President Joe Biden and China's Xi Jinping are exploring meeting in person, a senior administration official said after the leaders spent more than two hours Thursday talking through the future of their complicated relationship, with tension over Taiwan once again emerging as a flashpoint. Biden conducted the telephone call from the Oval Office, where he was joined by top aides, including Secretary of State Antony Blinken. The official declined to be identified to talk about the private conversation. When Biden was vice president, he spent long hours with Xi in the United States and China, an experience he often recalls as he talks about the two countries' opportunities for conflict and cooperation. However, they have not met in person since Biden became president last year. Xi has left mainland China only once, to visit Hong Kong, since the COVID-19 pandemic began. However, he's been formally invited to Indonesia in November for the next G20 summit of the world's leading economies, making the conference a potential location for a meeting with Biden. The latest strain over Taiwan is House Speaker Nancy Pelosi's potential visit to the island, which has governed itself for decades but China asserts as part of its territory. Xi emphasized those claims during his call with Biden, according to China's Ministry of Foreign Affairs. “Those who play with fire will perish by it,” the ministry said. “It is hoped that the U.S. will be clear-eyed about this." The White House released its own description of the conversation about Taiwan, saying that Biden "underscored that the United States policy has not changed and that the United States strongly opposes unilateral efforts to change the status quo or undermine peace and stability across the Taiwan Strait.” The goal of the call, which began at 8:33 a.m. EDT and ended at 10:50 a.m. EDT, was to “responsibly manage our differences and work together where our interests align,” the White House said. As usual, China left no doubt that it blames the U.S. for the deteriorating relationship between the two countries. “President Xi underscored that to approach and define China-US relations in terms of strategic competition and view China as the primary rival and the most serious long-term challenge would be misperceiving China-U.S. relations and misreading China's development, and would mislead the people of the two countries and the international community,” the Ministry of Foreign Affairs said. While Beijing's warning about playing with fire over Taiwan generated attention Thursday, it didn't represent an escalation of Xi's usual diplomatic rhetoric, U.S. analysts said. “There's a whole lexicon of Chinese threat speech that he hasn't touched yet," said John Culver, a senior fellow at the Atlantic Council's China Hub. Yun Sun, director of the China program at the Stimson Center think tank, noted that both countries said the conversation covered a wide range of topics, from the pandemic to climate change. She described that as “more positive than the two leaders informing each other, well, we're going to stick to our positions on Taiwan.” She also suggested that Xi may have an incentive to tamp down tensions as he seeks a third term as president. “They cannot afford to have the relationship with the United States ruptured,” she said. The call with Xi took place as Biden aims to find new ways to work with China and contain its influence around the world. Differing perspectives on global health, economic policy and human rights have long tested the relationship — with China's refusal to condemn Russia's invasion of Ukraine adding further strain. Pelosi's potential visit to Taiwan has created another pressure point. Beijing has said it would view such a trip as a provocation, a threat U.S. officials are taking with heightened seriousness in light of Russia's incursion into Ukraine. “If the U.S. insists on going its own way and challenging China's bottom line, it will surely be met with forceful responses,” Zhao Lijian, a spokesperson for China's Foreign Ministry, told reporters earlier this week. “All ensuing consequences shall be borne by the U.S.” Pelosi would be the highest-ranking U.S. elected official to travel to Taiwan since Republican Newt Gingrich visited the island in 1997 when he was House speaker. Biden last week told reporters that U.S. military officials believed it was “not a good idea” for the speaker to visit the island at the moment. John Kirby, a U.S. national security spokesman, said Wednesday that it was important for Biden and Xi to regularly touch base. “The president wants to make sure that the lines of communication with President Xi remain open because they need to,” Kirby told reporters at a White House briefing. “There are issues where we can cooperate with China on, and there are issues where obviously there are friction and tension.” Biden and Xi last spoke in March, shortly after the Russian invasion of Ukraine. “This is one of the most consequential bilateral relationships in the world today, with ramifications well beyond both individual countries,” Kirby said. Biden has moved to shift U.S. reliance off Chinese manufacturing, including final congressional approval Thursday of legislation to encourage semiconductor companies to build more high-tech plants in the U.S. He also wants to marshal global democracies to support infrastructure investments in low- and middle-income nations as an alternative to China's “Belt and Road Initiative,” which aims to boost China's trade with other global markets. Biden has kept in place Trump-era tariffs on many Chinese-manufactured goods in order to maintain leverage over Beijing. But he is weighing whether to ease at least some of them to lessen the impact of soaring inflation on American households. U.S. officials have also criticized China's “zero-COVID” policy of mass testing and lockdowns in an effort to contain the spread of COVID-19 in its territory, labeling it misguided and fretting that it will further slow global economic growth. Texas is treating these procedures as a form of child abuse under existing state laws, Alabama has banned the procedures for minors and Republican Florida Gov. Ron DeSantis is making an administration-wide push to ban child sex-change procedures.Wiener characterized the bill as an effort to grant legal protections to transgender minors and their parents, noting that the bill blocks California courts from enforcing out-of-state subpoenas for parents who break state laws banning child sex-change treatments. The legislation also makes the enforcement of out-of-state arrest warrants for violations of child sex-change bans the lowest law enforcement priority. A spokeswoman for parental rights group Family Watch International told the Daily Caller News Foundation how the law might work in practice. If a mother in Texas believes her daughter is actually a boy and seeks a double mastectomy for her, her doctor may alert the authorities that the child is at risk for permanently disfiguring surgery, she explained.If the mother flees to California with the child to get the surgery, California would currently be required to comply with court orders from Texas to have the child returned to the state, according to the spokeswoman. Wiener’s bill would block California courts from complying with Texas’s child custody orders when it comes to parents giving their children sex changes, she explained. The Pentagon will escalate troop movements and security measures in the Pacific if Pelosi follows through with her planned Taiwan visit. China likely would not attack Pelosi’s plane directly, officials familiar with the matter told the AP, but senior officials worry that her presence could inflame existing tensions between the U.S. and China over Taiwan. Columbia University fencer, Sylvie Binder, will be the Ivy League's pick. The award is meant to honor women student-athletes who have "distinguished themselves in their community, in athletics and in academics throughout their college career." Binder, a senior from Armonk, New York, won the NCAA Fencing Championship in 2019. Binder was selected over Thomas, whose eligibility was hotly contested as Thomas is biological male who identifies as a woman and began transition in 2019. Thomas swam for the men’s swim team representing the University of Pennsylvania for three seasons before transitioning to compete against female swimmers, breaking records and winning championships in the women's division. Riley Gaines, an SEC champion swimmer who competed against Thomas at the NCAA Championships, said the male nomination as "Woman of the Year" was "another slap in the face to women," adding that the NCAA has now "made this award worthless." The University of Pennsylvania nominated both Thomas and tennis player Iuliia Bryzgalova for NCAA Woman of the Year in July. The NCAA website states that a school may nominate two individuals for the award if one of the two nominees is a "student-athlete of color or international student-athlete." The announcement on Monday narrowed down the 577 students nominated to 151 female athletes. The Woman of the Year Selection Committee is set to select 10 nominees from each division and the top 30 will be announced in October, with the winner announced in January at the NCAA Convention in San Antonio. Texas is treating these procedures as a form of child abuse under existing state laws, Alabama has banned the procedures for minors and Republican Florida Gov. Ron DeSantis is making an administration-wide push to ban child sex-change procedures.Wiener characterized the bill as an effort to grant legal protections to transgender minors and their parents, noting that the bill blocks California courts from enforcing out-of-state subpoenas for parents who break state laws banning child sex-change treatments. The legislation also makes the enforcement of out-of-state arrest warrants for violations of child sex-change bans the lowest law enforcement priority. A spokeswoman for parental rights group Family Watch International told the Daily Caller News Foundation how the law might work in practice. If a mother in Texas believes her daughter is actually a boy and seeks a double mastectomy for her, her doctor may alert the authorities that the child is at risk for permanently disfiguring surgery, she explained.If the mother flees to California with the child to get the surgery, California would currently be required to comply with court orders from Texas to have the child returned to the state, according to the spokeswoman. Wiener’s bill would block California courts from complying with Texas’s child custody orders when it comes to parents giving their children sex changes, she explained. Biden administration officials are concerned that China could seek to declare a no-fly zone over Taiwan ahead of a possible visit by House Speaker Nancy Pelosi as an effort to upend the trip, potentially raising tensions even further in the region, a US official told CNN. China could also respond by flying fighter jets further into Taiwan's self-declared air defense zone, which could trigger a response from Taiwan and the US, the official added. They did not detail what a possible response would entail. China has sent warplanes into Taiwan's self-declared air defense zone identification zone many times in recent months, an act which does not violate any international law but which usually results in Taiwan taking precautionary defensive measures, including sometimes scrambling its fighter jets. Chinese planes have not entered the island's territorial airspace -- the area extending 12 nautical miles from its coastline. The State Department has called on China to cease its intimidation of Taiwan. Pelosi has been planning a trip to Taiwan in the coming weeks, according to three sources familiar with the planning process. While other members of Congress and former US officials have visited Taiwan this year, Pelosi would be the highest-ranking US lawmaker to visit Taiwan in 25 years. Then-Speaker Newt Gingrich traveled there in 1997. Tensions between Washington and Beijing over the issue of Taiwan have heightened in recent months. The Chinese Communist Party has long claimed democratically ruled Taiwan as part of its territory and has repeatedly vowed to "reunify" with the island of 24 million people -- by force if necessary -- despite having never governed it. The US has committed to providing Taiwan with the means to defend itself, though recent weapons sales to Taiwan have been slow to arrive, which has raised concerns among US lawmakers. The Chinese embassy in Washington referred CNN to the remarks from the spokesperson for the Ministry of Foreign Affairs stating firm opposition to a possible Pelosi visit when asked to comment on the airspace concerns. The Financial Times was first to report Pelosi's plans for a visit. President Joe Biden cited concerns from the US military about Pelosi's possible trip earlier this week. "I think that the military thinks it's not a good idea right now, but I don't know what the status is," Biden said on Wednesday when asked whether it was a good idea for Pelosi to travel to the self-governing island. Col. Dave Butler, Joint Chiefs of Staff spokesman, said the military "in general" briefs decisionmakers on military assessments. "We talk about what adversaries may do, discuss logistics and military plans and readiness," Butler said. He declined to say whether or not Chairman of the Joint Chiefs of Staff Gen. Mark Milley spoke with Pelosi about a proposed trip to Taiwan. Pelosi said it's important to show support for Taiwan on Thursday, but said that she would not be discussing any travel plans, calling to a security issue. Pelosi said she heard "anecdotally" about Biden's comments on her possible visit, but said she had not heard anything from the President directly. "I think what the President was saying is that maybe the military was afraid of my plane of getting shot down or something like that. I don't know exactly," Pelosi said. State Department officials also have some concerns, two sources said. State Department spokesperson Ned Price deflected questions about the trip on Thursday, calling it a "hypothetical" at this time. "I am not going to be offering any advice from the is podium," Price said when asked about the State Department position on her possible visit. Price reiterated that the Biden administration is still adhering to its one China policy, noting that the US does not have diplomatic relations with Taiwan but has a "robust unofficial" relationship with the island. Voicing opposition to the possible Pelosi visit, China's foreign ministry spokesperson Zhao Lijian, said Tuesday that it "would seriously violate the one China principle and the stipulations in the three China-US joint communiqués and harm China's sovereignty and territorial integrity." Semiconductors are the most important thing that you've never heard of. These little computer chips provide the processing power for everything from cars and iPhones, to unmanned drones and missiles. In Beijing's Made in China 2025 industrial strategy, through which China seeks to move up the value chain to become a high-tech superpower, semiconductor self-sufficiency was one of the targets.  Beijing is falling far behind on this target. MIC 2025 stated the aim of meeting 70 per cent of China's demand through domestic production by 2025, but, seven years on, it is only meeting 20 per cent of its domestic needs (by one estimate). The world's leading manufacturer of semiconductors is in fact in Taiwan. The Taiwanese Semiconductor Manufacturing Company dominates more than half the global market, and controls 90 per cent of the cutting edge 5 to 10 nanometre sector (in this industry, size matters; the smaller the chip, the better). Even American companies like Intel outsource a substantial amount of production to TSMC. A tech arms race is underway.  In order to control the supply of this small but vital component, China and the US are desperately funnelling money into their own national champions, whilst 'kneecapping' each other's efforts, as Nigel Inkster tells Cindy Yu on this episode. He's the former director of operations and intelligence at MI6 and author of  The Great Decoupling: China, America and the Struggle for Technological Supremacy. They discuss Washington's relatively effective efforts on this front – from instituting export controls on western companies (not just American) that supply Chinese semiconductor companies, to pressurising TSMC to share its know-how worldwide (TSMC will open an Arizona branch in two years, thanks to pressure from President Trump). It's got wolf warrior and Foreign Ministry spokesperson Zhao Lijian hopping mad; he has accused the Americans of practising 'technological terrorism'. Yet America's approach could be instructive for the UK, where there's a live political question over the Chinese acquisition of Newport Wafer Fab, a relatively low-end semiconductor manufacturing site that is the subject of an ongoing national security review. Some in the West also fear that TSMC's success will lure China to invade Taiwan, while some in Taipei see the company as their 'silicon shield', Nigel says, as its accidental destruction (or at the hands of the Taiwanese or American governments) may deter China from an aggressive incursion. This month has seen the United States President Joe Biden forward commit to increasing the USA's presence in the Pacific. The announcement was pitched during a Whitehouse meeting in Washington DC with New Zealand's Prime Minister Jacinda Ardern. Meanwhile, at the same time, the People's Republic of China's foreign minister Wang Yi was on a whistle-stop series of meetings with Pacific regional leaders, seeking mutual agreements on investment, infrastructure development, and security. And back in China, the PRC took exception to this element of the US-NZ joint statement where Biden and Ardern jointly stated: "... we note with concern the security agreement between the People's Republic of China and the Solomon Islands. In particular, the United States and New Zealand share a concern that the establishment of a persistent military presence in the Pacific by a state that does not share our values or security interests would fundamentally alter the strategic balance of the region and pose national-security concerns to both our countries." That position compelled China's spokesperson for its Ministry of Foreign Affairs, Zhao Lijian, to state: "We noted the relevant contents of the joint statement, which distorts and smears China's normal cooperation with Pacific Island countries, deliberately hypes up the South China Sea issue, makes irresponsible remarks on and grossly interferes in China's internal affairs including issues related to Taiwan, Xinjiang and Hong Kong. China is firmly opposed to this." New Zealand is now positioned squarely on the fault-line between two opposing global powers. Now add into the foreign policy mix the election of a new Labor Government in Australia where Prime Minister Anthony Albanese was quickly sworn in alongside his cabinet and then whisked off to a QUAD security pact leaders' summit, and, most recently has met with his Indonesian counterpart, President Joko Widodo, to discuss securing a more cooperative relationship between the two regional powers. Foreign Minister Nanaia Mahuta and the Chinese ambassador have offered differing accounts of a meeting and discussion of a Joint Statement with the United States that drew the wrath of Beijing.Mahuta and Chinese Ambassador Wang Xiaolong met on Thursday. It was the first meeting for the pair since Xiaolong started the role in December.The meeting came amid a week of heightened geopolitical tension, with China Foreign Minister Wang Yi continuing an eight-stop tour of the Pacific originally intended to drum up support for a wide-ranging regional agreement.It also included Prime Minister Jacinda Ardern's White House visit, after which she and US President Joe Biden issued a Joint Statement that noted New Zealand and the United States' close ties on matters of security and singled out China's recent inroads in the Pacific as concerning."We note with concern the security agreement between the People's Republic of China and the Solomon Islands," the declaration read."In particular, the United States and New Zealand share a concern that the establishment of a persistent military presence in the Pacific by a state that does not share our values or security interests would fundamentally alter the strategic balance of the region and pose national-security concerns to both our countries," it said.It also condemned Chinese activities in the South China Sea, human-rights violations in Xinjiang (home to the Uighur), and the "erosion of rights and freedoms in Hong Kong".After that meeting, China's foreign affairs ministry spokesman Zhao Lijian said the statement was a "hype-up" and had "ulterior motives to create disinformation and attack and discredit China".Asked by media on Thursday if that NZ-US statement was talked about during her meeting with the Chinese Ambassador, Mahuta responded: "Oh a range of things were commented on but not in any particular detail."Asked directly if the statement was brought up, Mahuta said: "Not significantly actually, no."Asked to elaborate, Mahuta said the meeting was "short, it was a meet and greet meeting, it canvassed a range of issues in relation to the Pacific, the bilateral relationship, the fact that we are recognising 50 years of a relationship with China, that New Zealand had a number of firsts, a Free Trade Agreement, things like that".An official "read-out" of the meeting published on the Ministry of Foreign Affairs website also made no mention of the statement being discussed by the two.However, on Friday morning, Xiaolong wrote a series of tweets about the meeting, directly referring to the statement."Reiterated China's position on the recent US-NZ Joint Statement, and more importantly, compared notes on how China and NZ could steer the bilateral relations in the right direction to the benefit of both sides," Xiaolong wrote."We also talked about how NZ and China could work together to support common development in Pacific island partners. We agreed that it is imperative to keep dialogues going at a time like this."Quoting a Pacific leader: China provided much-needed aid to us when no others were. The U.S. customs agency says it is holding imported goods from Chinese sports brand Li Ning after an investigation indicated they were made by North Korean labor. U.S. law prohibits imports of goods made in North Korea or by North Korean citizens without proof they weren't made by forced labor, according to a notice from the U.S. Customs and Border Protection in Washington. The goods will be forfeited if Li Ning Co. cannot provide “clear and convincing evidence” within 30 days that it wasn't made by convict, forced or indentured labor, the agency said. It gave no details of the investigation, what goods were affected or their value. Li Ning, founded by a former Chinese Olympic gymnast of the same name, is one of China's most prominent athletic shoe and clothing brands. Phone calls Wednesday to its Beijing headquarters and investor relations office in Hong Kong weren't answered. When asked, a Chinese Foreign Ministry spokesman, Zhao Lijian, said he was not aware of that “specific situation." “China is firmly opposed to any form of long-arm jurisdiction and unilateral sanctions," Zhao told reporters at a briefing. Li Ning is among a group of Chinese and foreign shoe and clothing brands that have been caught up in controversy over using materials and labor from China's northwestern region of Xinjiang. There, the ruling Communist Party is accused of detaining Muslim ethnic minorities and engaging in forced abortions and other abuses. This month, Norway's sovereign wealth fund announced it sold Li Ning shares due to the “unacceptable risk that the company contributes to serious human rights violations” in Xinjiang. Depuis le début de l'invasion russe en Ukraine, la Chine se présente comme un acteur neutre sur la scène diplomatique. Pourtant cette semaine, Pékin a clairement pris parti en faveur de Moscou, en relayant activement la désinformation russe. Les propos tenus en conférence de presse ce mardi 8 mars par Zhao Lijian, le porte-parole du ministère des Affaires étrangères chinois, en disent long sur le positionnement de Pékin. Il a repris à son compte les accusations proférées par Moscou cinq jours plus tôt sur une prétendue menace biologique. « Récemment, les laboratoires biologiques étasuniens en Ukraine ont attiré l'attention. Selon plusieurs rapports, des virus dangereux sont stockés dans ces installations. Au cours de son opération militaire, la Russie a conclu que les États-Unis utilisent ces laboratoires à des fins militaires. Selon les données américaines, il y a 26 laboratoires en Ukraine. Au total, les États-Unis disposent de 336 laboratoires dans 30 pays différents sous son contrôle. Ils ont aussi conduit plusieurs programmes militaires biologiques à Fort Detrick. Quelles sont les intentions des États-Unis ? Que font-ils précisément dans ces laboratoires ? La communauté internationale s'interroge. Nous appelons une nouvelle fois les États-Unis à faire la lumière sur leurs activités biologiques militaires sur leur sol et à l'étranger, et à accepter des vérifications multilatérales. » Traduction des propos de Zhao Lijian. Comme nous en avons déjà parlé ici, la diplomatie russe reproche aux États-Unis de développer des armes biologiques dans des laboratoires en Ukraine, sans apporter jusqu'ici la moindre preuve. Ces allégations ont été largement réfutées, mais le diplomate chinois enfonce le clou lorsqu'il cite des « laboratoires américains en Ukraine », alors même que le ministre russe, Sergueï Lavrov, a depuis, corrigé son propos. En déplacement en Turquie le jeudi 10 mars, il a évoqué des « laboratoires biologiques créés avec l'argent des États-Unis ». Une nuance d'une importance capitale. Sergueï Lavrov parle d'activités biologiques menées dans le plus grand secret « tout au long du périmètre de la Russie et de la Chine ». Le conseil de sécurité de l'ONU se réunit ce vendredi 11 mars après-midi à ce sujet, à la demande de Moscou. Les deux puissances sont manifestement engagées dans une offensive informationnelle conjointe.  Une amplification par les médias officiels L'ensemble de la presse d'État chinoise s'est empressée de relayer et d'amplifier cette fausse information. La CGTN, Radio Chine Internationale ou le Global Times, accusent les États-Unis de mener des activités bio-militaires sur le sol ukrainien et dans le reste du monde. Il n'en fallait pas plus pour doper cette théorie complotiste dans les sphères conspirationnistes du monde entier, et sur les réseaux sociaux. Exemple en France avec le rappeur Booba qui a partagé les propos de Zhao Lijian sur son compte Instagram suivi par plus de 978 000 personnes. De son côté, le Global Times va même jusqu'à faire le lien entre ces prétendus laboratoires américains, et la pandémie de coronavirus, en reprenant un article du média russe Sputniknews. Ce qui sert à Moscou pour justifier l'invasion de l'Ukraine est ici utilisé par Pékin pour se dédouaner de toute responsabilité dans l'émergence du Covid-19.  La référence à Fort Detrick par le porte-parole chinois Zhao Lijiang ne date pas d'hier. Dès juillet 2020, la propagande chinoise s'emploie à rejeter sur les États-Unis la responsabilité de l'émergence du coronavirus. La théorie de Fort Detrick servie au public chinois a eu pour objectif de détourner l'attention de la Chine et de ses laboratoires de haute sécurité.  Que disent les États-Unis ? Les États-Unis dénoncent les mensonges répandus par Moscou et Pékin. La sous-secrétaire d'État aux Affaires politiques, Victoria Nuland, a affirmé devant le Sénat que l'Ukraine disposait effectivement « d'installations de recherche biologique ». Elle a également fait état de son inquiétude de voir des matériaux sensibles tomber aux mains des Russes.  Mais aussitôt sur les réseaux sociaux, ces propos ont été déformés et présentés à tort comme un aveu de culpabilité. En fait, n'importe quel laboratoire de recherche biologique abrite forcément des matériaux sensibles. Au regard de ce qui se passe autour de certaines centrales nucléaires en Ukraine, on peut comprendre que les laboratoires soient aussi sujets de préoccupations, sans en conclure forcément qu'ils renferment des armes biologiques. Or le scénario complotiste exclue d'emblée le fait qu'un laboratoire puisse servir la recherche médicale.  Rien de secret En réalité, ce que les diplomates russes et chinois présentent comme des opérations secrètes est tout à fait public et accessible sur le site internet du Département d'État américain, il s'agit d'un accord de coopération conclu en 2005 entre le ministère américain de la Défense et le ministère ukrainien de la Santé, visant à contrer les risques de prolifération de matériel pathogène sensible « Cooperation in the Area of Prevention of Proliferation of Technology, Pathogens and Expertise ».  D'autres documents sont mis en avant par les médias d'État russes et chinois, présentés comme des pièces à conviction que les autorités américaines auraient tenté de faire disparaître. Facilement accessibles par les recherches en sources ouvertes, ils ne viennent pas étayer les accusations de fabrication d'armes. La propagande russe et chinoise en fait une interprétation abusive. Ce sont de simples rapports techniques illustrant une coopération officielle entre les ministères américains et ukrainiens.   Les contradictions de la diplomatie chinoise Le fait que la Chine relaye aujourd'hui ces infox russes, met à mal la revendication d'impartialité chinoise. Pékin fait aujourd'hui le grand écart. D'un côté, son ministre des Affaires étrangères revendique « une attitude objective et impartiale [...] basée sur la réalité des faits ». Et de l'autre, son porte-parole répand allègrement la désinformation russe.  Cette manœuvre s'inscrit dans un narratif qui présente l'Otan comme seule responsable de la guerre. Si selon son discours officiel la Chine prône le respect de l'intégrité territoriale des pays, elle accuse l'Otan d'avoir « mené la Russie et l'Ukraine à un point de rupture ». Finalement, ce récit vise à faire oublier que c'est aujourd'hui l'armée russe qui bombarde l'Ukraine.

China has threatened the Biden administration with retaliation over its decision to impose a diplomatic boycott of the 2022 Winter Olympics in Beijing, warning the move could harm bilateral relations.The Biden administration said Monday it would not send an official United States delegation to the Beijing Winter Games as a statement against China's "ongoing genocide and crimes against humanity in Xinjiang." US athletes will still be allowed to compete in the Games.Responding to the White House announcement, China's Foreign Ministry said it had launched "solemn representation" with the US and vowed to take "resolute countermeasures.""Out of ideological bias and based on lies and rumors, the US is trying to disrupt the Beijing Winter Olympics. This will only expose its sinister intention and further erode its moral authority and credibility," ministry spokesperson Zhao Lijian said at a news conference Tuesday."The wrong move of the US has undermined the foundation and atmosphere for China-US sports exchanges and Olympic cooperation. China on Tuesday welcomed a virtual meeting between President Xi Jinping and U.S. President Joe Biden as raising hopes for better relations, while the U.S. was more muted on the talks as the world's two biggest powers sought to ratchet down more than a year of tensions.The leaders appeared to put aside the language of acrimony in their first formal meeting since Biden took office. Xi greeted the U.S. leader as his “old friend,” and Chinese Foreign Ministry spokesperson Zhao Lijian said the exchange was candid and constructive.“If China-U.S. relations cannot return to the past, they should face the future,” Zhao said, calling the meeting “conducive to increasing positive expectations ... for U.S.-China relations.”However, both sides held firm to their positions on the issues that divide Washington and Beijing, with Xi warning that the U.S. and Taiwan are playing with fire over the self-governing island that China considers part of its territory.The two nations were aiming to end a sharp deterioration in relations that accelerated under former U.S. President Donald Trump and had festered since Biden became president in January. Un "coup dans le dos" selon le ministre des Affaires étrangères, infligé par l'Australie qui devait acheter douze sous-marins conventionnels à la France dans le cadre d'un accord scellé en 2019 pour cinquante ans et 56 milliards d'euros. Mais cette nuit Canberra a changé d'avis, rompu "le contrat du siècle" et passé commande aux Etats-Unis de sous-marins à propulsion nucléaire. Une décision justifiée par "un changement de besoin" a expliqué le Premier ministre australien Scott Morrison mettant en avant l'argument nucléaire. Mais ce dernier n'est pas le seul pour comprendre ce revirement qui est surtout la conséquence d'un nouveau partenariat stratégique entre l'Australie, les Etats-Unis et le Royaume-Uni, voulu par Joe Biden pour contrer l'expansion de la Chine dans la zone Indo-Pacifique. Le président américain a d'ailleurs salué "un pas historique", après la conclusion de cette alliance qui au-delà des navires prévoit un transfert de technologie dans les domaines du nucléaire ou de l'intelligence artificielle. "L'offre américaine aurait été impossible à rejeter", a reconnu de son côté Scott Morrison, "évidemment, une décision très difficile et décevante pour la France". Une décision difficile, c'est certains, et qui ne passe pas dans l'Hexagone. "Je suis en colère, ça ne se fait pas entre alliés", a affirmé Jean-Yves Le Drian le chef de la diplomatie française, "cette décision unilatérale, brutale, imprévisible, ressemble beaucoup à ce que faisait M. Trump". "Clairement, il y a eu une mauvaise manière des Australiens mais aussi des Américains" a assené de son côté le ministre des Armées Hervé Grandjean. Selon le gouvernement, cette rupture unilatérale de contrat ne devrait toutefois pas peser si lourd dans les finances de Naval Group : les sous-marins auraient dû être assemblés en Australie, la sous-traitance devait être locale aussi. Mais c'est un coup dur pour l'image de l'industrie navale française et un revers majeur à la stratégie de Paris dans la zone Indo-Pacifique, fondée sur des partenariats avec l'Inde et l'Australie. En Chine, la nouvelle a fait également grincer des dents. Le porte-parole de la diplomatie chinoise, Zhao Lijian a estimé que "la coopération entre les Etats-Unis, la Grande-Bretagne et l'Australie en matière de sous-marins nucléaires sape gravement la paix et la stabilité régionales, intensifie la course aux armements et compromet les efforts internationaux de non-prolifération nucléaire".
