En Côte d'Ivoire, la France va restituer, ce jeudi 20 février, la base occupée par le 43e bataillon d'infanterie de marine (Bima) aux autorités ivoiriennes. Ce camp militaire, situé dans la commune de Port-Bouët, deviendra le camp Thomas-d'Aquin-Ouattara, du nom du premier chef d'état-major de l'armée ivoirienne. Une cérémonie officielle sera organisée en présence des deux ministres de la Défense. Cette rétrocession intervient après deux ans de discussions entre les deux parties. Que va devenir ce camp militaire ? Quelles orientations la coopération militaire entre les deux pays va-t-elle prendre ? Et quid de la coopération avec les autres partenaires internationaux dans le domaine de la sécurité ? Téné Birahima Ouattara, ministre d'État, ministre ivoirien de la Défense, est le Grand invité Afrique de RFI ce matin. Il répond aux questions de notre correspondante à Abidjan, Bineta Diagne. RFI : La rétrocession du 43ᵉ Bima est un symbole fort. Qu'attendez-vous aujourd'hui de la coopération militaire avec la France ? Téné Birahima Ouattara : C'est un sujet dont nous discutons avec la partie française depuis deux ans, depuis 2023. Nous sommes convenus d'avoir un nouveau partenariat. Nous proposons de consolider la coopération de nos forces conventionnelles, de renforcer l'appui de la partie française dans le partenariat avec la Côte d'Ivoire en ce qui concerne le volet renseignement et puis le volet aussi des forces spéciales. Et enfin de contribuer à la montée en puissance de l'armée de l'air de Côte d'Ivoire.Une centaine de militaires français devraient rester pour assurer des formations. Quels sont les besoins spécifiques de l'armée ivoirienne ? Les besoins sont nombreux, je dirais. Voici comment est-ce qu'on pense organiser le 43ᵉ Bima. Nous allons créer un centre d'aguerrissement. Nous avons besoin, avant de projeter nos soldats dans les opérations des Nations unies, de les former. Jusque-là, ces formations se faisaient dans des coins assez reculés. Nous pensons que le 43ᵉ Bima correspond parfaitement à des infrastructures qui correspondent à la formation. Nous avons déjà créé un partenariat avec la France, une école de communication au niveau des armées, ce qui est important, et nous avons l'intention aussi d'y installer un certain nombre de bataillons ivoiriens dans le camp.Quelle est la contrepartie à cette coopération ? La coopération militaire continue avec la France. Il n'y a pas de rupture en réalité parce qu'une équipe de l'armée de l'air, la France va s'installer à Bouaké, par exemple, où il y a des infrastructures appropriées pour la formation des pilotes ivoiriens. Donc la coopération continue en réalité, la France a voulu réarticuler son dispositif en Afrique. On ne peut que donc aller dans ce sens. Mais la coopération continue.A Munich, vous avez eu un entretien avec le commandant d'Africom. Est-ce que l'administration de Donald Trump vous paraît disposée à reconduire le soutien des États-Unis en matière de formation et d'équipement des armées ivoiriennes ? J'ai indiqué au responsable d'Africom, le général Langley, que nous avions quelques inquiétudes parce que nous avions un plan de formation avec les États-Unis qui a dû connaître un ralentissement à partir donc des instructions depuis Washington. Il m'a rassuré. Il m'a rassuré pour me dire que la Côte d'Ivoire constituait quand même un pays important. Et c'est une évaluation qui se fera faîte très rapidement. Et la coopération devrait continuer normalement.En décembre, deux gendarmes ivoiriens qui étaient détenus à Ouaga depuis plusieurs mois ont pu être libérés grâce à la médiation du Togo. Le soldat et le VDP burkinabé sont aussi rentrés chez eux. Passé cet épisode, est-ce que les discussions avec votre homologue burkinabé de la Défense ont pu reprendre ? Le Burkina et la Côte d'Ivoire ont une histoire commune. Nous sommes tellement liés. Nous avons des populations qui sont de part et d'autre (de la frontière, ndlr) qui parlent la même langue. C'est un certain nombre de choses qui font que la Côte d'Ivoire ne peut pas se fâcher avec le Burkina et vice versa. Donc il peut y avoir des incompréhensions, mais très rapidement, ces incompréhensions sont levées. Et puis la vie continue. Je pense qu'il n'y a pas de problème a priori.Vous parlez justement de la frontière. Est-ce que les discussions sur la délimitation de la frontière qui est commune ont pu reprendre ? Oui, effectivement, à Bobo-Dioulasso aujourd'hui, les discussions ont repris pour essayer d'arriver à une délimitation des frontières. On s'est fixé un calendrier qui devrait prendre fin à la fin du mois de juin.Est-ce que vous êtes volontaire pour essayer de relancer les discussions autour de la mise en place de patrouilles mixtes entre le Burkina et la Côte d'Ivoire ? On l'a toujours souhaité. On l'a toujours souhaité. La partie burkinabé nous avait donné des assurances dans ce sens-là, mais pour le moment, ce n'est pas effectif. Mais c'est notre souhait parce que ça permettrait de vraiment régler un problème : cela permettrait à la Côte d'Ivoire de nettoyer le nord ivoirien ; et cela permettrait au Burkina de nettoyer le sud du Burkina. Mais pour le moment, ce n'est pas effectif. La dernière opération que nous avons menée ensemble date de 2021. Depuis, donc, nous n'avons pas encore pu mener d'opération ensemble, mais j'ai bon espoir qu'on puisse y arriver quand même.Une question politique maintenant. Début janvier, à l'occasion des vœux au corps diplomatique, le président de la République a dit qu'il n'avait pas encore pris sa décision concernant le scrutin d'octobre prochain. Pensez-vous qu'il veut y aller ? Posez la question au président de la République.

Pas question de prédire l'avenir évidemment… mais de pointer certains grands événements à venir dans les prochaines semaines ou les prochains mois. À commencer par le départ des troupes françaises d'Afrique de l'Ouest.« Dans son discours à la nation prononcé à l'occasion des festivités du nouvel an avant-hier soir, relève Fraternité Matin à Abidjan, le Président Alassane Ouattara a annoncé une décision historique : le départ définitif des forces françaises stationnées en Côte d'Ivoire depuis des décennies. (…) Le camp du 43ᵉ BIMA de Port-Bouët sera rétrocédé aux Forces Armées de Côte d'Ivoire, "dès ce mois de janvier", a déclaré Alassane Ouattara. Et rebaptisé "Général Ouattara Thomas d'Aquin", en hommage au premier chef d'état-major des armées de Côte d'Ivoire. Ce geste symbolique, commente le quotidien abidjanais, vise à honorer la mémoire de ce haut gradé, figure emblématique des forces armées ivoiriennes. (…) Le départ du 43e BIMA constitue une étape importante dans ce processus de souveraineté retrouvée ».L'affirmation du souverainisme« Alassane Ouattara avait-il vraiment un autre choix ? »,s'interroge pour sa part Wakat Séra au Burkina Faso. « Trop souvent qualifié de "sous-préfet" de la France, le chef de l'État ivoirien devait poser un acte fort pour contredire ses détracteurs (…). De plus, la Côte d'Ivoire est dans l'attente de la présidentielle prévue pour le mois d'octobre de cette année. Et même s'il a promis que "les élections seraient apaisées, transparentes et démocratiques", le président ivoirien n'a plus toutes les cartes en main. Son rival, Tidjane Thiam, le président du Parti démocratique de Côte d'Ivoire, pourraient bien lui causer, déjà, des nuits blanches ».Au Sénégal, à présent, toujours à l'occasion du Nouvel An, le président Bassirou Diomaye Faye a annoncé la fin de toutes les présences militaires de pays étrangers au Sénégal, dès 2025.Le président sénégalais, pointe Le Monde Afrique, « fixe ainsi pour la première fois une date de fermeture des bases militaires étrangères dans cette ancienne colonie française, aux relations fortes avec l'Occident, la France notamment. (…) Il avait déclaré le 28 novembre que la présence de bases militaires françaises dans son pays était incompatible avec la souveraineté nationale ».On revient à Wakat Séra, qui constate qu' « au Tchad, où peu d'observateurs l'avaient vu venir, le retrait des troupes françaises a été enclenché et poursuit son cours ». Alors maintenant, glisse le site burkinabé,« que les Africains se donnent l'opportunité de prendre leur destinée en mains, ils n'auront pas droit à l'erreur, car le combat pour l'émancipation vraie a un coût. Surtout que la menace terroriste demeure ! »Élections : des boulevards en Guinée et en RCA…On a évoqué la présidentielle en Côte d'Ivoire en octobre prochain. Quid de la Guinée ? « Le chapitre des élections est nimbé d'un flou artistique, relève Aujourd'hui à Ouaga. Le Général Doumbouya a dit qu'il signerait un décret au premier semestre pour fixer la date du référendum (sur une nouvelle constitution). Mais quid du timing des élections ? Rien. Si fait que les opposants et la société civile ne croient guère en le chef de l'État ».En République centrafricaine, pas de changement cette année, croit savoir Jeune Afrique : « adoptée par référendum en 2023, la nouvelle Constitution centrafricaine a fait sauter le verrou qui empêchait Faustin-Archange Touadéra de briguer un nouveau mandat à l'issue de ses deux quinquennats. Le scrutin présidentiel prévu en décembre devrait offrir un boulevard au chef de l'État, cette fois pour un septennat, sous les regards impuissants de l'opposition et bienveillants du partenaire russe ».La liberté de la presse en berne au Sahel…Enfin, relève toujours Jeune Afrique, cette année 2025 sera sombre pour la liberté de la presse dans les trois pays de l'Alliance des États du Sahel… avec l'instauration d'une censure transfrontalière… En effet, « après avoir fait le tri parmi les médias internationaux accessibles à leurs populations, le Mali, le Burkina Faso et le Niger ont renforcé leur coopération en matière de contrôle de l'information. Désormais, des organes de presse d'un de ces pays pourront être convoqués sur plainte du régulateur d'un autre membre de l'AES ».La presse burkinabé, encore réputée pour sa liberté de ton et donc citée fréquemment dans cette revue de presse, pourrait bien faire les frais de cette nouvelle entrave…

Should the Torah Scroll be Carried on the Right Side or Left Side?

When a person is given the honor of carrying the Torah scroll from the Hechal (ark) to the Bima (table), on which side of his body should he position the Torah – to the right, or to the left? The Ben Ish Hai (Rabbi Yosef Haim of Baghdad, 1833-1909), in his work Torah Lishma, addresses this question and cites the verse in the Book of Debarim (33:2), "Mimino Esh Dat" – "From His right came the Law of fire." This verse indicates that God gave the Torah to Am Yisrael with His right, so-to-speak. Accordingly, the Ben Ish Hai writes, it is proper when carrying the Torah scroll to position it on one's right side. For that matter, he adds, one should carry any book of Torah – such as books of Talmud or Halacha – with his right hand, to commemorate the giving of the Torah at Mount Sinai. The Ben Ish Hai emphasizes that this is particularly important while one wears Tefillin, which is generally worn on the left arm. When one wears Tefillin on his left arm and carries the Torah or Torah books with his right arm, he is surrounded by Misvot. The Ben Ish Hai draws a comparison between this situation and the Halacha requiring those who light Hanukah candles by the front door to position the candles opposite the Mezuza, so that they are surrounded by Misvot. Similarly, while wearing Tefillin one should carry the Torah or Torah books with his right hand, which has the effect of causing him to be surrounded by Misvot on both sides. The Ben Ish Hai rules that even those who are left-handed should carry the Torah on the right side, in commemoration of the giving of the Torah at Sinai. However, if somebody experiences discomfort carrying the Torah on his right side, such as if he sustained an injury to his right arm, or if he is frail and feels more at ease carrying on the left side, he may do so. The Ben Ish Hai draws proof from the Ketoret (incense) ritual performed by the Kohen Gadol in the Bet Hamikdash on Yom Kippur. As the Kohen entered the "Kodesh Ha'kodashim" (innermost sanctum of the Temple), he carried two shovels – one containing the spices of the Ketoret, and the other containing hot coals. Upon entering the sacred chamber, he would place the spices on the coals to create a cloud of smoke. Clearly, the spices were the primary component of the ritual, and the coals were secondary. Yet, interestingly enough, Halacha requires that the Kohen carry the coals with his right hand – the more important hand – and the incense with his left hand. The commentaries attribute this law to a number of factors, including the fact that the coals were much heavier than the spices, and that the coals were very hot and should thus be carried with the stronger hand as a safety measure. The Ben Ish Hai infers from this Halacha that when the need arises, it is permissible to carry in one's left hand that which would otherwise be carried in the right hand. Hence, when it comes to the Torah scroll, too, somebody who finds it difficult to carry it on his right side may carry it on his left side. Summary: One who carries the Torah scroll or any book of Torah should carry it specifically on his right side or with his right hand, even if he is left-handed. However, if this would cause him difficulty or discomfort, he may carry it on his left side.

However, his life took an unexpected turn when he became deeply involved in the Soviet dissident movement during the 1970s, advocating for human rights and freedom of expression. In 1977, Sharansky was arrested by the KGB on fabricated charges of espionage and treason. He was subjected to intense interrogations and endured nine years of imprisonment, including long periods of solitary confinement. Despite the harsh conditions, Sharansky remained steadfast in his commitment to his beliefs, becoming an iconic symbol of resistance against Soviet oppression.
