Dr. Claudia Fernanda YAŞAR is currently an Assistant Professor at the Faculty of Electrical & Electronics, Control and Automation Engineering at Yıldız Technical University (YTU), Istanbul, Turkey. Data protection, disinformation and hybrid threats: impact on national security in the digital ageThe objective of this talk is to provide a view on the problem of the importance and role of strategic global policies and investments in the protection and resiliency of critical infrastructure, national and international, in the context of modern hybrid threats. Disinformation, broadly defined as false information intended to mislead, emanates from both states and non-state actors, and affects communities across the globe. Fake news and deception are ages-old phenomena, but the digital age has facilitated the amplification and manipulation of false information to an unprecedented extent threw internet and new media. Acknowledging the importance of disinformation and its consequences and considering the fact that in future wars the primary target of the attack is going to be critical infrastructure (one or more) the cyberspace will be a tool for conducting attack(s) threw hybrid threats. Here is his biography Kostadin Sirleshtov is Managing Partner of CMS Sofia and Head of Energy & Climate Change for Central and Eastern Europe and for Bulgaria. His particular area of expertise is in conventional power, renewables, electricity, nuclear, oil & gas, infrastructure, projects, PPP, public procurement, underground resources. He has worked as the Chief of the Minister's cabinet for the Ministry of Energy and Energy Resources 2002-2004 and Chief of Minister's cabinet in the Ministry of Defence 2005-2007. As part of the team at the Ministry of Energy and Energy Resources Kostadin was a member of the working group, which prepared the current energy legislation of Bulgaria, including the Energy Act 2003 and the Energy Efficiency Act 2004. Kostadin has represented energy clients, including major renewables organisations, in negotiations with the Bulgarian Government, National Electricity Company and the Electricity Transmission System Operator. In addition, he is particularly focused on advising renewables companies (in relation to solar, wind, hydro and biomass projects) on the development, operation and/or sale of their projects in Bulgaria, including on litigation matters. He has also advised major international oil & gas prospecting and exploration companies in Bulgaria on various onshore and offshore projects. Rudolph currently serves as an Assistant Professor of Social Science and researcher for a joint program between Bryant University and the Beijing Institute of Technology, Zhuhai Campus, China. She is also an Adjunct Professor of Counterterrorism at Nichols College in the United States. Asia has been her home for more than ten years, with China as her base since 2018. Between 2002 and 2013, Dr. Rudolph focused on counterterrorism, mobilization of violent and non-violent actors, refugees, and human rights in the MENA region. Her fieldwork during this period took her to the United Kingdom, Germany, Russia, Jordan, Palestine, Israel, Egypt, Morocco, and Saudi Arabia. From 2014 to 2017, she focused primarily on Indo-Pacific region. Her projects during these years included strategic security in ASEAN, human trafficking, drug trafficking, the conflict in Myanmar, and North Korea. While based in Thailand, her fieldwork took her to Laos, Vietnam, Malaysia, Singapore, India, South Korea, and Nigeria. Since moving to Zhuhai, China in 2018, her research has largely focused on U.S.-China military and security cooperation and China's engagement with the Global South. He is a member of the Board of the European Public Law Organisation and the Director of its climate and circular economy Institute. He is as well the Ambassador of the EPLO to Bulgaria. He was until recently a member of the environmental and social advisory council of the EBRD and is also currently the Chair of the Bureau of the Espoo Convention, Chair of the MOPs in 2019, elected Chair for the MOPs in December 2020 and re-elected Chair for the period 2021-2023 and the period up to 2027. He is the Chairman of the AmCham circular economy committee. George Kremlis is Honorary Director of the European Commission (EC) and has acted in this capacity as Active Senior responsible for circular economy in the islands. He was until recently special Advisor to the Greek Prime Minister on energy, climate, environment and circular economy issues. He is doctor honoris causa of the Varna Free University.

As the principal and visionary philanthropist of Blue Planet Foundation, Rogers' efforts led to Hawaii becoming the first state in the nation with a law requiring that 100% of the state's electricity come from renewable sources by 2045. More than 20 U. S. states and territories have since followed suit with similar renewable- energy goals. Rogers is now focusing beyond Hawaii to help other jurisdictions enact mandates for 100% renewable energy in their regions. His newest initiative, Blue Planet Alliance, takes a “mandate first” approach to initiate global climate change action by creating measurable and scalable results among individuals, organizations, cities, states, countries, and eventually, the world. The Alliance's mission is to get humanity to become 100% sustainable by 2045, and the vision is to create a world in which humanity and nature live in harmony. Starting in 2022, the Alliance have signed Blue Planet Climate Agreements with six UN Member States, one sovereign state, and one US Territory — Kingdom of Tonga, Government of Tuvalu, Republic of Palau, Country of Curacao, Government of Grenada, Commonwealth of Dominica, Republic of Vanuatu, and the US Territory of Guam — to help them achieve the 100% renewable-energy transition, and we are determined to sign more agreements in 2024. Rogers is also renowned as a global leader in the gaming industry, having created Japan's first Role-Playing Game, Black Onyx which was the #1 game in 1984. Rogers is the founder and Chairman of The Tetris Company, who holds the exclusive intellectual property rights to Tetris, one of the world's most popular video games which has sold over 600 million units to date. Rogers revolutionized the industry when he brought the now legendary game to U.S. and world markets more than three decades ago. His story has been captured in a new movie, “Tetris,” produced by Apple TV Plus, starring Taron Egerton as Rogers The story revisits how Rogers went inside the Soviet Union during the height of the Cold War to obtain the rights to Tetris. The movie premiered in March 2023 at SXSW.

Among other positions, Shota Gvineria served as the Deputy Secretary at the National Security Council of Georgia. He covered NATO's integration and security policy related issues as the Ambassador at Large in the Ministry of Foreign Affairs of Georgia. In his previous capacity until August 2016, he held the position of the Foreign Policy Advisor to the Minister of Defense of Georgia. Through 2010-14, he served as the Ambassador of Georgia to the Kingdom of the Netherlands. In 2010, Amb. Gvineria waspromoted to the position of a Director of European Affairs Department at the Ministry of Foreign Affairs of Georgia. Prior to that, in he served as a Head of NATO Division at the Ministry of Foreign Affairs of Georgia. In the period from April 2006 until October 2008, Shota Gvineria was posted as the Counselor of the Georgian Mission to NATO. Amb. Gvineria holds MA in Strategic Security Studies from Washington's National Defense University. Dr. Hedjazi's started his research career on the financing of urban infrastructures and Public-Private Governance which contributed to the final document of OECD's Conference for Partnership in the XXI Century. In 1997, Dr. Hedjazi joined UCLA to conduct research on regional development and security where among many courses and seminars he lectured on Regionalization and Energy Security at the UCLA Global Studies program. Since joining the University of Geneva in 2007, he has taught many courses on comparative politics, and organized multiple seminar series on the Caspian Sea, Regionalization and Urban development bringing scholars and practitioner to explore and discuss the nexus of development, security and the environment.
