As wildfires grow larger and more destructive across the West, state governments are having a hard time paying for response and prevention. Oregon lawmakers were called into an emergency session in December 2024 after the state’s most expensive fire season left the Oregon Department of Forestry with nearly $100 million in unpaid bills. They also created a new tax in the 2025 session on nicotine pouches, such as Zyn, to fund wildfire prevention. Kyle Williams is the deputy director of fire operations for ODF. He joins us with more details about the state’s wildfire funding ahead of what could be a historic fire season.

Francia quiere dejar Windows: el plan que sacude a Europa y genera dudasEl gobierno apuesta por Linux y software libre, pero mantiene contratos millonarios con Microsoft Por Félix Riaño @LocutorCo Francia está tomando una decisión que podría cambiar el rumbo tecnológico de Europa. El gobierno anunció que empezará a dejar atrás el sistema operativo Windows para adoptar Linux en su administración pública. La idea es sencilla de explicar: depender menos de empresas tecnológicas de Estados Unidos y tener mayor control sobre sus propios datos y sistemas. Pero cuando uno mira con más detalle, la situación es mucho más compleja de lo que parece. El Estado francés ya tiene herramientas propias funcionando. Una de ellas es LaSuite, una especie de “oficina digital” que incluye chat, videollamadas y edición de documentos. Hoy está disponible en varios ministerios y ya cuenta con cientos de miles de usuarios activos cada mes. También existe Tchap, una aplicación de mensajería segura que usan funcionarios y que incluso es obligatoria para ministros. A esto se suman plataformas como Onyxia, que permite hacer análisis de datos dentro de infraestructuras controladas por el propio Estado. Todo apunta a una estrategia clara: que la información pública no dependa de servicios extranjeros. Pero aquí aparece el gran problema. Mientras el gobierno promueve el uso de software libre, el sistema educativo firmó un contrato con Microsoft por unos 152 millones de euros, que cubre cerca de un millón de computadores hasta el año 2029. Esto genera una contradicción evidente. Por un lado, se habla de independencia tecnológica. Por el otro, se refuerza el uso de herramientas tradicionales en sectores clave como la educación. Y ese detalle es más importante de lo que parece. Porque las herramientas que se usan en el colegio suelen marcar las que las personas usan en su vida profesional. En otras palabras, el cambio cultural se vuelve mucho más difícil. También hay retos técnicos. Muchos documentos oficiales están en formatos propios de Microsoft, y trasladarlos a alternativas abiertas no siempre funciona bien. Archivos con macros, formularios complejos o diseños avanzados pueden perder funcionalidad. Además, cambiar de sistema no es solo instalar otro programa. Implica formar a miles de personas que llevan años trabajando con las mismas herramientas. Y eso toma tiempo, dinero y paciencia. Aun así, Francia decidió avanzar. El gobierno ya pidió a todos los ministerios que presenten planes para reducir su dependencia tecnológica antes de que termine el año. También anunció una salida progresiva de Windows en favor de Linux, empezando por algunas áreas del Estado. Este cambio no será inmediato. De hecho, el primer grupo afectado es pequeño. Pero la intención es escalarlo poco a poco hasta cubrir gran parte de la administración pública. Francia no está sola en este camino. Alemania ya decidió que el formato de documentos ODF será obligatorio en su administración. Dinamarca y algunas regiones alemanas también están migrando hacia software libre. Todo esto responde a una preocupación creciente en Europa: qué tan seguro es depender de empresas extranjeras para manejar información sensible. Un caso reciente encendió las alarmas. Un juez de la Corte Penal Internacional perdió acceso a servicios digitales tras sanciones de Estados Unidos. Eso demostró que, incluso si los datos están en Europa, las decisiones pueden tomarse desde fuera. Además, leyes como el Cloud Act permiten a las autoridades estadounidenses solicitar datos a empresas de su país, aunque esos datos estén almacenados en servidores europeos. Por eso, la apuesta por Linux y el software libre no es solo técnica. Es política. Pero tampoco es un camino fácil. En el pasado, ciudades como Múnich intentaron migrar a Linux y luego regresaron a Windows. Y aunque hoy la tecnología ha mejorado, los retos siguen ahí. En contraste, algunas ciudades más pequeñas en Francia avanzan más rápido. Lugares como Lyon o Grenoble ya usan sistemas completamente basados en software libre. Su tamaño les permite cambiar con menos obstáculos. Al final, lo que está pasando en Francia puede ser el inicio de algo más grande. Un movimiento europeo para recuperar el control de su tecnología. La pregunta ahora es si ese cambio logrará avanzar al ritmo que el propio continente necesita.

Chiến dịch Swachh Bharat do Thủ tướng Narendra Modi phát động năm 2014 đặt mục tiêu chấm dứt tình trạng đại tiện ngoài trời tại Ấn Độ. Với hơn 110 triệu nhà vệ sinh được xây dựng và tuyên bố “không còn tình trạng đại tiện ngoài trời” vào năm 2019, liệu chương trình này có thực sự thành công? Những rào cản về văn hóa, tôn giáo và bất cập trong bảo trì đang đặt ra câu hỏi lớn về tính bền vững của chiến dịch này. Để nói về vấn đề đi vệ sinh ngoài trời ở Ấn Độ, nhiều chuyên gia nghiên cứu về vệ sinh trích lại câu nói của Ganhdi : “Vệ sinh còn quan trọng hơn cả độc lập”. Từ nhiều thế kỷ qua, Ấn Độ được coi là một trong những quốc gia mà tỷ lệ người dân đi vệ sinh ngoài trời cao nhất thế giới. Vào năm 2014, khoảng 40 % dân số Ấn Độ đi vệ sinh ở ngoài trời, tương đương với hơn nửa tỷ người. Thời điểm đó, nhiều ngôi nhà, trường học hay các hạ tầng được xây dựng mà không có nhà vệ sinh. Tình trạng này chủ yếu xảy ra tại các khu vực nông thôn (65%). Điều này không chỉ ảnh hưởng đến sức khỏe cộng đồng, làm gia tăng các bệnh truyền nhiễm như tiêu chảy, tả, và viêm gan A, mà còn gây tổn thất kinh tế lớn, được ước tính lên tới 6% GDP của Ấn Độ (World Bank, 2014). Hệ thống vệ sinh kém còn làm trầm trọng hơn tình trạng bất bình đẳng giới, khi nhiều khu vực có nhà vệ sinh chỉ dành riêng cho nam giới, khiến phụ nữ và trẻ em gái phải đối mặt với nguy cơ bị quấy rối hoặc tấn công khi đi vệ sinh ngoài trời vào ban đêm. Để giải quyết tình trạng này, thủ tướng Ấn Độ Narendra Modi đã phát động chiến dịch đầy tham vọng Swachh Bharat (Ấn Độ sạch) vào năm 2014, để cải thiện vệ sinh và xóa bỏ tình trạng đại tiện ngoài trời tại Ấn Độ trong vòng 5 năm. Chương trình đã thúc đẩy việc xây dựng và sử dụng lâu dài cho tất cả các thành viên trong hộ gia đình, cũng như khởi xướng các dự án Quản lý chất thải rắn và lỏng (SLWM) tại nhiều ngôi làng của đất nước. Chương trình cũng tập trung vào can thiệp thay đổi hành vi, nhận thức của người dân có tính đến văn hóa, tập quán, và nhu cầu của địa phương. Trong tuyên bố ngày 2 tháng 10 năm 2019, nhân kỷ niệm 150 năm ngày sinh của Gandhi, thủ tướng Ấn Độ Modi khẳng định không còn tình trạng đại tiện ngoài trời (ODF). « Trong 60 tháng, 600 triệu người đã được tiếp cận nhà vệ sinh, hơn 110 triệu nhà vệ sinh đã được xây dựng. » Theo Bộ Nước và Vệ sinh Ấn Độ (Ministry of Drinking Water and Sanitation, 2019), trong 5 năm, 600 triệu người được tiếp cận nhà vệ sinh. Toàn bộ 36 bang và vùng lãnh thổ của Ấn Độ tuyên bố “không còn tình trạng đại tiện ngoài trời” (ODF – Open Defecation Free) vào năm 2019. Tỷ lệ tiếp cận nhà vệ sinh tăng từ 38% (2014) lên hơn 98% (2019). Tỷ lệ mắc bệnh liên quan đến vệ sinh, đặc biệt là tiêu chảy và bệnh đường ruột cũng giảm đáng kể. Những nhà vệ sinh được xây dựng có thực sự được sử dụng ? Tuy nhiên, nhiều chuyên gia đặt câu hỏi về tính bền vững và hiệu quả thực tế của những con số này. Nhưng trên thực tế, khi quay trở lại nghiệm thu nhiều năm sau đó, người ta có thể thấy rằng vấn đề đối với các nhà vệ sinh được xây dựng đó là bảo trì. Khi chính quyền hoan nghênh việc đã xây dựng được nhiều nhà vệ sinh, cấp nước cho nhiều ngôi làng, nhưng 7, 8 năm sau, khi quay trở lại, những nhà vệ sinh đó đã bị bỏ hoang, không ai dọn dẹp, đường ống thì vỡ hỏng, tắc nghẽn… Đó chính là mặt khuất của chương trình này ». Tại sao những nhà vệ sinh lại không được sử dụng hay bảo trì ? Vấn đề này còn nhiều nguyên nhân sâu sa. Theo nghiên cứu của Diane Coffey, nhà nhân khẩu học tại đại học Texas, chuyên nghiên cứu về tình trạng vệ sinh ở Ấn Độ, nguyên do đầu tiên là yếu tố văn hoá. Tại nhiều khu vực nông thôn ở Ấn Độ, phân được coi là nguồn gây ô nhiễm chính. Đạo Hin Đu được nhiều người Ấn tin theo, đưa ra những khái niệm về sự thanh tịnh (shuddhata) và sự ô uế (ashuddhata). Việc để phân gần nhà, thậm chí ngay cả trong bể phốt, cũng bị coi là làm ô uế không gian sinh hoạt. Tín ngưỡng này khiến nhiều người muốn đi đại tiện ở ngoài trời, xa nhà, để giữ môi trường xung quanh trong sạch, thanh tịnh. Trong các ngôi nhà tại Ấn Độ thường có khu vực thờ cúng cho tổ tiên và các vị thần. Việc có nhà vệ sinh ở gần được coi là hành động báng bổ, thiếu tôn trọng thần linh. Hệ thống phân cấp bậc xã hội vẫn nặng nề trong xã hội Ấn Tại Ấn Độ, xã hội vẫn bị chia rẽ, phân cấp, dựa trên xuất thân và nghề nghiệp. Yếu tố này cũng có vai trò quan trọng trong nhận thức về vệ sinh và chăm sóc sức khỏe. Cụ thể, xã hội Ấn Độ được chia làm bốn đẳng cấp (Varnas) : Brahmanes - Các thầy tu, trí thức, người dạy học; Kshatriyas - Các chiến binh, nhà lãnh đạo; Vaishyas - Các thương nhân, thợ thủ công; Shudras - Những người lao động, phục vụ. Ngoài 4 nhóm này, là các Dalit (tiện dân), còn được gọi là những “Không thể chạm vào”, được giao những công việc bị coi là “ô uế”, bao gồm công việc dọn dẹp nhà vệ sinh và xử lý chất thải con người. Mặc dù Hiến Pháp Ấn Độ năm 1950, đã huỷ bỏ việc phân tầng giai cấp, nhưng những người Dalit, vẫn tiếp tục bị phân biệt đối xử, coi là những người dưới đáy xã hội. Trong tâm thức của nhiều người Ấn, việc lắp đặt nhà vệ sinh ở trong nhà có nghĩa là cần phải dọn dẹp, và công việc này bị coi là việc hạ đi phẩm giá của những người thuộc tầng lớp cao hơn. Một số người thích đi đại tiện ngoài trời vì thói quen lâu đời và cảm giác thoải mái. Nhiều người không muốn đi đại tiện trong một không gian hẹp, đặc biệt là đối với những người lớn lên với thói quen đó, thì đi đại tiện ở ngoài tự nhiên “thoáng gió”, không có mùi hôi, thường được coi là ưu điểm so với nhà vệ sinh kín. Chính phủ Ấn Độ đã chi khoảng 28 tỷ đô la cho chương trình Ấn Độ Sạch từ hơn chục năm qua, nhưng Marie-Hélène Zerah chuyên gia về Ấn Độ tại đại học Paris-Cité, trả lời đài phát thanh Pháp, giải thích thêm về những bất cập của chương trình này : « Có những nhà vệ sinh được xây dựng, nhưng lại được sử dụng cho mục đích khác, ví dụ như trở thành nơi chứa đồ. Những gia đình nhận được hỗ trợ tài chính để xây dựng nhà vệ sinh, nhưng lại xây một gian khác và tiếp tục hành vi đại tiện ở ngoài trời như truyền thống. Đó mà vấn đề đầu tiên. Thêm vào đó và tình trạng phân biệt đối xử đối với các gia cấp xã hội vẫn duy trì. Một số nhóm người không được phép sử dụng nhà vệ sinh công cộng, ngay cả trong thành phố. Vấn đề thứ ba là việc đông dân, ngay cả trong những ngôi làng, nên khó có thể xây dựng nhà vệ sinh ở khắp mọi nơi. Thêm vào đó, chính phủ đã chi rất nhiều vào đầu tư xây dựng hạ tầng, nhưng những công trình đó lại không đảm bảo chất lượng. Vấn đề quan trọng để thay đổi nhận thức về văn hóa xã hội, thì lại không được chú trọng. » Nhiều nghiên cứu, trong đó có học giả Anisha Gupta, đã chỉ ra tình trạng thiếu nhận thức về lợi ích sức khỏe của việc sử dụng nhà vệ sinh. Một số người không biết về mối liên hệ giữa việc đại tiện ngoài trời và sự lây lan các bệnh lây truyền qua đường nước như tiêu chảy hoặc dịch tả. Một số khác thậm chí còn cho rằng có nhà xí sẽ tạo ra khí ga độc hại, gây bệnh. Và các chương trình tuyên truyền thúc đẩy việc sử dụng nhà vệ sinh lại không đề cập đến yếu tố tín ngưỡng văn hóa. Với hơn 10 năm nghiên cứu về vấn đề vệ sinh ở Ấn Độ, nhà nghiên cứu Anisha Gupta trả lời RFI Tiếng Việt bày tỏ quan ngại : “Hiện đã là năm 2025, trong khi chính phủ Ấn Độ đã thông báo chấm dứt tình trạng vệ sinh ngoài trời. Chương trình làm sạch Ấn Độ nói trên đã chấm dứt, và không còn các hoạt động xây dựng nhà vệ sinh hoặc tuyên truyền phổ biến kiến thức. Do đó tôi e sợ rằng những nhà vệ sinh do chính phủ xây dựng sẽ sớm xuống cấp, không được bảo trì, hoặc không được sử dụng và tình trạng đi vệ sinh ngoài trời vẫn tiếp diễn. Chúng tôi hiện không có nhiều dữ liệu về vấn đề này, nên khó có thể biết chuyện gì đang xảy ra”. Trong nghiên cứu của mình, Anisha Gupta kết luận rằng sự thay đổi hành vi không thể áp đặt bằng biện pháp kỹ thuật hay tuyên truyền ngắn hạn, mà cần chuyển đổi nhận thức sâu về “sạch sẽ” trong khuôn khổ tôn giáo và đẳng cấp. Chỉ khi đó, các chương trình vệ sinh mới đạt được tính bền vững thực sự.

Over-promising and under-delivering has been the habit of Oregon Department of Forestry (ODF) for decades, with businesses and counties enduring financial hardships from ODF's inconsistent timber sales. House Bill 3103 with the -1 amendment seeks to address these concerns by requiring ODF to create five-year projections on Sustainable Harvest Levels (SHL) by December 31, 2026 and to offer one-fifth of this timber for sale annually.If there is a deficit in volume from the previous year, it will be added to the volume of the following year. The proposal also accounts for exceptions due to changing forest dynamics like wildfire, disease, and pests. HB 3103 also grants standing for those receiving funds from state timber sales to sue ODF if the SHLs are not published or met.In the 1940s, counties placed thousands of acres of forest land in a public trust with the state of Oregon. Millions of dollars were expected to be generated from this arrangement. But in recent decades, ODF has consistently failed at meeting sale projections.In a state with some of the most stringent timber harvest regulations worldwide, unpredictable harvest levels will cause end-users to import timber from less regulated regions. Oregon timber is harvested responsibly, but the only way to ensure that Oregon's environmental priorities are impactful is by creating a consistent supply of Oregon timber products.

On Monday, the Oregon Department of Forestry confirmed that the emerald ash borer has been discovered in three new counties in the Willamette Valley. In the past month, the invasive pest was caught in traps set in Marion and Yamhill counties, and is also suspected of being in neighboring Clackamas County, pending confirmation by the U.S. Department of Agriculture. The highly destructive beetle, which is native to Asia, has killed over 100 million ash trees nationwide since it first appeared in the U.S. over 20 years ago. The state’s agriculture and forestry departments quickly mobilized to contain it when it was first spotted in Oregon in Forest Grove in Washington County two years ago. Those efforts included issuing a quarantine that’s now permanent to prevent the movement of firewood and other plant materials out of the county made from ash, white fringe and olive trees. State crews have also removed infested ash trees and have been treating healthy trees with insecticide near infestation sites. Lilah Gonen is a community assistance forester and the emerald ash borer coordinator for ODF. They join us to talk about the state’s efforts to slow the spread of emerald ash borer and the threat it poses to native Oregon ash trees.
We round out the final episode of our Summer Forestry series with Mike Wilson the Division Chief, State Forests for the Oregon Department of Forestry. Mike Wilson is the State Forests Division Chief for the Oregon Department of Forestry. He began his career as a field biologist working in various seasonal positions across the west. In 1992, he came to Oregon to survey for northern spotted owls for the Oregon Cooperative Fish and Wildlife Unit at Oregon State University. He spent four seasons conducting surveys and research on lands managed by the Oregon Department of Forestry before coming to work directly for ODF in 1995. He held several technical positions at ODF as a biologist and information systems specialist before moving into management and eventually into his current role in May of 2022. While he has been involved with Incident Management Teams fighting fire off and on over his career, his primary work has always been in the State Forests Division, which is responsible for delivering social, economic and environmental benefits to Oregonians. The new numbering scheme will help users keep their LibreOffice installation up to date. LibreOffice 24.2 Community LibreOffice is the only open source personal productivity office suite with a feature set comparable to the leading product on the market. It also offers a range of interface options to suit different user habits, from traditional to modern, and makes the most of different screen form factors by optimising the space available on the desktop to put the maximum number of features just a click or two away. The biggest advantage of LibreOffice over any other office suite is the LibreOffice Technology engine, a single software platform for all environments: desktop, cloud and mobile. This infrastructure allows LibreOffice to offer a better user experience and, most importantly, to produce identical - and perfectly interoperable - documents based on the two available ISO standards: the Open Document Format (ODT, ODS and ODP) for users concerned about compatibility, resilience and digital sovereignty and the proprietary Microsoft OOXML (DOCX, XLSX and PPTX).
