Centenas de pessoas saíram esta manhã para as ruas em Maputo, mas também noutros pontos do país, em resposta ao apelo à greve e à manifestação lançado para esta segunda-feira pelo candidato presidencial Venâncio Mondlane, que reclama a vitória nas eleições de 9 de Outubro e pretende igualmente protestar contra o assassínio, no fim-de-semana, do seu advogado, Elvino Dias, e do seu mandatário político, Paulo Guamba. Ao longo destas últimas horas circularam inúmeras informações sobre situações de extrema tensão em Maputo, mas igualmente noutras partes do país, como por exemplo Pemba, com actos de vandalismo por parte de alguns manifestantes, confrontos, a utilização de gás lacrimogéneo e também tiros para o ar por parte das forças da ordem. Uma situação que acontece numa altura em que ainda se está em período eleitoral, dado que a CNE deve apresentar até quinta-feira os resultados definitivos das eleições gerais. Segundo dados preliminares, a Frelimo no poder saiu vitoriosa deste escrutínio, mas a oposição rejeita estes resultados alegando fraudes massivas. É este cenário que analisámos com João Feijó, investigador do Observatório do Meio Rural, que começa por abordar o duplo assassínio na sexta-feira à noite de Elvino Dias e Paulo Guamba. Acontecimentos que, segundo o estudioso, vêm na linha de outras mortes violentas ocorridas em plena luz do dia nestes últimos anos em Moçambique.RFI: O duplo assassínio do fim-de-semana aconteceu num contexto político já tenso. Qual era o objectivo a seu ver?João Feijó: Isto é algo aqui que infelizmente, se tornou uma realidade deste último mandato. Esta governação que acontece em Moçambique desde 2014, ficou célebre por diversos assassinatos de indivíduos que faziam a luta política de forma institucional. Logo em 2015, houve o assassinato de Gilles Cistac, que era um constitucionalista, um conhecido professor universitário catedrático da Universidade Eduardo Mondlane, que defendia a existência de espaço na Constituição de Moçambique para a descentralização, que era a reivindicação de Afonso Dhlakama (líder histórico da Renamo). Portanto, ele encontrou na Constituição um espaço que permitia o diálogo. Foi assassinado por causa dessas declarações por esquadrões da morte, por indivíduos que até hoje não estão identificados. E o assassinato foi em plena luz do dia, no centro da cidade, numa zona com câmaras. Portanto, é impossível que não se pudesse investigar. Depois, em 2019, assassinaram Anastácio Matavel, que era um indivíduo que tinha pertencido ao Comité Central da Frelimo, mas que estava agora numa organização da sociedade civil a organizar a observação eleitoral independente na província de Gaza e onde tinha já uma máquina que iria de alguma forma incomodar e perturbar o plano de fraude que existia em Gaza. E agora há este assassinato. Isto aqui foi o 'modus operandi' destes dois últimos mandatos deste Presidente. São factos e que demonstram a dificuldade deste Governo conviver com outras alternativas, outras visões e outras interpretações jurídicas. Ilustra o 'modus operandi' que era de agir de uma forma violenta para com aqueles que faziam oposição jurídica. Portanto, não era oposição nas matas, era oposição jurídica. Tudo isto aqui foi um ataque ao Estado de Direito, um ataque à democracia, um ataque aos direitos constitucionais das pessoas. Então, a leitura que os dados nos dão é que estes assassinatos traduzem uma visão de Estado bastante totalitária, bastante intolerante, onde a vontade de uma minoria deve prevalecer sobre uma vontade de uma maioria. Agora, o próximo Presidente vai ter o desafio de se afastar desta linha e de construir um país mais inclusivo, mais respeitador do Estado de direito e da democracia. É isto que está aqui em causa agora, dentro da Frelimo: o próximo Presidente criar a sua linha de governação que seja diferente desta. Não sei se ele vai ter espaço, se ele vai ter força porque vai enfrentar agora aquelas forças conservadoras retrógradas do anterior Presidente. Não sei se vai ter espaço para poder edificar um novo país. RFI: À luz dos casos que acaba de enumerar, julga que haverá um dia condições para se saber o que aconteceu exactamente neste fim-de-semana?João Feijó: Duvido imenso. A forma como estes indivíduos agiram foi semelhante à forma como agiram os indivíduos no assassinato de Gilles Cistac e de Anastácio Matavel, que foi à descarada, sem qualquer preocupação de fazer um crime perfeito, com grande aparato, usando armas militares, denunciando a corporação de onde são originários. Isto demonstra que eles fazem parte de serviços de segurança que são bastante poderosos, que controlam a força e controlam as armas. Então o próximo Presidente, até por uma questão de sobrevivência pessoal, não vai poder coordenar uma investigação independente disto, porque quem for fazer essa investigação, vai ter medo de investigar. Portanto, eu duvido que algum dia seja possível perceber quem foram os mandantes disto. Apesar das pessoas desconfiarem, nunca vai ser possível fazer uma investigação imparcial e responsabilizar estas pessoas, porque isso colocaria em risco o próprio partido. Seria um embaraço para o próprio partido reconhecer publicamente que foi o partido que fez. Isto não faz parte da forma de actuação do partido. Por outro lado, eles têm a obrigação de salvar a face uns dos outros de forma até a garantirem a sua sobrevivência interna dentro do partido e terem aliados dentro do partido. E por uma questão até de segurança dos próprios, porque seriam vítimas económicas ou mesmo mortais destes movimentos sinistros. RFI: Relativamente ao próprio movimento de greve geral, alguns sindicatos (a OTM-CS e o sindicato patronal CTA) reagiram a esse apelo à greve emitido por Venâncio Mondlane, e disseram não ter rigorosamente nada a ver com esse apelo à greve. Como é que interpreta isso? João Feijó: Há duas coisas que aqui é preciso ver: primeiro, os sindicatos em Moçambique são sindicatos politicamente controlados. A OTM é uma organização que esteve sempre debaixo do guarda-chuva do partido Frelimo. Aliás, é uma organização democrática de massas criada pelo partido Frelimo na década de 70, com o objectivo de ideologizar e de controlar politicamente as massas. Nos sindicatos independentes também há mecanismos de controlo político. Muitas vezes eles utilizam instalações para as suas sedes, que são instalações do partido Frelimo e conseguem usar aquilo a preços simbólicos. E então são formas de controlo político. Os sindicatos nunca, em Moçambique, convocaram uma greve nacional, não obstante os enormes problemas laborais que existem no sector formal, não obstante o facto do salário mínimo em Moçambique representar menos de um terço da cesta básica, ou seja, daquilo que é necessário para um trabalhador sobreviver. Não obstante todos os problemas laborais em Moçambique, os sindicatos nunca convocaram uma greve geral e sempre que o tentaram fazer foram coagidos, foram intimidados, foram aliciados a formas do controlo político. Os sindicatos jamais irão fazer uma coisa dessas enquanto existir estes mecanismos repressivos ou aliciadores do controlo deste movimento. Por outro lado, é preciso ver o que significa a palavra 'greve' em Moçambique, que é um conceito polissémico na Europa e no mundo formal. 'Greve' significa paralisação das actividades laborais e obedece a um conjunto de regras. Mas a palavra 'greve' em Moçambique tornou-se um outro conceito que significa paralisação das actividades por parte da população. Portanto, as pessoas não se deslocam, as pessoas impedem a circulação de carros, as pessoas perturbam as actividades normais da economia, bloqueando o trânsito. Ou até pode significar manifestação. Pode significar até na mente de muitas pessoas, o saque e a pilhagem. Portanto, a palavra 'greve' é uma palavra que se aplica não tanto ao sector formal, mas ao sector informal da economia e a esmagadora maioria da população está ativa no sector informal da economia. Então, quer dizer, o sector informal da economia não tem sindicatos. As pessoas estão auto entregues nas suas actividades económicas e vivem do 'desenrasca'. Vender bolinhos na rua ou vender recargas de telefone, ou fazem serviços de táxi ou transporte e por aí fora. Então, a palavra 'greve' é uma palavra que normalmente é dirigida a esta população que vive do 'desenrasca', que vive da sobrevivência diária e que não se revê na governação, que sente que a governação não cria políticas que os protejam e que sentem que não só não há políticas que os protegem, como o Estado, quando está presente, está presente para os oprimir. Porque por serem informais, são vistos como marginais e a Polícia Municipal exige-lhes o pagamento de taxas, confisca-lhes os bens. Então são pessoas que sentem uma grande revolta contra o Estado. O Estado não os protege e quando aparece, aparece para os prejudicar. Então, a palavra 'greve' é uma palavra com uma conotação mais política, dirigida a este lúmpen urbano e não tanto uma palavra de luta sindical, que também é política, claro, mas que tem a sua conotação.RFI: O presidente da Comissão da União Africana pediu hoje calma e "disposição pacífica" aos actores políticos do país. Como é que interpreta estas declarações? Isto é sinal de que Moçambique poderia estar sob escrutínio internacional e que, efectivamente, poderia haver posições mais fortes?João Feijó: Este apelo vai na linha de todos os apelos feitos de vários quadrantes, dos Estados Unidos, da União Europeia, da Noruega e do Canadá que já vieram mostrar a sua preocupação e os países do continente agora também -neste caso a União Africana- vem na mesma linha mostrar a sua preocupação em relação a esta tensão política que se está a radicalizar. E é um apelo positivo. O apelo ao respeito em relação às regras do jogo democrático, um apelo a não enveredar pela violência. É uma zona de grande investimento internacional. É uma zona que é um corredor energético para o exterior e uma instabilidade no país iria colocar em causa, no fundo, a estabilidade desses investimentos. Portanto, todos os países interessados em investimentos em Moçambique estão a ver esta situação com alguma preocupação. RFI: São esperados resultados definitivos por parte da Comissão Nacional de Eleições até 24 de Outubro, ou seja, daqui a muito poucos dias. Quais são as perspectivas, a seu ver?João Feijó: A avaliar pelas experiências anteriores, a CNE vai fechar os olhos a todas as evidências de fraude. Vai fechar os olhos aos problemas denunciados de enchimento de urnas, de editais que não estão assinados, editais falsos produzidos irregularmente, de situações de denúncia de corrupção de membros da assembleia de voto ou de expulsão de membros da assembleia de voto. Vai fechar os olhos a editais com 'números norte-coreanos' de vitórias de 100% de um partido em mesas de voto, em que 100% dos eleitores inscritos foram votar, inclusive em zonas transfronteiriças, como se ninguém tivesse morrido, como se ninguém tivesse viajado e todos os indivíduos recenseados fossem votar, ainda por cima no mesmo partido. Vai fechar os olhos a todas estas situações e vai simplesmente validar os resultados. A CNE é um órgão partidarizado onde todos os partidos estão presentes, mas onde a Frelimo está sobrerrepresentada e vai vencer sempre nas resoluções. O Presidente da CNE, mesmo que não concorde, talvez para salvar a sua face, até pode votar 'neutro', mas não vai impedir que estes resultados sejam validados e que a Frelimo vença com maioria absoluta. Desconfio que não vai haver nenhuma revisão de resultados e que simplesmente vão legitimar esta vitória da Frelimo com mais de 70% dos votos. São números que não convencem as pessoas, sobretudo a população urbana, que hoje vota sobretudo na oposição. Na verdade, não acho que haja algum partido que possa reivindicar a vitória, porque o nível de fraude, o nível de ilícitos eleitorais foi tão grave, tão omnipresente e foi desde o período de recenseamento até ao período de contagem dos votos, que os resultados estão tão 'martelados', que se torna muito complicado alguém poder reivindicar que venceu as eleições, porque na verdade houve tanta adulteração da vontade eleitoral. Começa a ficar complicado dizer que o partido A ou o partido B deve ter ganho as eleições. Vai ficar esta incógnita. Ninguém vai poder demonstrá-lo com evidência estatisticamente que ganhou ou vai ter dificuldades para o fazer. E assim gastou-se muito dinheiro em eleições para no final não haver um resultado que espelhe a vontade da população. Vai ficar a desconfiança de que estes escrutínios são ineficientes e inúteis e que é só um simples processo de gastar dinheiro, vai se tornar depois complicado no futuro Moçambique pedir financiamento para estes escrutínios. Eu penso que vai haver mais pressão no futuro para a revisão das regras eleitorais. Espero que o próximo Presidente tenha a capacidade de alterar essas regras, mas eu acho que ele não vai fazer. Até pode demonstrar alguma vontade política, mas nesse sentido de fazer reformas, mas mantendo sempre o controlo das regras do jogo. Porque o partido Frelimo sabe que a única hipótese de sobrevivência económica é através do acesso ao Estado, através do qual depois conseguem ter acesso aos recursos do Estado, aos concursos, às licenças de exploração de recursos naturais, aos empregos, às comissões destes negócios internacionais que têm sempre estas rendas que são distribuídas pela nomenclatura nacional. Então, por isso é que as lutas pelo acesso ao Estado são tão acesas, são tão incendiárias e por isso é que eu desconfio que o partido faça esta despartidarização das organizações eleitorais. Já vi esta promessa com Nyusi, mas depois não se concretizou, porque sabem perfeitamente que são estas regras do jogo manipuladas que garantem a sobrevivência do partido num contexto em que eles têm noção que estão a ser cada vez mais impopulares. Têm noção disso porque estão sempre rodeados de segurança. Porque se não tivessem medo da população, não estavam sempre tão rodeados de segurança. RFI: Julga que o sentimento de revolta que existe entre os apoiantes de Venâncio Mondlane possa de facto alastrar para outras categorias da sociedade e que isto possa eventualmente resvalar para algo mais grave?João Feijó: Atenção que a maior parte dos sectores da sociedade hoje em dia apoia a oposição. Há 20 anos atrás, os funcionários públicos eram os grandes apoiantes do partido Frelimo. Maputo, que era uma cidade onde se empregavam muitos funcionários públicos no aparelho central do Estado, votava claramente no partido Frelimo. Hoje é o contrário. Percebe-se claramente que em Maputo e Matola, a maioria da população vota na oposição, apesar de os resultados oficiais das eleições não transmitirem isso. O que a gente vê é que muitos funcionários públicos, hoje, votam na oposição. Eu conheço muitos funcionários públicos extremamente descontentes com a introdução da tabela salarial única, coisa que gerou muita frustração entre os funcionários públicos. Isto é evidente nos professores, no pessoal da saúde, no pessoal da Justiça, nas Forças de Defesa e Segurança. Durante estas eleições, houve muitas imagens que circularam de elementos das Forças de Defesa e Segurança a votarem ou até mesmo a apoiarem Venâncio Mondlane, onde na urna de voto tiravam foto ao seu distintivo junto ao X que marcavam em Venâncio Mondlane ou no 'Podemos'. Portanto, isto mostra que muitos sectores da sociedade hoje apoiam Venâncio Mondlane. Não é só aquela juventude urbana com muitos problemas de integração socioeconómica. É também a população empregada no sector formal da economia do Estado, mas também do sector privado, que vê este desgaste todo que teve a Frelimo e toda a trapalhada que a Frelimo fez nos últimos dez anos, desde o escândalo das 'dívidas ocultas' até passando pelo TSU, passando pela forma como foi gerido a guerra em Cabo Delgado, etc. Então, o Estado está muito fragilizado, o governo está muito fragilizado e perdeu o apoio de muitos sectores da população. Agora estes sectores não estão organizados, a oposição não está organizada. A Frelimo está organizada. Quando tomou o poder, em 1974, a Frelimo tinha grupos. Era um partido leninista que tinha uma estratégia. Tinha indivíduos que estavam infiltrados em Portugal a seguir ao 25 de Abril, que identificaram sectores da sociedade portuguesa que apoiavam os movimentos de libertação. O Aquino de Bragança teve essa missão e identificou no MFA, aliados que poderiam apoiar durante as negociações que depois aconteceram em Lusaka. Em Maputo tinha células já bastante organizadas nas escolas, nos bairros, nos locais de trabalho, onde orientavam as populações politicamente e usavam as pessoas politicamente e conseguiam, depois, sem telemóveis, sem redes sociais, transmitir o seu manifesto, as suas orientações, a sua estratégia política. Mas hoje a oposição não está ainda organizada desta forma. A Frelimo tem este lema de que a vitória prepara-se, a vitória organiza-se. Este princípio leninista e este princípio aplica-se inclusivamente à desorganização da oposição. Portanto, a oposição também não se organiza porque a Frelimo não deixa que a oposição se organize. Portanto, a primeira tarefa da Frelimo é desorganizar o seu adversário, bloquear verbas para campanha partidária, eliminar e criar obstáculos àqueles candidatos que possam ser mais desafiadores e incómodos ao partido. Proibindo estas marchas, estas organizações de manifestações, inclusivamente de marchas pacíficas. Então fica muito complicado para a oposição transformar este descontentamento estrutural num projecto organizado e alternativo de governação. Portanto, é um movimento de indivíduos que dão o peito às balas, que dão o peito ao gás lacrimogéneo, que queimam os pneus na rua, que provocam o medo, que paralisa, mas que não provocam mudança estrutural. Não é uma alternativa ainda, mas não é uma alternativa, porque a Frelimo não permite que seja uma alternativa. E o problema disto é que isto está a dar razão àquele princípio que a Renamo tinha de que a única hipótese de transformação política em Moçambique era através da via militar, através da existência de uma guerrilha nas matas. Aquela ideia de que, como dizia Samora, o poder não se conquista, arranca-se. Ou seja, ao impedir a forma de participação democrática, ao assassinarem juristas, mandatários de partidos da oposição, a informação que estão a dar à população é que a única hipótese de participar politicamente é através da guerrilha agora urbana, porque houve já o DDR. Moçambique não pode ser construído desta forma. E esta músculo, esta musculatura toda, só vai contribuir para a instabilidade política, económica e social. E a Frelimo tem que perceber uma coisa: a população hoje não está com a Frelimo.

What does it mean to celebrate freedom when all of us are not and may not ever experience this freedom that we speak of. The search for freedom is a physical, emotional, and spiritual endeavor that all too often is barricaded by a system that calls itself just. For the final episode of the season, I urge each one of you to listen, learn from and get involved with advocating for Keith LaMar's exoneration. As we many of us gather in celebration over Juneteenth, there is a man, like many who came before him and many who will come after, that awaits execution by the State of Ohio for a crime he did not commit. In today's episode you'll hear Keith call in from death row to share his truth and the dissonance between that reality and the one that the state would have you believe. In an effort for justice Keith reasoned with himself that he must tell his story to not only save himself but for those who will come after him. Along the way he has made many dear friends, one of which you'll meet today - Samora Pinderhughes. Samora is a brilliant musician whose talent was matched by the brilliance of Keith who too has an ear and a deep love for music. What blossomed from their meeting was intentional collaboration on Samora's 5-year long project, The Healing Project, in which Keith is now part of. This isn't an episode just focused on the atrocities surrounding Keith's case and current predicament; this is meant to showcase the wonderful harmony that is birthed when one companion on the outside and another on the inside step into each other's world and came together to create art. This episode is a celebration of artists, a recognition of the humanity of both artists in today's discussion and an appreciation for their contributions to the world of justice and music. Samora Legros sits on the Board of the Max Cadet Foundation, an organization created to celebrate his grandfather, a lawyer, judge, and dentist. Created with a dental clinic based in Port-au-Prince, Haiti, the Max Cadet Foundation serves children and adults living n Haiti by providing them with better dental care access. Samoa Legros had the opportunity to work at a law firm during summers and breaks. As he took on more challenging tasks, he succeeded and received more responsibility. Given his grandmother's age, Samora knew that his analytical skills and empathy would make him a wonderful lawyer. After graduating in 2007, Samoa worked full-time at the law firm and had another striking experience in law. He worked with a client facing eviction who could not work and needed guidance and mentorship. Recognizing the potential of the sword and shield, he understood how the law and policy could be used to assist and protect people. Samoa Legros highlights the significance of classes like trial advocacy, mediation, and effective communication in advocating for others.
