Last month, during APRICOT 2025 / APNIC 59, the Internet Society hosted its first Pulse Internet Measurement Forum (PIMF). PIMF brings together people interested in Internet measurement from a wide range of perspectives — from technical details to policy, governance, and social issues. The goal is to create a space for open discussion, uniting both technologists and policy experts. In this second special episode of PING, we continue our break from the usual one-on-one podcast format and present a recap of why the PIMF forum was held, and the last 3 short interviews from the workshop. First we hear a repeat of Amreesh Phokeer's presentation. Amreesh is from the Internet Society and discusses his role in managing the Pulse activity within ISOC. Alongside Robbie Mitchell, Amreesh helped organize the forum, aiming to foster collaboration between measurement experts and policy professionals. Next we hear from Beau Gieskens, a Senior Software Engineer from APNIC Information Products. Beau has been working on the DASH system and discusses his PIMF presentation on a re-design to an event-sourcing model which reduced database query load and improved speed and scaling of the service. We then have Doug Madory from Kentik who presented to PIMF on a quirk in how Internet Routing Registries or IRR are being used, which can cause massive costs in BGP filter configuration and is related to some recent route leaks being seen at large in the default free zone of BGP. Finally, we hear from Lia Hestina from the RIPE NCC Atlas project. Lia is the community Development officer, and focusses on Asia Pacific and Africa for the Atlas project. Lia discusses the Atlas system and how it underpins measurements worldwide, including ones discussed in the PIMF meeting. At the APRICOT/APNIC59 meeting held in Petaling Jaya in Malaysia last month, The internet society held it's first PIMF meeting. PIMF, or the Pulse Internet Measurement Forum is a gathering of people interested in Internet measurement in the widest possible sense, from technical information all the way to policy, governance and social questions. ISOC is interested in creating a space for the discussion to take place amongst the community, and bring both technologists and policy specialists into the same room. This time on PING, instead of the usual one-on-one format of podcast we've got 5 interviews from this meeting, and after the next episode from Geoff Huston at APNIC Labs we'll play a second part, with 3 more of the presenters from this session. First up we have Amreesh Phokeer from the Internet Society who manages the PULSE activity in ISOC, and along with Robbie Mitchell set up the meeting. Then we hear from Christoph Visser from IIJ Labs in Tokyo, who presented on his measurements of the "Steam" Game distribution platform used by Valve Software to share games. It's a complex system of application-specific source selection, using multiple Content Distribution Networks (CDN) to scale across the world, and allows Christoph to see into the link quality from a public API. No extra measurements required, for an insight into the gamer community and their experience of the Internet. The third interview is with Anand Raje, from AIORI-IMN, India's Indigenous Internet Measurement System. Anand leads a team which has built out a national measurement system using IoT "orchestration" methods to manage probes and anchors, in a virtual-environment which permits them to run multiple independent measurement systems hosted inside their platform. After this there's an interview with Andre Robachevsky from Global Cyber Alliance (GCA). Andre established the MANRS system, it's platform and nurtured the organisation into being inside ISOC. MANRS has now moved into the care of GCA and Andre moved with it, and discusses how this complements the existing GCA activities. FInally we have a conversation with Champika Wijayatunga from ICANN on the KINDNS project. This is a programme designed to bring MANRS-like industry best practice to the DNS community at large, including authoritative DNS delegates and the intermediate resolver and client supporting stub resolver operators. Champika is interested in reaching into the community to get KINDNS more widely understood and encourage its adoption with over 2,000 entities having completed the assessment process already. Next time we'll here from three more participants in the PIMF session: Doug Madory from Kentik, Beau Gieskins from APNIC Information Products, and Lia Hestina, from the RIPE NCC.

In this episode of PING, Leslie Daigle from the Global Cyber Alliance (GCA) discusses their honeynet project, measuring bad traffic internet-wide. This was originally focussed on IoT devices with the AIDE project but is clearly more generally informative. Leslie also discusses the quad-nine DNS service, GCA's domain trust work and the MANRS project. Launched in 2014 with support from ISOC, MANRS now has a continuing relationship with GCA and may represent a model for the routing community regarding the ‘bad traffic' problem which the AIDE project explores. Leslie has a long history of work in the public interest, as Chief Internet Technology Officer of the Internet Society, and with the IETF. She is currently the chair of the MOPS working group, has co-authored 22 RFCs and was chair of the IAB for five years.

Primary sources are invaluable as they give us direct insight into the period in question -- but they also need to be treated with caution. Let's take today's reading for example: Isocrates' The Evagoras is one of our principal sources for the Classical Period in Cyprus. For Isocrates, Evagoras was the model ruler. It depicts the king through the lens of Isocrates' personal beliefs, which, however, need to be critically analyzed. He is a rhetorician and a sophist. Ostensibly, Isocrates wants there to be unity between Spartans and Athenians -- but under Athenian hegemony. For Isocrates, to truly be a Hellene one must learn to think and live as a Hellene, i.e., possess Athenian education. Athens to Isocrates is, of course, the pinnacle of Greek culture to which a great debt is owed.   Evagoras of Salamis, then, fits the Isocratean mould and we can see what makes his character so appealing to Isocrates. According to Isocrates, Evagoras “inspired respect, not by the frowning of his brow, but by the principles of his life” (Isoc. Evagoras 9.44). Not only is Evagoras philhellenic, he is more specifically phil-Athenian. As king he “observed Greek institutions,” “the liberal arts” and “[Greek] education” (Isoc. Evagoras 9.50). He possessed all the qualities that made him a Philosopher King in his own right but most importantly, in the view of Isocrates, he was a true philhellene.  We must be cautious though; the Evagoras was written as an encomium (a eulogy) and according to Plutarch, was commissioned by his son and heir, Nicocles. Evagoras' qualities are showed as unparalleled, if not, divinely bestowed -- inherited from his ancestors, endowed by nature and willed by Zeus himself. It presents a romanticized -- and idealized -- philhellenic king. Isocrates tells the reader that, lamentably, in the years preceding Evagoras “the best rulers were those who treated the Greeks in the most cruel fashion” (Isoc. Evagoras 9.49). Yet Evagoras paradoxically campaigned against other philhellenic city-states on Cyprus. We must remember that historically, Cyprus had been fragmented politically into quasi-city kingdoms as each vied for its own independence (even the term "city-kingdoms" can be somewhat problematic). They were hardly driven by nationalistic or patriotic Hellenic sentiment, but by self-preservation. The Evagoras makes no mention of this, nor does it navigate the questionable Persian/Athenian alliance during the Corinthian War. That, of course, would be inconsistent with the story Isocrates weaves. Isocrates is decisively not an historian. But I'm far from an expert on this time period. Its one of the oldest global nonprofit with a goal of keeping the Internet as a force for good: open, globally connected, secure, and trustworthy. The researchers at Clario recently discovered an open and unprotected Microsoft Azure blob repository containing millions of files with personal and login details belonging to ISOC members. A blob container named ISOC contained millions of json files that were structured to include login, password and email. Clario reported this to ISOC and the repository was subsequently secured. Though not as sinister and espionage riddled as most savvy spy novels, export compliance is an issue that will get defense contractors in trouble. Violating State Department regulations will bring the weight of the US Government on the offending company. According to the International Traffic In Arms Regulation, ITAR, “Any person who engages in the United States in the business of either manufacturing or exporting defense articles or furnishing defense services is required to register”. Security clearances should be kept to the minimum amount necessary to perform the classified work, access to that classified information must be kept to only those with a valid need to perform on the government work. Security clearance verification cannot provide need to know. Just because one has a clearance doesn't mean they should be authorized access. Understand the application process. There are minimum experience requirements that applicants must meet as well as administrative tasks built into the process.3. Understand the requirements and get a feel of where you are professionally and any gaps you need to breach to bring your knowledge of NISPOM and ISP or ISOC Certification categories to where it needs to be. In the course of performing on classified defense contracts, exchange of classified information is inevitable. While, the movement of classified information outside of a secure environment is to be kept to a minimum, there are times it must be moved in fulfillment of requirements.As the senior industrial security manager in CDCs, the FSO leads the security program designed to protect classified information and prevent unauthorized disclosure. While working in the secure environment, contractors protect classified information under their control and cleared employees protect classified information entrusted to them. Classified Meetings:Prior to the start of a classified meeting either the government sponsor or the contractor representative should provide a security briefing notifying attendees of the classification of information to be discussed, whether or not taking notes is permitted and if so, how they will be controlled. For example, when classified notes are permitted, they will have to be properly marked, introduced into accountability and prepared for dissemination (hand carry with the attendee or mailed at a later date). The presentation is controlled to prevent the inadvertent and unauthorized release. Each attendee should also be reminded to remove any cell phones or other electronic devices.In the National Industrial Security Program Operating Manual (NISPOM), we have a similar package "reveal". Security specialists, document control professionals, facility security officers and others in possessing facilities may receive classified information, depending on the contract. Part of the receipt is the critical inspection of the package during the integration process. As they unwrap the package, the inspector is orienting themselves to better understand what they should be receiving. This begins by inspecting the package physically, then comparing the contents with the receipt. They are also searching for evidence of tampering or to otherwise to inspect that there has been no compromise of classified material since leaving the sender’s organization. The dot-org domain extension was established as one of the first top-level domains in 1985 alongside dot-com, dot-net and a handful of others. In 2002, administration over the domain was awarded to the Public Interest Registry (PIR), a non-profit established by the Internet Society (ISOC), to run the extension. PIR recently announced that it was being purchased by Ethos Capital, a private equity firm that includes a former CEO of ICANN among its founders. With a rumoured purchase price of over $1 billion dollars, there is big money for ISOC but the deal has left the non-profit community worried about potential price increases and policy changes to the domain that could impact online speech. Elliot Harmon, Activism Director with the Electronic Frontier Foundation, recently wrote about the issue and has been working on a campaign with NGOs around the world opposed to the deal. He joined on the podcast to discuss the background behind dot-org, the concerns with the sale, and what can be done about it.

I'm Bryan Strawser, principal and CEO at Bryghtpath. On today's episode, I wanted to talk a little bit about what successful incident or crisis management looks like when you're inside of an organization. When you're a leader in a nonprofit, in a fortune 500 company, a public sector agency, that's undergoing a major incident or a crisis situation. Whether you're involved in the process or not, what does that look like? How do we know that that's a successful incident management or crisis management process? So there is a handful of things that, in our experience that we've identified that can really be seen inside of a company when we're looking for signs or characteristics of a successful incident management process. The first thing that we see is that there's a radar screen. We've talked about this on previous episodes of the podcast, but there is a mechanism to detect incoming threats to the organization and this has to be really kind of a multidisciplinary look at threats, a holistic view of threats. It might be things like your cybersecurity detection tools being used by ISOC, or by an incident, an ISOC kind of team inside the organization. It could be proprietary global intelligence services that you use through third parties or an internal global intelligence team. It could be social media and regular media monitoring. It could be reputation management and monitoring. It could be your leading indicators of core business analytics like sales, shipping, your worst supply chain analytics and etc. But that you have these tools put into place where you're able to see the incoming threat. The second characteristic that we see in successful organizations is a rapid response process. And what I mean by that is that from the time that that threat is identified, there is a process that triages that threat to understand, it helps to understand the threat in the context of your organization and then activates or escalates this issue within your internal incident management, crisis management process. So there's a way to, once that detection is made, to evaluate that, put it in front of the right folks for a decision and then escalate that process. The third is one of the most important and that is that there are clear roles and responsibilities in an incident. Who is in charge? How are decisions made? Who is informed? Who's accountable for the process? Is there a crisis management team or some coordinating body that assembles? And even if there is a team that assembles, who's in charge? We often build processes, crisis management frameworks where we have a cross-organizational team and middle management, some middle management layer. We typically assign a senior executive or a business leader to that team who is responsible for making decisions in that process or is the final arbiter of the decisions. That next characteristic is exactly that. It's that beyond clear roles and responsibilities that there is good cross-functional coordination. There's a body, a crisis management team, a corporate crisis management team, an enterprise incident management team, you can call it whatever you want. But there is a body within the organization that gets together, that represents the business lines and all of the core support functions in the organization and that body, the body's role is to coordinate in that major incident or crisis situation. The next characteristic we see in successful incident management processes is predefined decision-making rights. So whether that is kind of encompassed in that clear roles and responsibilities or in that crisis management team or incident management team. Those decision-making rights are clearly defined within the organization. So when a key player, the CEO, the COO, the CFO, the chief security officer, the CSO, when one of these folks is out of the picture, that there are clear decision-making rights on who's going to be able to make decisions in the organization and the scope of those decisions that they can make. A few years ago, just to illustrate this, a few years ago, I was at a local presentation being done in an FBI InfraGard meeting here in the twin cities, Minneapolis and St Paul, where we had a government agency, a state government agency, cabinet-level agency and state government talking about a flooding that had occurred in their main headquarters building. And because the commissioner was out of pocket and not able to be reached and the deputy commissioner or assistant commissioner, whatever the right title was, was also out of pocket and couldn't be reached. There was no one who was legally authorized under their regulations to declare a disaster and allow them to start expending money in order to respond to this incident. And they needed to make some decisions around sending people home and authorizing repair and flood remediation and some things. And the only way they were able to solve this was to send someone to go find the deputy who was camping in some remote part of the state in order to get a document signed and then respond to this situation that they had ongoing. So this of course is different, a little different in government where there are some legal implications that might be defined in statute, but certainly for companies and nonprofits having clear decision-making rights in place and even for government agencies pursuing a legislative solution for this if necessary, so that you can make these decisions when the disaster hits. The next characteristic that we see is a good clear path of escalation for decisions. As we build crisis management frameworks, we always advocate for, as we mentioned, some type of cross-functional coordinating body, like a crisis management team in one of the middle management layers to take on a lot of the day-to-day operations for an incident or crisis situation. But what you do want is that there's a clear path of escalation to get above that group to the executives for things that executives need to approve. That could be a significant expenditure, the closure of the facility, perhaps some, there's an HR or benefits related issue or policy decision that needs to be made. Whatever the issue is, you want to have a clear path to be able to escalate decisions to the right body to make those decisions. The next characteristic just revolves around having a single source of truth. We like to say there should be a single source of truth internally to an organization when there is a crisis, that is the sole source that is pumping out information. We usually advocate for this to be like a command center, a global security operations center or something similar to that, maybe you call it a war room. I know some companies have a reputation management war room perhaps. The goal here is to have some single source of truth that is the body within the company that is sending out updates on the situation and they should be the only body that is sending out updates broadly within the organization. If you have multiple sources of truth, you will have multiple sets of facts and multiple sets of facts will confuse leaders and others who rely upon that information to make decisions. So we want a single source of truth internally that's publishing information. And then finally, successful incident management and crisis management processes have a communications plan. There's a communications element to their plan and that communications plan includes a breakdown of communication products, prepared messaging, communication templates, if that's necessary and a process for which these communications are developed, reviewed and approved quickly within the organization. It is true, one of the pieces to push back, we get a lot from communications teams and we agree with this, is that every situation is a little different and I couldn't agree more. However, there's a number of risks that each of us identifies that are the things that are most likely to happen to our company. You should prepare to message, at least begin messaging, messaging templates perhaps even, for your organization based on those top 10, 15, 20 risks that you think are going to happen. You can fill in the blanks in those communications before you publish them. But the key messages are things that you can think about and plan out today and then review them every six months and make sure that they're current. Not having some preplanned messaging is a recipe for disaster because you will not have time to develop the robust communication plans at the moment in most of your situations than you would if you plan them out in advance. So these are some of the characteristics that we see when we're looking at crisis incident management processes that we see in successful organizations. So again, a radar screen to see inbound threats, the ability to rapidly identify, triage and escalate or activate your process from the radar screen, the rapid response process, clear roles and responsibilities in an incident, a cross-functional coordination body, predefined decision making rights, a clear path of escalation for decisions, a single source of truth internally, and then a good communications plan with planned communication products, messages and templates. So again, with our experiences, these are the characteristics that we see in successful organizations when it comes to incident and crisis management. What are yours? By supporting fundamentalists, the Left simply chooses one camp in a political struggle without acknowledging it. Maryam Namazie, a trenchant campaigner against religious fundamentalism, made this observation last week during a fraught lecture at Goldsmiths, University of London. It would turn out to be pertinent. Namazie’s appearance at Goldsmiths was causing trouble before the event had even begun. The day before the event, the university’s Islamic Society (ISOC) let it be known that they considered Namazie to be a “renowned Islamophobe” whose presence on campus would cause ISOC members to feel “extremely uncomfortable,” and constitute a violation of their “safe space.” Such a reaction was tiresome but unsurprising. Goldsmiths’ ISOC is, after all, an Islamist-led organization, dominated by people who hold precisely the kind of beliefs Namazie spends her days attacking. When expressions of Islamist self-pity failed to get her disinvited, ISOC members resorted to childish disruption of the talk itself, giggling, talking, heckling, and interfering with her power-point as she tried to speak. Widely known as a "Father of the Internet," Vint is the co-designer with Robert Kahn of TCP/IP protocols and basic architecture of the Internet. In 1997, President Clinton recognized their work with the U.S. National Medal of Technology. In 2005, Vint and Bob received the highest civilian honor bestowed in the U.S., the Presidential Medal of Freedom. It recognizes the fact that their work on the software code used to transmit data across the Internet has put them "at the forefront of a digital revolution that has transformed global commerce, communication, and entertainment." From 1994-2005, Vint served as Senior Vice President at MCI. Prior to that, he was Vice President of the Corporation for National Research Initiatives (CNRI), and from 1982-86 he served as Vice President of MCI. During his tenure with the U.S. Department of Defense's Advanced Research Projects Agency (DARPA) from 1976-1982, Vint played a key role leading the development of Internet and Internet-related data packet and security technologies. Since 2000, Vint has served as chairman of the board of the Internet Corporation for Assigned Names and Numbers (ICANN) and he has been a Visiting Scientist at the Jet Propulsion Laboratory since 1998. He served as founding president of the Internet Society (ISOC) from 1992-1995 and was on the ISOC board until 2000. Vint is a Fellow of the IEEE, ACM, AAAS, the American Academy of Arts and Sciences, the International Engineering Consortium, the Computer History Museum and the National Academy of Engineering. Vint has received numerous awards and commendations in connection with his work on the Internet, including the Marconi Fellowship, Charles Stark Draper award of the National Academy of Engineering, the Prince of Asturias award for science and technology, the Alexander Graham Bell Award presented by the Alexander Graham Bell Association for the Deaf, the A.M. Turing Award from the Association for Computer Machinery, the Silver Medal of the International Telecommunications Union, and the IEEE Alexander Graham Bell Medal, among many others.He holds a Ph.D. in Computer Science from UCLA and more than a dozen honorary degrees.
