POPULARITY
Over-promising and under-delivering has been the habit of Oregon Department of Forestry (ODF) for decades, with businesses and counties enduring financial hardships from ODF's inconsistent timber sales. House Bill 3103 with the -1 amendment seeks to address these concerns by requiring ODF to create five-year projections on Sustainable Harvest Levels (SHL) by December 31, 2026 and to offer one-fifth of this timber for sale annually.If there is a deficit in volume from the previous year, it will be added to the volume of the following year. The proposal also accounts for exceptions due to changing forest dynamics like wildfire, disease, and pests. HB 3103 also grants standing for those receiving funds from state timber sales to sue ODF if the SHLs are not published or met.In the 1940s, counties placed thousands of acres of forest land in a public trust with the state of Oregon. Millions of dollars were expected to be generated from this arrangement. But in recent decades, ODF has consistently failed at meeting sale projections.In a state with some of the most stringent timber harvest regulations worldwide, unpredictable harvest levels will cause end-users to import timber from less regulated regions. Oregon timber is harvested responsibly, but the only way to ensure that Oregon's environmental priorities are impactful is by creating a consistent supply of Oregon timber products.

On Monday, the Oregon Department of Forestry confirmed that the emerald ash borer has been discovered in three new counties in the Willamette Valley. In the past month, the invasive pest was caught in traps set in Marion and Yamhill counties, and is also suspected of being in neighboring Clackamas County, pending confirmation by the U.S. Department of Agriculture. The highly destructive beetle, which is native to Asia, has killed over 100 million ash trees nationwide since it first appeared in the U.S. over 20 years ago. The state’s agriculture and forestry departments quickly mobilized to contain it when it was first spotted in Oregon in Forest Grove in Washington County two years ago. Those efforts included issuing a quarantine that’s now permanent to prevent the movement of firewood and other plant materials out of the county made from ash, white fringe and olive trees. State crews have also removed infested ash trees and have been treating healthy trees with insecticide near infestation sites. Lilah Gonen is a community assistance forester and the emerald ash borer coordinator for ODF. They join us to talk about the state’s efforts to slow the spread of emerald ash borer and the threat it poses to native Oregon ash trees.
We round out the final episode of our Summer Forestry series with Mike Wilson the Division Chief, State Forests for the Oregon Department of Forestry. Mike Wilson is the State Forests Division Chief for the Oregon Department of Forestry. He began his career as a field biologist working in various seasonal positions across the west. In 1992, he came to Oregon to survey for northern spotted owls for the Oregon Cooperative Fish and Wildlife Unit at Oregon State University. He spent four seasons conducting surveys and research on lands managed by the Oregon Department of Forestry before coming to work directly for ODF in 1995. He held several technical positions at ODF as a biologist and information systems specialist before moving into management and eventually into his current role in May of 2022. While he has been involved with Incident Management Teams fighting fire off and on over his career, his primary work has always been in the State Forests Division, which is responsible for delivering social, economic and environmental benefits to Oregonians. LibreOffice 24.2 Community, the new major release of the free, volunteer-supported office suite and the first to use the new calendar-based numbering scheme (YY.M), is now available at https://www.libreoffice.org/download for Windows (Intel, AMD and ARM), macOS (Apple and Intel) and Linux. The new numbering scheme will help users keep their LibreOffice installation up to date. LibreOffice 24.2 Community LibreOffice is the only open source personal productivity office suite with a feature set comparable to the leading product on the market. It also offers a range of interface options to suit different user habits, from traditional to modern, and makes the most of different screen form factors by optimising the space available on the desktop to put the maximum number of features just a click or two away. The biggest advantage of LibreOffice over any other office suite is the LibreOffice Technology engine, a single software platform for all environments: desktop, cloud and mobile. This infrastructure allows LibreOffice to offer a better user experience and, most importantly, to produce identical - and perfectly interoperable - documents based on the two available ISO standards: the Open Document Format (ODT, ODS and ODP) for users concerned about compatibility, resilience and digital sovereignty and the proprietary Microsoft OOXML (DOCX, XLSX and PPTX). Highlights of LibreOffice 24.2 Community GENERAL • Save AutoRecovery information is enabled by default, and is always creating backup copies. This reduces the risk of losing content for first-time users who are unfamiliar with LibreOffice settings. • Fixed various NotebookBar options, with many menu improvements, better print preview support, proper resetting of customised layout, and enhanced use of radio buttons. This improves the experience for users familiar with the Microsoft Office UI. • The Insert Special Character drop-down list now displays a character description for the selected character (and in the tooltip when you hover over it). WRITER • "Legal" ordered list numbering: make a given list level use Arabic numbering for all its numeric portions. • Comments can now use styles, with the Comment paragraph style being the default. This makes it easier to change the formatting of all comments at once, or to visually categorise different types of comments. • Improved various aspects of multi-page floating table support: overlap control, borders and footnotes, nesting, wrap on all pages, and related UI improvements. CALC • A new search field has been added to the Functions sidebar deck. • The scientific number format is now supported and saved in ODF: embedded text (with number format like ###.000 E0); lower case for exponent (with number format like ###.000e0); exponent with empty '?' instead of '0' (with number format like 0.00E+?0). • Highlight the Row and Column corresponding to the active cell. IMPRESS & DRAW • The handling of small caps has been implemented for Impress. • Moved Presenter Console and Remote control settings from Tools > Options > LibreOffice Impress to Slide Show > Slide Show Settings, with improved labelling and dialogue layout. • Several improvements and fixes to templates: added and improved placement of various placeholders; fixed order of slides; made fonts and formatting consistent; fixed styles and their hierarchy; improved ODF compliance; made it easier to use templates in languages other than English; fixed use of wrong fonts for CJK and CTL. Let's get started!In Local News: https://www.oregonlive.com/living/2022/07/portlands-last-big-float-draws-thousands-to-willamette-river-for-float-finale-photos.htmlLast Sunday, thousands of people with a wide array of floatation devices spent the day floating the Willamette River in The Big Float, an annual event that has drawn tens of thousands to Portland's Willamette River since 2011. Sadly, after a two-year pandemic hiatus, this will be Portland's last Big Float, according to ringleader Willie Levenson. The event first started in 2011 after the $1.44 billion Big Pipe project was completed after 20 years of construction, resulting in a near-total elimination of combined sewer overflows into the river. In response Levenson created the Human Access Project, whose mission is “transforming Portland's relationship with the Willamette River.” Levenson serves as the nonprofit's Ringleader. Now, the era of the annual Big Float has come to an end. Levenson stated that putting on The Big Float requires too much energy for the Human Access Project. The project wants to focus on its other goals, like addressing the harmful algae bloom threat at Ross Island Lagoon, replacing swimming docks at multiple public beaches, and creating a new access point on the Willamette as part of the Burnside Bridge replacement. Still, Levenson is holding out hope that another person or group might continue the Human Access Project's work and revive The Big Float. Officials say that public use restrictions may be in place where you live or where you plan on spending time outdoors this summer. The start of fire season was slightly delayed this year in part to heavy rains in May and June according to officials. ODF officials say they are worried about ground fuels, like grass, that grew with the spring rain but will dry out quickly, and those fuels can become a greater risk for human-caused fires. The Oregon Department of Forestry protects over 16 million acres of private and public lands from wildfire. Most fire districts start their fire season around May or June, and the season ends around the end of October. Chauvin is currently serving 22 and a half years after a state jury found him guilty of violating police policy and training when he pinned his knee on Floyd's neck for 9 minutes and 29 seconds during an arrest in May 2020, which ended up killing Floyd. Chauvin's 21-year federal sentence will be served concurrently with the state sentence. Chauvin pleaded guilty to federal charges in December 2021 and faced a sentence recommendation of 20 to 25 years, according to the plea agreement. Three other former police officers who were with Chauvin during the arrest — Tou Thao, J. Alexander Kueng, and Thomas Lane — were found guilty in February of violating Floyd's civil rights by failing to provide medical care. Their state trial, initially set for June this year, was postponed to early 2023. The 58-year-old conceded that he had been unsuccessful in convincing his colleagues to back his leadership and blamed the power of “Westminster herd instinct” as the driving force behind his downfall. Johnson was confronted last week by senior members of Parliament who called for him to step down after more than 50 resignations from within the party in recent days. Friday afternoon I was startled out of my pre-weekend stupor by a call letting me know multiple fires were burning in the Fern Ridge area, one just a mile north of my house! Fortunately, due to the great work of multiple agencies, all four fires that afternoon were controlled and put out. That led to Sunday's multiple fires near Mapleton. Now there is a suspect in custody for those fires. I can't say enough good things about our local fire departments, ODF's crews, and Lane County's Public Works and Sheriff's staff. So to follow that up the Board had to extend the local public health emergency declaration for COVID, mostly to be able to react to our state government ever-changing requirements for getting CARES Act funds that should have just been passed through to us like Portland. Then we worked on our Floodplain and Floodway code update that should mostly have been about making it comply with changes in the FEMA flood insurance program and some tightening of loopholes and standards to improve safety. That got derailed by the Progressive majority on the Board and now it has become a re-write to try and control all development along streams...this seems a lot like the attempt in 2010 to put a 200-foot buffer along all waterways in the county. Abstract: Diffusion MRI techniques are widely used to study in vivo changes in the human brain connectome. However, to resolve and characterise white matter fibres in heterogeneous diffusion MRI voxels remains a challenging problem typically approached with signal models that rely on prior information and restrictive constraints. We have recently introduced a 5D relaxation-diffusion correlation framework wherein multidimensional diffusion encoding strategies are used to acquire data at multiple echo-times in order to increase the amount of information encoded into the signal and ease the constraints needed for signal inversion. Nonparametric Monte Carlo inversion of the resulting datasets yields 5D relaxation-diffusion distributions where contributions from different sub-voxel tissue environments are separated with minimal assumptions on their microscopic properties. Here, we build on the 5D correlation approach to derive fibre-specific metrics that can be mapped throughout the imaged brain volume. Distribution components ascribed to fibrous tissues are resolved, and subsequently mapped to a dense mesh of overlapping orientation bins in order to define a smooth orientation distribution function (ODF). The proposed method is tested on a healthy volunteer, where the estimated ODFs were observed to capture major WM tracts, resolve fibre crossings, and, more importantly, inform on the relaxation and diffusion features along distinct fibre bundles. If combined with fibre-tracking algorithms, the methodology presented in this work may be useful for investigating the microstructural properties along individual white matter pathways.
