Trong tuần lễ từ ngày 07-13/2025 thị trường chứng khoán toàn cầu trồi sụt thất thường và bị chấn động vi « trận bão thương mại » xuất phát từ thủ đô Washington. Công luận thế giới tập trung vào chiến tranh thương mại không hồi kết giữa Mỹ và Trung Quốc, nhưng « đó mới chỉ là tiền đề cho một chiến lược quy mô hơn, nguy hiểm hơn ». Mang nợ nhiều nhất trên thế giới, Hoa Kỳ muốn hình thành một trật tự mới về tiền tệ và tài chính. RFI mời giáo sư Eric Monnet, trường kinh tế Paris School of Economics giải thích về « chiến thuật nguy hiểm » đó của chính quyền Trump mà mục tiêu sau cùng là « tái cơ cấu núi nợ » 30.000 tỷ đô la của Hoa Kỳ.Mỹ lấn cấn vì núi nợ 30.000 tỷ đô la Đầu tuần trước, lãi suất tín dụng mà Hoa Kỳ phải đi vay đã đột ngột tăng mạnh : lãi suất tín dụng 10 năm « tăng gần nửa điểm » trong vài giờ đồng hồ trong đêm 9-10/04, làm dấy lên viễn cảnh quốc gia mang nợ lớn nhất thế giới phải đối mặt với một « cuộc khủng hoảng niềm tin », thiếu hụt thanh khoản. Nhiều tờ báo tài chính quốc tế nói đến « một làn gió hoảng loạn » đã thổi đến Nhà Trắng trong vài giờ và chính điểm này đã buộc tổng thống Donald Trump phải tạm hoãn cuộc chiến thương mại với toàn cầu (ngoại trừ với Trung Quốc).Hãng tin Mỹ Bloomberg xác nhận hiện tượng một số chủ nợ của Washington « ồ ạt bán đi Treasuries - công trái phiếu » của Hoa Kỳ mà họ đang nắm giữ. Mãi tận Singapore, cơ quan môi giới Lombard Odier cũng nói đến « một cuộc đình công từ phía các chủ nợ cho Hoa Kỳ vay mượn tiền ». Tại Nhà Trắng, các cộng tác viên và cố vấn tài chính, tiền tệ của tổng thống Donal Trump ghi nhận « nhiều hoạt động bất thường, bán đi công trái phiếu của Mỹ ». Hiện tượng này « xuất phát từ châu Á » vào lúc mà Nhật Bản và Trung Quốc là hai chủ nợ nước ngoài lớn nhất của Hoa KỳCùng lúc tỷ giá hối đoái của đô la Mỹ sụt giảm. Tổng thống Donald Trump muốn giữ giá đô la ở mức thấp để thúc đẩy xuất khẩu, hay chính xác hơn là để thu hẹp thâm hụt mậu dịch của nền kinh tế số 1 toàn cầu với rất nhiều các bạn hàng trên thế giới - đứng đầu là Trung Quốc.Vậy thì tại sao Nhà Trắng đã vội lùi bước trên vấn đề thuế quan khi chiến dịch « Ngày Giải Phóng » nước Mỹ của ông Trump mới chỉ vừa có hiệu lực lúc 00 giờ ngày 09/04 ?Trả lời RFI Việt ngữ, giáo sư Eric Monnet, giảng dậy tại trường kinh tế Paris School of Economics, trước hết trở lại với mục tiêu chính của cuộc chiến thương mại Mỹ đang khơi mào với quá nhiều những thông báo ồn ào để rồi cũng Nhà Trắng lại đính chính sau đó hay thay đổi ý kiến vào giờ chót. Eric Monnet : « Thật khó để biết Hoa Kỳ thực sự đang tính toán những gì, nhưng ít nhất chúng ta có thể suy luận mục tiêu chính : Họ muốn có một cán cân thương mại thặng dư. Tức là xuất khẩu nhiều hơn là nhập khẩu. Điều đã được chứng minh trong các phát biểu của Trump, cũng như trong các thống kê ông đã trình bày. Hoa Kỳ muốn chấm dứt tình trạng nhập siêu, chinh phục lại vị trí của một cường quốc thương mại. Thế nhưng Washington tuyệt đối không khuyến khích dân chúng hạn chế mua hàng của nước ngoài mà lại chọn giải pháp trừng phạt các bạn hàng của Mỹ, để cộng đồng quốc tế giảm xuất khẩu vào Mỹ.Có hai vũ khí để giảm tổng kim ngạch xuất khẩu của thế giới vào Hoa Kỳ : một là các hàng rào quan thuế như đã được đề cập đến rất nhiều. Biện pháp thứ hai là phá giá đồng tiền Mỹ so với các đơn vị ngoại tệ khác. Nhưng đến nay biện pháp này chưa được sử dụng cho dù đã được chính quyền Trump nói tới khá nhiều ».Tăng sức hấp dẫn của hàng Mỹ, « dìm hàng ngoại »Việc làm yếu đi đồng đô la đơn giản chỉ làm cho hàng Mỹ rẻ hơn so với hàng của những nơi khác bán sang Hoa Kỳ. Chính quyền Washington qua đó kỳ vọng hàng Mỹ có sức thu hút cao hơn, để có thể xuất khẩu dễ hơn, đồng thời thì hàng nhập vào Hoa Kỳ trở nên đắt đỏ hơn, nên dân Mỹ sẽ chuộng đồ nội địa. Mục tiêu phá giá đồng tiền, hay ít ra là giữ giá đồng đô la ở mức thấp để kích thích xuất khẩu của Mỹ, được coi là « giai đoạn 2 » của một chiến lược « rộng lớn » và nguy hiểm đối với thế giới. Kế hoạch đó do 2 nhân vật chủ xướng. Người thứ nhất là bộ trưởng Tài Chính Scott Bessent và Stephen Miran cố vấn cho ông Trump. Miran hoạt động trong hậu trường. Tháng 11/2024  đã công bố một cặn kẽ những bước để thực hiện điều mà « chiến lược gia » về tiền tệ và tài chính này báo trước sẽ là một « cuộc Big bang ».3 giai đoạn của một cuộc cách mạng tiền tệ Kế hoạch mang tên ông Miran gồm : Ở giai đoạn 1, Mỹ mở một cuộc thương chiến « tàn khốc » đến nỗi, tất cả các đối thủ phải cầu cạnh Washington. Khi đó ở giai đoạn 2, Hoa Kỳ đồng ý nhượng bộ với điều kiện các « chủ nợ » phải bán bớt đồng đô la, qua đó giảm tỷ giá hối đoái của đồng tiền Mỹ. Ở giai đoạn cuối cùng Washington đòi các chủ nợ thay thế công trái phiếu của Mỹ họ đang nắm giữ để bằng những « công trái có giá trị cả trăm năm ».Giai đoạn 3 này mới là mục tiêu sau cùng chiến lược gia tài chính của Donald Trump, Stephen Miran nhắm tới : Đây là giải pháp cho phép « giảm nhẹ gánh nặng nợ nần » của nước Mỹ, giảm bớt lãi suất tín dụng mà hàng năm chính quyền Liên Bang vẫn phải thanh toán cho các chủ nợ nước ngoài mà đứng đầu là Nhật Bản, Trung Quốc và Liên Hiệp Châu Âu.Giáo sư kinh tế Eric Monnet, trường Paris School of Economics phân tích tiếp :Eric Monnet : « Có hai cách để làm giảm giá trị đồng đô la : đầu tiên là nới lỏng chính sách tiền tệ, đòi Ngân Hàng Trung Ương giảm lãi suất chỉ đạo. Và chúng ta đã thấy rằng Trump đang gây áp lực, đặc biệt là qua những phát biểu trên mạng xã hội để Cục Dự Trữ Liên Bang Fed, giảm lãi suất. Cách thứ nhì để giảm giá đồng tiền và đây là kế hoạch thực sự của Stephen Miran. Ông này chủ trương Mỹ đàm phán với những quốc gia đang nắm giữ nhiều đô la, như Châu Âu, Trung Quốc hay Nhật Bản để đạt được một thỏa thuận dẫn đến việc giảm giá trị đồng đô la so với các đồng tiền lớn khác ».Thuế hải quan : vũ khí để mặc cảĐòi các quốc gia khác đến thảo luận với Hoa Kỳ, nhưng đổi lại Mỹ cũng phải nhượng bộ : tức là khi các quốc gia khác đồng ý duy trì một « đồng đô la yếu », họ được lợi gì ?Eric Monnet : « Chính xác là như vậy và cũng vì thế mà chiến lược của Mỹ trước hết là phải dùng đòn thuế hải quan để áp đặt với thế giới luật chơi. Bắt mọi người phải thương thuyết, để rồi sau đó, trong một giai đoạn thứ hai, Hoa Kỳ dùng đòn thuế quan như công cụ đòi các quốc gia khác chấp nhận việc giảm giá trị tỷ giá hối đoái, tức là giảm giá trị đồng đô la.Và đó là điều mà họ gọi là Thỏa Thuận Mar A Lago (dinh thự riêng của Donald Trump ở bang Florida). Cho tới nay thỏa thuận Mar A Lago chưa hiện hữu, đây mới chỉ là một kế hoạch. Ý tưởng ở đây là Trump cũng thực hiện một thỏa thuận, đàm phán về tỷ giá hối đoái tương tự như Thỏa Thuận Plaza hồi năm 1985 đạt được dưới chính quyền của tổng thống Ronald Reagan. Plaza là tên một khách sạn ở New York và cũng chính tại đây Washington và các đối tác đã đồng ý giảm tỷ giá hối đoái của đô la ». Vẫn trong cuộc trả lời dành cho RFI Tiếng Việt hôm 10/04/205 vừa qua, giáo sư Monnet nói đến tính khả thi của kế hoạch mà tổng thống Trump và các cộng tác viên của ông gọi là « Thỏa thuận Mar A Lago ».Eric Monnet : « Kế hoạch này có khả thi hay không, điều đó hoàn toàn phụ thuộc vào tình hình thế giới đến lúc đó, tức là liệu rằng chiến tranh thương mại Mỹ gây nên sẽ làm rối loạn toàn cầu tới mức nào, kinh tế của thế giới có nguy cơ bị xuống dốc quá hay không… Nếu tình hình quá tồi tệ, thì điều đình hạ giá đô la có thể là cánh cửa duy nhất để khôi phục một chút mô hình đa phương trong một thế giới ngày càng hỗn loạn trước mắt, đây là điều có thể xảy ra nhưng không phải là vào thời điểm hiện tại và chắc chắn là không phải theo các điều khoản mà Mỹ đang áp đặt với thế giới như hiện nay. Đương nhiên thỏa thuận quốc để giảm giá đồng đô la sẽ bất lợi cho các quốc gia khác trên thế giới ».Nguy cơ Mỹ không còn làm chủ tình hình Điều khó hiểu ở đây là vào lúc chính quyền Mỹ tìm cách giữ giá đồng đô la thấp so với các ngoại tế khác trên thế giới (euro, franc Thụy Sĩ, yen hay nhân dân tệ…) thế nhưng Nhà Trắng bị đẩy vào thế bất an, khi đồng đô la trượt giá và trước tin dường như Trung Quốc -và có thể là cả Nhật Bản, đang mạnh tay bán ra công trái phiếu của Hoa Kỳ.Giáo sư Eric Monnet thận trọng phân tích về hiện tượng đó :Eric Monnet : « Thực ra hiện tại rất khó để nói chính xác liệu Trung Quốc có bán trái phiếu kho bạc Mỹ hay không. Các dữ liệu trước mắt chưa cho phép tôi khẳng định điều đó. Trái lại, mối đe dọa đó là có thật. Tức là Trung Quốc, cũng như nhiều ngân hàng trung ương khác trên thế giới đang nắm giữ rất nhiều trái phiếu nợ của Mỹ như một khoản dự trữ ngoại tệ. Những quốc gia này hoàn toàn có thể bán ra những công trái đó của Hoa Kỳ, giới hạn dự trữ bằng đô la để đi mua các ngoại tệ khác, có thể là euro chẳng hạn.Đây là kịch bản từ lâu nay Hoa Kỳ đã lo sợ và cũng là lý do tại sao Donald Trump từng dọa nạt thế giới, kể cả Bắc Kinh là nếu mà các quốc gia này bán trái phiếu kho bạc Mỹ thì ông Trump sẽ lại càng tăng thuế hải quan. Nhưng một khi Nhà Trắng đã ấn định những mức thuế hải quan quá cao đi mất rồi, chúng ta tự hỏi điều gì thực sự có thể ngăn cản các quốc gia này bán đô la.Trong đêm 9 rạng sáng 10 tháng 4/2025 (theo giờ Paris) một khối lượng lớn công trái phiếu của Mỹ được bán ra, đô la mất giá. Cùng lúc lãi suất ngân hàng Mỹ phải đi vay tăng mạnh, làm tăng chi phí nợ của Hoa Kỳ. Tuy nhiên đây là con dao hai lưỡi vì trong trường hợp của Trung Quốc, ồ ạt bán đi đô la, tiền Mỹ mất giá, tức là đồng tiền Trung Quốc bị đẩy lên cao. Điều này bất lợi cho xuất khẩu của Trung Quốc do vậy Ngân hàng trung ương đã phải can thiệp tìm cách giữu tỷ giá hối đoái ở mức thấp so với đồng tiền của Hoa Kỳ. Nước cờ đó không có lợi gì cho Bắc Kinh. Nhưng những giao động trong tuần qua cho thấy  chúng ta đã bước vào một thế giới mà ở các bên luôn chủ trương dùng sức mạnh để áp đặt chính sách kinh tế ».Mục tiêu của Mỹ : Phá giá đồng đô la Theo quan niệm của ông trùm tiền tệ đứng trong bóng tối cố vấn cho tổng thống Trump là do quy chế của đơn vị đồng tiền dự trữ và là thước đo lường các luồng thương mại cho toàn cầu mà đô la của Mỹ bị nâng giá một cách « bất công, cướp đi hàng triệu công việc làm của người lao động Hoa Kỳ », thành thử điều đơn giản là Mỹ cần « bắt các nền kinh tế khác trên thế giới đóng góp hay đúng hơn là trả giá khi họ sử dụng đô la như một đơn vị tiền tệ dự trữ ».Một đồng đô la mềm giá tăng sức cạnh tranh của hàng công nghiệp made in USA và sẽ bóp ngạt các đối thủ cạnh tranh của Hoa Kỳ. Trước mắt Thỏa thuận tiền tệ Mar A Lago của chiến lược gia kinh tế Miran vẫn còn là một « kế hoạch » còn đang được hình thành, nhưng đã để lộ rõ những điều như sau : Thứ nhất, chính quyền Trump có khuynh hướng « mặc cả với thế giới bằng sức mạnh » nhưng không chắc sẽ đem lại những kết quả như mong muốn.Thứ hai, như kinh tế gia Nicolas Véron được báo Les Echos (17/03/2025) trích dẫn đã nhận định, chủ trương kết hợp các đòn thuế quan mạnh tay và hù dọa của chính quyền Trump, mới chỉ chưa đầy 100 ngày ở Nhà Trắng, đã hủy hoại hết các mối liên minh gắn chặt siêu cường thương mại và nền kinh tế số 1 toàn cầu với những nước bạn thân thiết nhất như Canada, Mêhicô, Liên Âu và cả nhiều đồng minh của Mỹ ở Châu Á. Chưa biết sẽ có Thỏa Thuận Mar A Lago nào hay không để thay thế Thỏa Thuận Plaza chỉ biết rằng trước mắt, nước Mỹ của Donald Trump không còn nhiều đồng minh.Điểm thứ ba là Hoa Kỳ sẵn sàng thay đổi luật chơi về tài chính và thương mại, khai tử mô hình do chính Washington đã tạo ra, miễn là làm sao có lợi cho nước Mỹ.

Today is the day! C'est le jour de la prestation de serment de Donald Trump pour son deuxième mandat de président des États-Unis. Qu'est-ce qui a changé huit ans après sa première prestation, quatre ans après sa défaite contre Joe Biden? À quoi faut-il s'attendre pour les quatre ans à venir? On va tenter d'y voir un peu plus clair et de frotter notre boule de crystal avec Nicolas Véron, économiste, cofondateur du think tank européen Bruegel à Bruxelles, et également chercheur au Peterson Institute for International Economics à Washington. It has been 60 years since the foundation of the Élysée Treaty, which was signed on the 22 January 1963. The treaty aimed to create close bilateral collaboration between France and Germany, to help reconcile past conflicts between the two countries and to allow them to emerge as one of the ‘engines' of European integration. This year also marks the 20th anniversary of Bruegel's concept as a Think Tank. The concept was developed jointly by Nicolas Véron and Jean Pisani-Ferry in 2003. The idea was later endorsed by French President Jacques Chirac and German Chancellor Gerhard Schröder, who jointly declared that to help “contribute to international debates on economic, financial and trade policy, France and Germany have decided to launch a European initiative for the creation of a centre for the international economy devoted to those subjects. In this episode of The Sound of the Economics, Nicolas Véron and Jean Pisani-Ferry, two Frenchmen and founders of Bruegel, invite their German colleague, Cornelia Woll, President of the Hertie School, to revisit Franco-German relations from the signing of the Élysée Treaty, discussing the importance of those relations in European integration and how to redefine them in a modern context.

Alors que des centaines de milliards de dollars de réserves russes sont gelés en réponse à l'invasion de l'Ukraine, le Kremlin reste flou quant à l'avenir d'Elvira Nabioullina, la patronne de la Banque centrale de Russie. Une femme qui tente désespérément de sauver l'économie du pays. C'est notre portrait de la semaine. Elvira Nabioullina n'est plus la même personne depuis que la guerre a éclaté. Le 28 février, la présidente de la Banque centrale de Russie se présente à sa conférence de presse tout de noir vêtue. Plus de broche sur le revers de sa veste. Le choix de ce bijou, a-t-elle admis un jour, lui permettait d'envoyer un signal fort aux marchés. Un faucon signifiait le retour de la hausse des taux de la banque centrale, une cigogne, résistante au gel et au froid, le soutien de l'institution au secteur financier durant la pandémie. Mais cette fois, c'est visage pâle et fermé que Nabioullina annonce avoir doublé le taux directeur russe à 20% pour stopper la chute du rouble. Amatrice de poésie Et pourtant, cette professionnelle chevronnée a appris à résister aux chocs. D'origine tatare, Elvira Nabioullina est née il y a 58 ans à Oufa, la capitale de la Bachkirie, située dans l'Ouest de la Russie. Son père est chauffeur de bus, sa mère travaille à l'usine. Engagée tôt dans le Parti communiste, la jeune diplômée en économie travaille pour l'Union de la science et de l'industrie de l'Union soviétique de l'époque, avant de rejoindre le ministère de l'Economie où elle accompagne les réformes lancées sous la présidence Boris Eltsine (1991-1999). Grande lectrice de la poésie de Joseph Brodski, opposant au régime soviétique et prix Nobel de Littérature en 1987, elle se souvient du vent de liberté insufflé par le président Mikhaïl Gorbatchev, mais regrette l'effondrement de l'URSS. Des années plus tard, elle se confie à Vladimir Pozner, dans son émission diffusée sur la première chaîne de télévision russe Perviy Kanal : « La Perestroïka signifiait la liberté. Sans doute après toutes ces années, nous jugeons cette période différemment, nous y voyons des failles, des ratages qui ont eu des conséquences plus tard. Mais pour moi, c'était vraiment de l'espoir. En revanche, je considère que la chute de l'Union soviétique a été une tragédie pour un très grand nombre de personnes dans notre vaste pays. » Contre vents et tempêtes Une femme bourrée de contradictions ? Elle représente plutôt cette génération de technocrates russes qui sont nés et ont grandi en Union soviétique, mais qui sont entrés dans la vie publique en Russie. Ministre du Développement économique au début des années 2000, Nabioullina, alors que les avis sont contre elle, devient en 2013 la première femme patronne de banque centrale au sein du G8, ce groupe de sept puissances mondiales élargi à la Russie. Ivan Samson, chercheur en sciences sociales à l'Université de Versailles (UVSQ Versailles-Saclay) l'a rencontrée au début des années 2000 : « Elle parlait français, elle s'intéressait à la France. Elle était très intéressée par les questions d'innovation. Elle était assez attachée à un fonctionnement économique qui ne soit pas influencé par des relations de pouvoir, de corruption, par des organisations verticales. Elle essayait d'échapper à cela. Mais en même temps elle n'était pas libérale au sens occidental du terme dans la mesure où elle s'intéressait beaucoup aux gens, à la société. Elle considérait que l'économie n'était pas indépendante de la société. » Son combat contre l'inflation La banquière réussit à stabiliser le rouble, ce qui lui vaut la confiance du Kremlin. Courageuse, elle résiste aux oligarques qui veulent déprécier la monnaie nationale pour financer leurs affaires. Elle combat les crypto-monnaies à cause de leur opacité et tente de dynamiser l'économie russe. Elle a réussi « à construire cette image de la forteresse Russie riche de ses énormes réserves internationales qui donnaient à la banque centrale du pays une grande puissance de feu en cas de crise », précise Nicolas Véron, cofondateur du centre de réflexion européen Bruegel à Bruxelles et chercheur au Peterson Institute for International Economics à Washington. Toutefois son bilan est en demi-teinte : « Elle n'est pas parvenue à accomplir sa mission. Certes, l'économie russe s'est un petit peu diversifiée depuis une dizaine d'années, mais ses problèmes structurels, ses rapports de pouvoir dans l'économie, cette sorte de capitalisme d'Etat, cela ne se règle pas par quelques personnes nommées dans des institutions importantes. C'est un effort de dix, de vingt, de trente ans », estime Ivan Samson. Figure tragique L'invasion de l'Ukraine a tout changé, abonde Nicolas Véron : « Je crois que l'on peut dire qu'Elvira Nabioullina est devenue une sorte de figure tragique. C'était l'incarnation d'une Russie compétente, réaliste, pragmatique, et qui arrivait à trouver un chemin soutenable en termes économique et financier. On sait aujourd'hui que cette vision était une illusion. Une sorte de village Potemkine, si vous me pardonnez le cliché un peu facile. Ça rend l'identité de madame Nabioullina complètement tragique. Puisque tout ce qu'elle a essayé de faire a été détruit. » Une réunion du conseil d'administration de la Banque centrale au sujet du taux directeur russe a été fixée au vendredi 18 mars. Elvira Nabioullina a fait savoir qu'elle n'allait pas tenir de conférence de presse, se contentant d'une déclaration. Une première.

Tourte de Noël, homard de Chausey, légumes de saison, bûche... Aucun doute, c'est Noël dans les studios de Ground Control. Mina Soundiram et Elvira Masson ont invité la crème de la crème pour vous concocter le menu parfait pour le réveillon : - Nicolas Vérot est à la tête de la Maison Vérot, charcutier-traiteur emblématique de la capitale. Il nous a concocté la tourte de Noël, spécialité de la maison pour les fêtes : volaille de Bresse, foie gras de canard, morilles, farce de cochon du Perche... De quoi vous faire aimer Noël ! - Emmanuelle Marie connaît le monde de la pêche par coeur. Fille, petite-fille et épouse de pécheur, elle a quitté le monde de l'immobilier pour la distribution de poissons. Elle achète au cul du bateau, remplit son camion et livre elle-même les restaurateurs parisiens. Pour ce réveillon, elle nous a apporté des huitres, praires, araignées et homards de Chausey. - Amandine Chaignot ne se prédestinait pas à la cuisine : avant de se retrouver derrière les fourneaux, elle a passé deux ans en pharma. Elle a par la suite travaillé 20 ans dans de grandes maisons avant d'ouvrir son propre restaurant. Après une bonne tourte et des fruits de mer, elle nous a préparé une assiette végétarienne. Mina Soundiram et Elvira Masson ont invité la crème de la crème pour vous concocter le menu parfait pour votre réveillon :- Nicolas Vérot est à la tête de la Maison Vérot, charcutier-traiteur emblématique de la capitale. Il nous a concocté la tourte de Noël, spécialité de la maison pour les fêtes : volaille de Bresse, foie gras de canard, morilles, farce de cochon du Perche... De quoi vous faire aimer Noël ! - Emmanuelle Marie connaît le monde de la pêche par coeur. Fille, petite-fille et épouse de pécheur, elle a quitté le monde de l'immobilier pour la distribution de poissons. Elle achète au cul du bateau, remplit son camion et livre elle-même les restaurateurs parisiens. Pour ce réveillon, elle nous a apporté des huitres, praires, araignées et homards de Chausey. - Amandine Chaignot ne se prédestinait pas à la cuisine : avant de se retrouver derrière les fourneaux, elle a passé deux ans en pharma. The provision of financial services is profoundly changing worldwide – so much so that many commentators are predicting the death of banking as we know it. The threat of banks’ extinction is not new; it’s been heralded many times in the past. For centuries, as banks have expanded and evolved, they have faced competition from other types of financial institutions. Despite high barriers to entry and as a result, relatively low turnover, many commentators have anticipated the end of the traditional banking business model. Today, we are again experiencing radical changes in the way households and businesses transact. The primary drivers are rapid advances in technology and post-crisis changes in the financial regulatory landscape, both of which have fuelled increased competition and encouraged new entrants in the provision of financial services. Critically, today’s competition to big bank business models emanates from nonbank firms whose core strategy centres around technological innovation (Big Tech and FinTech firms) and from nonbank financial institutions (NBFIs), such as large asset managers. This event, jointly organised by Bruegel, CEPR and ECARES will feature the presentation of the the latest Geneva Report on the World Economy, authored by Thomas Philippon, Kathryn Petralia, Tara Rice and Nicolas Véron. The report reviews the financial services landscape and how it has changed over the last several decades; discusses the competition from FinTech and Big Tech; and considers critical public policy questions surrounding the future of banking and concludes with suggestions of future work.

**Bruegel fellows Rebecca Christie and Nicolas Véron discuss how the map of the EU's financial services industry has begun to change, and how it might eventually settle.** The Brexit process has begun to unravel the supremacy of London as the financial centre of Europe, yet it remains unclear how the map of the EU's financial system will eventually be refigured. Several cities have emerged to compete not only for the business that is leaving the UK's capital but for new investment as well. This raises broader questions about whether it is more beneficial to have a single hub or to spread financial services across numerous locations. It also poses difficulties for firms that relocate, some of whose general staff may prefer a different destination to that desired by the lawyers and compliance officers. Brexit has set in motion events that will not be undone even if the UK were to throw the process in full reverse, and remain in the EU, and the idea has been mooted that Brexit merely accelerated a desertion of London that may have happened in any case. Still, the future landscape of the EU's financial services industry will still largely depend on the final shape of the UK's future relationship with the EU. Broadly, observers would expect a harder Brexit to yield a swifter and more seismic movement away from London. In this episode of the Bruegel Backstage podcast series, Bruegel visiting fellow Rebecca Christie and senior fellow Nicolas Véron discuss the early developments in this direction, and the likeliest areas of future progression. In this week's Director's Cut of ‘The Sound of Economics' podcast, Bruegel director Guntram Wolff talks with Nicolas Véron, senior fellow at Bruegel, about the implementation of a European Deposit Insurance Scheme (EDIS), one of the three pillars needed for the completion of banking union. Significant progress has been made on European banking supervision and resolution schemes, but the debate on a common framework for deposit insurance has remained stuck since the first consistent proposal in 2012. Member States are currently enjoying their own deposit insurance system, an example of financial fragmentation through the various national differentiations of policy instruments. The Cyprus case highlights the flaws of a national-level system, based only on a presumption of financial assistance between Member States in case of bail-out. The financial crisis has proven this is not sufficient. Referring to his own research, Nicolas Véron, senior fellow at Bruegel, recommends strengthening trust by setting up a fully integrated, country-blind deposit insurance system to break the vicious circle of the linkage between banks and sovereign debt. XSF focuses on the creation of an open standard for instant messaging on the Internet, which is also one of Nicolas’ domain of interest. Bruegel senior scholar Nicolas Véron speaks with Steven Maijoor, the chair of ESMA, about the future of the Capital Markets Union (CMU), and of the EU's financial supervisory architecture. Currently, the organisation of the European Supervisory Authorities (ESAs) is based on a sectoral approach with one ESA for each sector: separate authorities for banking, insurance, and securities and markets. Maijoor's institution, ESMA, is an independent EU Authority that contributes to safeguarding the stability of the European Union's financial system by enhancing the protection of investors and promoting stable and orderly financial markets. What does he think about the future of CMU, and the regulatory changes that might entail?

This episode of The Sound of Economics focuses on the banking system in Europe and some of the challenges it is facing. The financial crisis made it clear that more should be done to create conditions for a safer financial system. The EU has taken measures to do that, and one of those measures is the creation of the banking union, which implies bringing all instruments of the banking sector policy to the eurozone level. Nicolas Véron explains to which extent the banking union has been completed, and shares his assessment on how successful the implementation of the new framework has been so far. While there are some aspects of the framework that can already be assessed, it seems that addressing the issues of Italian banks will be the first big test of how it will function in practice. Silvia Merler shares her opinion on the situation in Italy and reforms that have been taken so far. One of the key aspects of the banking union is the creation of the European deposit insurance scheme, which has proven to be the most challenging part of completing the banking union. Dirk Schoenmaker reflects on the topic. Our guests go on to discuss how Brexit will affect the European banking and which risks and opportunities it might bring. Finally, they identify some of the challenges that the European banking system will have to address in the longer run. The European Union has reached its tenth year of a cycle of financial and economic turmoil that started in mid-2007. In this Open Lecture, based on the observation of recent developments including those related to the Italian banking sector and Brexit in 2016, Nicolas Véron will argue that a new policy cycle is likely to start this year. This new cycle will allow for less emphasis on emergency crisis management and more on the build-up of a sustainable framework to bring the European economy back to normal functioning. While stopping short of currently unrealistic visions of fiscal and political union and EU treaty change, this framing implies significant further changes in the areas of banking, capital markets, fiscal accountability, and structural economic policies. About Nicolas Véron Nicolas Véron cofounded Bruegel in 2002-05, joined the Peterson Institute for International Economics in 2009, and is currently employed on equal terms by both organizations. His research is primarily about financial systems and financial services policy, on which he has published widely since 2002. He has been a witness at numerous parliamentary hearings in the US Senate, European Parliament, and in several European member states; a financial policy expert for the European Commission and Court of Auditors; and a consultant to the International Monetary Fund and World Bank. He is also an independent board member of the global derivatives trade repository arm of DTCC, a financial infrastructure company that operates on a non-profit basis. A graduate of France’s Ecole Polytechnique and Ecole des Mines, his earlier experience includes senior positions in the French government and private sector in the 1990s and early 2000s. In September 2012, Bloomberg Markets included Véron in its yearly global “50 Most Influential” list, with reference to his early advocacy of European banking union.

Could Brexit be about to undermine the dominance of London's banking industry? The British Banker's Association has warned that large banks are getting ready to relocate out of the UK early next year, and smaller banks could move operations overseas before then. It comes amid a fierce debate in Britain and Europe over what Brexit should look like. Some banks in London are pushing to retain access to the single market - especially so-called passporting rights. But the British government is unwilling to give ground to the EU on its key demand - control over immigration. Frankfurt, Berlin and Paris are certainly on the charm offensive, with lobbyists hard at work encouraging relocation. So can London retain its status as a global finance hub – and who benefits if it doesn't? How much do other cities really stand to gain from Britain's imminent exit from the EU, and possibly the single market? And if there is an exodus of banks from the City of London, what will it mean for Europe, and even the global economy? The BBC's Ed Butler is joined by an expert panel - Mark Boleat, policy chairman of The City of London Corporation; Marta Krupinska, a Polish-born businesswoman and founder of Azimo, a platform for sending money internationally; Dr Gerard Lyons, of the Policy Exchange think-tank and NetWealth Investments; Nicolas Véron, of the Bruegel Institute and the Peterson Institute for International Economics.
