Pat McDonald welcomes in author and chemist Meredith Angwin to talk about Vermont's electric grid.
As a working chemist, Meredith Angwin headed projects that lowered pollution and increased reliability on the electric grid. Her work included pollution control for nitrogen oxides in gas-fired combustion turbines, and corrosion control in geothermal and nuclear systems. She was one of the first women to be a project manager at the Electric Power Research Institute. She led projects in renewable and nuclear energy. In the past ten years, she began to study and take part in grid oversight and governance. For four years, she served on the Coordinating Committee for the Consumer Liaison Group associated with ISO-NE, her local grid operator. She teaches courses and presents workshops on the electric grid. Meredith's newest book release - Shorting the Grid, The Hidden Fragility of Our Electric Grid is an exposé of the insider-ruled practices of the “deregulated” areas of the United States electric grid. Shorting the Grid shows the hidden problems caused by lack of accountability on the grid. Americans need to pay attention to how the grid is managed. Hopeful speeches will not keep the lights on. If you assume that the lights will go on when you flip a switch, you need to read this book. Abstract: The early school years shape a young brain's capability to comprehend and contextualize words within milliseconds of exposure. Parsing word sounds (phonological interpretation) and word recognition (enabling semantic interpretation) are integral to this process. Yet little is known about the causal mechanisms of cortical activity during these early developmental stages. In this study, we aimed to explore these causal mechanisms via dynamic causal modelling of event-related potentials (ERPs) acquired from 30 typically developing children (ages 6 to 8 years) as they completed a spoken word-picture matching task. Source reconstruction of high-density electroencephalography (128 channels) was used to ascertain differences in whole-brain cortical activity during semantically "congruent" and "incongruent" conditions. Source activations analyzed during the N400 ERP window identified significant regions-of-interest (pFWE less than .05) localized primarily in the right hemisphere when contrasting congruent and incongruent word-picture stimuli. Dynamic causal models (DCMs) were tested on source activations in the fusiform gyrus (rFusi), inferior parietal lobule (rIPL), inferior temporal gyrus (rITG) and superior frontal gyrus (rSFG). DCM results indicated that a fully connected bidirectional model with self-(inhibiting) connections over rFusi, rIPL and rSFG provided the highest model evidence, based on exceedance probabilities derived from Bayesian statistical inferences. Connectivity parameters of rITG and rSFG regions from the winning DCM were negatively correlated with behavioural measures of receptive vocabulary and phonological memory (pFDR less than .05), such that lower scores on these assessments corresponded with increased connectivity between temporal pole and anterior frontal regions. The findings suggest that children with lower language processing skills required increased recruitment of right hemisphere frontal/temporal areas during task performance. Every day Americans take the reliable supply of electricity for granted. Except during severe storms, we rarely, if ever, think that the lights might not turn on in the morning.But in some parts of the country, consumers face the threat of rolling blackouts, and sudden surges in the price of electricity. Nearly two years ago, nearly 300 people died when the Texas power grid partially failed during a winter cold snap. California came close to a grid collapse last summer. And New England might be in big trouble this coming winter. Energy analyst, author, and chemist, Meredith Angwin, is our guest in this episode of "How Do We Fix It?" Her latest book is “Shorting the Grid: The Hidden Fragility of our Electric Grid.” In recent years, our podcast co-host Jim Meigs has written extensively on energy, and says it's a bad idea to shut down nuclear power plants that supply large amounts of reliable energy and aren't dependent on the weather. But the threatened electricity grid crisis is not just about how we make power—it's how we deliver power to users. For big chunks of the country that system has changed radically in recent decades. Reforms that were meant to make our energy system more competitive backfired. Dr. Vince Patton served as the Eighth Master Chief Petty Officer (a combination of a rank and a position) of the Coast Guard for more than 30 years until his retirement in 2002.As the service's top senior-ranking enlisted leader and ombudsman during that period, Master Chief Patton was the principal advisor to the Commandant of the Coast Guard, his directorates, and the secretaries of Transportation and Defense. Today we had the pleasure of hosting Meredith Angwin, Energy Analyst and Author of " Campaigning for Clean Air: Strategies for Pro-Nuclear Advocacy" and most recently " Shorting the Grid: The Hidden Fragility of Our Electric Grid." Meredith is a passionate advocate for abundant, affordable, clean energy and has also been an early advocate for nuclear energy. In her extensive career, she has headed research projects on pollution control for fossil fuels, corrosion control for nuclear plants, and was one of the first female project managers at the Electric Power Research Institute. More recently, she has shifted focus to grid governance, reliability and oversight. In her latest book and with us live today, Meredith explains the grid and associated challenges in a straightforward and understandable way. We focused today on " Shorting the Grid" and the story Meredith tells us all by closely examining power in New England. Our key topics included an overview of the structural history of the power industry, the advent of the Regional Transmission Organizations ("RTOs"), background on New England's historical reliability measures (running oil during weather driven demand increases), new pay for performance initiatives, and additional structural changes and challenges in the market (like MPOR, the minimum offer price rule). We also touch on hydro power, the implications of the current natural gas price spike, the warning signs of more potential power shortages, overdependence on renewables with limited backup fuel, the lack of transparency and accountability, the hazards of relying on natural gas but not building enough pipelines, and, of course, what Meredith thinks the power market could look like in ten years. It was an extremely educational and interesting session and we are thankful to Meredith for joining us. We wholeheartedly recommend her book. It takes some really complicated issues and makes them easy to follow. Mike Bradley started the show with an update on weekly equity and commodity performance and key events, noting that European natural gas is at the lowest price since the Ukranian war started and also focused on recent executive action around US solar tariffs and the mixed messages the government is sending to Industry. Colin Fenton provided an update on US LNG export data and crude oil, showing markets are reacting to the EU's ban on Russian deliveries and also noting inflationary effects on US households with new credit cards skyrocketing. Brett Rampal, Veriten's nuclear expert, also joined and peppered in his thoughts and observations in the session.

In this episode I am lucky to be able to talk to an expert in the lifeblood of modern civilization, our electrical grid. The grid is the pulse that sustains civilization. It provides us with the energy to run our labour-saving appliances, it provides us with lights, it empowers our computers, it heats our homes, it refrigerates our food. Without it we would be tossed back to 19th century living conditions. It powers all of modern technology and allows us to communicate around the globe. The grid is also a curse. It is an industrial behemoth that emits dangerous pollution into the atmosphere. The burning of fossil fuels kills millions of people around the world every year from particulate pollution, and is one of the leading sources of greenhouse gas accumulation that is forcing the climate into a state it hasn't been in since homo sapiens evolved half a million years ago. My guest will tell us about the hidden fragility of our electrical grid. As a working chemist, Meredith Angwin headed projects that lowered pollution and increased reliability on the electric grid. Her work included pollution control for nitrogen oxides in gas-fired combustion turbines, and corrosion control in geothermal and nuclear systems. She was one of the first women to be a project manager at the Electric Power Research Institute. In semi-retirement, she became an advocate for nuclear power (one of the most environmentally sound forms of energy) and began to study and take part in grid oversight and governance. For four years, she served on the Coordinating Committee for the Consumer Liaison Group associated with ISO-NE, her local grid operator. She teaches courses and presents workshops on the electric grid. Her previous major book was Campaigning for Clean Air: Strategies for Pro-Nuclear Advocacy. Meredith's newest book, Shorting the Grid, The Hidden Fragility of Our Electric Grid should be required reading for any politician in office today who needs to decide how to transition away from fossil fuels and fulfil our society's obligation to future generations. Billie Faye Woodard (ret.) and his twin sister, Zuria, were born in the Inner Earth, and brought to the outer Earth on September 18, 1951. In today's News: Comfort dogs deploy for victims of wildfires Lutheran Church Charities K-9 comfort dogs Aaron from St. John’s in Napa, Calif, Micah from Light of the Valley in Elk Grove, Calif., and Reuben from First Lutheran - Yuba City, Calif. and their ministry teams were invited by the principal and counselors from Foothill Adventist School in Angwin, Calif., which was destroyed by the Glass Fire. On Tuesday, the comfort dogs visited with children and staff at a new temporary location at Pacific Union College Elementary School in Angwin, their first day back at their interim school. The comfort dogs and their handlers worked with counselors to help children process a very difficult time. Court protects two Colorado churches Two Colorado churches and their pastors are currently protected from the state’s enforcement of capacity limits and face masks during worship services thanks to an order handed down by a federal judge on Oct. 15. This decision came following a lawsuit against federal and state officials for an array of religious freedom violations. Thomas More Society Special Counsel Rebecca Messall and Co-Counsel Brad Bergford, who are representing the congregations and their pastors, were pleased with the order. Denver Bible Church and its pastor, Robert Enyart, and Community Baptist Church and its pastor, Joey Rhoads, asked the court to enjoin enforcement of orders related to Colorado’s gubernatorially mandated capacity limits on worship services and face mask requirements. Currently, Colorado imposes capacity limits on houses of worship that are more severe than those that apply to other so-called critical businesses whose settings pose a similar risk of covid-19 transmission. The state also allows a variety of exceptions to its facial-covering requirement where it recognizes that removing a mask is necessary to carry out a particular activity. Administration continues its fight against global abortion President Donald Trump’s administration continued to push back against global abortion advocacy this week with a declaration proclaiming that “The preservation of human life and the strengthening of family” are foundational to society. The Independent reports United States leaders joined five other countries in signing the Geneva Consensus document last Thursday. The action sent a statement to The United Nations that the killing of unborn babies in abortions is not a “human right,” as the U.N. Declaration Of Human Rights claims, according to the report. The other countries that signed the declaration Were Brazil, Egypt, Hungary, Indonesia and Uganda, the report states. This is not the first time the trump administration has fought for unborn babies’ rights at the U.N. In September, United States and Vatican representatives criticized the inclusion of language promoting “sexual and reproductive health and reproductive rights,” including abortions, in a U.N. covid-19 response resolution. In August, U.S. Ambassador Andrew Bremberg also slammed the international agency for “perverting” human rights by advocating for the killing of unborn babies in abortions.
Meredith Angwin has become an authority on the arcane topic of governing electric grids in the United States. She's concerned and thinks others will may share her concern when they recognize there is a key missing element in grid governance. There is no organization or individual that is responsible for making sure that electricity is generated, transmitted and delivered to customers. Various organizations, often with competing or conflicting interests, have shared responsibility for different parts of the system that includes generators, transformers, switchyards, transmission lines, distribution lines and billing systems, but "the market" has been assigned the responsibility of supplying wholesale electricity. And that market is not the free market, but instead is a hybrid that is governed by an ever changing stack of layered rules where many of the important decisions are made by participant groups that do not include customers or even enabled representatives of customers. A growing portion of the grid's electricity is dependent on free, but uncontrolled natural flows. Another portion comes from generators whose fuel is delivered by capacity-limited pipes in a "just in time fashion." When the natural flows are interrupted or something interferes in the pipelines's capability to deliver fuel, generators stop producing power. There are processes that can be called into action, but costs can skyrocket in times of scarcity. Some market players thrive in times of crisis and have few incentives to ensure those crises never arise. Meredith has produced an accessible, clearly written book that reveals important aspects of a complex topic. It deserves to be on the reading list for people who are interested in electricity. It belongs in the library of every congressional and senatorial office. At least one person in each staff should be assigned the task of reading it and preparing a report for their member. Governors and state level legislators might want incorporate lessons revealed in the book and reconsider their decisions to rely more heavily on markets than on well-regulated monopolies with an obligation to serve. Meredith is a delightful guest who brings the wisdom of a long and productive professional career to her writing and speaking engagements. I'm pretty sure you are going to like this show. Susan Dix Lyons and her family are evacuated from their Angwin home as the Glass fire turns Wine Country into a horror show.
On Sunday Sep 27, 2020 three fires broke out and merged into what is now called the Glass Fire Incident in Sonoma and Napa counties. It has forced an estimated 70,000 to evacuate, including some 4,500 residents of Santa Rosa's Oakmont Neighborhood, which is mostly seniors. People are sheltering throughout the region, with family or friends, in RVs or cars, at hotels or County run shelters. But there are less people in shelters this year compared to past years, as County emergency services have coordinated hotel rooms for many people, to reduce COVID risks – but there are some still waiting it out there. This is a community park in Santa Rosa called “A Place to Play.” There's a small tent with snacks, water and a map of the park, but only about a dozen vehicles in the lot. “This time, I thought, here we go again,” says Ann Johnson, from Oakmont. She's 83, and it's her second fire evacuation in four years. Last time, she brought a neighbor who's 14 years older. “When they notified me, I knew that she didn't have TV or anything,” she said. “So I said we've got to go and be sure she's okay, and I ended up taking her with me, and we were 15 days, rather than a couple of days.” This time, the call came around 11pm on a Sunday. Johnson called her neighbor, who's 97 now. The neighbor was leaving with her caretaker. Then Johnson collected her own go-bag and got in her car. “Normally it takes me 5 min, its a mile to the entrance of Oakmont, it took me 47 min.” Eventually, she got to her niece's home in another part of Santa Rosa. But soon the niece's family left the area to get clear of the smoke. So Johnson moved to a friend's house for the week. Now she's sitting in the park, in a folding chair, charging her phone. She gets a phone call from a friend while we're talking, just checking in. Right now, she's the only one there. She's waiting for news, hopefully the all clear to go home. I asked her how she feels with wildfires happening every year now. “It's a little scary, and I sat down and I thought about moving somewhere else. But I thought, where would you go. You know, I'm 83, I don't feel like starting all over again. I have family in various places. But I don't want to live in Arkansas, I don't want to live in Colorado. And I don't want to go back to the East Coast where I started…so where am I gonna go? They've got tornados or they've got hurricanes, or they've got something else. And my friends are here, my life is here now…probably stay put.” “This is home,” I said. “Yeah it's home. If I were to go somewhere else I'd be starting all over, find friends, make friends, make contacts…don't really want to do it.” The first night 87-year-old Sue Hattendorf evacuated from her home in Oakmont, she slept in her car in a Kenwood shopping center parking lot. “There were about a dozen cars there, including myself,” Hattendorf said. “I had gone beyond there, and I decided I didn't want to go beyond that. So I came back there, spent the night there. First thing the next morning, one of the policeman and I had a discussion, and I asked him how can I get back to the Vet's memorial, where I was the last time we had this problem.” That's the Santa Rosa Veteran's Memorial Hall, which is where we're talking. It's an evacuation center with about a dozen people staying in cots spread out throughout several rooms. Because of the smoke, and the coronavirus, most people with options are staying away from these shelters. Hattendorf says she's not too worried about the virus: she wears a mask, she washes her hands, the shelter is clean, and overall comfortable. But she can't wait to go home. “I will stay here as long as I absolutely have to, I just want to get back to my house.” Roughly 12 miles north, in Calistoga, 79-year-old BJ Hopgood woke up around 3am last Monday , to the noise of a Nixel alert on her phone. “It sounded like a siren, and all the lights were flashing on the phone…so I got out of bed and went out on my deck and sure enough, I looked toward St Helena, I could see the fire, and I could see smoke.” Her bags were packed already. She grabbed them, got in her car, then picked up an elderly friend nearby. “Well I didn't have a plan really, because my family was all scattering every which way, and everybody was full up to the brim with people, so I just started driving towards Napa,” Hopgood said. “And I took my friend over to her daughters' house, and the daughter said why don't you stay here, til you can find something, so I did. And then I went back to St Helena but the smoke was just too bad, I had to get out of there, that's why the voice is cracking…” We're in the parking lot of Napa Valley Community College, where there is a county-run shelter. Hopgood is here to get a hotel room, and is waiting for a call back from County staff with her placement. She needs to plug in her oxygen machine. It's about 95 degrees out, she's waiting in her car with the AC blasting. There's enough smoke to push the Air Quality Index to 250 – “Very Unhealthy.” But she says she's staying positive. She lost another home to a house fire in 1992 in Magalia, near Paradise, CA and says it was an opportunity to start over. “We came home about 12:30 at night and the home was totally engulfed,” she said. “So I know what it's like to lose everything. And it is a horrendous, horrendous loss, but I do have to say for those who have lost their home, I want them to look at the bright side. And the bright side is now you can rebuild. That closet you hated because it wasn't over there now you can put it over there, you can change life around…get through it but be happy, because you're gonna have some fun times ahead.” Across town, at the Crosswalk Community Church evacuation shelter, Rodney Blum is departing for a hotel room. He's a long time Napa Valley resident, a photographer, and former winery tour guide. He lost his housing last year, and so was camping on the mountain above the community of Angwin. He fled the LNU Lighting Complex Fire just a few weeks ago, and had since returned with his dog, Remy. “With all these fires have pushed even a black bear up to where we're at. And we have him flipping rocks over, looking for grubs and food right next to us. We've got bucks, they're fighting for their mates, and it is like, Jumanji up there.” Blum watched the fire burn throughout Sunday night, enveloping the community of Deer Park below. He tracked familiar homes of friends and family, wineries, the hospital, stores and schools. Finally, he got a ride down with a sympathetic Sheriff's deputy. “So far Angwin…it's just beyond lucky. This is the third time, starting with the Cobb Fire, where the fire stopped and swirled around,” he said. “I would also like to be very clear about this, the pilot flying the large jet the first day was so incredibly talented and so dedicated. He stayed from dawn until just after sundown. But when he dipped that huge jumbo jet down into the flames, I never saw him drop anything, that's how low he got and pulled that thing straight back up with the tall trees, and did it all day long. And he personally, Gavin Newsom owes him a big debt of gratitude.” Blum says the fire came fast, and the sheriff's team and CalFire did a great job evacuating people quickly. At the shelter too, he said staff there are very kind and even gave him a new phone, which is crucial for getting updates. As the sun is setting, I call BJ Hopgood to check in, and reach her as she's settling into her hotel for the night. Napa County officials say hotels are covered until the evacuation orders are lifted, and everyone hopes that will be soon. Corinne Smith is a reporter and producer with KPFA. However, when people debate the best strategies to manage a successful energy transition they often limit their analysis to electricity generation. What is neglected is the elephant in the room: the grid. There is an obvious reason. To non-specialists it is complicated. My guest Meredith Angwin is going to help us get a grip on the grid so that we can make informed decisions about the best way to move forward to clean, reliable electricity that can get us to deep decarbonisation while meeting the demands of the world's poor to fight their way out of energy poverty. Meredith is a physical chemist and one of the first women to be a project manager at the Electric Power Research Institute. Over her career she has headed projects to help power plants become more reliable and less polluting. In the past decade, she has studied the grid as a system, and taken part in grid oversight and governance.

Australian Payroll Association is Australia’s leading network in payroll training, consulting and advisory for employers. It offers end-to-end payroll process reviews, compliance auditing, specialist recruitment services, payroll qualifications and training courses, and a membership program. She discusses an APA report finding 9 in 10 organisations find government legislation or employee awards difficult to interpret, with 93% of payroll managers agreeing that many of these clauses need to be revised or made simpler. The data from the Australian Payroll Association (Australian Payroll Association) also found that 58% of payroll manager had to seek advice from another payroll, HR or legal expert to clarify particular awards or pieces of legislation to enable them to pay employees correctly. Organisations say employee legislation and awards are confusing or contradictory and need revision. Government legislation or employee awards difficult to interpret, with most agreeing that many of these clauses need to be revised or made simpler. ‘Tracy has a background working with payroll vendors and payroll professionals and has spent the last 20 years trying to get one to make sense of the other. Originally a dairy farmer’s daughter, Tracy is a full-time CEO, part time manager of Luke from The Voice and one-time dinner date of Boy George. There are so many things to consider when running a business that it makes sense to automate as much as possible. But according to Tracy Angwin of the Australian Payroll Association, employers should beware the ‘set and forget’ approach when it comes to payroll. The rules can be complex and if you’re not thoroughly on top of them, you could end up putting yourself and your staff through a lot of pain.

Angwin and Parris discovered a chilling echo of race-based redlining in real estate where African Americans and other minority groups were prevented from buying real estate in predominantly white neighborhoods. Angwin and Parris purchased an ad on Facebook targeting Facebook users who are house hunting and allowed them to exclude anyone who was African American, Asian-American or Hispanic. But the Fair Housing Act of 1968 makes it illegal “"to make, print, or publish, or cause to be made, printed, or published any notice, statement, or advertisement, with respect to the sale or rental of a dwelling that indicates any preference, limitation, or discrimination based on race, color, religion, sex, handicap, familial status, or national origin.” Facebook says it does what it can to prevent discrimination. ---- Did FBI Director James Comey break the law when he announced 11 days before the election that his agency was re-opening the investigation into Hillary Clinton's emails? Several leading experts say it was. Passed in 1939, the Hatch Act limits federal employees, with a few exceptions, such as the President, from engaging in activities that would impact the outcome of an election. Legal experts such as former Chief White House Ethics attorney Richard Painter, who filed a formal ethics complaint against Comey and the FBI last week, think there was no other reason for Comey to make the disclosure other than to impact the outcome of the election. Comey did, however, announce to members of Congress on Sunday that the agency will not recommend charges against Hillary Clinton based on the emails discovered on former Congressman Anthony Weiner's computer. You should also read Painter's Op-Ed in The New York Times. ---- 1.4 million people “checked in” to Standing Rock on Facebook, even though they weren't actually there, to support opponents of the Dakota Access Pipeline. Rumors had spread that the police were monitoring Facebook to crack down on protesters. But how exactly do the police use social media data to surveil protests? Jeff Landale has the analysis in Christian Science Monitor. ---- A new University of Washington and Stanford study of 1,500 rides found Uber and Lyft drivers discriminate against black passengers. For example, blacks waited 30% longer for rides--5 minutes and 15 seconds--versus 4 minutes for white passengers, according to the study. The ride cancellation rate was also 6 points higher, or 10.1 %, for black sounding names compared to white sounding names. Elizabeth Weise has the story at USA Today. ---- Mobile browsing as surpassed desktop browsing for the first time. This is according to a new report from StatCounter. Mobile browsing now accounts for over 51% of all online browsing actvitiy. Check Samuel Gibbs' story in the Guardian. ---- Black Lives Matter is opposing the Trans Pacific Partnership arguing the trade deal would further disenfranchise blacks by sending capital to nations with lower wages and poorer working conditions, allowing employers to avoid domestic courts, increase mobility for workers with higher paying jobs but no one else, and prevent the formation of unions. ---- AT&T had a tough legal and regulatory week The Dodgers Channel, owned by Time Warner Cable, offered customers exclusive access to live Dodgers games. Even though Time Warner Cable owned the Dodgers Channel, the company attempted to license it to other cable providers, which would have provided each licensees' customers access to the games. But, as Brian Fung reports in the Washington Post, the Department of Justice is now suing AT&T and its subsidiary, DirectTV, for colluding with their LA competitors, including Cox and Charter, to make sure none of them agreed to license the Dodgers Channel from Time Warner Cable. This way, the three companies could take comfort in knowing they wouldn't lose subscribers. Charter of course has now acquired Time Warner Cable. ---- Finally, the FCC says AT&T incorrectly interpreted FCC rules when it sued the City of Louisville in federal court for granting Google access to utility poles in order to build out its fiber network. AT&T had said the FCC's pole attachment rules pre-emept state rules. However, the FCC submitted a statement of interest to the Department of Justice saying the federal pole attachment rules do not pre-empt state rules at all and, in fact, defer to state regulations where states show they have the situation under control with its own regulations. Dr. Scott Comulada is a biostatistician who has served on the UCLA School of Medicine faculty since he joined the Department of Psychiatry and Biobehavioral Sciences as an Assistant Professor-in-Residence in 2010. He has been a Statistician and then a Research Scientist for the Semel Institute Center for Community since 1999. Dr. Comulada was an Associate Director of the Methods Core for the Center for HIV Prevention, Identification, and Treatment Services (CHIPTS) from 2009 to 2010 and is currently a CHIPTS Methods Core Scientist. He earned his B.S. in Biophysics at Pacific Union College, Angwin. Dr. Comulada earned his M.P.H. in Public Health at Loma Linda University, Loma Linda. He earned his M.S. and Dr.P.H. in Biostatistics at the University of California, Los Angeles. Dr. Comulada is currently part of a cross-disciplinary team of scientists, including psychologists, sociologists, and computer scientists, who are developing research methods to assess and evaluate behavioral data from mobile phone-based health applications.
