On this episode of The New Bazaar, Cardiff is joined by economist Nathan Goldschlag, Research Director at the Economic Innovation Group. On this episode of Infill, YIMBY Law's Executive Director Sonja Trauss speaks with Dr. Adam Ozimek, Chief Economist for the Economic Innovation Group about their idea to get the federal government more involved in housing policy. Pro-housing advocates understand that we need to incentivize local governments to remove barriers to building new homes. The Economic Innovation Group has come up with a new idea called "Density Zones" to empower local governments to facilitate more building by incentivizing them with rewards from the federal government proportional to the number of new homes built. So, how would this work? The first step would be the federal government developing standardized zoning and building code drawn from best practices nationwide. Then, municipalities would have the ability to adopt this code for specific areas within their jurisdiction. These standardized best practices would help streamline building by providing a set of rules that developers can use to operate with. How close is the 2024 presidential election? Here is how the New York Times framed it recently: “Never in modern presidential campaigns have so many states been so tight this close to Election Day. Polling averages show that all seven battleground states are within the margin of error, meaning the difference between a half-point up and a half-point down — essentially a rounding error — could win or lose the White House.” A recent Times-Sienna poll has the race between Donald Trump and Kamala Harris deadlocked at 48 to 48. Other polls are similarly close — which does not mean they are all telling the same story. Today's guest, Kristen Soltis Anderson, writes that although “several of them show a dead heat, beneath the surface, they diverge in how they arrive at that result”. What stories can we glean from each poll? What theories of this election can we derive from those stories? Are the polls even right? And why, despite verbal gaffes and incendiary rallies and international conflict and general campaign turmoil, have the polling averages remained so steady in recent months? America’s Legacy Cities, which include the likes of Akron, Cleveland and Detroit, grew fast and large in the first half of the 20th Century, then underwent social and economic decline post World War II. These industrial cities share a common history, not dissimilar to the industrial cities of the North of England. For this episode of City Talks, Chief Executive Andrew Carter is joined by Jason Segedy, Director of Planning and Urban Development for the City of Akron, Ohio and the Economic Innovation Group’s (EIG) first Legacy Cities Fellow, and Kenan Fikri, Director of Research and Policy Development at the EIG. Together, they discuss the origins and aims of the Legacy Cities Programme, providing insight into the shared histories of America’s industrial heartland, as well as debating policy responses to the challenges and opportunities that these cities currently face. The Economic Innovation Group’s Legacy Cities Series is a collection of research and commentary on America’s older industrial cities. Kenan is the co-author of the Economic Innovation Group’s briefing Uplifting America’s Left Behind Places: A Roadmap for a More Equitable Economy. On today’s show we’re talking about the tax changes that could affect real estate investors following the US election. The 2017 changes to the tax code brought a number of new initiatives that were very beneficial to real estate investors. Top of the list were three changes. 1) Bonus Depreciation 2) Opportunity Zones 3) Step up in basis Robert Kiyosaki’s Rich Dad advisor on accounting is Tom Wheelright. Tom has is the author of the best selling book called Tax Free Wealth. It’s newly updated and current to the tax code changes as of 2018. Tom has taken the time to read through the proposals from the Biden campaign to understand what they could mean for real estate investors. Tom’s analysis is that each of these moves would be bad for real estate investors. We should be moving to take advantage of them in 2020 while we still can. Of course we don’t know for sure what the new administration will do. What was promised during the election campaign may or may not be implemented in practice. The Biden campaign vowed to reverse the Trump tax changes and go a step further by eliminating the sheltering of capital gains under section 1031 of the tax code, the so-called 1031 tax deferred exchange. But even if bonus depreciation gets cancelled, 1031 gets cancelled, and step up in basis gets cancelled, there is a good chance that opportunity zones would survive. According to a new report in the industry magazine called “Accounting Today”, there is an article that sheds some light on the creation of the opportunity zone concept. One of Biden’s top economic advisers co-wrote the white paper that led to their creation. Vice President elect, Kamala Harris, has pointed to Opportunity zones as a way to spur entrepreneurship. And their campaign website listed ways of reforming, rather than repealing, the policy. Steve Glickman, is a former Obama administration official who pushed for the incentives. He now runs a consulting firm called Develop Advisors, specifically for investors looking to create opportunity zone funds. Steve used to be the leader of the Economic Innovation Group, a bipartisan Washington based research and policy organization. When he was at EIG, he was the architect and EIG conceptualized the program and drafted the underlying legislation. It was cosponsored by Tim Scott from South Carolina and Cory Booker, a Democratic Senator from New Jersey. Last month, the Government accountability office issued a 28 page report on Opportunity zones. In that paper GAO is identifying two matters for congressional consideration, including that Congress consider providing Treasury with authority and responsibility to collect data and report on OZ’s performance, in collaboration with other agencies. As part of that deliberation, Congress should also consider identifying questions about OZ’s effects that it wants Treasury to address in order to help guide data collection and reporting of performance, including outcomes. enator Scott has said his top priority is adding reporting requirements. A bill he introduced in December would direct the Treasury to post data annually on investment funds claiming the breaks, and to track job growth, poverty reduction and other economic indicators at five-year intervals. Oregon Senator Ron Wyden, the top Democrat on the Senate Finance Committee, proposed a reporting bill with lots of other restrictions attached. It’s possible that we may see a re-assignment of opportunity zones. Critics have taken issue with the selection of certain zones, such as a trendy arts district in Los Angeles and swaths of Brooklyn. And some have suggested replacing those that don’t meet traditional ideas of struggling neighborhoods with zones that do.

This year's launch of Opportunity Zones could unleash a flood of investment into low-income communities across the country. But who will this opportunity benefit? While the nation's economy is booming, that economic growth has been geographically concentrated. Since 2008, more than 2.5 million new jobs were created in the most prosperous ZIP codes, while the least prosperous areas lost nearly 1.5 million jobs, according to research from the Economic Innovation Group. New jobs have flowed into cities, with rural areas across the country still yet to fully recover from the Great Recession. And within cities prosperity is not broadly shared; income inequality is higher in large cities than the country as a whole and wealth inequality has a large and persistent racial bias. Opportunity Zone investments have the potential to address these economic divides by supporting small business growth and local ownership in communities that have thus far been left out of the recovery. But effort and expertise are needed to ensure that these investments create opportunities that reach people in the targeted communities, and that they extend to women, people of color, those who have been involved with the justice system, and others who have traditionally faced barriers to economic opportunity. This event explores these issues and considers ideas to focus Opportunity Zone investments in ways that will create jobs and wealth for communities and support small business development and ownership in places that have for too long been left on the sidelines of the economy.
