Raf Chang, CEO of Tiger PartyToday's episode is a recap of the conversation that I had with  Raf Chang. Raf is the CEO at Tiger Party and even if you haven't heard of Tiger Party, you've definitely seen their work.Tiger Party is the company behind-the-scenes that brings all those digital billboards together in Times Square on the New Years' Eve to countdown together and create Out of Home's most famous moment each year and what actually goes on behind the scenes, one night of the year, to pull it all off. And they do it all, from hardware to software, and I think a good way to think about this one is if Elon really wants to put a billboard on the moon, he's probably going to use Tiger Party to do it.Check out some of their incredible Times Square productions here.What did I learn?That there is an emerging theme amongst guests and Episode 111 guest Stew Redwine put it this way, that “life is what happens to you when you're making other plans”. Raf was pulling off insane Museum Exhibitions when he got pulled onto a digital billboard project and the rest is history in the making so wherever you are right now, it is only your final destination if you choose it to be, otherwise, wherever you are right now is exactly where you're meant to be to get to that next chapter, however long that may take, even if you are perfectly happy with where you are. What I'm constantly reminded of from those of you who are driven by the thrill to learn, explore, build, and discover is that it only starts to make sense when you look back…and that the road ahead isn't always clear but to keep moving in pursuit of whatever drives you.From there we had a pretty technical conversation about what goes into building the amazing digital spectacular billboards that we see in top cities around the world, like the ones in Times Square for example. Raf went deep on what creatives need to consider when designing for these screens and I think the overarching theme is - if you're making a huge investment in running a campaign on a digital spectacular, that you have to understand the technical capabilities for two reasons:Most importantly, so your creative retains its integrity and doesn't end up all distorted or looking like you just resized every other ad from your campaign and threw it up thereAnd two, so you know how to leverage the asset to create the most memorable moment for your brandUltimately, asking “what is the job to be done?” is important for advising brands or for, as a brand, making the most of your investment, and understanding the technicals is vitally important.One of the most interesting parts of the conversation to me was about Raf's team. The team at Tiger Party is the team behind all of those digital billboards in Time Square counting down together on New Year's Eve which is effectively the Superbowl moment of OOH and comes with an incredible amount of coordination. Each system has a backup and typically each system has multiple backups and the soundbite I wrote down here is specifically about how Raf's team is structured to handle a potential crisis like a screen going out. Aside from the sumptuous(豪华的) food, the view there was also breathtaking(激动人心的). We jogged every day and the views of the mountains and pine trees were a sight for sore eyes, and the breeze(微风) was so refreshing. It's a place that I love recommending my friends as a go-to place(必去的地方) to unwind, seek adventure, and just be lost in the moment.

Finally, we sailed, which allowed us to soak up the sun(沐浴阳光) while taking in views of the vast blue ocean. Overall, we had a blast(玩得很开心) even though we celebrated Spring Festival in a different setting. The Thai-Chinese community gave us a sense of belonging(归属感) considering the fact that we were in a foreign country. Although I must admit that I wasn't very fond of the crowd but regardless, we were over the moon(非常开心).

To make showing that proof more convenient, the Virginia Department of Health announced today they are offering QR codes.“As more and more employers and businesses respond to calls by President Biden and Governor Northam to require that employees and customers be vaccinated,” reads a press release. “QR codes will help improve the consistency and security of vaccination information while protecting individual privacy.”Visit vaccinate.virginia.gov to obtain a QR code. Virginia is the fifth state to adopt protocols developed for SMART Health Cards. *Early voting in Virginia begins tomorrow as acting Charlottesville Registrar Taylor Yowell explains.“Under Virginia election law, voters can vote up to 45 days early in-person or absentee,” Yowell said.  “So with that 45 days in advance of an election, that is 33 actual days that you can come into our office and vote.”Yowell made her comments this past week at a Sunday seminar held by the League of Women Voters of the Charlottesville Area.  Yowell said mail-in ballots will be distributed beginning this week. (listen to the whole event)“In order to receive a mail ballot, you must fill out a mail ballot application and that can be submitted online, in-person to our office, mailed in to us,” Yowell said. “We do have a lot of voters and say ‘hey, I don’t have availability to get online and fill one out’ so we will send them the application with a return envelope so they can be added to the list.” Once registrars across Virginia receive ballots, there is a process known as curing that validates the vote. According to the instructions on voting absentee in Virginia, there’s an A envelope, and a B envelope.   “Whether this is by mail, whether you drop to our dropbox, whether you drop into our office, we take it inside and it will be automatically opened up and we check to make sure every component on your B envelope… this is where your name, your address, your signature, your witness signature, the day you filled out the ballot… this is where we make sure everything is correct. And we have three days after we receive a ballot to notify you if there’s something that needs to be cured, so that way your ballot can be accepted and processed in our office,” Yowell said. In 2020, the state of emergency related to the pandemic temporarily waived the requirement for a witness signature. That will be required again this year. Yowell said voting early in-person is just like voting on Election Day. “No results are pulled until 7 p.m. on Election Day, just like at the precincts, because no one will know and no one can prior to 7 p.m.,” Yowell said.Now, what if someone requested a ballot via mail, and then shows up in person anyway? Yowell said in that case, the person is asked to sign an oath.“It’s just a gold piece of paper saying ‘I have lost or not received my ballot’ and it’s pretty much an affirmation signing that you will not attempt to vote twice,” Yowell said. “If you do, it will be turned over to the Commonwealth’s Attorney.” The last day for in-person voting before Election Day will be October 30. Charlottesville Area Transit Route 5 will no longer serve the Rio Hill Shopping center, according to a release from the bus agency. The release states the property owner has requested the change, and that means two stops within the shopping center will become dormant. The 31 acre property is owned by SCT Rio Hill LLC, a firm associated with the retirement system for employees of the state of Connecticut. The manager of the Rio Hill Shopping Center said in June 7 letter to the city that planned renovation implements a vision that does not involve public transit.“Not only are the buses a safety hazard for the customers crossing the main drive lanes to get to the stores, but the weight of the buses is also causing significant damage to the asphalt resulting in wear and cracking,” wrote Jim Paulus, the center’s manager. The planned route changes that have not yet been fully approved had already taken the request into account. In addition, Route 5 will no longer terminate at the Wal-Mart but instead will stop at Fashion Square Mall. Route 7 will instead travel to Wal-Mart and the plans show the alignment as missing Rio Hill Shopping Center. There is no date for when the transit changes will be made. Go back and read/listen to the September 14, 2021 edition of the show for the details. Since that was posted, a Community Design Team that has been shepherding the work of architectural firm VMDO has made their final recommendation. Here’s Wyck Knox of VMDO with the latest information. (presentation from September 14, 2021 CDT meeting)“The unanimous choice by the CDT was Option 3 that builds in the bowl and gives a new look to the school and the most square footage and the most variety of outdoor spaces to the new building,” Knox said. This is also the most expensive option at an estimate of $73 million. The five-year capital improvement program budget has a $50 million placeholder for reconfiguration. If Council agrees to proceed with the project, they’ll need to approve a budget with actual numbers in order to calculate how many millions of dollars in bonds need to be sold to pay for the capital costs. (FY22 adopted CIP)For the Council meeting, the city’s budget office presented funding scenarios all of which include an increase in the property tax rate to cover the cost of the additional debt service to pay the bond proceeds back. These hinge on whether the city proceeds with a long-planned and multi-phased project to upgrade West Main Street that grew out of a $350,000 planning study requested in 2012 by the PLACE Design Task Force. While the currently adopted CIP does not include any additional funding for the $49 million project, Council has previously allocated $20.54 million in local money to match state funding for the first two phases.  That’s according to a slide presented to Council back in February. Council could opt to transfer that to the school project. The tax increases were initially to have been phased in gradually at two cents a year to cover the five-year plan as adopted by Council in April. For the purposes of these scenarios, the tax increases are shown happening next year all at once, and include an additional five cents to cover the additional cost to finance the reconfigured schools.“If you want to start construction in FY23, which is next year, then we have to have the money to sign a contract, so that means all the money all at once,” said Krissy Hamill, the city’s budget performance analyst. Option 1 would cover just the cost of that $50 million placeholder and would include the West Main project. This would result in a 15 cent tax increase next  year to a rate of $1.10 per $100 of assessed value. “Option 2 would decrease the amount of tax increase that would be required if West Main Street were removed,” said City Manager Chip Boyles.That would be a 13 cent tax rate to $1.08 per $100 of assessed value. The next two options raise the reconfiguration cost to $75 million. Option 3 keeps West Main Street with a 18 cent tax rate increase. Option 4 drops West Main and is also a 15 cent tax increase. Those actual rates could be different depending on the results of the 2022 assessment. That’s why you see the phrase “tax rate equivalent” in the options. There will be no room for any additional capital projects for at least two years under these scenarios. “There are a lot of variables in this,” said Boyles. “This is making the assumption that there is no sales referendum and no sales tax increase.” Boyles estimates the one percent increase in the tax would bring in an additional $12 million a year. The current sales tax is 5.3 percent, but Charlottesville only gets one percent of that amount. The budget for the current fiscal year anticipates the city will collect $12 million a year. In Fiscal Year 2020, the city collected $11.4 million according to data compiled by the Auditor of Public Accounts for the Commonwealth of Virginia. That’s up from $9.3 million in 2010. The capital budget for FY22 includes $1 million for a parking structure at Market Street and East High. Earlier this year, Council opted to wait a year on that project and wait until next year to spend the remaining $7 million. So far, the options presented to Council did not factor in what happens if the project is dropped but that project cannot get totally zeroed out. (FY22 adopted CIP)“What we have been looking at is reserving at least a couple of million if we had to create surface parking on the properties that we own,” Boyles said. “I would say definitely $5 million could be transferred if needed.”However, Hammill said that would not affect the projected tax rates because the capital budget already assumes bonds will be sold to cover the cost of paying projects. The housing plan adopted by City Council calls for $10 million a year to be dedicated to affordable projects. The current five-year capital improvement program anticipates $13.5 million on public housing, $925,000 a year on the city’s affordable housing plan, $900,000 a year for housing vouchers, and $11.4 million in city funds for the redevelopment of Friendship Court.  (FY22 adopted CIP)There was no specific decision point on the agenda last night but Knox said he wanted to know what Council is thinking. There will be an information item presented to Council on October 4. A decision on West Main?Mayor Nikuyah Walker wanted to know where Councilors stood on the West Main Street project. The results were pretty clear. “The only way I can see West Main Street surviving is if we get this one [percent] sales tax for the school reconfiguration,” said vice mayor Sena Magill. “That’s it.”“I would definitely fully support reallocating the West Main project to schools,” said Councilor Michael Payne. “I can see West Main continuing as just as Hail Mary of if Congress passes the stimulus bill and there’s no local city money required.”“I would prioritize this ahead of West Main,” said City Councilor Heather Hill. “Projects like West Main had a lot of revenue come in from other sources and I’ve said before that it’s a hard one to swallow but I think we’re at a point where there’s not another option.”“As probably maybe the last defender of the West Main project, I also agree that whatever option we end up taking is going to have to be an option that does not include the West Main project,” said City Councilor Lloyd Snook. Much of the Virginia Department of Transportation funding for West Main Street comes in the form of Smart Scale, which requires projects to be completed within six years. In the current round, the city was awarded $10.4 million for the third phase. None of that funding requires a local match. This is great. Ready to get started. I love that your, your other nickname is the shameless doctor, because I feel like with divorce, the word shame is something that everyone kind of goes through and no one really wants to talk about it. And it’s the reason why you feel so lonely in your divorce.So can you take a moment and just talk just a little bit about shame or being shameless? Sure. I came up with the name because I really wanted to think about parenting without shame and trying to address your own shame about your, your sexuality or your choices. Um, and in divorce, I do understand a lot of shame because you feel like you failed, you made this vow and you failed. So therefore you did something wrong. And there’s a lot of shame and guilt, but I called myself a psychiatrist because I think that with cognitive reframing, which means to really look at the thoughts that are plaguing you, that’s a CBT cognitive behavioral therapy term and reframing them in. And you can address the shame that you’re experiencing and create a new way of thinking, which is about, okay. Yeah. I might have made a mistake. Some things were out of my control, but it was all part of my learning curve, who I am as a human being. And now I can think about this in a more positive light, including divorce. Like, you know, it’s really tough in the beginning and all that, but you can re redefine who you are as a human being and who you want to be. Around 2010, Forrest Fenn hid a multimillion-dollar treasure in the Rocky Mountains. Gold, gems, and other precious items are packed in a portable 12th-century bronze chest. Nearly half a million people have searched for it in vain.  A couple of weeks ago, I spoke two hours with one of the foremost experts on Forrest Fenn's treasure, Dal Nietzel. It was a fascinating and fun conversation.  Right before I planned to release the podcast, a man from the Eastern United States found Forrest Fenn's treasure!  That's right. Around June 6, 2020, Forrest Fenn said the chase is over. Therefore, this podcast is divided into two parts.  The first part, which is 90% of the podcast, was recorded a couple of weeks ago before the treasure had been found. The second part is an addendum, where I interviewed Dal again to capture his thoughts now that the treasure hunt is over.   We don't know where the treasure was found yet. Therefore, just to be able to say "I told you so," I will list the places I had planned to search. And I will ask Dal the same question. This exercise will either make us feel good (that we were wrong) or make us feel bad (that we would have found it had we not delayed our search).  Questions I asked Dal (pronounced "Dale") In 60 seconds, tell us the story behind Fenn’s Treasure. In 60 seconds, what do you say to those who say that “there is no treasure” because either (a) it’s already been found or (b) it never was there in the first place?  What’s one of the funniest/absurd solves you have ever heard? For instance, on the roof of the visitor center by Old Faithful. Most treasure hunters are information takers. Why are you an information giver? For a decade, nearly half a million people have searched in vain for the treasure. Do you think it will be found this century? How about this decade? How about this year or next? Fenn gave an unsatisfying answer when he was asked about the legal ramifications of finding his treasure. What’s your opinion? To find the treasure, you have to have one or more of these qualities: intelligence, persistence, or luck. Given all the people who have searched, it’s remarkable that nobody has found it. What’s the percentage chance that someone finds it and doesn’t announce it in some fashion? Fenn believes that the person who will find the treasure will walk with resolve and certainty. But many times people stumble on treasures or dead bodies by accident. What do you think? I imagine that most times, you approach your solves with some skepticism. But a few times, you probably went somewhere with 95%+ confidence that you were walking to the treasure, exactly as Fenn said the treasure finder would walk. Where were those spots and what went wrong? Do you often wonder if you were one of the people who got within 200 ft of the treasure? Describe the type of person or group that will find the treasure. Do you think those who have been searching for years have an advantage or a disadvantage over newbies? Overthinking the riddle? Do you think if Fenn’s doctor tells him that he’s terminally ill, that Fenn will reveal a juicy clue? Or does he hope it stays a mystery for decades? I know it’s probably unimportant, but has there ever been a poll that indicates where most people think the treasure lies? My guess is that there’s a 60% chance that it’s in or near Yellowstone, 30% chance of being in New Mexico, and 10% of being elsewhere. What do most people think? How about you? You’re one of the few who have had significant contact with Fenn. If you find the treasure, do you worry that many will accuse you of having inside information even though your lack of success after many years of searching proves that you don’t have an advantage? What would you do if you found the treasure? You’ve heard every possible theory about “where the warm waters halt.” Which hypotheses sound the most plausible to you? Is there something that Fenn communicated that you think is significant, but that few talk about? He said there are a couple of “hints” in his book. What are the leading candidates? Have you read Flywater or the Journal of a Trapper? Assuming someone else discovers the treasure in your lifetime, how will that news make you feel?   There are nine clues in Fenn's poem. The first clue is "Begin it where warms waters halt." It's unclear what the other eight clues are. Bonus clues CLUE 10Above 5,000 feet and below 10,200 feet CLUE 11At least 8.25 miles north of Santa Fe CLUE 12Not in a graveyard CLUE 13Not in an outhouse, or associated with a structure CLUE 14Not in a tunnel, cave, or mine CLUE 15Where warm waters halt is not a dam CLUE 16In Montana, Wyoming, Colorado, or New Mexico CLUE 17Not underwater CLUE 18Not near the Rio Grande CLUE 19Not necessary to move large rocks or climb up or down a steep precipice CLUE 20Not under a man-made object What’s (almost) certain The key is knowing “where the warm waters halt.” Because the subsequent clues “get progressively easier after you discover where the first clue is.” Pine trees and sagebrush must be nearby. It’s probably above 7000 feet because: (1) he stumbled when he announced his 5,000 ft clue, (2) the poem says it’s “cold,” (3) the poem implies that the treasure overlooks a marvelous view (4) and high places usually have less traffic than low places. A stream/creek must be nearby too--that might attract the animals that he says are around there. The bronze treasure chest is wet. That could be because it’s next to a bumbling spring or it’s getting constant spray from a nearby waterfall. However, because waterfalls attract humans, I doubt it’s right next to a waterfall, even a small one. That would attract too much attention. Instead, it’s probably wet because there’s usually morning dew in that zone (FF said, “Physics tells me that it’s wet”). However, perhaps he said it’s wet because they asked the question during the winter/spring and he figured the chest was covered in snow. It’s not underwater. Fenn talked about hiding a can of Dr. Pepper “under a rock in the cooling waters of a rivulet.” If it’s resting on water, it would have to be held very securely, perhaps sandwiched firmly between solid boulders and the water would have to be extremely calm. Otherwise, there’s too high of a risk that the treasure will wash away after decades of sitting there. Therefore, it’s extremely unlikely that it’s touching water. Whatever wetness it has must be from condensation or dew (i.e., “physics”). It’s probably not buried, but it’s almost certain that it’s covered by either vegetation and/or (more likely) a jumble of small rocks--like a mini-sepulcher. I'll feel like I genius and an idiot if I am right. A genius for figuring it out. It’s near a place with historical significance (e.g., old trade route or mining operation)   Begin it where warm waters halt [See several interpretations in the next section] And take it in the canyon down, Follow the canyon downstream Not far, but too far to walk. Drive the road for 2-10 miles, probably closer to 2 miles since he said those who solved the first two clues went right by the treasure. Put in below the home of Brown. Park your car. Since Brown is capitalized, perhaps it refers to a proper name (e.g., the Brown Corporation which owns the land), but that seems unlikely since Fenn said that it’s hard to skip clues. Despite the capitalization, Brown is probably poetic: the north face of a mountain (where most brown/grizzly bears hibernate) or below a brown trout spawning lake or simply below the treeline (above the treeline is mostly brown). Or all the above!   From there it’s no place for the meek, Break off the trail & start hiking uphill off-trail and perhaps on private property. Joseph Meek spent time in Yellowstone, so perhaps it’s saying that you’re not in Yellowstone. The end is ever drawing nigh; You’re within 200 feet; keep looking to the right side of the creek you’re climbing next to There’ll be no paddle up your creek, Ford the stream which is too shallow for a boat or it’s dry and perplexing situation Just heavy loads and water high. Cold from the altitude and/or cold creek crossing If you are brave and in the wood It’s in the high country among bears and snakes, but below the treeline I give you title to the gold There’s a legal document in the chest that helps you win the impending legal fight  My Ideas of Where the Warm Waters Halt   Someplace mentioned in Flywater or maybe Journal of a Trapper Either in NM or near/in Yellowstone Where warm fishing waters become cold. Where a hot spring merges with a cold stream. The top or bottom of a waterfall Where a warm stream becomes a sink  Warm water ends in a lake or pond. A mountain ridge or pass (which gives access to at least 2 canyons). Where to look This is where I planned to look. I sharing this to see if, after the true location is revealed, I was smart or not. Wyoming Boiling River, which is on the WY border. Hot spring pours into cold water. Where the Madison River meets Firehole Canyon/Falls (blaze). In his book, he mentions Osborne Russell traveling the Madison River in 1835, which is described in Journal of a Trapper. To get there, you could start next to Old Faithful (WWWH) and then follow the canyon down to Red Canyon Creek (blaze canyon) is near and also mentioned in his book. It’s near Sage Mt (“if you’ve been wise”) and Redstreak Peak and Red Mountain whose summits are brown and blazing red. He went down Red Canyon with a horse called Lightning. Horses have a white blaze on their face. This is “not too far, but too far to walk” from the Warm River. Madison River or Hebgen Lake or Stinking Creek In between Richel Lodge and Keyser Brown Lake.  Downstream of the Brown Mountain Campground off of the Wood River Brown Creek and Wood River Firehole Falls Thermopolis (Hot Springs State Park)? Somewhere around Boat Mt, where he and his bro got lost Sinks Canyon (where water “halts” by going underground for a few km) - near Lander Sunlight Basin  Medicine Hot Springs below Trapper Peak in Montana (may lack sagebrush). Under Mount Hayes off of the Madison River (e.g., Barnes Hole Dr.) Nine Mile Hole near Madison Junction 44.663947, -110.965462 parking lot, there is a small trail parallel to the river 44.649735, -110.949696  Watkins Creek A few more ideas Ojo Caliente Spring and nearby Firehole Spring   New Mexico Consider these 8 creeks where “warm waters halt” in NM   As you can see, I did not believe it was in Colorado or far from Yellowstone. From a special Sevenfold Puja recorded on at Jikoji Retreat Center, California, 2008 on a Triratna Buddhist Order Convention. This excerpt is lovely harmonic chanting of the Manjushri (Manjugosha) mantra. Listen to the full puja and#8211; itand#8217;s unusual to hear these rituals performed in Sanskrit and English, so a real treat for all ritual lovers courtesy of Satyadhana, the puja leader.
