It goes right back to if you look at Pope Gregory I in the 6th century when he first formulates the seven deadly sins, gluttony is there, it's always depicted with some fat person who looks monstrous, overeating. And how do we think about sin? If being overweight is a sin, we think sin requires punishment before you get to redemption. The only forms of weight loss that we admire are where you suffer horribly, right? You think about The Biggest Loser, that horrid, disgusting game show. If you go through agony, if you starve yourself, if you do extreme forms of exercise that devastate your body, then we'll go, he suffered. We forgive you. Well done. E provavelmente não há nenhum em que o sejamos de forma tão notória e transversal como no caso da estratégia de luta contra a droga que Portugal implementou a partir de 2000/2001, quando o país enfrentava um enorme problema, visível no índice de infecções por HIV mais alto da UE. Esta abordagem, que ficou conhecida como a “estratégia portuguesa contra a droga” foi, à época, muito arrojada, com medidas como a descriminalização das drogas -- na altura sem paralelo em nenhum outro país do mundo. Os resultados foram, no entanto, manifestos, o que leva a que seja hoje frequentemente citada nos media internacionais e a que sirva de referência aos mais variados países que se deparam com problemas idênticos.  O convidado deste episódio, João Goulão, é considerado o principal arquitecto e implementador dessa nova abordagem. Depois de ter integrado a comissão que definiu a estratégia, o convidado presidiu ao principal órgão responsável pela gestão da política contra as drogas, o Instituto da Droga e da Toxicodependência. Actualmente, é o director-geral do sucessor desse organismo, o SICAD - Serviço de Intervenção nos Comportamentos Aditivos e nas Dependências. A medida mais radical da estratégia portuguesa contra a droga foi a descriminalização das drogas. Mas a estratégia foi muito mais ampla do que isso, e são talvez ainda mais as outras medidas que explicam o seu sucesso. Com esta estratégia, houve, sobretudo, uma mudança radical na atitude em relação ao problema da droga, que passou a ser visto menos como um problema moral e um crime, e mais como essencialmente um problema de saúde pública. Assim, foram lançadas uma série de medidas com a finalidade de trazer os consumidores de drogas para dentro do sistema de saúde, minimizar a transmissão da SIDA, e disponibilizar substâncias substitutas para quem não conseguia largar o vício. Esta estratégia provocou uma diminuição visível em vários indicadores, sobretudo no número de mortes associado às drogas e no número de infecções por HIV. A prazo, levou também a uma diminuição no próprio consumo de drogas, sobretudo de heroína. Quando decidi convidar João Goulão para o 45 Graus, fi-lo, desde logo, porque o tema da droga e da saúde pública é, em si mesmo, interessante. Mas a minha principal motivação foi perceber melhor como foi possível conseguir apoio político para uma estratégia tão arrojada, e logo num tema tão sensível -- e que lições podemos tirar daí para tomar melhores políticas noutras áreas.  O episódio começa, como não poderia deixar de ser, com um pouco de História, para perceber o que fez com que Portugal chegasse ao final dos anos 1990 com um problema de drogas tão grave. Isso levou-nos à estratégia adoptada e às razões do seu sucesso. Mais à frente, falámos também de alguns dos desafios da política de drogas actual. Primeiro, apesar do sucesso, o problema nunca está resolvido, e há medidas, como as eternas salas de chuto, que podem ser tomadas. Depois há a questão da legalização da cannabis, que está agora em discussão. Atualmente é o Diretor-Geral do Serviço de Intervenção nos Comportamentos Aditivos e nas Dependências (SICAD), e Coordenador Nacional para os Problemas das Drogas, das Toxicodependências e do Uso Nocivo do Álcool. Foi membro da comissão que propôs a primeira estratégia nacional de luta contra a droga, aprovada em 1999, e que preconizava a descriminalização do consumo das drogas. Membro do Comité Científico do Observatório Europeu da Droga e da Toxicodependência entre 1997 e 2002; representante de Portugal no Conselho de Administração daquela agência europeia desde 2005, foi eleito seu Presidente em 2009, tendo cumprido dois mandatos que terminaram no final de 2015. No primeiro semestre de 2021 presidiu o Grupo Horizontal Drogas, no âmbito da presidência portuguesa do Conselho da União Europeia, e desde 2019  preside o Grupo Pompidou do Conselho da Europa.

In today’s Solidarity Fridays episode, Kyle and Joe cover several news stories, including the University of Wisconsin-Madison creating a Psychoactive Pharmaceutical Investigation masters program, a non-profit called the Healing Advocacy Fund being created to implement therapeutic-use psilocybin in Oregon, legislature in Hawaii filing a new bill to legalize therapeutic-use psilocybin and psilocin (and remove them from their Schedule I controlled substances list), Cambridge, Massachusetts joining its neighbor, Somerville, in decriminalizing entheogenic plants, and the biggest story: Compass Pathways attempting to patent such common aspects of psilocybin-assisted therapy as soft furniture, muted colors, and providing "reassuring physical contact." This week, we interview journalist and author Johann Hari.  Johann is one of our foremost social science thinkers and writers. In addition to writing regularly for the New York Times and Independent newspapers, he has written extensively on social science and human rights issues.   "Give me a lawyer dog" apparently refers to some strange animal only found in Louisiana that has four legs, wags it's tail, and has a law degree. WHAT'S RUSTLING MY JIMMIES In one of the most egregious examples of justice being denied I have ever seen, this one really rustled my jimmies.  The courts in Louisiana have shown utter disregard for reason, logic, rationality, and common sense in the case of Warren Demesme, who was 22 at the time of his arrest.  Warren was being interrogated by New Orleans police in October 2015 after two young girls claimed he had sexually assaulted them. It was the second time he'd been brought in, and he was getting a little frustrated, court records show. He had repeatedly denied the crime. Finally, Demesme told the detectives: “This is how I feel, if y'all think I did it, I know that I didn't do it so why don't you just give me a lawyer dog 'cause this is not what's up.” Sometime after this, Demesme made admissions to the crime, prosecutors said, and was charged with aggravated rape and indecent behavior with a juvenile. He is being held in the Orleans Parish jail awaiting trial. The punctuation and spelling, arguably critical to Demesme's use of the nickname “dog,” was provided by the Orleans Parish District Attorney's office in a brief, and then adopted by Louisiana Associate Supreme Court Justice Scott J. Crichton. The sentence in question is officially in the brief as "give me my lawyer dog" with no comma between the words lawyer and dog and with the word dog spelled d-o-g. WHAT'S IN THE NEWS In the war on prostitution news, a federal court heard arguments recently challenging California's criminalization of prostitution, in a case that could have implications for sex work laws across the nation. In a Catalan independence update, Spanish officials moved in to arrest the Catalan government's leadership last week. President Carles Puigdemont and a number of members of the cabinet fled to Brussels, Belgium. Spain then issued an international arrest warrant for Puigdemont and a Madrid High Court judge asked Belgium to arrest Puigdemont and four associates after they ignored a court order to return to Spain. In a nurse Wubbels update, as I expected, the taxpayers are the losers in this situation. University Hospital nurse Alex Wubbels has agreed to a $500,000 payment to settle a dispute over her arrest by a Salt Lake City police officer after she barred him from drawing blood from an unconscious patient, her attorney said Tuesday. In national security news, apparently, a rogue employee of Twitter shut down President Trump's account on his last day on the job. The deactivation Thursday sparked deep and troubling questions about who has access to the president's personal account, @realDonaldTrump, and the power that access holds. In it's about your safety news, a 53-year-old woman was arrested and charged with driving drunk while riding a horse down a busy Florida highway -- and yes, you hear that shit that right. In free markets for the win news, Tesla has used its solar panels and batteries to restore reliable electricity at San Juan's Hospital del Niño (Children's Hospital), in what company founder Elon Musk calls "the first of many solar+battery Tesla projects going live in Puerto Rico." And, finally, in some show news, we've created a Facebook group for Pax Libertas Productions for all of you to interact with all of the PLP podcast hosts. ANCAP APPS Two apps that have been featured in this segment in the past have had some significant updates that I want to let you know about. First, OpenBazaar, the free online marketplace with no platform fees and no restrictions has just released their 2.0 version. OpenBazaar is a different way to do online commerce. It's a peer to peer application that doesn't require middlemen, which means no fees & no restrictions. OpenBazaar connects people directly via a peer to peer network. Data is distributed across the network instead of storing it in a central database. Version 2.0 is a completely new network, separate from the earlier version of the OpenBazaar network. They learned a lot from the 1.0 version, and with this information, they've made the new OpenBazaar one of the most user-friendly decentralized applications ever built. They've added lots of highly requested features as well. The other product with an update is one that I use almost daily. The Signal encrypted messaging app now has a full desktop app for Mac, Windows, and Linux. The previously had a Google Chrome app for the product that they'be now replaced with the full desktop version, so if you previously had the Chrome version, you will need to install this new desktop version. BURNING BOOKS I heard about this book, Chasing the Scream: The First and Last Days of the War on Drugs, when the author, Johann Hari, was on episode 86 of Felony Friday with John Odermatt as part of the Lions of Liberty network. To get very far we have to break out some understanding of biochemical interactions in general and how they influence the human experience. This week we welcome back journalist Johann Hari, author of Chasing the Scream: The First and Last Days of the War on Drugs. Hari is a vocal advocate for ending the drug war, and he joins us this week in advance of the UN General Assembly’s special session on drugs, being held April 18 to 21. This special session was not supposed to be held until 2019, but in September of 2012, Mexico, Colombia, and Guatemala expressed the need to hold an international conference on drug policy reform sooner than scheduled. The provision was sponsored by Mexico and co-sponsored by 95 other countries that are struggling with the violence and chaos surrounding current global drug policy.    Hari believes that this meeting represents a major shift in the conversation surrounding the drug war. As more and more countries are putting pressure on the United States to enact effective and humane drug policy options, Hari anticipates that these UN drug summits will become less about policy review and more about having a sane global discussion about the way we regulate and criminalize drugs.  

Johann Hari is a British writer and journalist who has written for many of the world’s leading newspapers, including The New York Times, Le Monde, and The Guardian. He was a lead op-ed columnist for The Independent for nine years, and left the newspaper after it was revealed that in some of his interviews, he had used passages that his interviewees had written or said elsewhere, and presented them as if they had been said directly to him. Since then he has written The New York Times best-selling book Chasing the Scream: The First and Last Day of the War on Drugs, which has been praised for its insights and for its thorough referencing by everyone from Glenn Greenwald to Elton John to Noam Chomsky to Naomi Klein.
