Are tax hikes really driving up illicit trade, or is the industry narrative just smoke and mirrors? Professor Corné van Walbeek, Director of UCT’s Research Unit on the Economics of Excisable Products (REEP), joins John Maytham to unpack key insights into why beer consumption is thriving despite tax increases, how Treasury’s tiered alcohol tax model is encouraging healthier choices, and why South Africa is losing billions each year to illicit cigarettes. It is a data-driven deep dive into the numbers, the narrative, and the policy path forward.See omnystudio.com/listener for privacy information.
For more than a year now, Wine Enthusiast Writer-at-Large Michael Alberty has been tracking a story about the Oregon Health Authority and some questionable PSAs it ran at the end of 2023 and the beginning of 2024. At that time, the spots—running widely in Oregon—seemed at the very least heavy-handed and ponderous. At the worst, they indicated a growing influence of out-of-state lobbying groups bent on shaping Oregon's health policy. At that time, another "Dry January" period, we talked about how that particular social media trend had its roots in temperance organizations in Europe and the United Kingdom with much more radical agendas than new year/new you. One of them, Movendi International, traces its beginnings back to the 1800s in America and played a key role in instituting Prohibition (the first one). Alberty's full story, titled "The Neo-Prohibitionists Are Coming," appears in the upcoming Winter Issue of Wine Enthusiast Magazine. Here, we delve into some of the details of his investigation. It's a fascinating lens into the discussion of alcohol and health (and politics) into sharp focus, especially not long after U.S. Surgeon General Dr. Vivek H. Murthy issued an advisory on a potential link between alcohol and cancer. Is there a guest you want us to interview? A topic you want us to cover? We want to hear from you! Episode 510 – Alcohol Policy Today we have Kevin. He is 42 years old, from Fresno, CA and is celebrating 500 days at the time of this recording. Sponsors for this episode: Better Help - code ELEVATOR for 10% off of your first month AG1 – free gift with your first subscriptions, in addition to their Welcome Kit. Restore – registration opens Monday December 2nd. This is Recovery Elevator's most intensive AF course for someone looking for extra accountability for Dry January. [03:34] Thoughts from Paul: Happy Thanksgiving Week! Life is not perfect but there is so much to be thankful about. Paul shares that when a sponsor first challenged him to write down five things he was grateful for each day, he could not do it. Nowadays he recognizes so much to be thankful for. This entire week is all about gratitude and giving thanks. This is a tradition in our modern culture that tells us to come together as a family and give thanks. Plus, there's pumpkin pie. A tip to help you stay sober this Thursday and throughout the week: create accountability, AKA, Burn the Ships. It doesn't have to be with everyone in your family, but at least somebody who isn't your dog has to know you won't be drinking. And don't forget to bring your own drink of choice to any gathering you attend. [08:32] Paul introduces Kevin: Kevin is 42 and lives in the Fresno area. He owns and operates a commercial landscape business. He is married and has one daughter in college and a son in third grade. For fun, he enjoys nature, reading, CrossFit, playing golf and coaching his son's sports teams. Kevin says he first drank in high school, and it was the typical weekends and parties, but nothing too dramatic. In college it turned into regular Thursday through Saturday thing. He equated drinking with a good time and doesn't really have many regrets. Right before Kevin's senior year of college, he found out his long-time girlfriend was pregnant. They ended up getting married and Kevin went on to finish college. Shortly after his daughter was born, he completed college, and his wife and daughter moved in with him. Drinking became a reward for him and happy hours were commonplace. At one point he recalls telling a coworker he needed to quit drinking during the week. This was his first thought about moderating. He says it didn't stick. Kevin's wife was his drinking partner and when she decided to quit for health reasons, Kevin opted to continue. Over time, it strained their relationship, and she would ask him to cut back and moderate. Kevin would try, but it wouldn't last long. He started to realize it was a problem when he was concealing some of his drinks so that she wouldn't know how much he had. After discovering the RE podcast, Kevin didn't initially hear anyone he identified with. Once he did, however, he realized that he was not alone with the issues he was having. He knew he had to quit but wasn't sure when. Kevin didn't think AA would be for him. He eventually went to some meetings and would get a little time away from alcohol but would go right back to it mainly in isolation. The cycle continued for a while. Now with 500 days, Kevin reflects that initially focused on how he could get to 200 days instead of the day in front of him. He had to really embrace AA in order to change his thinking. Taking things one day at a time and being present has become important to Kevin. Acknowledging and moving past some resentments was very helpful for him. Since ditching the booze, Kevin says that he is able to deal with whatever happens in life without the need to numb. He has a lot less anxiety and stress about things and has more confidence that alcohol will not fix things for him. Kevin's parting piece of guidance: don't quit quitting. At the moment there is no more talked about neurotransmitter than dopamine. Our collective obsession with dopamine has led to a huge amount of content generated around so-called “dopamine fasts”, how to leverage dopamine for motivation, worries about dopamine-driven addiction to devices, pornography, food etc. In addition, there is a tremendous amount of confusion and misunderstanding around what dopamine actually does within the brain, especially with respect to the experience of pleasure. Professor, psychiatrist and author, Dr. Daniel Z. Lieberman, joins us for a discussion of the major themes explored in his and Michale E. Long's book, The Molecule of More. In this conversation we cover: why Dr. Lieberman wanted to write this bookwhat dopamine is, its function in the brain and the structures that regulate its functiona comparison of the dopamine system with neurotransmitter systems that are thought to be more related to "here and now" psychological experiences (e.g., serotonin, oxytocin, endorphins etc.)the neurobiology & genetics of “dopamine-driven” personalities vs. more “here and now” personalities/temperaments and the benefit of having a diversity of personalities in society, the workplace, a relationship etc. how the information and/or goals pointed to by dopamine can be integrated into one's values to generate actionable wisdom, especially around long-term goals the connection between dopamine and mental disorders with a special focus on ADHD, including the effective treatment of ADHD with compounds that promote the release of dopamine within the brainthe potential for our society to create challenges with attention & concentration given the infinite potential for dopamine-driven distractionhow we can learn to be a responsible steward of our dopamine system in a world where there is increasingly unlimited access to food, sex, pornography, information, news, visual stimulation (YouTube, TikTok etc.)how to create a sense of future & achievement without falling prey to immediate gratificationDr. Lieberman's view of so-called "dopamine fasting" and his own self-compassionate journey with respect to managing various pulls related to dopamine whether “healthy” psychological processes can become addictions through the lens of dopamine (e.g., entrepreneurship, starting companies, forming/beginning relationships)the fascinating relationship between testosterone & dopamine Bio: Daniel Z. Can I sack someone for drinking at work? Where do you draw the line between events that happen in the workplace and events outside of work? Is being an alcoholic classed as a disability? What should employers be doing to protect their colleagues from alcohol harm? These are some of the questions that employers regularly bring to employment solicitor, Anna Schiavetta from Blacks Solicitors LLP in Leeds. We get into the nitty gritty of exactly what the law says about alcohol use in the workplace, and more accurately, what it doesn't say. It's so important to have an Alcohol Policy in place that sets out exactly what the rules are in your workplace and the expectations that you have for employees at workplace events. We also discuss the ongoing campaign from Alcohol Change UK which ultimately aims to amend the Equality Act to include ensure people with a history of alcohol dependence are protected from discrimination, which could be a game-changing piece of legislation that would require significant change from current practices by many employers. There's no doubt that navigating issues that come up in the workplace in relation to alcohol use can be a minefield, but with expert support from Blacks Solicitors LLP, you're in safe hands for all your employment law advice. It's been a very busy couple of weeks here at Choose Sunrise and there's a few upcoming events that I'd like to share with you. On Thursday 9th March, I'm collaborating with Stratus Coaching to host a completely free online webinar, "What Are We Going to Do About Dave?". I'll be exploring the latest data on drinking behaviours and the impact of sweeping emerging workplace issues under the carpet. You'll leave the session with some best practice tips that you can put in place to help you create an Alcohol Safe WorkplaceTM, without killing the buzz. I'm also delighted to have been asked to join the CIPD Workplace Wellbeing Conference in London on 1st March 2023 to co-host a session that tackles the taboo topics of suicide and alcohol. I'm teaming up with Abigail Hirshman to deliver an interactive fireside chat where delegates will leave with lots of TNT's (tiny noticeable things) that they can do differently at work to help eliminate the stigma associated with these topics. Do you have a story to tell about the workplace drinking culture? I'd love to hear from you, so please visit https://choosesunrise.co.uk/podcasts and complete the Be My Guest form. If you'd like free HR resources to help you create an alcohol safe workplace, without killing the buzz, head to https://choosesunrise.co.uk/hr-services and sign up for free resources. With the proposed 'Sale of Alcohol Bill' likely to be approved by government in the autumn, will greater availability of, and access to, alcohol into the early morning alleviate any pressing societal issue or merely extend commercial opportunity for alcohol producers, merchants and retailers? The expansion of the night time economy is desirable but should the reward for cultural expression be sustained through more alcohol profits and greater alcohol harm? This podcast explores the consequences of licensing reform and the need to retain a focus on defined public health objectives. Research carried out by Public Health Scotland, found that introduction of minimum unit pricing on alcohol has not encouraged problem drinkers to consume less. However the research does show that it has prompted some to cut back on food or heating in order to afford rising costs of drink. Professor John Holmes, Professor of Alcohol Policy and Director of the Alcohol Research Group at the University of Sheffield joined Kieran and Eunan McKinney Head of Communications and Advocacy at Alcohol Action Ireland, to discuss if this would suggest minimum unit pricing has failed. John you're very welcome to the programme. John can you talk us through the main findings and what impact it looks like minimum unit pricing had on those it was most targeted at, people with alcohol dependency issues:

DABC commissioners don't appear to be happy with the Utah State Legislature. At Tuesday's meeting, the commission had three coveted bar licenses to award — and 15 applicants. You see, Utah hands out bar licenses by population quota. The formula — one license per 10,200 people — is a made-up number by the legislature. Commissioner Tara Thue called the lack of bar licenses "dismal," and Chair Thomas Jacobson told people in the crowd to speak up and call their legislators to fix it. On the latest episode of "Utah Booze News: An Alcohol Policy Podcast," we recap the DABC meeting. Tanner Strickland Lenart, an attorney with the firm Christensen & Jensen, whose specialty is liquor laws, returns to answer your questions submitted on social media about why Utah laws are the way they are. The One Molecule That Could Jeopardize The Human Race!!!! Have you wondered why people become addicted to drugs, sex, success, porn, and social media? It all boils down to one molecule: Dopamine or as my guest, today calls it “the molecule of more.” Dopamine is a double-edged sword because it certainly has many positive benefits like creativity, taking action, falling in love, excitement and ambition. But dopamine, if not managed correctly, can lead you to the depths of divorce, despair, destruction, and even death. My guest today is Daniel Z. Lieberman, M.D. He is professor and vice chair for clinical affairs in the Department of Psychiatry and Behavioral Sciences at George Washington University. Dr. Lieberman is a Distinguished Fellow of the American Psychiatric Association, a recipient of the Caron Foundation Research Award, and he has published over 50 scientific reports on behavioral science. He has provided insight on psychiatric issues for the U.S. Department of Health and Human Services, the US Department of Commerce, and the Office of Drug and Alcohol Policy, and has discussed mental health in interviews on CNN, C-SPAN, and PBS. We are going to talk about dopamine, which is the main subject of Daniel's book called, "The Molecule of More: How a Single Chemical in Your Brain Drives Love, Sex, and Creativity―and Will Determine the Fate of the Human Race." In this episode, we discuss what dopamine, is and how it's responsible for things like addiction, cravings, love, sex, pleasure and social media use. He shares why people who end up super successful end up suffering with their mental health and even turn to suicide. We get into how to handle desire and achievement in a healthy way as well what drugs and social media actually do to the brain. So fasten your seatbelt, get out your pen and paper so you can learn to have a healthy relationship with dopamine and let's get this conversation going with Dr. Daniel Z Lieberman. Topics discussed: How do drugs and substances impact the mind What is dopamine? Peri-personal space in the brain Extra-personal space in the brain Daniel's thoughts about people who turned to things like drugs, alcohol, suicide, just to deal with their problems after they achieve something so meaningful. How to handle things such as ambition and achievement properly, and not to focus on wanting more Why do opioids cause people to really get addicted? Dopaminergic pleasure Control dopamine circuit Desire dopamine circuit Genetic predisposition What are the few things that have been successful in helping people rewire their pleasure and desire circuits? What can people do to help others who are suffering from addiction? The different kinds of love The different phases of the human sexual cycle Daniel's take on social media What effect does social media have on the brain? How to have a healthy relationship with dopamine The observing ego Delusions and psychosis Takeaways: The single most important thing in this world was the human mind. In order to get something you don't have, the first step is you've gotta want it so that you're willing to put in the work. Dopamine is interested in what we don't have, and as soon as what you want becomes what you have, dopamine shuts off. The kind of people who can most afford a beach house are least able to enjoy it. The main purpose of the brain is to keep us alive, keep us functioning, keep us reproducing, basically keep us obeying dopamine. Craving is when you feel that there is nothing that can make you feel good, and nothing can make you feel satisfied unless you use that substance. What happens with addiction is that we have an imbalance between the desire and the control circuits. The real key to helping people overcome addiction is going to be in the kinds of new relationships they're able to form. Love is a dopaminergic phenomenon. It's not so different from getting very, very high on drugs. Healthy behavior is a habit. You can't jump to the finish line in one leap. You've got to start out with doing small things consistently, and that will strengthen your brain and enable you to do big things under extraordinary circumstances. Always be honest with yourself. Welcome to our special release episode of the breakwater podcast. There is a lot happening with alcohol policy in Wisconsin right now – so we took a few moments to sit down with Julia Sherman, Coordinator for the Wisconsin Alcohol Policy Project and Niki Euhardy –member of the Wisconsin Public Health Association Public Affairs committee. I asked several questions that I heard from members of our community – such as whether the proposed changes would be permanent or temporary (spoiler alert! They would be permanent). We also talk about what the legislation is intended to do along with potential unintended consequences related to increased access to alcohol across the state. We're back! Finally! And we have a brilliant talk for our first episode after the Fringe - Professor David Nutt! We had two full rooms (main and overspill) for this event - our most attended event in ages - and it was a treat to hear somebody of his calibre entertain and enthral us with his thoughts. His talk explores the inconsistencies and injustices that emerge from the un-scientific methods we use to control alcohol and other drugs. He explains how there are more rational and functional approaches and encourage Scotland to rise to the challenge of breaking out of the current flawed position. David Nutt is a psychiatrist at Imperial College London. Here he uses a range of brain imaging techniques to explore the causes of addiction and other psychiatric disorders and to search for new treatments. He has published over 400 original research papers, a similar number of reviews and books chapters, eight government reports on drugs and 28 books. He is currently the President of the European Brain Council and Founding Chair of DrugScience (formerly the Independent Scientific Committee on Drugs (ISCD). He broadcasts widely to the general public both on radio and television. In 2010 The Times Eureka science magazine voted him one of the 100 most important figures in British Science, and the only psychiatrist in the list. In 2013 he was awarded the John Maddox Prize from Nature/Sense about Science for standing up for science. Twitter: @ProfDavidNutt

In this IPR Public Lecture, Professor David Nutt - Edmund J Safra Professor of Neuropsychopharmacology and Head of the Centre for Neuropsychopharmacology at Imperial College London, as well as former Chair of the Advisory Committee on the Misuse of Drugs - explores the ways in which evidence is being misused to stop rational regulations for alcohol and tobacco and, simultaneously, to impose unnecessary and potentially harmful sanctions on other drugs. He also addresses new ways we can approach this problem by putting science in charge. The control or regulation of alcohol and other harmful drugs, he argues, is a matter or major public health interest since drugs – legal and illegal – are the leading cause of preventable death. This IPR Public Lecture took place on 25 February 2016
