« Donald Trump bombe le torse », s'exclame le site d'information congolais Objectif Infos. « C'est une victoire sans précédent », a en effet déclaré hier le président américain, après la signature d'une déclaration de principe, vendredi à Washington, qui pose les bases d'un accord de paix entre la RDC et le Rwanda qui devrait être signé au plus tard en fin de semaine.« Dans ce document publié par le département d'État américain, précise Objectif Infos, les deux parties, congolaise et rwandaise, se sont engagées à respecter la souveraineté et les frontières établies ; à soutenir l'intégration économique régionale, notamment en renforçant la transparence dans les chaînes d'approvisionnement des minerais critiques ; et à faciliter le retour des réfugiés et des déplacés internes ».Commentaire du site congolais : « on peut dire que le chef de file des Républicains a réussi en 3 mois ce que son prédécesseur, Joe Biden, n'a pas réussi à faire lors de ses deux dernières années de mandat ».La diplomatie-business« Ceux qui pensaient que les États-Unis de Donald Trump resteraient en dehors du conflit congolais en seront pour leurs frais, relève pour sa part Afrikarabia. En difficulté sur Gaza et l'Ukraine, et inaudible en Afrique de l'Ouest, le président américain a semblé chercher un succès diplomatique rapide en se penchant sur le dossier congolais, pointe le site spécialisé sur la RDC. La visite de l'envoyé spécial de Donald Trump, Massad Boulos, à Kinshasa puis à Kigali, a fini d'acter la position américaine, qui n'est pas très éloignée (finalement) de celle de Joe Biden. Premier résultat : le M23 s'est retiré de la zone de Walikale, où se trouve la mine d'Étain de Bisie, propriété d'Alphamin, une entreprise minière à forts capitaux américains ». Il faut dire, poursuit Afrikarabia, que le futur accord de paix congolo-rwandais associe autour de la table « les autorités et le secteur privé américain. Dans ce deal entre États, ce sera business contre territoires ».La question centrale des mineraisEn effet, pointe L'Observateur Paalga à Ouagadougou, « la signature de cette déclaration de principe intervient alors qu'un accord, entre la RDC et les États-Unis, sur les minerais stratégiques est en cours de négociation. Un accord qui vise à permettre aux entreprises américaines d'accéder de manière privilégiée aux ressources minières de la RDC, telles que le cobalt, le coltan et le lithium, en échange d'une assistance sécuritaire pour lutter contre les groupes armés. En s'impliquant ainsi, Donald Trump se fait d'abord le VRP des sociétés américaines pour le contrôle des minerais stratégiques congolais, et dans ce deal, le Rwanda devrait aussi avoir sa dîme minière. Mais, relève L'Observateur, si c'est le prix à payer pour le Congo pour qu'on lui fiche la paix, pourquoi pas ? »Finalement, « peut-être qu'enfin, les mines congolaises vont servir à quelque chose d'utile pour tout le monde ! », renchérit Ledjely en Guinée. Les richesses minières de la RDC sont (donc) au cœur de l'accord de paix qui pourrait être conclu prochainement, entre Kinshasa et Kigali, sous l'égide des États-Unis de Donald Trump. En effet, c'est bien parce que le sous-sol congolais est riche en toutes sortes de minerais stratégiques que le président américain, plutôt porté sur la diplomatie transactionnelle, a consenti à s'intéresser enfin aux massacres et autres atrocités que les populations de l'est de la RDC endurent depuis trop longtemps. Nord et Sud-Kivu, pourraient donc renouer avec la paix et la stabilité. La diplomatie africaine en berneMalheureusement, relève encore Ledjely, l'Afrique n'y aura joué aucun rôle ou presque. (…) Aucun processus n'a réussi à s'imposer. Ni Luanda, ni Nairobi. Pourtant, entre les médiateurs et les facilitateurs, les acteurs africains n'ont pas manqué ».C'est vrai, déplore Le Pays au Burkina, « Washington semble engranger des points là où les organisations africaines sous-régionales, en l'occurrence la Sadec, le Communauté de développement d'Afrique australe, et la CEAC, la Communauté des États d'Afrique de l'Est, ont échoué. Certes, elles ont permis, sous la médiation du président angolais Joao Lourenço, d'arracher quelques cessez-le-feu, mais ceux-ci n'ont jamais été respectés. Preuve, s'il en est, conclut Le Pays, que l'Afrique peine toujours à trouver elle-même des solutions à ses propres problèmes ».

Elon Musk aime le chaos, et il en a fait une stratégie. Sauf que cette fois, c'est Tesla qui en paie le prix. En trois mois, l'action Tesla s'est effondrée de 36 %. Mais ce n'est pas seulement en Bourse que la marque vacille : elle ne séduit plus. Alors qu'en Europe, le marché de l'électrique explose avec une croissance de 34 % en janvier, les ventes de Tesla ont chuté de 40,5 %. Les raisons de cette baisse sont multiples. D'abord, Tesla n'a plus la cote, car elle ne propose plus d'innovations marquantes, tandis que les marques chinoises comme BYD ou MG Motors offrent mieux et moins cher. Ensuite, le marché de l'occasion est en crise : une Tesla achetée neuve aujourd'hui aura déjà perdu 30 % de sa valeur l'année suivante. Enfin, sous l'impulsion de Musk, les prix changent constamment, et plus personne ne sait à quoi s'attendre. Au fil du temps, Musk est devenu le pire ennemi de Tesla. Depuis son rachat de Twitter en 2022, il se met progressivement tout le monde à dos, notamment en soutenant Trump, en finançant l'extrême droite en Europe et en enchaînant les déclarations polémiques. Résultat : son image de visionnaire, qui faisait vendre des Tesla par millions, s'est effondrée. Musk est devenu toxique, et Tesla plonge en Bourse. Après la transition énergétique, on va devoir s'habituer à une nouvelle expression : la transition militaire. La croissance de demain ne sera pas seulement verte, elle aura aussi la couleur du sang ! On attendait la croissance verte et au final, on aura sans doute d'abord la croissance brune couleur sang. Alors c'est assez étonnant, mais personne n'avait donc prévu ce scénario. Et comme d'habitude, les vraies tendances surprennent les meilleurs prévisionnistes. Après le COVID, les médias et les politiques nous ont bassinés avec le plan de relance vert de l'Europe. Les montants cités d'ailleurs étaient astronomiques. L'Europe allait devenir indépendante de la Chine, mais également se verdir à la vitesse éclair. Et avec le recul, on constate que l'Europe se verdit, mais pas aussi vite qu'elle ne l'avait prévu et parfois même au détriment de son industrie, comme on le constate d'ailleurs avec la déferlante de voitures électriques chinoises dans nos concessions, mais aussi dans nos ports fluviaux transformés. Concernant la croissance brune, couleur sang, c'est la croissance due au réarmement de l'Europe mais aussi du reste du monde. L'Europe qui est priée par Donald Trump, mais il ne faut pas se leurrer, elle est également priée par Joe Biden de faire plus d'efforts, c'est-à-dire de porter le budget de sa défense à hauteur de 2% du PIB. – La Belgique, la France, pour ne citer que deux pays et puis d'autres aussi, ne respectent pas ce minimum. – Le résultat, c'est que le monde est en train de se réarmer… Mots-Clés : parking, écoulement, anciens modèles, décote, coût, voiture thermique, européenne, dégâts, concurrence déloyale, montant, global, milliards, dollars, dépenses, hausse, réarmement, Vladimir Poutine, agent commercial, VRP, monde, dépenses, Banque européenne d'investissement, BEI, climat, critères, financement, effort de guerre, privé, prêt, secteur de la défense, respect, normes ESG, tabac, alcool, restrictions, ironie, histoire, impact positif, croissance, court terme, vertueux, et verte, citoyen, expression, financer, ennemi, kilomètres. --- La chronique économique d'Amid Faljaoui, tous les jours à 8h30 et à 17h30. Tony Morris, Global Head of Quantitative Strategies at Nomura International, has spent 25 plus years studying complex market pricing relationships across asset classes, with a focus on derivatives. Our conversation explores some of the factors that drive asset price outcomes, first, considering the vol risk premium. Observing the consistent shortfall of realized versus implied vol in the equity market, Tony details a similar circumstance in credit where realized defaults are lower than implied by spreads. He suggests that the existence of both the equity VRP and the credit risk premium are tied to fact that both have beta to the SPX, which in turn enjoys its own risk premium.Our conversation shifts to the work that Tony and his team are doing within the larger Quantitative Investment Strategies, or QIS, business at Nomura. We touch briefly on the history of QIS, a business motivated by end user interest in systematic strategies that require substantial market access, modelling and operational infrastructure. At its core, QIS enables the outsourcing of these critical components to a dealer who can package complex exposures into a neatly delivered contract.We talk broadly about the set of products that comprise the taxonomy of QIS. Here, Tony cautions that in constructing a portfolio, it's important to carefully consider the way in which strategies interact, with attention to hidden co-movement.  We spend the last part of our discussion on long-dated swaption straddles on long dated US rates, a topic Tony and team have done a deep dive on. Their work suggests that an overlay of 20y20y – that is 20 year swaptions on 20 year swaps – has very favorable correlation, carry and convexity characteristics. Plus I wanted to get the lowdown on the new Netflix film 'Travellin' Band', a brilliant live performance from CCR at London's Royal Albert Hall with some great documentary footage included from their tour across Europe! Ce sont des élections générales. Il s'agit de désigner non seulement le président - principaux candidats : William Ruto et Raila Odinga - mais aussi les députés, sénateurs, gouverneurs et des élus locaux. Un éditorial repris par Nation enjoint les citoyens à « voter intelligemment » et rappelle que « contrairement à ce qui s'est passé dans le passé, les campagnes ont été généralement pacifiques. Nous espérons que la tranquillité prévaudra même pendant le vote, le dépouillement des bulletins et l'annonce des résultats. » Le quotidien burkinabè WakatSera lui aussi va en ce sens, estimant que « le risque s'est considérablement amoindri de laisser les vieux démons s'emparer de cette présidentielle qui pourrait échapper à l'emprise tribaliste. Bonne nouvelle, elle est déjà épargnée de la confrontation par urnes interposées des Kenyatta et des Odinga, qui ont longtemps dominé la vie politique kényane (…) En tout cas, tous les regards sont tournés vers les candidats qui ont le devoir de faire du fair-play leur arme principale afin de démentir cette règle non écrite qui fait rimer élection avec guerre au Kenya. » Pour éviter ces tensions, The Star lance un appel à la commission électorale kényane L'IEBC ne doit « pas céder de terrain aux boucaniers du clavier qui supplanteront l'agence si les informations sont retardées pour toutes sortes de raisons. L'IEBC doit faire circuler l'information en temps réel pour éviter les tensions, les suspicions et l'anxiété qu'engendre le manque d'information. Lorsque l'information ne circule pas, les moulins à rumeurs s'emballent ». Aujourd'hui au Faso met également en garde contre « ces presses-poubelles qui ont essaimé ces derniers jours de la campagne au Kenya, [et qui] avaient pour but de faire le buzz, de se vendre au plus offrant, mais font maintenant planer sur ces votes et sur l'après un grave danger : celui d'une crise post-électorale forcément violente quand le pays s'appelle Kenya. Que distillent ces sites nauséeux ? "Qu'il y aurait des fraudes ! Que Ruto déteste les Kikuyu … (l'ethnie majoritaire)" Bref, la campagne a été empreinte de bidonnage nauséabond lâché par des influenceurs recrutés pour la circonstance. Jeu dangereux s'il en est quand on sait que dans ce pays, le vote communautaire est… la règle. Une "infocalypse" qui rend encore plus inflammable ce scrutin ». Le déplacement d'Antony Blinken sur le continent Le 8 août, le secrétaire d'État américain était en Afrique du Sud. À cette occasion, nous rappelle le Mail and Guardian, « La ministre des Relations internationales et de la Coopération, Naledi Pandor, a reconnu qu'elle et son homologue américain étaient dans des camps opposés sur plusieurs questions, notamment la guerre de la Russie contre l'Ukraine, mais qu'ils étaient déterminés à renforcer la coopération bilatérale ». Aujourd'hui au Faso tente d'y voir clair parmi les propos d'Antony Blinken et estime que « lorsqu'il déclare encore à Pretoria que c'est sans contrepartie, et qu'il veut que les pays africains soient des "alliés cruciaux sur les questions comme le climat, l'insécurité alimentaire", il a raison, mais c'est aussi en costume de VRP que Blinken sillonne l'Afrique ». C'est dans ce contexte que la République démocratique du Congo se prépare à son arrivée aujourd'hui. Politico souligne les intérêts économiques pour les États-Unis en RDC où se trouvent d'importantes réserves de lithium puis rappelle que « les ressources du Congo sont la propriété d'abord des Congolais » avant de s'interroger sur la posture d'Antony Blinken : viendra-t-il « plus en partenaire qu'en donneur d'injonctions » ? C'est toute la question. Accord conclu entre la junte tchadienne et les rebelles « La messe est dite ! » pour Tchadinfos dans son édito qui y voit une « mascarade », « la répétition d'un scénario qui se répète comme dans une comédie écrite par un scénariste qui manque d'imagination ». Le journal qui dans un autre article a recueilli la parole de syndicalistes : « Pour Brahim Ben Seid, secrétaire général de la CLTT, l'accord de Doha est très important, car c'est pour la première fois que les rebelles Tchadiens, plus d'une trentaine arrivent à signer un accord de paix. (…) Barka Michel président de l'UST regrette de son côté que l'accord ne soit pas signé par tous les groupes rebelles. » Lundi 8 août, le chef de la transition Mahamat Idriss Deby a réitéré sa main tendue aux groupes non signataires.

Eduardo Uchoa is an Associate Professor at Universidade Federal Fluminense, Niterói, Brazil. His research areas include the theory and application of integer programming approaches for solving large NP-hard combinatorial optimization problems. In particular, he had made groundbreaking contributions for the joint use of column and cut generation techniques, in the so-called branch-cut-and-price (BCP) algorithms. He is an author of many efficient exact algorithms for a number of problems such as Steiner problems, vehicle routing, scheduling, network design, 1D and 2D cutting problems, among others. He also worked on several applied problems from the industry, and has been nominated as finalist of the Wagner Prize for Excellence in Operations Research Practice for Optimizing the Helicopter Transport of Oil Rig Crews at Petrobras. He had also been awarded as co-author of the Best Paper Published in 2017 in Mathematical Programming Computation. Recently, Uchoa is involved in the development of VRPSolver, a generic and customizable BCP solver that currently provides the best exact algorithm for most classic VRP variants and also for some other kinds of optimization problems. He is author and co-author of several papers that have appeared in leading journals such as Mathematical Programming, Mathematical Programming Computation, INFORMS Journal on Computing, Transportation Science, European Journal of Operational Research, Computers and Operations Research, Networks and Interfaces and in conferences like IPCO.
