On Monday, September 17, the INSA Foundation in partnership with ClearanceJobs and GDIT, hosted the second installment of the "Future of the IC Workforce: Technology and Talent Transformation" series. Speakers included Kimberly King, Career Service Manager for Analysis, DIA, The Hon. John Sherman, Dean, The Bush School of Government and Public Service, Texas A&M University, and moderator Lindy Kyzer, Director of Content and PR, ClearnaceJobs. The program opened with speakers discussing the unique values that national security careers offer. Ms. King stated that there is merit in safeguarding the nation by being a part of something bigger than yourself. Joining the workforce there is an opportunity for “combination of mission and chance to drive your own career,” said Ms. King. Dean Sherman reflected on his career pivots and being at the forefront of technological advancement over the years. He noted that “being a trailblazer” in a discipline is distinctive from other career paths.The conversation shifted to the private sector's competitive strategy to retain and attract new talent. Ms. King highlighted DIA is building their talent pipeline through IC Centers for Academic Excellence. This initiative leverages DIA's connection with students across the country to onboard internships. The pay gap between the private sector and government presents a complex challenge for recruiting stem talent. Ms. King revealed the agency's new pay model is a proactive recruiting strategy that is attracting stem students to the DIA. Mr. Sherman responded, that students at the Bush School of Government and Public Service Texas A&M are attracted to the national security mission. To transform mission-focused students to employees; the Bush School of Government and Public Service hosts professors of the practice that extend “tangible real-world example” of careers in the workforce.Upskilling and training are focus areas of the DIA to ensure that employees are digitally- literature on emerging technologies. Kim noted that across-agency there are formal and informal training for employees. Continuing learning opportunities at DIA consist of technical training at universities, senior service schools, and speaker visits. Mr. Sherman urged that academia prepare the future workforce by enforcing effective and concise communication amongst students. “Getting them in a mindset that they're writing decision-makers,” said Mr. Sherman. The ability to write clearly and brief a policy is a critical skill the workforce values.The speakers agreed that to reach the future workforce there is a need for a flexible workspace. Improving retention and attraction strategies relies on the workforce to effectively track talent. First up in the world of Talent Intelligence, PRO Unlimited, an integrated workforce management platform provider, introduced Total Talent Intelligence, a solution providing organisations with real-time data on their talent landscape to help inform strategic hiring and retention decisions. "I think it's interesting. We're seeing a lot of these platforms appearing. I do wonder if more data will mean more clarity." Joe Thompson "The most challenging thing with all these new pieces of technology is accuracy. The danger is the generalisation of job roles and titles." Toby Culshaw As the European labour market experiences vast shortages, with more and more job vacancies going unfilled, many recruiters and international companies are struggling to attract skilled workers. To shed some light on this issue, and help companies attract employees, the market research firm Intelligence Group, has compiled the first-ever European Talent Intelligence Manual for 2022. "Personally, I was really surprised to see London up there in the Top10." Toby Culshaw "Although this is a wonderful piece of work, for me, too much detail is missing. Who did the survey? How was it split? What are the age groups? What are they really basing good on?" Alison Ettridge An interesting report from the Hiring Lab, Economic Research by Indeed, showed during the pandemic's initial phase, demand for workers in sectors that predominantly employed women was significantly crippled. The subsequent loss of pay and work experience set women back further than they were before. "This is where we talk about how the 'return to work' policies have affected families. With the lack of childcare and other constraints, women's ability to work has really skyrocketed. And not in the right direction." Joe Thompson At this point, it was definitely time to focus on Joe and his world. Eric Shepherd is an accomplished leader of international businesses and associations focused on talent, assessments, and success. Eric recently stepped away from a CEO role where he worked to build a SaaS company into a multi-million-dollar international assessment software business. Eric has also led industry and standards initiatives to promote best practices for assessments, learning, and interoperability. He currently serves as Chair of the IEEE P1484.20.2 working group developing Recommended Practice for Defining Competencies. Eric has previously served on Boards and working groups for:HR Open Standards that defines interoperability standards for HR technology.Association of Test Publishers and the European Association of Test Publishers that represents providers of tests and assessment tools.The IEEE P1484.20.1 Standard for Learning Technology—Data Model for Reusable Competency Definitions working group.IMS which defines interoperability standards for educational technology. Eric was instrumental in developing the IMS QTI interoperability standard and assisted with the US Department of Defense Advanced Distributed Learning (ADL) initiative to define the Sharable Content Object Reference Model (SCORM) and the Aviation Industry Computer-Based Training Committee (AICC) to define launch and track standards for Learning Management Systems.

What does a "Global Senior Vice President of Talent Transformation and Innovation" do? I have no clue! But I can tell you this: it has nothing to do with coding. I spoke with Anthony Shaw. Anthony is a "Python Foundation Software Fellow". To become a Fellow, you need to contribute a lot to the Python ecosystem and be recognized by your peers to be nominated. Anthony contributes with various open source projects that can be found on his GitHub repository. Anthony is an English expat living in the beautiful Avoca Beach in Australia. I was curious about the connection between his job and coding. I found out that there is not much. But it didn't stop Anthony from being not only enthusiastic about coding but also being a great coder! We spoke about his passion for Python and what motivated him to start contributing to open source.
