From September 26, 2023: On August 21, the Human Rights Watch released a report detailing systematic abuses of Ethiopian migrants and asylum seekers at the Saudi Arabia-Yemen border. Researchers interviewed dozens of Ethiopian migrants and asylum seekers and found that Saudi border guards had used explosive weapons on them and shot migrants at close range.Lawfare's Associate Editor of Communications Anna Hickey sat down with Joey Shea, a researcher in the Middle East and North Africa Division of Human Rights Watch who investigates human rights abuses in Saudi Arabia and the United Arab Emirates. They discussed the Human Rights Watch recent report, how the international community has responded so far, and the human rights record of Prince Mohammed bin Salman since he ascended the throne in 2015. The Trump administration rolled out a new app on Monday that will allow immigrants in the United States illegally to "self deport" rather than face possible arrest and detention. The U.S. Customs and Border Protection app, called CBP Home, will offer an option for someone to signal their "intent to depart," the agency said.Secretary of State Marco Rubio issued a statement on social media stating that 83% of USAID programs will be canceled. Following a six-week review, Rubio said the retained programs will be administered by the State Department.Saudi Arabia is to host talks on Tuesday between the United States and Ukraine. Ukrainian President Volodymyr Zelenskyy is in Saudi Arabia on Monday ahead of the talks. U.S. Secretary of State Marco Rubio will lead the American team for the Ukrainian talks and meet with Prince Mohammed.

PRESS REVIEW – Tuesday, February 18: Saudi Arabia emerges as a key diplomatic power as it hosts Russian and US officials for talks on Ukraine this Tuesday and a Gaza summit on Friday. How did Riyadh go from global pariah to key partner? Also: France's 2030 Winter Games preparation kicks off, actress Julianne Moore's children's book on a girl with freckles risks being banned by the Trump administration and a Belgian couple set a record for the longest marriage in Europe – 82 years! There's lots of focus on Saudi Arabia in the press as Russian and US officials meet in the capital Riyadh for Ukraine peace talks. US Secretary of State Marco Rubio already met with Crown Prince Mohammed bin Salman on Monday, a meeting that makes the front page of the Saudi paper Arab News. Rubio will meet Russian officials on Tuesday to lay the groundwork for negotiations on Ukraine. Later this week, Riyadh will play host to an Arab summit on Gaza, as Saudi Arabia plays peacemaker. For Asharq al-Awsat, an Arab-language Saudi paper, this Tuesday's summit is a major change for international diplomacy and huge step forward towards world peace. It seems at the moment that "all roads lead to Riyadh", as the Middle East Eye notes in this article. The talks this week, the website says, could rewrite the security architecture of Europe.It seems that European leaders have become mere bystanders – at least for the illustrated press. Patrick Blower for The Daily Telegraph sees Donald Trump and a blood-soaked Vladimir Putin carving up Ukraine while Europe's leaders sit at the proverbial kids' table. All the while, for Morten Morland, the Times cartoonist, the world's autocratic leaders are enjoying the show.The French paper Le Figaro provides some analysis as to why Saudi Arabia has suddenly been thrust into a leadership role. According to the French daily, it's been carefully curated since the beginning of the war. Riyadh helped facilitate a prisoner swap in August 2022 between Ukraine and Russia. Prince Mohammed bin Salman was careful not to condemn Russia when it invaded Ukraine, nor slap sanctions on Moscow. Years earlier, Putin had warmly welcomed the crown prince at the 2018 G20 summit, weeks after the assassination of Saudi journalist Jamal Khashoggi in the Saudi consulate in Istanbul, which had left Riyadh an international pariah. The mutual, tacit support of each other, plus Trump's election, has facilitated Saudi Arabia's influence today.Here in France, the organising committee of the 2030 Winter Olympics will be officialised this Tuesday. The announcement had been delayed by several months. As Le Parisien reports, gold-medal winning biathlete Martin Fourcade was initially tipped to be president of the organising committee. However, he quit spectacularly earlier this month, saying his vision did not align with that of the politicians from the regions where the Games will take place. Fourcade has been replaced by Edgar Grospiron, a gold medal-winning skier.There are many concerns around the financial and ecological cost of hosting such Games. Left-wing French daily Libération slams the event, calling it an incredible farce set against an domestic political battle and coming to the detriment of the environment.Before the 2030 Games, Milan will host the 2026 Winter Games in less than 12 months. As The Washington Post reports, they too will be a logistical nightmare. They will also be the most spread out Games ever, stretching hundreds of kilometres between Italy, Switzerland and Austria. The trip between the men's and women's downhill skiing venues could take up to 12 hours. Multiple athletes' villages will be improvised, instead of having one for the cities and one of the mountains. Organisers say the goal is to reduce costs by using existing infrastructure. The tradeoff, however, will be the large distances to travel.Elsewhere, Oscar-winning actress Julianne Moore says she's shocked that a children's book she wrote is at risk of being banned in schools. The Guardian reports that her 2007 children's book "Freckleface Strawberry" has come under review of part of a book ban in US schools. Moore's book is about a girl who dislikes her freckles but learns to live with them. It's under review as part of a book ban in schools serving children of US military personnel and civilian defence employees. This is part of Trump's executive orders regarding so-called gender ideology and racial indoctrination in schools.Finally, we leave you with an uplifting story. Eduard and Angelique, 101 and 99 years old respectively, have set a new record for being the longest married couple in Europe. After missing out on Lionel Messi, Saudi Arabian football team Al-Hilal made a record €300 million ($535m) bid for Kylian Mbappé overnight, an offer which could see the France striker join Cristiano Ronaldo in the oil-rich kingdom. Paris Saint-Germain confirmed the offer for its player and has given Al-Hilal permission to open negotiations directly with Mbappé. The 2018 World Cup winner is in a contract stand-off with PSG after his decision not to take up the option of a 12-month extension on his deal. Instead, he plans to walk away as a free agent at the end of the upcoming season when he is widely expected to join Real Madrid. PSG cut Mbappé from its preseason tour of Japan on Saturday, with the French club determined to sell him unless he can be convinced to sign a new contract. A new deal now looks highly unlikely with relations between the 24-year-old Mbappé and PSG becoming increasingly tense. Saudi Arabia has sought in recent years to buy its way into international sports. Besides Ronaldo, whose contract reportedly earns him up to US$200m a year, Saudi-funded LIV Golf has shaken up professional golf. The moves are part of efforts by Saudi Crown Prince Mohammed bin Salman to leverage the kingdom's oil wealth to provide new jobs and opportunities for Saudi Arabia's youth. However, critics have dismissed the efforts as “sportswashing”, attempting to leverage professional sports to clean up the kingdom's image as it remains one of the world's top executioners and waging a yearslong war in Yemen. US intelligence agencies also believe Prince Mohammed ordered the killing and dismemberment of Washington Post columnist Jamal Khashoggi in 2018. Earlier this year, Al-Hilal failed in an attempt to sign Messi, with the Argentinian choosing to join Inter Miami instead. The bid for Mbappé would make him the most expensive soccer player in history, overtaking the US$262m PSG paid for Neymar, who joined from Barcelona in 2017. The offer represents Saudi Arabia's most ambitious move yet as part of a determined recruitment drive to lure the game's biggest players to the country. After Ronaldo agreed to join Al-Nassr in December, Saudi teams have gone into overdrive by targeting leading names from Europe's top leagues. Real Madrid great and current Ballon d'Or holder Karim Benzema signed for Saudi champions Al-Ittihad last month and has been joined by 2018 World Cup winner N'Golo Kante. Roberto Firmino, Kalidou Koulibaly and Marcelo Brozovic are among other big names to head to the lucrative Saudi league, which is making mega-money offers to players in a bid to raise the profile and quality of football in the country. While that was not enough to convince Messi to join Al-Hilal after leaving PSG, more stars are expected to follow in the footsteps of Ronaldo and co. Premier League players like Riyad Mahrez and Jordan Henderson have recently been linked with moves from Manchester City and Liverpool, respectively. The reported salaries and commercial deals for Ronaldo, Benzema and Kante could earn them a combined figure of nearly US$1 billion. Mbappé has said he plans to see out the final year of his contract, which would leave PSG powerless to prevent him from leaving for nothing next year. The French champions, who are owned by Qatar Sports Investments, have already seen Messi leave for nothing in return and are determined to earn a fee for a player who is widely considered one of the few capable of taking over from Messi and Ronaldo as football's biggest star. His omission from PSG's touring squad in Japan raises the possibility that he could be benched next season if he refuses to sign a contract or agree to leave during this transfer window. Al-Hilal are said to be among a host of clubs that have been alerted to his potential availability, but it is unlikely any could match the bid that has been put forward. The 2022 FIFA World Cup kicked off this week in the Qatari capital Doha. The tournament comes at a time of fast-evolving politics in the region. Just a few years ago, a spat within the Gulf Cooperation Council (GCC) saw Saudi Arabia and the United Arab Emirates (UAE) break diplomatic ties with and blockade Qatar, frustrated in part by Doha's support for Islamists across the Middle East and North Africa. The crisis was mostly resolved in early 2021, and diplomacy ahead of the World Cup has further calmed intra-GCC relations, though differences remain, particularly between Qatar and the UAE. The World Cup also comes amid other changes nearby: Iran is convulsed by mass protests; talks involving Tehran and world powers over Iran's nuclear program have fizzled out; and Benjamin Netanyahu looks set to return to power in Israel at the helm of the most right wing government in the country's history – all at a time when Gulf monarchies have taken some steps to calm tensions with Iran and, in some cases, improve relations with Israel. It also comes amid Saudi-U.S. friction. Riyadh's decision, together with other oil producers, to cut oil production against Washington's wishes has further tested relations that were already strained over the 2018 murder of Saudi journalist Jamal Khashoggi, for which U.S. intelligence blames powerful Saudi Crown Prince Mohammed bin Salman, and Saudi Arabia's war in Yemen. Since the introduction of a quota system for the Muslim pilgrimage in 1988, calls for increased hajj quotas by different countries have been ceaseless. Annually, administrative arrangements, including the deployment of speedy transportation, have been constantly revisited and improved. Technology, particularly the mobile phone, has not only brought ease, and more pilgrims, to the hajj, but has also enhanced the experience. From planning to tracking (via GPS) and the use of PDF guides, technology has substantially increased the flow of useful information to pilgrims. Covid-19 saw an increase in the use of technology to keep worshippers safe. Besides an online registration system, robots were employed to sanitise the Grand Mosque, and to distribute bottled water for social distancing purposes. As health restrictions are eased and travel becomes increasingly possible, the hajj looks to return to pre-pandemic levels. How will new technologies help organisers and pilgrims alike? The Middle East Institute (NUS), in collaboration with the Prince Saud Al Faisal Institute for Diplomatic Studies, hosted HE Dr Amr Almaddah, the Deputy Minister for Hajj and Umrah Services, to address these questions and more. US President Joe Biden confirmed Tuesday that he will visit Saudi Arabia next month for talks with its leaders, a dramatic change in his stance on the kingdom that he pledged to make a "pariah" as a Democratic candidate for the White House.With the visit at the tail end of a July 13-16 Middle East trip that includes stops in Israel and the West Bank, Biden is edging off his adversarial stance on the Saudis' human rights record. He's looking to reset the relationship at a time when the U.S. could use help from the oil-rich kingdom to alleviate soaring prices at the pump for motorists at home and around the globe.The stop in Saudi Arabia will include talks with Crown Prince Mohammed bin Salman, the de facto leader of the kingdom, according to White House and Saudi officials. U.S. intelligence officials have determined Prince Mohammed likely ordered the 2018 killing of U.S.-based journalist Jamal Khashoggi.In a brief exchange with reporters Tuesday, Biden bristled when asked about his upcoming visit to Jeddah and noted that his team had laid out in a statement "everything I'm doing in the Middle East."Human rights advocates and some Democratic allies cautioned Biden about visiting the kingdom, saying such a visit without first getting human rights commitments would send a message to Saudi leaders that there are no consequences for egregious rights violations. Cengiz filed the federal lawsuit against Prince Mohammed bin Salman with the help of a human rights organisation which Khashoggi founded. They're accusing him of ordering Khashoggi's killing to permanently silence his calls for democratic reform in the Arab world. *) Mixed results for arthritis drug as Covid-19 treatment A trio of new studies published in JAMA Internal Medicine examining the efficacy of an arthritis drug against Covid-19 have shown inconsistent results. The drug tocilizumab has been used by doctors since the start of the pandemic with the hope of tamping down an abnormal immune response known as a "cytokine storm”. The risk of death at 30 days stood at 28 and 38 percent among tocilizumab-treated and non-tocilizumab-treated patients respectively. And finally... *) NASA spacecraft lands on asteroid Bennu to grab sample After a four-year journey, NASA's robotic spacecraft Osiris-Rex has briefly touched down on asteroid Bennu's boulder-strewn surface. The mission is to collect at least 60 grams of surface samples that scientists hope will help unravel the origins of our solar system. This precision operation is taking place 330 million kilometres from Earth.

Saudi Arabia’s state-owned oil giant Aramco announced Sunday it will sell a 1.5% stake in the company as it looks to raise as much as $25.6 billion from the sale, potentially becoming the most-valuable initial public offering in history.The newly released figures also revealed a valuation for the company that’s between $1.6 trillion and $1.7 trillion, a figure that fell short of the $2 trillion mark Crown Prince Mohammed bin Salman had sought.Still, a 1.5% flotation could raise between $24 billion and $25.6 billion to help fuel the Saudi economy. Saudi Aramco announced it will have 200 billion regular shares, selling 1.5% or what is 3 billion shares.Aramco set a stock price range of 30 to 32 Saudi riyals, or $8 to $8.50 a share for investors.The company is selling 0.5% to individual investors, which will include Saudi citizens, residents of Saudi Arabia and Gulf Arab nationals, and 1% to institutional investors, which could include major Chinese and Russian buyers.Aramco will announce the final price for the stock when the book-building period ends on Dec. 5. Trading on the local Tadawul exchange in Riyadh is expected to happen sometime in mid-December.The highly anticipated sale of a sliver of the company has been generating global buzz because it could clock in as the world’s biggest initial public offering, surpassing record holder Alibaba whose IPO raised $21.8 billion on its first day of trading in 2014. Facebook raised $16 billion in its 2012 IPO.Saudi Aramco is the kingdom’s oil and gas producer, pumping more than 10 million barrels of crude oil a day, or some 10% of global demand. The firm’s net income in 2018 was $111.1 billion, far beyond the combined net income of oil giants BP PLC, Chevron Corp., Exxon Mobil Corp., Royal Dutch Shell PLC and Total SA.The kingdom’s plan to sell part of the company is part of a wider economic overhaul aimed at raising new streams of revenue for the oil-dependent country, particularly as oil prices struggle to reach the $75 to $80 price range per barrel analysts say is needed to balance Saudi Arabia’s budget. Brent crude is trading at just over $63 a barrel.Prince Mohammed has said listing Aramco is one way for the kingdom to raise capital for the country’s sovereign wealth fund, which would then use that revenue to develop new cities and lucrative projects across Saudi Arabia.Despite Aramco’s profitability, the state’s control of the company carries a number of risks for investors.Worldwide worries grow over climate change. The government also stipulates oil production levels, which directly impacts Aramco’s output.Meanwhile, two key Aramco processing sites were targeted by drones and missiles in September, an attack which claimed by Iran-backed Houthi rebels in neighbouring Yemen but which the U.S. blamed on Iran. Saudi Arabia formally began an initial public offering Sunday of a sliver of oil giant Saudi Aramco after years of delay, hoping international and local investors will pay billions of dollars for a stake in the kingdom's crown jewels.An approval by Saudi Arabia's Capital Market Authority served as the starting gun for an IPO promised by Crown Prince Mohammed bin Salman since 2016. But unlike traditional IPOs, Saudi Aramco offered no hoped-for price range for its shares nor any idea how much of the firm would be offered to investors on Riyadh's Tadawul stock exchange.Analysts say the kingdom likely hopes local investors will push its share prices toward a desired $2 trillion valuation and buoy that price ahead of any possible further listing abroad. Saudi Aramco also made a point in its filings to highlight its profitability and low costs through newly released data once held as a state secret by the Al Saud royal family, euphemistically referred to by the company as its "current shareholder."However, economic worries, the trade war between China and the U.S. and increased crude oil production by the U.S. has depressed energy prices. A Sept. 14 attack on the heart of Saudi Aramco already spooked some investors, with one ratings company already downgrading the oil giant."We want to share the Aramco shares with the citizens of Saudi Arabia," said Yasir al-Rumayyan, the governor of Saudi Arabia's Public Investment Fund. "We want to get financial investors from all over the world."It's hard to overstate the power of the oil firm, known formally as the Saudi Arabian Oil Co. It produces over 10 million barrels of crude oil a day, some 10% of global demand. The firm's net income in 2018 was $111.1 billion, far beyond the combined net income of oil giants BP PLC, Chevron Corp., Exxon Mobil Corp., Royal Dutch Shell PLC and Total SA.Saudi Arabia's oil sits close to the surface in large pools, making it far cheaper to extract. Saudi Aramco also has proven liquid reserves of 226.8 billion barrels, the largest of any company in the world and "approximately five times larger" than those held by the five oil giants, according to the firm's IPO documents.That's led to a clamoring from investors for Saudi Aramco stock since Prince Mohammed announced plans in 2016 for a two-phase IPO of 5% of the firm in the kingdom and abroad. The prince hopes to raise some $100 billion from investors, which will be funneled into the kingdom's PIF sovereign wealth fund for projects to boost employment and major development projects."I believe it is in the interest of the Saudi market, and it is in the interest of Aramco," Prince Mohammed told the Economist magazine in 2016 in announcing his plans.But the planned IPO saw years of delays over valuation concerns and where to list it abroad. Oil prices, once over $100 a barrel, crashed in 2014 to under $30 a barrel. Benchmark Brent crude now trades around $60 a barrel, pushed up by a production cut by OPEC countries like Saudi Arabia and those outside of the cartel like Russia. Those cuts have limited Saudi production, in turn pushing up its estimated government budget deficit for next year to nearly $50 billion.The announcement by the Capital Market Authority offered no timeline, share price or percentage of the company to be offered in the IPO, nor did officials or documents later released by Aramco. Both al-Rumayyan and Saudi Aramco CEO and President Amin H. Nasser also declined to say whether an international listing would still happen as well when addressing journalists in Dhahran in eastern Saudi Arabia, the city that hosts Saudi Aramco's headquarters."Usually when you go for an IPO, you have a target price," said Capt. Ranjith Raja, an oil analyst at data firm Refinitiv. This unique mix was requested by a listener in the United Kingdom. It's probably the first time any selector has compiled these particular artists on one project, but that is what the Reggae Lover Podcast is all about. Glen Washington, George Nooks, Norris Man, & Jah Mason all began gaining popularity in the mid-to-late 90s, though Glen Washington and George Nooks started their musical careers in the 1970s. Glen Washington, born in May Pen, Clarendon, Jamaica was a drummer and who toured the world with many different bands and backed many different artists and performers from the 70s through the 80s into the 90s. He migrated to the United States and recorded sporadically as a solo singer but extensively as a drummer. In 1997 when he started to focus on pursuing his solo singing career he did some recording sessions for Studio One and then he sort of blew up with a big hit in 1998 with the song "Kindness for Weakness." which was marketed by VP records. From there he solidified his career and started to tour the world again as a solo singer. Like Glen Washington, George Nooks was born in the 1950s inJamaica. He sang in the youth choir at church, performed at school concerts and talent shows. He professionally recording under the name Prince Mohammed in the 1970s as a deejay. He recorded with Joe Gibbs over the Dennis Brown "How could I leave" instrumental, released an album with General Echo, and had a hit in Jamaica with "40 Leg Dread." Nooks concentrated on singing starting in the 80s but it was not until 1997 that he released a successful singing album. After 2001 he began singing mostly gospel music. Norris Man now grew up in the Trench Town area of Jamaica where Bob Marley and the Wailers hail from. He started performing on local sound systems at age 10 deejaying over Studio One riddims. He was small they would put him to stand on top of a Guinness crate and let him get a few songs in. He was actually quite good at it. He started recording at age 22. His first full-length album entitled "Persistence" was released in 1997 on VP records. He linked up with Anthony B and the Star Trail records camp around this time and eventually started touring extensively, taking on stages in California, then Africa, and Europe. Jah Mason also known as Fire Mason was born in the early 70s in the parish of Manchester and grew up in a Christian family. He began working with Junior Reid's JR record label in 1995. He joined the Bobo Shanti order of the Rastafari movement. After linking up with the David House Records group got his career took off with the single "my princess gone" among others. He made guest appearances on Singles with his friend Jah Cure and from the mid-nineties through the 2000s Jah Mason released at least one album every year.
