Mike Dunleavy rolled out a “parental rights” bill that would put new limits on sex education in schools and prevent transgender students from using bathrooms that align with their gender identity, among other measures. Christian conservatives are welcoming the bill, while a Democratic lawmaker immediately branded it “the most divisive piece of legislation” the Legislature could hear this year. In 2018 and 2019, the Minister of Education, Culture and Employment of the Northwest Territories denied six applications for admission to French-language schools made by non-rights holder parents. The ineligibility of their children was assessed according to the criteria established in the Ministerial Directive — Enrolment of Students in French First Language Education Programs developed by the government of the Territories. Because none of the criteria in the Directive applied in the circumstances, the parents asked the Minister to exercise her residual discretion to authorize the admission of the six children concerned, which was denied. The non-rights holder parents and the school board applied for judicial review of the Minister's decisions. In two judgments, the Northwest Territories Supreme Court set aside the Minister's decisions on the ground that there had been no proportionate balancing of the protections guaranteed by s. 23 of the Charter and the government's interests. The majority of the Court of Appeal allowed the Minister's appeals and restored her decisions. The court found that the chambers judge's reasoning on constitutional values had proceeded on the mistaken assumption that the case involved constitutional rights. The families in question did not qualify under s. 23 because they were not rights holders, and they therefore had no legal or statutory right or expectation to have their children attend the French-language schools. Jacques remembers one of the most influential educational thinkers of the last 60-or-so years; Paulo Freire, who was born 100 years ago in recife in Brazil, influenced two generations of development and emancipation activists.     This started with his literacy work in Brazil in the early 1960s and after his exile from his country under the military dictatorship in 1964, spreading right across Latin America and working with the World Council of Churches, all over the world.     The publication of his 'Pedagogy of the Oppressed' in 1970 inspired large numbers of  educators both in the formal and informal sectors and his writings became obligatory inclusions in the curricula of social work, community development and social change across the world.     Jacques has personally worked with Freire and remembers his 'conscientisation' approach vividly as well as its integration in many formal university courses he has taught in. Hailing from Curaçao and based in the Netherlands, Gilberto is a policy advocate and activist in the field of human rights, social and climate justice, inclusion and a consultant on the topics of future of work, social impact and democratic innovation. He is a graduate student at Leiden University finishing his MSc. in Public Administration: International & European Governance, is the Secretary of the Supervisory Board of OCAN (advocacy NGO for the Dutch Caribbean), Consultant at Creativo Design, Member of the Board of Trustees of Krijger & Partners (Government relations consulting firm), John Lewis Senior Fellow at Humanity in Action, Innovation Lead at Innovation C, Global Shaper at the World Economic Forum, TILN Fellow for the German Marshall Fund, Climate Reality Leader and also an Ambassador for the African Caribbean Pacific Young Professionals Network. In this episode we are discussing youth research and its role in youth work practice.  Invited guests: Lana Pasic is a Youth Research and Policy Officer at the Partnership between the European Commission and the Council of Europe. Lana holds MPhil degree in Development Studies from the University of Oxford, where she specialised in youth, children and development. Before joining youth partnership, she consulted with various international and non-governmental organisations, working with young people from Bosnia and Herzegovina, South-East Europe, Europe, Africa, Asia and Latin America. Adina Marina Șerban (PhD) is a youth researcher, member of PEYR - Pool of the European Youth Researchers, national correspondent for Youth Wiki, being as well a grassroots youth worker, leading a rural youth NGO (Center for Sustainable Community Development) in  SW part of Romania. Adina is highly interested in better understanding the impact of digitalisation on youth social inclusion, as well as finding out what participation mechanisms better fit young people's needs and interests.  Tomi Kiilakoski (PhD) is a leading senior researcher in the Finnish Youth Research Network and an adjunct professor in the university of Tampere.   His areas of expertise include youth work, youth participation, educational policy, school violence and its prevention, cultural philosophy and critical pedagogy. He has developed participatory research methodologies for studying sensitive subjects with young people. Kiilakoski has published extensively (in total over 170 publications, in journal such as YOUNG, Youth & Policy, Education Culture & Society. ) He has authored ten books on youth work,  school as seen by the young, and critical pedagogy in his native language, Finnish. Recording of the opening remarks from a Battle of Ideas festival satellite event on Monday 18 November 2019. Schools are unique institutions. Their most obvious role is in relation to education and the generational transfer of knowledge. However, they also mediate between the state and parents in shaping the next generation. Schools enforce behavioural expectations and instil particular values while preparing children for the responsibilities of adulthood. Schools have always played this role. However, over recent years the values and expectations championed by schools have become more explicitly political and more contested. From lessons on climate change and recycling to cultural awareness days, it can appear as if schools, through children, aim at broader social change. In this respect we seem to now be witnessing the emergence of the ‘Culture Wars’ in Education. One consequence is that tensions between schools and parents spill out in conflicts over contentious issues such as teaching of sex and relationships education. However, from the contents of lunchboxes to disputes over ‘gender neutral’ school uniform policies, few area of school life now seem beyond controversy. In this special lecture and discussion, Joanna Williams, author of Consuming Higher Education: why learning can’t be bought, explores how these conflicts might be resolved. Should it be the state or parents who decide which values and behaviours to inculcate in children? And how should schools mediate between the two? One of the prizes for Science and Technology, in the Development Category, was for the research and development of delamanid. It is an effective treatment for multi-drug resistant tuberculosis. The other prize was for the development of tolvaptan, an antagonist of the vasopressin V2 receptor. The commendations were presented in late spring in a ceremony held in the Ministry of Education, Culture, Sports, Science, and Technology. Each year, 9.6 million people are newly infected by tuberculosis (TB). Of these cases, 480,000 patients develop multidrug-resistant tuberculosis (MDR-TB). And in that group, 22% develop extensively drug-resistant tuberculosis (XDR-TB). There have been no new anti-TB drugs developed since the introduction of rifampicin over forty years ago. Senior director of the Pharmaceutical Business Division, Mr. Makoto Matsumoto, Ph.D., said, “Delamanid was approved as a new drug for the first time in approximately 40 years. However, many besides those being awarded this time contributed their efforts and cooperation during the approval process, which took over 20 years.” He continued to thank, “all those who were involved from the discovery and development of delamanid to the approval of the drug. Otsuka will continue its efforts to increase the number of patients using the drug, and will continue contributing to tuberculosis treatment worldwide.” Delamanid was approved in Japan, Europe, and Korea in 2014. The commendation was awarded to delamanid for its contribution to the medical care of TB, by addressing the pressing need for new effective treatments to the increasing occurrence of MDR-TB. A doctor looking for a drug that helped his patients excrete only water unlike other diuretics inspired Otsuka Pharmaceutical to start researching for an agent to do just that. It was discovered that this vasopressin V2 receptor antagonist may hinder the proliferation and enlargement of the cysts in the hereditary disease Autosomal Dominant Polycystic Kidney Disease (ADPKD). Otsuka subsequently played a pivotal role in the clinical development of tolvaptan for ADPKD, and it is presently the only treatment option known to delay the long-term progression of ADPKD. “I heard that this award commemorates ‘people’ who make achievements, and I am deeply moved by the fact that my life’s work involving the discovery and development of tolvaptan, which I spent 30 years on, has been recognized,” said Mr. Yoshitaka Yamamura, senior director of the Pharmaceutical Business Division. “The ‘rugged’ drug discovery we started from scratch is now contributing to patients daily, and I am sincerely proud of that fact. I hope that new drug discoveries will be made for drugs that ‘originate in Tokushima and are the world’s first’.” The commendation was awarded to tolvaptan for its contribution to the medical fields of heart failure and liver cirrhosis, as an agent with a new mode of action of water diuresis, as well as the only treatment option known to delay the long-term progression of ADPKD.

This talk will begin by examining what passes for any education in the sciences across most of the globe, and the justifications that are offered for its place at the curriculum high table. The dominant argument for science education is economic seeing it as essential to providing an educated workforce to meet the technological and scientific needs of contemporary society. An additional but distinct case is the argument that there is a need to develop the scientific and technical knowledge that students will need to deal with the political and moral dilemmas posed by the 5 major challenges facing humanity – the supply of energy, growing sufficient food, providing clean water, sustaining health and dealing with climate change. In this talk, it will be argued that both arguments are flawed. The first, for instance, does not justify teaching the sciences to all students, and the second would demand a very different practice and curriculum than that which is commonly offered. Rather, the case will be developed that the only valid argument for teaching the sciences to all students is one based on their cultural significance – essentially a body of knowledge and understanding that represents one of the major intellectual achievement of humanity and part of the best that is worth knowing. Moreover, this achievement has led to the development of 6 distinct styles of reasoning which are a defining feature of the sciences. Each of these styles of reasoning or argument has required the invention of a set of domain-specific, ontological entities to think with, a body of procedural knowledge to use for the practice of the sciences, and a set of epistemic values and commitments that justify the products of scientific reasoning.
