Today we're delighted to welcome back Mike Sommers, President and CEO of the American Petroleum Institute (API). Mike has led the API since 2018 and previously spent two decades in senior leadership roles in the U.S. House of Representatives and the White House, including as Chief of Staff to Speaker of the House John A. Boehner and as Special Assistant to President George W. Bush on the National Economic Council. The API represents 600 members across the full spectrum of the U.S. petroleum industry, with roots dating back to World War I, when Congress and the domestic oil and gas sector joined forces to support the war effort. We first hosted Mike on COBT in September 2021 (episode linked here), and with all the changes in energy and Washington since then, we had plenty to catch up on. We were thrilled to visit with Mike to hear his latest insights. As you will hear, there is almost no energy topic Mike can't help us think through. In our discussion, we explore evolving attitudes in Washington toward natural gas, from being viewed as a waste product to a “bridge fuel” during the Obama era, and now as a “forever fuel” due to its growing importance in meeting rising energy demand. He pointed out that oil prices have surprised traders to the upside so far this week, rising more than $2/bbl despite OPEC+ signaling a July production increase of >400kbpd. Mike also discussed EOG Resource's $5.6 billion deal to acquire Encino Acquisition Partners' Utica asset, noting that the deal adds another large core oil asset play for EOG and could also prove to serve as a backdoor natural gas play, especially if the Northeast finally opens up for energy infrastructure spending. Jeff Tillery added to Mike's comments, noting that despite the day-to-day volatility in oil markets, the long-term outlook still comes down to tight supply and the need for real demand growth. On the gas side, he pointed to strong demand pull but emphasized that the key question is where prices will ultimately settle given the ample supply. Thanks to you all. The Education Myth: How Human Capital Trumped Social Democracy (Cornell UP, 2023) questions the idea that education represents the best, if not the only, way for Americans to access economic opportunity. As Jon Shelton shows, linking education to economic well-being was not politically inevitable. In the eighteenth and nineteenth centuries, for instance, public education was championed as a way to help citizens learn how to participate in a democracy. By the 1930s, public education, along with union rights and social security, formed an important component of a broad-based fight for social democracy. Shelton demonstrates that beginning in the 1960s, the political power of the education myth choked off powerful social democratic alternatives like A. Philip Randolph and Bayard Rustin's Freedom Budget. The nation's political center was bereft of any realistic ideas to guarantee economic security and social dignity for the majority of Americans, particularly those without college degrees. Embraced first by Democrats like Lyndon Johnson, Jimmy Carter, and Bill Clinton, Republicans like George W. Bush also pushed the education myth. The result, over the past four decades, has been the emergence of a deeply inequitable economy and a drastically divided political system. Jon Shelton is professor and chair of democracy and justice studies at the University of Wisconsin-Green Bay. In addition to The Education Myth he is the author of Teacher Strike! Public Education and the Making of a New American Political Order, which was the winner of the International Standing Conference of the History of Education's First Book Award in 2018. Shelton has also published work in the Washington Post, Dissent, Jacobin, Democracy: A Journal of Ideas, and other publications. He served as the Vice-Chair of the city of Green Bay's first ever Equal Rights Commission and sits on the Board of Directors for the Labor and Working-Class History Association and the Wisconsin Labor History Society. Welcome to this explosive edition of Light ‘Em Up!In these critical and delicate times that we find ourselves in — democracy is in clear and present danger.As nothing feels certain or safe and everything appears to be in “transition” we interrogate and examine the Trump Administration and its efforts to suspend the “great writ” of Habeas corpus.Habeas corpus is a legal doctrine whose original purpose was to contest detention by the king. The origins of the writ, or “written order” (its Latin name means, loosely, “produce the body”), can be traced to 13th century England.On June 15, 1215, at Runnymede, the barons who had banded together to impose legal restrictions on King John's power forced him to affix his seal to the Magna Carta.One of its curbs on the sovereign's power reads, in part, “No free man shall be seized or imprisoned…except by the lawful judgment of his equals or by the law of the land.”The writ of habeas corpus appears in the U.S. Constitution. Article 1, section 9, clause 2 includes this single sentence: “The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.”Habeas corpus requires a jailer to produce a prisoner in a court of law so the basis for detention can be reviewed. The Constitution presupposes this right, but its use has been sharply restricted during past wars.Fast forward to the present, as Donald Trump continues on his “revenge tour” — his administration has shown itself to be big on conducting legal proceedings without due process for the defendants it pursues, just as George W. Bush did with “enemy combatants” at Guantanamo Bay, Cuba, post 9-11.The Trump White House continues to break things like “Wreck it Ralph”— and has floated the idea of suspending Habeas corpus in the context of an “alien invasion” as it pertains to immigration, sparking widespread and grave concerns about the erosion of fundamental rights and the separation of powers.With mass deportations taking place without due process and the suspension of Habeas corpus, the rule of law and democracy itself is under a serious threat.While the Constitution allows for the suspension of Habeas corpus in cases of rebellion or invasion where the public safety is at stake, it is a power that must be exercised sparingly and only in extraordinary circumstances. The United States plans to send astronauts to the Moon later in this decade, aiming toward a permanent lunar base. But experience shows that plans come and go. In fact, if all the plans for lunar exploration had actually come about, we’d be skittering all across the Moon today. In 1958, for example, the Air Force developed Project LUMAN, a comprehensive plan for human spaceflight. It would culminate with a single astronaut landing on the Moon. Later, the service developed another plan – LUMEX. It called for three astronauts to travel to the Moon using a giant new booster and a streamlined spaceship. The Army developed its own plan, involving a space station and other steps. All of those plans died – in part because human spaceflight was turned over to a new civilian agency: NASA. And NASA had its own false steps. It studied using its two-man Gemini spacecraft for lunar missions before settling on Apollo. And even then, some of its plans were scuttled; the final three Apollo missions were scrapped, in 1970. President George W. Bush proposed lunar missions as part of the Constellation program. It was nixed by President Obama. But some of its hardware has been kept for Artemis – which plans to send astronauts to the Moon in the next few years. Look for the Moon in the west at nightfall. LATE SUNDAY NIGHT, police in El Salvador arrested one of President Nayib Bukele's sharpest critics, Ruth Eleonora López, an anti-corruption attorney who has spent years exposing government abuses. “[She] is one of the strongest voices in defense of democracy,” says Noah Bullock, her colleague and the executive director of Cristosal, a human rights group operating in northern Central America, including El Salvador. López, a university professor and former elections official, heads Cristosal's anti-corruption unit. She has also been an outspoken critic of Bukele's crackdown on gang violence that has resulted in “arbitrary detentions, human rights violations,” and the imprisonment of people not connected to gangs, according to Cristosal. The organization has documented widespread abuses in the country's prison system. “There's a clear pattern of physical abuse, and on top of that, a clear pattern of systematic denial of basic necessities like food, water, bathrooms, medicine — medical care in general," says Bullock. “Those two factors have combined to cause the deaths of at least 380 people” in custody in recent years. That's a prison system “that's been contracted by the U.S. government,” Bullock adds. This week on The Intercept Briefing, Bullock speaks to host Jessica Washington about López's continued imprisonment and what her work and detention reveals about the Trump administration's interest in El Salvador's prison system. Facing vague corruption charges, López has seen her family and lawyer but not yet a judge. “The type of jails and the prison system that the United States has contracted is one of a dictatorship — one that operates outside of the rule of law,” says Bullock. But El Salvador isn't the only country the U.S. is looking to partner with to outsource immigration detention. “Now in addition to El Salvador, the U.S. has reportedly explored, sought, or struck deals with at least 19 other countries,” says Nick Turse, national security fellow for The Intercept. “Many of these countries,” says Turse, “have been excoriated by not only human rights groups and NGOs, but also the U.S. State Department.”“ These policies did not leap fully formed from the head of Donald Trump,” says Turse. They have a legacy largely stemming from the post-9/11 counterterrorism policies of the George W. Born in 1928 in Manchester, Paul Johnson was a British Catholic who while at the helm of the New Statesman liked to boast that he had met every British prime minister from Churchill to Blair and every American president from Eisenhower to George W. Bush—the latter of whom awarded Paul Johnson with the Presidential Medal of Freedom in 2006. After publishing a fascinating, spanning history of Christianity, Paul Johnson grew ever more curious about Judaism, Christianity's elder brother in faith. That fascination led, in 1987, to the publication of his A History of the Jews, which until now is perhaps the best paced, best written single-volume history of the Jewish idea in English. It was sometimes quipped that it was given as a gift to half the bar mitzvahs in America. Paul Johnson died at the age of ninety-four in January 2023. Shortly after Johnson's death, the Jewish historian J.J. Kimche published an analysisA History of the Jews. Kimche provokes some very fascinating questions, including why this lifelong Catholic took such a sympathetic view and lively interest—theological, historical, social, cultural—in the Jews. What does such a non-Jew see in Jewish history, and what can we, as Jews, learn from his external perspective on our own past? Kimche joins Mosaic's editor Jonathan Silver to discuss these questions.
