturned the state's ban on assault weapons, arguing that the law is needed to protect the safety of Californians. The appeal seeks to reverse last Friday's decision by US District Judge Roger Benitez, who said the state's three-decade ban on assault weapons is an unconstitutional infringement on the rights of California gun owners. Newsom, who was elected on a platform that included expanding gun control laws, said, "California's assault weapons ban has saved lives, and we refuse to let these weapons of war back onto our streets." Newsom criticized Benitez, calling his decision shameful. He said Benitez was a stone-cold ideologue and "a wholly owned subsidiary of the gun lobby." The Times says the case has implications for gun laws beyond California. Six other states and the District of Columbia followed California in adopting their own assault weapons bans, and Congress enacted a ban in 1994, although it expired ten years later. Though other courts have upheld assault weapon bans, supporters of the gun law worry Benitez's decision is part of a strategy by the gun lobby to get cases to the US Supreme Court, where appointments by Donald Trump are seen as more sympathetic to Second Amendment arguments. In the meantime, there was another deadly shooting yesterday – three dead in a Florida Publix. US Image Rebounds Under Biden This check-up on the national image comes from the Washington Post. President Joe Biden has promised the world that America is back. As he takes his first trip abroad as president, a Pew Research Center global survey released yesterday shows that many believe it. Trust in the US president fell to historic lows in most countries surveyed during Donald Trump's presidency. Under Biden, it has soared. In the twelve countries surveyed both this year and last, a median of seventy five percent of respondents expressed confidence in Biden to do the right thing regarding world affairs. That's compared with seventeen percent for Trump last year. Sixty-two percent of respondents now have a favorable view of the United States, versus thirty four percent at the end of Trump's presidency. The Post notes that the findings come a day after Biden touched down in England on the first leg of a trip through Europe. On his agenda: a meeting of the Group of Seven nations in Cornwall, a NATO summit in Brussels, and meetings with British Prime Minister Boris Johnson, Turkish President Recep Tayyip Erdogan and Russian President Vladimir Putin. The Pew findings suggest that he will encounter leaders whose publics are confident in his leadership. But skepticism about the United States' dependability remains. Among the sixteen publics Pew surveyed in 2021, the proportion of respondents who said the US is very reliable was below twenty percent in every place. Good vibes are always contingent on the outcome of the next elections. AND NOW FOR SOME QUICKER QUICKIES: German state broadcaster Deutsche Welle reports that police in Frankfurt have decided to disband the city's Special Task Force, or SEK, following the discovery of far-right extremist messages in group chats. The New York Times reports that famine has afflicted at least three hundred and fifty thousand people in northern Ethiopia's conflict-ravaged Tigray region. CNN reports that the Senate yesterday voted to confirm Zahid Quraishi to be a US District Judge for the District of New Jersey, making him the first Muslim American federal judge in US history. Prior to his confirmation, Quraishi has been serving as a United States magistrate judge in New Jersey. How telling that it took this long to mark such a first. The Washington Post reports that the Labor Department released a workplace safety standard for risks posed by the coronavirus yesterday after more than a year of debate. The emergency temporary standard will apply only to health-care facilities – a much narrower purview than many advocates, labor unions and Democrats had pushed for. This is a bust for the Biden administration. Every worker deserves protection. Quang was born in Ha Noi in 1953 just a year before Vietnam was divided into two and his family migrated south to Saigon. In 1970 he was drafted into war and recruited to Division 3 of the Special Task Force for the South. Days before the Fall of Saigon, Quang’s special unit was stationed in a small village when they had lost contact with their main command. They remained in hiding for days and emerged only to find that they had lost the war and had to surrender to the North. In 1978 in Quang’s second attempt to flee Vietnam, he would face the perfect storm that led to a series of unpredictable events. He shares how the care of a 9 year-old boy saved his life.

If you have any feedback, please send it to us.Matsyanyaaya: Constraining the Pakistani Military-Jihadi ComplexBig fish eating small fish = Foreign Policy in action— Pranay KotasthaneAfter a long time, India-Pakistan talks were back making the headlines last week. Moeed Yusuf, Special Assistant on National Security and Strategic Policy Planning to the Pakistani PM, hinted in an interview to The Wire that backchannel discussions about a political dialogue are in the works. We don’t think political dialogues between India and Pakistan at the highest levels are useful. To the contrary, talks, especially at higher levels of the political spectrum, have a close correlation with terrorist attacks engineered by the Pakistani military-jihadi complex (MJC). MJC is a framework we use to describe Pakistan’s seemingly duplicitous behaviour. That’s because Pakistan is not one geopolitical entity, but two. The first is a putative state which has all the paraphernalia that gives it a veneer of a normal state. However, this putative state competes with a multi-dimensional entity comprised of military, militant, radical Islamist and political-economic structures that pursues a set of domestic and foreign policies to ensure its own survival and relative dominance: something we refer to as the military-jihadi complex (MJC).The status of the talks aside, I wrote a paper analysing the impact of some major recent political developments on the MJC and its India policy. I take stock of four developments, and analyse the risks and opportunities arising out of these developments for the MJC, and hence to India.Development #1: The MJC’s External Benefactors Have ChangedEarlier, the MJC’s adventures were bankrolled indirectly by the US and directly by Saudi Arabia. Those days are long gone. The most important financier for the MJC now is China. Risks and opportunities for IndiaThe most prominent risk is that because the MJC is dependent on PRC like never before, and both are adversarial to India, it will continue to hurt Indian interests in order to prove its relevance to PRC. The opportunity for India is that as PRC and MJC come closer, it will be easier to expose the structural flaws in their unequal relationship. As PRC increases its influence in Pakistan’s economy, nationalist forces (and even sections of the MJC) are likely to create fault lines between the two countries. Countermeasures and Preparedness India should prepare to face a diplomatic offensive of the MJC-PRC combine at various multilateral fora over Kashmir. Closer ties with the US, Japan, Australia and France are important to tackle this offensive. India also needs to be prepared for a rise in infiltration attempts and terrorist activity in Kashmir. As a countermeasure, India’s messaging should aim to accentuate the underlying cultural, social, and economic differences between China and Pakistan in order to reduce the flow of capital from PRC to the MJC. The weaker the MJC’s external benefactor, the more constrained it will be. Development #2: The US-Taliban Peace AgreementThe MJC has played a major role in steering and pressuring the Afghan Taliban to sign this agreement. In the process, it managed to partially repair flailing ties with the US. More importantly, it made major headway in its long-cherished aim of installing a pliant government in Kabul. Risks and opportunities for IndiaThe acceptance of the Taliban as a legitimate political force by the US is a moral and material victory for the MJC. The US-Taliban peace agreement is a tangible result for its policy of sustained terrorism in Afghanistan. Even a partial withdrawal of the US on the Taliban’s—and by extension, the MJC’s—terms will reaffirm the MJC’s faith in using terrorism as state policy. It might then apply this lesson to double down on terrorism against India as well. India’s economic and diplomatic footprint will reduce in the short term. A case in point is the MJC’s attempt to designate four Indian nationals in Afghanistan under the UN 1267 Sanctions List accusing them of spreading terrorism in Pakistan.Another risk is the MJC relocating its terror networks to Loya Paktika in eastern Afghanistan, a hotbed of anti-India activities in the past. This would allow the MJC to use terrorism against India while claiming that it has driven terrorists out of Pakistan. The long-term opportunity for India is that as the US reduces its presence, Pakistan will be left with the unenviable task of managing the volatile situation in Afghanistan. It will be drawn into the seemingly irreconcilable differences in the Afghanistan polity. If a civil war-like situation erupts, the MJC will be left with more problems in its hands. Countermeasures and Preparedness India needs to be prepared for a scenario in which the MJC attempts to eliminate all Indian presence in Afghanistan. India must act to help its friends, not just in northern Afghanistan but also in the anti-Taliban forces in the south. At the same time, India would need to look at opening links, if not already done, with sections of the Taliban that do not want to be beholden to the MJC’s control. Finally, India’s focus in Afghanistan over the long-term should shift towards eliminating Pakistan-backed terrorist outfits’ relocation to eastern Afghanistan. Development #3: India’s Revocation of the Special Status of Jammu and KashmirGiven how invested the MJC has been in fomenting trouble in J&K, it is unlikely to take the abrogation of Article 370 lying down. Any action in Kashmir helps the MJC prove its relevance to the Pakistani society in the short-term. Hence, it would be eager to use this situation to further destabilise J&K and spread unrest elsewhere in India citing India’s move as the reason. Risks and opportunities for IndiaThe MJC is likely to continue with its policy of abetment of civil disobedience and violent protests. It will continue to support cross-border terrorism and might even resume a new insurgency against the Indian State by creating new outfits. The MJC would also want to revive insurgencies in other parts of India. Finally, India will face diplomatic offensive from PRC and Pakistan in the coming months over this move. The opportunity for India arising out of this development is a chance to change the nature of the social contract of Kashmiris with the Indian state once and for all. Previous attempts at growth and prosperity in Kashmir were opposed by fundamentalists who saw these as attempts to change the demographic character of the Kashmir valley. The change in the special status of J&K allows India to ignore such calls and bring economic opportunities to Kashmir. Preparedness and countermeasures One, India needs to shift to a surgical and “smart” Armed Forces Special Powers Act (AFSPA) approach whose provisions can be limited in time and space. A change in the AFSPA will signal New Delhi’s bona fides and invite Kashmiri political leaders to reciprocate. Second, the Government of India should opt for marginal, and not maximal response. It should reverse the damage done to the morale of the J&K police. It should lift the communications blockade and allow public protests and demonstrations to resume as these outlets are key to reducing the importance of the MJC as the prime influencer. Third, India can consider deploying a Special Task Force of highly capable middle-level civil servants from across India for a period of three years to restore broken governance delivery systems. With COVID-19, the tourism economy of Kashmir has been severely hit. This could make the young more vulnerable to the MJC’s machinations. Hence it is important for India to find livelihood alternatives. One way to do that is to create Priority Development Areas for the promotion of agro-processing, premium bottled water, and premium handicrafts. In the Jammu plains, the government could invite investors in contract farming. Bringing in international expertise in this space would also be a positive step. Next, India needs to develop a strategic communication plan to defeat false and competing narratives generated by the MJC. Finally, conducting local and assembly elections in the medium term to restart the political machinery and reverting J&K to a full state under the Republic of India after announcing elections will take off the edge from the MJC’s misinformation campaigns. As a direct countermeasure, India should draw the world’s attention to the atrocities the MJC has unleashed in FATA. The Pashtun Tahafuz Movement (PTM) — a protest movement poses a unique challenge to the MJC because of its mass support base and a nonviolent character. This movement has the potential to seriously challenge the MJC and India’s efforts in Pakistan should be to align with the Pashtun cause. The Baloch insurgency by itself is too weak to change the power equations in Islamabad. Development #4: Pakistan’s economic downturnThis weak domestic economy, coupled with the MJC’s diminished inability to extract from its external benefactors, also affects the MJC’s fortunes. It is now forced to look inwards and corner more resources for itself. Risks and opportunities for IndiaA weakened economy reduces the range of options available to the MJC and makes some elements of it risk-averse. This means that the MJC will continue to rely on low-cost asymmetric options such as terrorism to hurt India. Abetting and sponsoring terrorism in areas with active insurgencies, both in Afghanistan and India are likely to continue. The opportunity for India is that a weak economy puts the MJC squarely against forces opposed to it. For instance, the Pakistani Army has been opposing a reform for a fair division of financial resources between the federal and provincial governments. This offers an opportunity for India because this fight over economic resources has a powerful ethnic dimension. Sindh, Khyber Pakhtunkhwa, and Balochistan — all three provinces that stood to gain from the 18th constitutional amendment see this controversy as another attempt by the overwhelmingly Punjabi Pakistani Army to amass resources at their cost. Preparedness and countermeasures Whenever the MJC’s popularity declines in Pakistan, tensions with India allow it to regain lost ground. So, India should be prepared to face new asymmetric warfare attempts. To further constrain the MJC, India should utilise the FATF mechanism and press upon the member countries that Pakistan still remains a hotbed of institutionalised terror activity. FATF grey-listing will make capital inflows difficult in an already investment-starved economy. Finally, studies to expose how the MJC corners economic resources of the Pakistani state might also help manufacture a public opinion within Pakistan that questions the MJC. The lynchpin of the MJC, the Pakistani Army, is still the most trusted institution in Pakistan. To get the two Pakistans to lock horns with each other, a public narrative needs to be built exposing the extractive nature of the MJC. After discussing these four developments, I end with the warning that the extent to which India can deploy these countermeasure options is limited by its own domestic situation. For one, a weak economy means that India will become cautious in exercising options that demand considerable resources. Secondly, the communally charged domestic narrative that the Citizenship Amendment Act has unleashed allows the MJC to reciprocally exploit fissures in Indian society. Conversely, a fast-growing economy and a stable, peaceful society will allow India to exploit a wider range of options to tackle the MJC. The full paper can be read here. India Policy Watch: That Tanishq AdInsights on burning policy issues in India— RSJTanishq, a Tata company, withdrew its latest ad for its new collection titled ‘Ekatvam’ (“oneness”) after #boycottTanishq trended on Twitter. The ad featured a pregnant Hindu woman being surprised by her Muslim mother-in-law who had organised an elaborate traditional Hindu baby shower ceremony for her. This was a generic feel-good ad that’s a staple during the festive season. The Hindu-Muslim angle is one of the more tried and tested variants of this genre. No one was shown in any bad light and Suraj Barjatya would have been proud of its cloying storyline. Yet, There Was Outrage There were three reasons for the outrage depending on the sophistry of people being outraged. First, the ad was seen as an attempt to normalise ‘love jihad’ – a belief that Muslim men are being trained and supported by forces inimical to India to woo Hindu girls and marry them in a ‘fresh’ attempt to colonise India. The government in parliament has denied its existence. It doesn’t require a lot of common sense to see through the lack of logic of this notion. That Muslim men will organise themselves to colonise India one Hindu girl at a time seems like a lot of effort with many low probability events to come through. Love in India doesn’t bloom easily even among the young of the same caste and community. ‘Love marriages’ still account for less than seven per cent all marriages. There’s no proof that Muslim men are being trained on some kind of finishing school that specialises in wooing techniques. Importantly, this assumes Hindu girls to be devoid of any agency of their own to decide who to fall in love with and marry. Despite these obvious logical flaws, the narrative around ‘love jihad’ has built up over the years. The Muslim stars of Bollywood who have Hindu wives are often indirectly cited as role models for Muslim boys. As an aside, generations of Muslim female actors have married Hindu men over the years in Bollywood (from Nargis, Mumtaz, Zarina Wahab to Sonam). Any incident of a Hindu girl falling in love with a Muslim boy is used as an example of ‘love jihad’ and played up. The parents of girls in India live with multiple anxieties regarding their safety, well-being and marriage even in this day and age. This is unfortunate. To such paranoia, it isn’t too difficult to add ‘love jihad’. The second lot of outragers followed good, old whataboutery. Their contention: if the ad was serious about Hindu-Muslim amity, it should have reversed the roles. The girl should have been Muslim in a Hindu household. Apparently, this would have triggered massive Muslim protests, violence and liberal outrage about Hindus cornering the minorities and obliterating their identity and customs. This is all too easy to puncture. There have been films galore in the past two decades that have stereotyped Muslim jihadi villains without much of an outrage. In fact, Indian popular culture is replete with stereotypical Muslims – from a do-gooder neighbour, to a pir or, of late, a radical or a jihadi – without much of a reaction from the community. It is a bit specious to believe a reversal of roles would have meant trouble.Lastly, there are those who have accused Tanishq of being too ‘woke’ for their own good. The argument is they should focus on selling jewellery and stay from ‘social causes’ that they don’t have an idea about. These aren’t compelling arguments. Consumer brands draw from the society to shape their communications. They research behaviour pattern, track changing social mores, and take stock of the attitudes and values prevalent in the society on an ongoing basis. No wonder advertisements often capture the zeitgeist earlier than other forms of popular culture – from yeh dil maange more to kitna deti hai. To accuse them of not understanding ground realities is rich. The point on being too ‘woke’ doesn’t merit any discussion. Any decent or noble thought can be dissed as one these days. Despite the flimsy outrage, Tanishq withdrew the ad:"This film has stimulated divergent and severe reactions, contrary to its very objective. We are deeply saddened with the inadvertent stirring of emotions and withdraw this film keeping in mind the hurt sentiments and well being of our employees, partners and store staff," That a group like Tata, a model corporate citizen with long years of service to the nation under its belt, could capitulate to online trolls and withdraw an ad that promoted harmony triggered another cycle of outrage. Well, a day in the life of India on Twitter. This Is DifferentThe outrage, Tanishq’s reaction to it and its aftermath represent a distinct shift from the past. There’s something to learn from them about where we are as a polity now. In this instance, we are in what can be termed the post-narrative phase engineered by the so-called cultural right-wing. Something nebulous like ‘love jihad’ has been crystallised over the past few years through multiple stories, myths and fake outrage. It even turned into a minor election issue in UP sometime back. Now this myth is so firmly established that its veracity isn’t in question. The reason for outrage instead is the ‘normalisation’ of it. That it is the ‘truth’ is already established. We are in the world beyond it. This will give a fillip to other such myths (multiple wives, high fertility rates to name two) that abound in this space. Sudarshan TV had recently run a programme titled UPSC jihad that alleged a conspiracy by the same elements who ran love jihad to now infiltrate the civil services in India. The Supreme Court had to intervene. But the seed has been sown. Now every time a Muslim candidate clears the UPSC test, expect UPSC jihad conspiracy theory to be revived. The trajectory for the future has been established. This apart, the outrage will deepen the ‘chilling effect’ in media and popular culture. The takedown of the Tanishq ad represents a win for a modus operandi that’s become common across the world – employ numerous bots to get the flywheel of outrage going, the flywheel then attracts others with imagined grievances or hate, it soon trends on social media that in turn creates fear of repercussions for the brand or the individual. Soon, they capitulate. From cancel culture on the left to right-wing conspiracy theories, this approach is a winner. It will take enormous courage for a brand or a film director to contemplate an inter-faith script in future. Lastly, there is something particularly odious about this outrage. There have been protests against ads, books or films in the past because of the alleged disrespect shown to a religion or a community. From banning The Satanic Verses, renaming a film Padmavat to not using Chattrapati Maharaj before Shivaji, the grievance is always about an insult – real or mostly imagined. This is the first case where the grievance is about harmony. It is about the alleged sinister machination underpinning this harmony. This is new and a significant step in the process of ‘othering’ where even coming together of communities cannot be countenanced. Something to reflect on for every right-thinking Indian.PolicyWTFs: The Tax Base ProblemThis section looks at egregious public policies. Policies that make you go: WTF, Did that really happen?— Pranay KotasthaneTax Revenue = Tax Base * Tax RateThis simple equation implies that when revenues need to be raised, governments can do three things: raise the tax rate, increase the number of people paying the tax, or do both. However, in low state-capacity democracies like India, governments always seem to pick the first option. After all, it is always easier and faster for the governments to charge the same people more by increasing the tax rate than get more people to pay by increasing the tax base.Following on, be prepared for calls to raise tax rates across the board. State and city government finances have gone for a toss due to COVID-19 and the union government’s chicanery on GST. They now have no other option but to raise their own revenues. Enter the dragon: tax rate hikes.For instance, in Bengaluru, the local government is contemplating an increase of 15 to 30 per cent in property tax rates. On the surface, targeting property tax collections is prudent. The Economic Survey 2016-17 claimed that Bengaluru was collecting just a fifth of its property tax potential. Moreover, property taxes are paid by residents and hence this tax has a higher linkage compared to other taxes, between those who pay, those who benefit, and those who decide. Where the government is getting it wrong is that instead of increasing the property tax base, tax rates are being hiked. Even if we ignore the ethical dimension given the pandemic, hiking rates is counterproductive. There is a negative correlation between tax rates and tax base i.e. high tax rates disincentivise people from paying taxes and create a parallel tax-avoidance economy in turn. The tax-avoidance economy is lucrative for the revenue collectors as well — higher the rates, higher the number of evaders willing to pay a lower amount bribe to them.Whether it’s property tax rates or GST, the same policyWTF is repeated: first, a new tax gets levied with a low tax-base but a high tax rate. Next, the already high tax-rate is increased steadily because the tax base is low and finally, when increasing rates is no longer enough, raising the tax base is contemplated.The approach should be the reverse. Every new tax should aim to cover the largest number of people first through extremely low tax rates. Once that’s done, technology should be used to prevent underpayment. Finally, tax rates can be revised incrementally. We are a long way off this ideal and we don’t seem to be learning even in this crisis. Instagram link: https://www.instagram.com/nascent_carbon/ Veerappan started as an assistant to his relative Saalvai Gounder, a notorious poacher and sandalwood smuggler. His father and relatives, whose village lay in the forest area, were also known to be poachers and smugglers. Veerappan began his career in crime in 1969 and was first arrested in 1972. Veerappan initially developed as a sandalwood and ivory smuggler, killing elephants for the latter. He later started killing those who resisted his activities. He committed his first murder at the age of 17 and his victims tended to be police officers, forest officials, and informants. In 1987, Veerappan kidnapped and murdered a Sathyamangalam District forest officer named Chidambaram from Tamil Nadu. This first brought him to the Indian Government's attention. Among his most infamous killings are a senior IFS officer named Pandillapalli Srinivas in November 1991, and an ambush of a police party including a senior IPS officer, Harikrishna, among others, in August 1992. Veerappan was not averse to killing civilians, and killed a man from his native village for having once travelled in a police jeep. He regularly killed anyone suspected of being a police informer. Because of political instability, Veerappan could easily escape from one state to another. State jurisdiction problems also prevented police officers from entering other states to apprehend Veerappan. Palar blast Main article: Palar blast In Govindapadi, Mettur, Veerappan killed a Bandari person whom he suspected of being a police informer. As a result, a 41-member team of police officers and forestry officials were called in to investigate. On 9 April 1993, landmines were detonated underneath the two vehicles in which the team was traveling. The blast occurred at Palar, near Malai Mahadeswara Hills (present-day Chamarajanagar District, Karnataka) and killed 22 members of the team. Known as the Palar blast, this was Veerappan's single largest mass killing. Special Task Force In 1992, the Karnataka and the Tamil Nadu Governments formed a Special Task Force to catch Veerappan. It was headed in Tamil Nadu by Sanjay Arora and in Karnataka by Shankar Bidri with Walter Devaram as the joint chief. In February 1992, his lieutenant Gurunathan was killed by the Karnataka task force, with SI Shakeel Ahmed single-handedly responsible for the capture. Three months later, Veerappan attacked the Ramapura police station in the Chamarajanagar district in Karnataka, killing several policemen and capturing arms and ammunition. In August 1992, Veerappan laid a trap for SI Shakeel Ahmed, killing him along with five others. The Karnataka and Tamil Nadu Special Task Forces then began intensified combing operations along the two states' border areas and also around Gopinatham village, Veerappan's birthplace. Through these operations, under charge of Sanjay Arora and Shankar Bidari, the gang was reduced to 5 members. Meetings with Gopinatham villagers were held, and the 5-crore bounty was announced. In 1993, the task force arrested Veerappan's wife, Muthulakshmi, and charged her with aiding, but she was acquitted of all charges. Kidnap of Rajkumar Main article: Kidnapping of Rajkumar On 30 July 2000, Veerappan abducted actor Rajkumar and three others from Dodda Gajanur, a village in Sathyamangalam taluk Erode district near the Tamil Nadu-Karnataka border where the film star was attending his housewarming ceremony. Karnataka's Chief Minister and police personnel sought the help of Tamil Nadu Government and visited Chennai seeking help. Negotiations were conducted and R. Gopal, an editor of the Tamil magazine Nakkeeran, was involved in several rounds of talks with Veerappan. We had considered asking him to give us a concert in lieu of an acceptance speech, but this would be too radical a departure from our tradition. Why should we, in contrast to our forebears, be entertained with fine music when we should be listening to a fine talk? Our Society's Code of Professional Responsibility delineates in rather eloquent terms the qualities to which the canonist should aspire. He or she is portrayed as, “a person firmly committed to Christ and the Church ... marked by zeal for justice in the Church, aware that while each individual must sacrifice for the common good, true communion is advanced only when the dignity and fundamental rights of each person are held inviolable.” The Professional Responsibility Code further stipulates: “Since the laws of the Church are to be interpreted and administered in the spirit of justice and equity, issuing in charity, the canonist strives to be a person of compassion, emotional balance and sound judgment, committed to the pastoral care of the people of God.” The person whom we honor tonight with the Role of Law Award exemplifies these qualities to a remarkable degree. Having first entered the seminary in 1954, he was ordained a priest in 1966. In 1969 he was awarded a Licentiate in Canon Law from the Lateran University in Rome, and since that time has served as an official of his Archdiocesan Tribunal in one capacity or another. In 1980 he was named as Officialis or Judicial Vicar for his Tribunal, and has filled that post ever since. In August, 1997 he was appointed a Prelate of Honor by Pope John Paul II. Our Honoree has been generous in his service to the Society: He has presented papers at past conventions, been a contributor to the Church Finance Handbook and served as General Editor of the Festschrift in honor of Rev. Lawrence Wrenn. In 1994 he was elected Secretary of the CLSA and in 1997 was elected as Vice-President / President-elect. He presided at our 1999 Convention in Minneapolis. 2002 was a banner year for the service our Honoree rendered to the CLSA: he accepted an appointment to edit Canon Law Digest XV, to chair the Special Task Force to Prepare for the Presidential Hearing on the Canonical Response to Sexual Abuse Issues at the Cincinnati convention, and finally a re-appointment as Chair of the Special Task Force with the new mandate to develop the “Guide to the Implementation ...” Under his skilled leadership the Guide was published in February, 2003 and has won critical acclaim for its canonical precision and pastoral practicality. With the two “task force” assignments successfully accomplished, our Honoree currently serves as Chair of the successor On-Going Committee on the Canonical Aspects of Questions Regarding the Sexual Abuse of Minors. The impressive canonical achievements of the 2003 Role of Law Honoree are exceeded only by his impressiveness as a loving priest and a thoroughly great-hearted man. It is truly a privilege for me, on behalf of the Canon Law Society of America, to present the 2003 Role of Law Award to Msgr. Frederick C. Easton, of the Archdiocese of Indianapolis.

ETHIOPIA: Panel discussion on yesterday's press release by the special task force that formed to investigate the alleged 'coup'
In the early days of the Moonies, members all lived together in centers across the country and world. But when the second generation were born many families decided to move out and try something new: being totally separate from and yet a part of society. That’s what the second generation had to juggle, all the time and every day. Hideo and Teruko talk about the struggle to understand identity and belonging as the second generation. TRANSCRIPT News Announcer [00:00:01] A decade ago, the Reverend Sun Myung Moon was accused of controlling the minds of young people creating so-called Moonies. News Announcer [00:00:08] So called Moonies, followers of the Reverend Sun Myung Moon head of the Unification Church who became well-known in the early 80s for his mass wedding ceremonies. Interpreter [00:00:16] Do you pledge to establish an eternal family with which God can be happy. Crowd [00:00:24] Yes! Interpreter [00:00:25] We are talking about absolute fidelity here. If anybody deviates from this God-given principle they are bound to hell. News Announcer [00:00:35] But the church has a different plan for the second generation. 2nd Gen [00:00:38] I felt like we weren't equipped for the world. You know we aren't just like this bubble. 2nd Gen [00:00:43] To me it sounds culty. I know it's what brought our parents to church but it's not what keeps me in the church. 2nd Gen [00:00:48] Even if I'm not doing everything that they want me to do, or I don't believe everything that they believe we still have this like line that connects us. Hideo Higashibaba [00:01:10] My name is Hideo Higashibaba. For the first 22 years of my life I was a member of a cult called the Unification Church. You might know them as the Moonies. I was born into the Unification Church and so were thousands of other people all over the world. This is Growing Up Moonie, stories from people who grew up in the church like me. People who joined the church as adults are called first generation and people born into the cult like me are called second generation blessed children or BCs. When first generation joined most of them gave up their worldly possessions and moved into church centers all over the country. My family lived in one of those centers in Boston. Every day the adults would go out fundraising or evangelizing and left their kids with a couple of other missionaries in a makeshift nursery. When I was born I was too small to be in the nursery so I spent the first year of my life with my mom at her meetings or the lectures she did on the church's teachings. When I was 2, my family moved out of the center and joined the hundreds of other Moonie families trying something new; being totally separate from and yet a part of society. That's what the second generation had to juggle all the time and every day. The next person I spoke with for this project was Teruko who was friends with my older sister Yojin when we were kids. Hideo Higashibaba [00:02:48] I'm really happy to connect with you I feel like we spent a lot of time to get always you in Yojin spent a lot of time ago those kids and I kind of idolized you. And then when you moved away it's sort of like I don't know and everything felt like it changed. Teruko [00:03:01] Yeah I mean I am the center of a lot of people's lives. Hideo Higashibaba [00:03:04] Pretty, pretty humble and modest I can see as well. Hideo Higashibaba [00:03:11] Teruko's family lived in Gloucester near a lot of other Moonie families. She went to school with a lot of other BCs and saw them every week at church. I always felt like an outsider, even at church. But I remember Teruko was in the thick of things, playing with the other kids, tearing around morning garden with Yojin and getting into trouble for running off into the woods. When she was in middle school Teruko's family moved to Omaha. She says the church community out in Nebraska was a lot more spread out and isolating. Teruko [00:03:45] There is actually a girl in middle school who told me that her grandma was a deprogrammer and I was really scared. I legitimately thought someone was going to come after me to take me away a or or whatever like all those horror stories you hear as a kid. Hideo Higashibaba [00:04:00] All Moonie kids grew up with stories of people who were kidnapped and deprogrammed or forced to denounce the leader Sun Myung Moon and the church. One woman I knew would testify to her faith by telling the story of how she was kidnapped by her family and locked in a room for days. Hideo Higashibaba [00:04:20] They told her she couldn't leave until she rejected the church and its teachings. Eventually, she got them to bring her something to drink. It was in a glass bottle so she broke it and cut herself with the glass. They took her to the hospital and she escaped back to the church. Because of stories like that, a lot of second gen me included, tried to keep our religion a secret for as long as we could. But with that girl threatening Teruko with her grandmother, Teruko didn't want to hide anymore. Teruko [00:04:52] Yeah that was kind of a turning point I think for me too. I don't know, I felt like I was kind of hiding everything for a long time and then she, when she told me that she said it kind of like, 'oh found out your secret.' And I was like 'oh crap.' And then I was like 'You know I shouldn't hide anything anymore because that's how bad things happen to people.' So, I actually was pretty outspoken, which is sort of an opposite reaction to most people. Hideo Higashibaba [00:05:20] Being separate and disliked by the general public was like a badge of honor. The leader Moon said we should be proud of our persecution. It made us worthy of our blessings. But for kids trying to go to school with other well-liked and normal children, that's a hard sell. I felt so guilty for hiding my faith. I desperately wanted to feel included and normal but that's hard to do would you also believe that you don't have Original Sin. Before that girl threatened to out her, Teruko did her best to hide her religion from other people. Teruko [00:05:58] I think it did make me feel kind of bad, like you're lying most of the time but you're not sure who you're lying to and I always felt weird about two parts of my life crossing over. Hideo Higashibaba [00:06:11] Why was it so anxiety inducing do you think? Teruko [00:06:17] Probably because, I would say one strong thing that I remember from Sunday school or camp or workshops or whatever, it was learning that second gen really special and were born without any Original Sin and all that stuff that we learned. And so other kids are not at the same level so you're different than them and I don't know, I guess I felt kind of like I had to be two people, like I had to be someone who was quote unquote "normal" or not the church around my school friends because they wouldn't understand because they weren't the same as me and then at church I couldn't be that person that I was at school because I had to create that separate personality. Teruko [00:07:11] One really scary thing, I think maybe one thing that helped me smash those two lives together was I took psychology in high school and we did a whole section on cults and I chose the church as my final project. Hideo Higashibaba [00:07:28] Wow. Dang. Dang girl, that is bold. That is very bold. Teruko [00:07:32] I was like, you know I'm terrified but I'm going to take it head on because otherwise I'll just be scared forever. Yeah, so I started my presentation off like very by the book and and then my big reveal was like five minutes before the end of my 30 minute presentation. I was like, Oh by the way I'm in this church. And people physically backed their desks up. And I got an A plus because I think my teacher was afraid to fail me. It was a good presentation, I like I wrote a good paper. But yeah, people looked at me differently after that, but all in all I don't think anything changed. And that's when I realized that it really wasn't that big a deal. Hideo Higashibaba [00:08:11] After high school Teruko got matched to a guy from England through picture matching where two families send pictures of their kids back and forth to potentially marry them off. They were blessed in Korea but Teruko ended up breaking it off. Soon after, Teruko decided to do this church program called STF, which a lot of second gen did after high school...other than get married. STF stands for Special Task Force. It's a program for college age blessed children that mimics what a lot of first gen did when they were full time missionaries. On STF, they do a lot of what's called witnessing, recruiting people to workshops or lectures on the church's teachings. They also do volunteer projects and give talks in schools about the importance of abstinence. All this was supported through fundraising which they did by traveling around in vans selling trinkets or candy on the street. Teruko [00:09:12] It was kind of like a Jesus Camp situation where I started questioning whether another really wanted to be in the church and then I thought, you know what, I should just dive in head first because that's the right thing to do and I will join STF and I will do pitch picture matching and that will fix me. It did not work like that. That's not how things actually work, I found out. But it was a really good experience, I got to travel Europe for six months. I met a lot of cool people and I think it came out better. Hideo Higashibaba [00:09:46] I mean it sounds a little bit traumatic. Teruko [00:09:49] That was very traumatic. But I have to do everything really extreme, I can't do anything the safe way. Not that I am a risk taker I'm just not strategic. Hideo Higashibaba [00:10:05] What was what was what was traumatic about it. Teruko [00:10:08] Well I was shunned for a good portion by everyone from, all the brothers, all the guys from England because I broke the...well I was actually blessed which in the church is getting married but it's not legal you start to go get like the paper signed. So I actually got Blessed somebody from England. And it didn't work out for just a couple of reasons. I was not ready and that was not fair to the other family because I thought I could go and get blessed and that kind of fix me, stop me from questioning, kind of center me or whatever have you. Because I feel like that's kind of what you grow up believing is that you just work really hard so you can be a perfect person so that you can get married and then have a family and you know white picket fence, yada yada yada. And I just kind of thought my life not going that direction so I thought I'd force it to which is like trying to put a circle block into a square hole. Hideo Higashibaba [00:11:12] That feeling of trying to put a circle block into a square hole is how I felt my whole life. What I was told to believe never really added up to what I actually experienced. I think that's the only way a cult can function; to get people to ignore their own experiences. If there was doubt it was a sign of a lack of faith. The solution was to pray about it until you understood. Hideo Higashibaba [00:11:47] One of my favorite songs used to be Bye and Bye. It's a Christian hymn. It goes, "We'll tell the story how we overcome and we'll understand it better bye and bye.". Hideo Higashibaba [00:12:05] "The story how we overcome," like how we overcame our sins and struggles. And will understand all our struggles, bye and bye. Like, eventually. For most of my life I thought that bye and bye could be in 10 years. But it also could be in 50 or maybe not even until I was dead and in the spirit world. My job was to wait and pray and believe, not ask questions. And that wasn't weird to me at least not until four years ago. That's the only way a cult can work; disconnecting people from how they feel and telling them to feel something else has to be normal. But talking with Teruko, it doesn't seem that dramatic. Juggling her life in and outside the church seems to have come pretty naturally. Once she decided to be open about her faith, it seemed like things got easier for her. She had a strong sense of self and she could build relationships and create a life on her own. Something I've been curious about while working on this project is how people growing up in the church experienced and developed their ideas of romantic love which Moonies seem to be really suspicious and scared of yet obsessed with at the same time. Teruko [00:13:25] My parents never really were affectionate and not because they were...I remember them fighting a lot of kids but I just remember never being afraid of that like I was just normal to me. My mom said like, my dad would just get mad, like, they'd arguing about something really stupid. About like, who was going to mow the lawn, you know, something pretty normal. My dad would just be like, "ugh" and go for a three hour drive just around and then he'd come back. So I remember never being afraid like, they're not going to get a divorce, that's not allowed in the church. So it just seemed super normal to me that they'd always fight. And it wasn't until I was an adult that I was like, oh normal people don't do that. Hideo Higashibaba [00:14:18] Teruko went through the blessing process even though she wasn't sure she was ready. None of us expected to feel totally ready any anyway. We were told that being attracted to your spouse when you first met was silly and superficial. Teruko [00:14:33] They're like you you won't be 100 percent ready. You might not even love this person for like seven years. Hideo Higashibaba [00:14:38] Or ten or a hundred. Teruko [00:14:40] Yeah and now hearing that I'm like, that's crazy. I mean I understand that you shouldn't marry someone because like your band is the favorite band with the other person. That stuff changes. That would be stupid to base your relationship off of but at the same time should not be marrying someone who is so different. Even if you think it's all these stupid little things, like, you'll never enjoy things together and you will wear and tear on you. Hideo Higashibaba [00:15:11] It's just like not a fun time. I think there's like this emphasis on the more cross-cultural the arranged marriage is and the more different and the more disparate than like the better. And it just doesn't seem like you're setting people up for success in a marriage. Teruko [00:15:27] Well. So I mentioned before that I actually went to a blessing. Got the dress the whole nine yards, right. And when we got there, I was just like, oh my gosh. I don't want to do this. But it was kind of that like, everyone's watching, you need to make this work. It's going to be difficult. And you just kind of accept that which is weird. Hideo Higashibaba [00:15:53] Teruko is married now but not to a church member. She met her now husband Johnny in college after STF when she was still living at home. She did not tell her parents she was seeing someone but her mom figured it out. Teruko [00:16:08] It started off the first encounter of Johnny and my mom. She was looking at my cell phone bill and she was like you're texting the phone number a lot. Who is this. And she called him, like she got his number from the cell phone bill and called him. Oh yeah yeah. Are you like cringing right now? Hideo Higashibaba [00:16:27] Yes my hand is fully on my face. Just full palm. Teruko [00:16:32] Called him and then met him at a coffee shop and she was basically like, I know you think that you're going to be in this relationship with Teruko and you might think you really love her but in our religion you're Satan and you're going to pull her away and... Hideo Higashibaba [00:16:51] Oh my God! Teruko [00:16:51] And later he was like, your mom called me Satan. I just want you to know that. Uhh. Hideo Higashibaba [00:17:04] Oh no! Teruko [00:17:04] Oh yeah. She was like, you're in the position of the archangel and Adam and Eve and blah blah blah and this whole biblical thing and went into a whole thing. I don't even know how long they were there, because I didn't know she was meeting him. Hideo Higashibaba [00:17:19] Oh my god, I'm crying! Teruko [00:17:19] And he stuck around! Hideo Higashibaba [00:17:19] He loves you so much Teruko. Either that or you're like amazing in bed. Either way I mean, that's amazing. Teruko [00:17:27] I am just a great person in general. Hideo Higashibaba [00:17:30] I mean I'm totally totally willing to believe that. That is bananas, what you just described. Teruko [00:17:37] Yeah. But he was very serious. I mean, when I first met him I was kind of like you know doing my own thing I think I was like 22 maybe. And so like I can drink now. My parents aren't in charge of me but I still live at home so I have to sneak in at night. It's really weird and yeah I don't know, I think he was like hey...I don't even remember how he asked me if I wanted to like, 'go steady' but like he asked me out and I was just like, well I'm not going to just date someone. Either we get married or nothing. Hideo Higashibaba [00:18:17] Wow. Did you say that to him? Teruko [00:18:19] Oh yeah. He was like, Oh OK. Sure. Hideo Higashibaba [00:18:27] And it was just like that, just like that simple and easy? Teruko [00:18:30] I mean then we dated for a year and got engaged and got married. Well, got Blessed and then married. Yeah, but now my mom's like, totally changed her tune. "We love Johnny so much!" Hideo Higashibaba [00:18:38] No longer Satan. Teruko [00:18:38] He's amazing, so great. And I'm like, you guys didn't like him at the beginning, she's like, I don't remember that. Hideo Higashibaba [00:18:48] Oh really. You don't remember calling your future son-in-law Satan. Hideo Higashibaba [00:18:54] Teruko and Johnny were blessed in a mass wedding like good second gen are. They did the special pre-blessing workbooks and workshops you're supposed to do before the blessing. Johnny even did a year-long study of the church's teachings with Teruko's mom which must have been really intense. Hideo Higashibaba [00:19:14] But all that is totally different from what we were told was OK when we were kids. Second gen were prepped to marry someone in the church our whole lives. It was kind of the whole point for people without Original Sin to marry other people without Original Sin. And when you marry someone outside the church you kind of ruin that. When my sister Anshin started dating a non-Moonie I felt like my family was getting ripped apart. Anshin was constantly fighting with my parents. Her boyfriend would goad me into fights with him. It felt like there was an intruder in our house. It got better once they got married and all was forgiven by the time they had their first child, at least for my mom. I don't think my dad has ever totally forgiven Anshin but eventually my parents adjusted to this new reality like Teruko's parents. Hideo Higashibaba [00:20:12] I also want to point out that Teruko and Johnny, and my sister and her husband, are cisgender straight people. They dated for a year and got married. Teruko didn't even date other people before. All that probably made it a lot easier for her parents to accept Johnny and for Teruko to keep the friends and community she has in the church. Hideo Higashibaba [00:20:35] The inside world of the church and the outside secular world blended more and more as second gen got older. Some even stopped believing what the church taught. But for most second gen, their friends were in the church and it was a huge part of their identity. That community was the extension of their family. It's not something you can just walk away from. Hideo Higashibaba [00:20:59] You said that when you met Johnny you were still living at home, but you were pretty disillusioned with the church and kind of stepping away from it and then... Teruko [00:21:12] Yeah, I still went on Sunday so my parents wouldn't... It was easier for me to spend an hour at church than to get scolded for several days. So I was that thing where you show up and then leave. Eat and then leave. But yeah, I think I was pretty done at that point with everything, but I mean like I said before the community is my favorite part and there are some great people who are you know just the nicest people you ever meet. If I don't want to lose that and I kind of felt like if I left the church I would lose that. And that kind of kept me around. Hideo Higashibaba [00:21:52] Teruko married someone outside the church and doesn't believe what her parents believe, but she still gets to have a relationship with them. And for me it's hard to hear that Teruko gets to be herself and keep her family because the closer I get to being myself, embracing and loving my queerness and being transgender and living my own life, the further away my family feels from me. The less I feel like we will ever reconcile. Teruko broke all the church's rules. But two cisgender straight people getting married is not that weird to the rest of the world. And I think it made it easier for her family to accept her. Second gen don't remember a time before the church, before we believed all the things we were taught to believe, before Moon was the messiah. Even as Teruko and other second gen grew up and learned new things or developed their own opinions the church's teachings ran deep. Hideo Higashibaba [00:22:56] So you said that you were pretty disillusioned you were pretty done but then when Johnny was like, Hey do you want to go out with me you were like, well if you want to go out with me you also have to marry me, which is seems to me like a pretty... Teruko [00:23:07] It's a pretty church thing to say like, no dating. I think it's just like, I definitely held a lot of a lot of the beliefs, I still hold them. There are good things. I think that it's that organized religion portion that bothers me like seeing my parents donate hundreds and hundreds of dollars that they didn't have to build some kind of crazy building in the homeland in Korea which like, Cheon Pyung which is, I don't know if it's like town, I'm not sure, it's a lot of land in the mountain where like headquarters is. It's beautiful there. It's amazing. I'm sure if you live there. But I mean and then that's all built on donations would have kind of like a forced donation it wasn't really like the normal 10 percent or whatever. Several hundred dollars that you would donate at a time. I just remember being like, No thanks. I don't think if you really believe in a God who is not a physical I don't know, like king sitting on a throne, does he care if your church has a huge million dollar stained glass window in it? I also think that other religions having their brick and mortar buildings be so elaborate is ridiculous. But that's just me. Hideo Higashibaba [00:24:31] Well it just feels personal with this one. Do you remember that campaign they did where it was like liberating your ancestors. And if you could give like a lower amount than it would be fewer ancestors but if you did a higher amount it would be more ancestors liberated and since like... Teruko [00:24:46] Someone from Omaha liberated like thirty generations on both side or whatever like whatever that amount is. I have no idea. Hideo Higashibaba [00:24:56] Like the highest one was like 500. But then you had to pay like a thousand dollars. And it felt weird to me at a time but I was a kid and I was actually like very strictly taught to not question any adult let alone my parents. But looking back now, I get like, physically angry because like that was the same year my mom couldn't afford to buy me shoes for like school and my aunt had to step in. Teruko [00:25:22] It was, you know, I think though that like people in any religion or for any cause that they believe in do this kind of thing. I mean like, I'm addicted to those hoarder shows, like animal hoarders, and there are people who start off with really good intentions where they're like, Oh no these dog needs help I'll adopted it. There's always gonna be another thing. And then you just can't catch up at some point. Hideo Higashibaba [00:25:54] The church has also adapted to the times. Teruko's husband Johnny is not a second gen but now he's blessed. That is totally different from the plan we were told as children. But if every second gen who dated or married someone outside the church was thrown out, the church would have failed years ago. So now second gen can be blessed to non-Moonie Original Sin having people. My life totally fell apart as I tried to make sense of my childhood and I am still struggling to understand it. But Teruko she's found a kind of peace with her childhood, as strange as it was. Teruko [00:26:40] Definitely the church has had a big impact on who I am and the direction my life has taken. And sometimes there were downs but followed by huge ups language is common for anybody in any religion or in any part of the world which makes me feel better. Which is very different from when I was a kid and I felt very different. But probably with a smaller world view you see the differences a little bit clearer. Seeing more people and how many different kinds of people, different upbringing just makes me realize that kind of depressingly I'm a drop in the bucket. But it's no good to know that I'm not a sore thumb sticking out too. Hideo Higashibaba [00:27:44] Next time on Growing Up Moonie... Before we get started, I want to paint a picture. Let's say that you're part of a Special Task Force and you want to focus on a specific area in town that is of interest because of the high crime occurring in the last month, whether that's in narcotics, burglaries, or other crimes. Imagine you're driving around in your marked patrol vehicle. Then, you spot a man walking down the street, and as soon as he sees you, he turns around and runs away. The question here is this: Are you allowed to stop him? Is it illegal for him to look at you? Do you have a reason to stop him? It doesn't seem that way. However, guess what? According to the Supreme Court of the United States, you are indeed allowed to stop that person, but there are some things you need to consider, and that's what we'll be discussing today. To illustrate my point, I want to take a look at Illinois Vs. Wardlow. This case took place in Chicago, Illinois, in 1995. Here's the summary: three patrol cars were working in a specific area of town looking for Narcotics. On one of those patrol vehicles, Mr. Wardlow was walked by, and as soon as he noticed the police officers, he turned around and ran away through an alley. One of the officers noticed the suspicious behavior, got out of the car, and started pursuing on foot. Once the officer caught up to him, frisked him and went through a bag Mr. Wardlow had on hand, he found that Mr. Wardlow had an illegal firearm. This stop, of course, led to an arrest and eventually, Mr. Wardlow got convicted for the crime, but he fought his conviction in the Supreme Court. Here's what's interesting: The Illinois Supreme Court stated that the fact that he ran away was not enough reason to stop Mr. Wardlow, but the Supreme Court decided otherwise; Mr. Wardlow's behavior was, in fact, indicative of possible crime, and the pursuit was warranted. Let's break it down: 1. Mr. Wardlow was in a high-crime area linked with Narcotics. 2. The officers, who were part of a Special Task Force, were working said area. 3. His behavior, the fact that he ran away for no reason, gave the officers enough reason to suspect, stop him, and pat him down. 4. This stop resulted in the discovery of an illegal firearm on his person. The bottom line is that is not normal behavior for someone to run away from the police for no reason at all, and is not a violation of the Fourth Amendment to stop someone for reasonable of suspicion. Illinois VS Wardlow provides you a frame to stop crime in its tracks. Star Trek Online’s next featured episode series gets a release date that’s close on the heels of the January F2P launch. Early hype indicates that it will be the best FE series to date! Chris takes some time to explain the style in which STOked is delivered and why it should not be confused with the intent behind the weekly production of the podcast. We also cover some new skill UI changes, an update to the purpose of the Red Alert chat channel, some new artwork on ESD and go on a deep dive through the newly revamped Special Task Force mission, Infected.
