Premise: The series is set 97 years after a devastating nuclear war wiped out almost all life on Earth. The only known survivors are the residents of twelve space stations in Earth's orbit prior to the war. The space stations banded together to form a single massive station named "The Ark", where about 2,400 people live. Resources are scarce and all crimes no matter their nature or severity are punishable by death ("floating") unless the perpetrator is under 18 years of age. After the Ark's life support systems are found to be critically failing, one hundred juvenile prisoners are declared "expendable" and sent to the surface in a last ditch attempt to determine if Earth is habitable again. The teens arrive on a beautiful planet they have only seen from space. Confronting the dangers of this rugged new world, they struggle to form a tentative community. However they discover that not all humanity was wiped out. There are people on Earth who survived the war, called "grounders" by the 100. The Ark consists of the space stations previously representing the nations of the UK, USA, Australia, Canada, China, Japan, India, Russia, Venezuela, France, Brazil, and Uganda.   In this episode: Murphy returns to the camp carrying a horrific virus created by the Grounders to weaken the camp. We all lost a visionary leader and friend with the unexpected passing of Senator Joe Lieberman, who along with Governor Tom Ridge co-chaired the Bipartisan Commission on Biodefense for ten years. His death came just as the Commission was preparing to release our 2024 National Blueprint for Biodefense: Immediate Action Needed to Defend Against Biological Threats. Senator Lieberman, who worked tirelessly to defend Americans against biological threats, was a driving force behind this report. So, it is only fitting that we host a special tribute to Senator Lieberman as we publicly release the new National Blueprint for Biodefense. The Bipartisan Commission on Biodefense (formerly the Blue Ribbon Study Panel on Biodefense) was established in 2014 to provide a comprehensive assessment of the state of United States biodefense efforts and to issue recommendations that foster change. Subsequently, the Commission has briefed White House Administrations (including then Vice President Biden); testified before Congress; convened numerous meetings with experts; released 12 reports; produced the graphic novel Germ Warfare; and mobilized biodefense conversations and actions in the private and public sectors. In its  2015 bipartisan report,  A National Blueprint for Biodefense: Leadership and Major Reform Needed to Optimize Efforts, the Commission described biological threats to the Nation and made 33 recommendations to optimize US efforts to prevent, deter, prepare for, detect, respond to, attribute, recover from, and mitigate intentionally introduced, accidentally released, and naturally occurring biological events. Many recommendations from this report have been taken up by the government, including the National Biodefense Strategy, a federal biodefense budget crosscut by the Office of Management and Budget, and the recent Biodefense Posture Review by the Department of Defense. The world continues to experience rising threats from offensive biological weapons programs, lab accidents, and outbreaks affecting our national security. There have been burgeoning biotechnological advances in medical countermeasures (e.g., antibiotics, antivirals, vaccines, diagnostics) yet huge gaps in prevention, deterrence, preparedness, detection, response, attribution, recovery, and mitigation still remain. The federal government must address gaps in the US biodefense enterprise. Dr. William Karesh, DVM ( https://www.ecohealthalliance.org/personnel/dr-william-karesh ) is an internationally recognized expert on infectious diseases, wildlife conservation, and the environment. He is the Executive Vice President for Health and Policy for EcoHealth Alliance. Dr. Karesh also serves as the Co-Chair of the International Union for Conservation of Nature Species Survival Commission (IUCN SSC) Wildlife Health Specialist Group, Chair of the World Animal Health Organization's Working Group on Wildlife, and on the World Health Organization's (WHO) International Health Regulations Roster of Experts focused on the human-animal interface and wildlife health. In 2016, Dr. Karesh was appointed as an ex-officio member of the Bipartisan Commission on Biodefense ( https://biodefensecommission.org/teams/william-b-karesh-dvm/ ) and became a member of the Council on Foreign Relations. He works with government agencies around the world and is an invited expert for intergovernmental and development organizations including United Nations Office for Disaster Risk Reduction (UNISDR), FAO, WHO, and the World Bank. Dr. Karesh has pioneered initiatives focusing attention and resources on solving challenges created by the interactions among wildlife, people, and their animals, developing and leading projects in over 50 LMIC countries. Introduction Dr. Asha M. George is the Executive Director of the Bipartisan Commission on Biodefense. She is a public health security professional whose research and programmatic emphasis has been practical, academic, and political. She served in the US House of Representatives as a senior professional staffer and subcommittee staff director at the House Committee on Homeland Security in the 110th and 111th Congress. She has worked for a variety of organizations, including government contractors, foundations, and non-profits. As a contractor, she supported and worked with all Federal Departments, especially the Department of Homeland Security and the Department of Health and Human Services. Dr. George also served on active duty in the U.S. Army as a military intelligence officer and as a paratrooper. She is a decorated Desert Storm Veteran. She holds a Bachelor of Arts in Natural Sciences from Johns Hopkins University, a Master of Science in Public Health from the University of North Carolina at Chapel Hill, and a Doctorate in Public Health from the University of Hawaii at Manoa. [More] We ran the Regranting Challenge, a novel experiment which allocated $150 million to outstanding programs at other grantmaking organizations. [More] We nearly doubled the size of our team. [More] This post compares our progress with the goals we set forth a year ago, and lays out our plans for the coming year, including: A significant update on how we handle allocating our grantmaking across causes. [More] A potential leadership transition. [More] Continued growth in grantmaking and staff. [More] Continued grantmaking Last year, we wrote: We aim to roughly double the amount [of funding] we recommend [in 2022] relative to [2021], and triple it by 2025. In 2022, we recommended over $650 million in grants (up from roughly $400 million in 2021). We changed our plans midway through the year, due to a stock market decline[ref]This just reflects a decline in the market; our main donors are still planning to give away virtually all of their wealth within their lifetimes.[/ref] that reduced our available assets and led us to adjust the cost-effectiveness bar we use for our spending on global health and wellbeing. When we wrote last year's post, we had tentatively planned to allocate $500 million to GiveWell's recommended charities; the actual allocation wound up being $350 million (up from $300 million in 2021). Currently, we expect to recommend over $700 million in grants in 2023, and no longer have a definite grantmaking goal for 2024 and 2025. Highlights from this year's grantmaking This section outlines some of the major grants we made across our program areas. In grants to charities recommended by GiveWell: $10.4 million to the Clinton Health Access Initiative to support their Incubator program, which looks for cost-effective and scalable health interventions. $13.7 million to New Incentives for conditional cash transfers to boost vaccination rates in Nigeria. $4.4 million to Evidence Action to support their in-line chlorination program in Malawi. We also made a $48.8 million grant to the same program with funds from our 2021 allocation. Many other grants we haven't listed here (see our full list of GiveWell-recommended grants). In potential risks from advanced AI: Redwood Research to support their research on aligning AI systems. Center for a New American Security to support their work on AI policy and governance. A number of projects related to understanding and aligning deep learning systems. In biosecurity and pandemic preparedness: Columbia University to support research on far-UVC light to reduce airborne disease transmission. Bipartisan Commission on Biodefense to support work on biodefense policy in the US. The Johns Hopkins Center for Health Security to support their degree program for students pursuing careers in biosecurity. In effective altruism community growth (with a focus on longtermism): 80,000 Hours (marketing and general support) for its work to help people have more impact with their careers. Support for the translation of effective altruism-related content into non-English languages. Bluedot Impact to run courses related to several of our priority cause areas. Cogan is the Leonard and Shirley Ely Senior Fellow at the Hoover Institution. His research is focused on U.S. budget and fiscal policy, federal entitlement programs, and health care.  He has published widely in professional journals in both economics and political science.  His book, The High Cost of Good Intentions (2017) is the recipient of the 2018 Hayek Prize.  The book traces the history of U.S. federal entitlement programs from the Revolutionary War to modern times.  His previous books include Healthy, Wealthy, and Wise: Five Steps to a Better Health Care System, coauthored with Glenn Hubbard and Daniel Kessler, and The Budget Puzzle, (with Timothy Muris and Allen Schick).   At Stanford, he was faculty member in the Public Policy program and a senior fellow at the Stanford Institute for Economic Policy Research (SIEPR). He also served on the faculty advisory boards for the Stanford-in-Washington campus and the Stanford Institute for Economic Policy Research. He is a recipient of the Stanford-in-Government's Distinguished Service Award and the Stanford Review's Best Undergraduate Teaching Award.  Cogan has devoted a considerable part of his career to public service. He served under President Ronald Reagan as assistant secretary for policy in the U.S. Department of Labor from 1981 to 1983, as associate director in the U.S. Office of Management and Budget (OMB) from 1983 to 1985, and as Deputy (OMB) Director in 1988-89.  His responsibilities included developing and reviewing Reagan Administration policies in the areas of health care, Social Security, disability, welfare, and employment training.  Cogan has served on numerous congressional, presidential, and California state advisory commissions. At the federal level, he has served on President George W. Bush's Commission to Strengthen Social Security, the U.S. Bipartisan Commission on Health Care (the Pepper Commission), the Social Security Notch Commission, the National Academy of Sciences' Panel on Poverty and Family Assistance, and the Congressional Budget Office's Board of Economic Advisors. At the state level, he has served on the California State Commission on the 21st Century Economy and the California Public Employee Post-Employment Benefits Commission.    Cogan has also served on numerous boards of directors: Gilead Sciences Inc as its Lead Independent Director, the Charles Schwab Family of Funds as the Chairman of its Governance Committee, Venture Lending and Leasing Inc., Monaco Coach Corp, and Sacred Heart Schools in Atherton CA.  Cogan received his A.B. in 1969 and his Ph.D. in 1976 from the University of California at Los Angeles, both in economics.  He received his M.A. in Economics from California State University at Long Beach in 1970.  He was an associate economist at the RAND Corporation from 1975 to 1980. Shock waves were sent through Washington, D.C.'s many trade wonks when the U.S.-China Economic and Security Commission gave a unanimous bipartisan recommendation that Congress consider ending China's Permanent Normal Trade Relations (PNTR). Opponents of China PNTR were trashed as idiots, protectionists and doom mongers during a brutal 2000 U.S. national debate about China's trade status and entry into the World Trade Organization. Now 22 years later, those opponents' concerns proved not only to be right, but understated. But its a rarity in Washington to have high-level commissioners half appointed by the GOP while Democratic leadership AGREE to call for the reversal of a major policy mistake. “Hallelujah!” was the response from a labor leader receiving the news, while a small business CEO emailed us back an “Amen!” Whether or not Congress will follow the recommendation remains to be seen. But the fact that the U.S.-China trade debate has come to this juncture is both shocking, and based on the outcomes of the last 22 years, is not shocking at all. On this episode of Rethinking Trade with Lori Wallach, we are joined by Michael Wessel, an original member of the U.S.-China Economic and Security Review Commission, who is one of the nation's leading experts on China trade and security. In her role, as Foreign Secretary of the National Academy of Medicine, the health arm of the National Academy of Sciences, Engineering and Medicine, Dr. Hamburg served as senior advisor on international matters and was the liaison with other Academies of Medicine around the world. She is an elected member of the Council on Foreign Relations and the National Academy of Medicine. Dr. Hamburg currently sits on the boards of the Commonwealth Fund, the Simons Foundation, the Urban Institute, the Global Alliance for Vaccines and Immunization, the Parker Institute for Cancer Immunotherapy and the American Museum of Natural History. Dr. Asha M. George, DrPH (https://biodefensecommission.org/teams/asha-m-george-drph/) is Executive Director, Bipartisan Commission on Biodefense, which was established in 2014 to assess gaps in and provide recommendations to improve U.S. biodefense. The Panel determines where the United States is falling short of addressing biological attacks and emerging and reemerging infectious diseases. Dr. George is a public health security professional whose research and programmatic emphasis has been practical, academic, and political. She served in the U.S. House of Representatives as a senior professional staffer and subcommittee staff director at the House Committee on Homeland Security in the 110th and 111th Congress. She has worked for a variety of organizations, including government contractors, foundations, and non-profits. As a contractor, she supported and worked with all Federal Departments, especially the Department of Homeland Security and the Department of Health and Human Services. Dr. George also served on active duty in the U.S. Army as a military intelligence officer and as a paratrooper and she is a decorated Desert Storm Veteran. Dr. George holds a Bachelor of Arts in Natural Sciences from Johns Hopkins University, a Master of Science in Public Health from the University of North Carolina at Chapel Hill (in Parasitology and Laboratory Practice), and a Doctorate in Public Health (with a focus on Public Health Policy and Security Preparedness) from the University of Hawaii at Manoa. She is also a graduate of the Harvard University National Preparedness Leadership Initiative.

The Honorable Secretary Dr. Donna Shalala, Ph.D. (https://people.miami.edu/profile/dshalala@miami.edu), currently serves as Professor Emerita, Department of Health Management and Policy, University of Miami, where she previously served as President from 2001 to 2015, where during her tenure as President, she advanced the university into the top tier of U.S. research universities. With more than 40 years as an accomplished scholar, teacher, and administrator, Secretary Shalala personifies outstanding leadership and dedication to public service. Secretary Shalala received her A.B. degree from Western College for Women and Ph.D. degree from the Maxwell School of Citizenship and Public Affairs at Syracuse University. In addition to her leadership of University of Miami, Secretary Shalala served as President of Hunter College from 1980 to 1987 and as Chancellor of the University of Wisconsin-Madison from 1987 to 1993. Secretary Shalala was assistant secretary for policy development and research at the U.S. Department of Housing and Urban Development during the Carter administration. In 1993, President Bill Clinton appointed her U.S. Secretary of Health and Human Services (HHS), where she served for all eight years of the Clinton administration, becoming the nation's longest serving HHS secretary. During this time she fought to create, implement and oversee the Children's Healthcare Insurance Program, currently covering over 7.6 million children throughout the country, as well as doubling the budget of the National Institute of Health (NIH) and securing the highest immunization rates in American history. Secretary Shalala was appointed by President George W. Bush to co-chair with Senator Bob Dole the Commission on Care for Returning Wounded Warriors, and in 2008 received the Presidential Medal of Freedom, the nation's highest civilian award. In 2009, she was appointed chair of the Committee on the Future of Nursing at the Institute of Medicine of the National Academy of Sciences. Most recently, in addition to serving in the U.S. Congress for Florida's 27th congressional district, in the U.S. House of Representatives, Secretary Shalala served as a member of the Council on Foreign Relations Independent Task Force on The Emerging Global Health Crisis, as well as a Commissioner of the Bipartisan Commission on Biodefense. One of the most honored academics of her generation, Secretary Shalala has been elected to seven national academies including: National Academy of Education; the National Academy of Public Administration; the American Academy of Arts and Sciences; the American Philosophical Society; the National Academy of Social Insurance; the American Academy of Political and Social Science; and the National Academy of Medicine.

This is: Notes on Apollo report on biodefense, published by Linch on July 23, 2022 on The Effective Altruism Forum. The Bipartisan Commission on Biodefense's Apollo Program for Biodefense (invoking the moon landing project) is an ambitious proposal to radically change the landscape of biosecurity and pandemic defense with a bunch of technical innovations. It was recommended to me some time ago but I only got around to reading it in June. Below are my (mostly unfiltered) notes, including some fast/quick hot takes. The original intended audience was a) myself, and b) teammates (including future teammates) working on researching future megaprojects. But hopefully it can be hopeful to other EAs as well. Key Takeaways I originally planned to read this report with an eye out for inspiration on what EA megaprojects can Rethink Priorities ideate, analyze, and/or inspire people to work on. But reading this got me thinking: Perhaps the Apollo Program for biodefense should be considered a premier EA/longtermist megaproject in its own right? The technologies they recommend run the gamut between a) prevention, b) detection, c) slowing down/stopping spread, and d) resilience/recovery. The focus on detection seems higher than what I naively would guess is normal in pandemic preparedness circles, possibly due to EA influence. I note that many EAs worked on the report. Many of the recommendations might actually be enacted (!!). They were in Biden's budget proposal this year) If successfully enacted and the gov't doesn't massively screw it up, to the degree EAs were responsible for this, it might end up being one of EA's largest wins in longtermism to date. From the report and the surrounding context, I've overall updated positively on the value of policy/politics. The report itself is short and highly readable. Executive Summary and Introduction (Pgs 1-7) Choice Quotes “Even the most ambitious program (about $10 billion annually) would be a small fraction of the current cost of the COVID-19 pandemic and an investment in our health, economy, and national security.” “The existential threat that the United States faces today from pandemics is one of the most pressing challenges of our time; and ending pandemics is more achievable today than landing on the moon was in 1961.” “The COVID-19 pandemic has resulted in more American deaths than World War I, the Korean War, the Vietnam War, the Gulf War, the War in Afghanistan, and the Iraq War altogether.8 COVID-19 will likely cost the United States over $16 trillion.9 We spend billions preparing for other threats to American lives, which may or may not occur. Last night, in the House chamber where rioters tried to break in, 217 Democrats and 35 Republicans voted to form an independent, bipartisan commission to investigate what happened. Israel and Hamas exchanged new attacks this morning, while the White House is pushing for an end to more than a week of deadly fighting. President Biden plans to sign a bill today aimed at fighting a surge in discrimination against Asian Americans and Pacific Islanders. Texas has just adopted one of the most restrictive anti-abortion laws in the nation. Newly-released bodycam video of an arrest in 2019 seems to show Louisiana state troopers tasing, punching, and dragging a Black man who later died in their custody. Deadly spring storms continue to drench parts of the Deep South this morning.

Dr. Robyn I. Stone, a noted researcher and leading international authority on aging and long-term care policy, is Executive Director of the LeadingAge Center for Applied Research and Senior Vice President of Research. Prior to accepting this position, she was at the International Longevity Center-USA in New York City where she was executive director and chief operating officer. Previously, she worked for the Federal Agency for Health Care Policy and Research (now known as the Agency for Health Care Research and Quality). Robyn also served at the White House as deputy assistant secretary for disability, aging and long-term care policy and as acting assistant secretary for aging in the U.S. Department of Health and Human Services during the Clinton administration. She was a senior researcher at the National Center for Health Services Research as well as at Project Hope's Center for Health Affairs. Robyn was on the staff of the 1989 Bipartisan Commission on Comprehensive Health Care and the 1993 Clinton administration's Task Force on Health Care Reform. Her doctorate is in public health from the University of California at Berkeley. In this interview, Robyn discusses the difference between geriatrics and gerontology, intergenerational conflict, and many other critical topics central to the conversation around health today.
