This week on Factual America, Matthew Sherwood is joined by Miles Coleman, writer and co-producer of Netflix docu-series, FIFA Uncovered. When the Fédération Internationale de Football Association – more popularly known as FIFA – was founded in 1904, its remit was simple: to oversee a competition between various footballing nations. Today, however, it is a multi-billion dollar organisation that operates almost as a nation state. FIFA Uncovered explores the governing body's rise and the fall of FIFA executives following allegations of corruption in 2015. How did it happen? As Miles tells Matthew, money is at the heart of the matter. It began over fifty years ago when sportswear firm Adidas wined and dined FIFA executives in order to become a major partner. Over the years, people and interests who wanted to win at all costs passed money to executives to make sure the ‘right' decisions were reached. For example, and allegedly, the grant of the 2022 World Cup to Qatar. Miles discusses the challenges of making a documentary about a subject people either know everything or nothing about, of interviewing people in the age of Covid, and his determination to let the FIFA executives interviewed in the docu-series tell their own story. He looks at the hot topic of sports washing, how FIFA preferred dealing with repressive regimes to democracies, and what benefit a country like Qatar gets from holding the World Cup: it begins with good PR but goes far beyond it. Depuis vendredi, une affaire de corruption présumée ébranle le coeur de la démocratie européenne, après des perquisitions menées aux domiciles de parlementaires et quatre arrestations dont un ancien élu italien et l'une des 14 vice-présidentes du Parlement, la socialiste grecque Eva Kaili, déchue depuis de ses fonctions pour « faute grave ». Ces derniers sont soupçonnés par la police belge d'avoir favorisé le Qatar dans les décisions de l'UE, en échange de gros versements financiers. Les sommes saisies au cours des perquisitions réalisées sont spectaculaires : « 600.000 euros au domicile de l'un des suspects, plusieurs centaines de milliers d'euros dans une valise dans une chambre d'un hôtel bruxellois et 150.000 euros environ dans un appartement appartenant à un député européen », selon le décompte du parquet fédéral. « La démocratie européenne est attaquée » a lancé lundi la présidente du Parlement européen avant de promettre de réformer l'institution. Il s'agit de « voir qui a accès à nos locaux, comment ces organisations, ONG et personnes sont financées, quels liens ils entretiennent avec des pays tiers. Nous demanderons plus de transparence sur les réunions avec des acteurs étrangers » a-t-elle expliqué. « Ces allégations sont extrêmement préoccupantes. C'est une question de confiance dans les personnes au coeur de nos institutions », a réagi la présidente de la Commission européenne, Ursula von der Leyen, rappelant avoir proposé la création d'une « autorité indépendante » sur les questions d'éthique. De son côté, le Qatar a démenti être impliqué dans des tentatives de corruption. « Toute allégation de mauvaise conduite de la part de l'Etat du Qatar relève d'informations gravement erronées », a affirmé samedi un responsable du gouvernement qatari. Hasard ou pas du calendrier, le Parlement européen devait se pencher sur la facilitation des visas pour le Koweït et le Qatar. Le sujet a été retiré de l'ordre du jour. Et le débat prévu mercredi sur « la défense des démocraties contre l'ingérence étrangère » promet d'être agité. Alors le Qatar a-t-il payé des membres du Parlement européen pour obtenir des faveurs ? L'accusation est grave. Elle tombe en pleine Coupe du monde de football et elle relance les critiques de l'opposition dans l'hexagone sur la présence d'Emmanuel Macron dans le pays mercredi soir. Le chef de l'Etat entend se rendre dans l'émirat pour assister à la demi-finale et « soutenir les Bleus » face au Maroc. Manuel Bompard de LFI et l'écologiste Yannick Jadot lui ont de nouveau demandé de ne pas aller au Qatar « apporter sa caution politique ». « Il s'agit de soutenir les Bleus dans ce qui sera un moment important du sport français et de l'amitié franco-marocaine » a fait savoir l'Elysée. Dès avant le début du Mondial, le chef de l'Etat avait annoncé sa présence pour la demi-finale ou la finale en cas de qualification des Bleus. Un engagement qui depuis le début fait polémique en raison des conditions de vie terribles des travailleurs migrants, l'impact sur l'environnement de ce Mondial et la place des femmes et minorités au Qatar. Il avait alors déjà appelé à ne « pas politiser » le sport, ajoutant que ces « questions-là, il faut se les poser quand on attribue l'événement ». Une attribution depuis 2010 sous le feu des critiques mais aussi au coeur de plusieurs affaires judiciaires. Documentés par une enquête interne de la Fifa, les soupçons d'achats de voix lors du vote du 2 décembre 2010 ont justifié une plainte fin 2014 auprès de la justice suisse, qui enquête depuis mai 2015 pour « blanchiment d'argent et gestion déloyale ». Parallèlement, en France une information judiciaire a été ouverte par le parquet national financier (PNF) en 2019 notamment pour « corruption active et passive ». La justice française s'intéresse en particulier à une réunion tenue le 23 novembre 2010 à l'Elysée entre Nicolas Sarkozy, alors président de la République, deux hauts dirigeants qatariens et Michel Platini, à l'époque patron de l'UEFA. À ce sujet, Sepp Blatter, l'ancien président de la FIFA, a été entendu comme « témoin » par les enquêteurs français en novembre 2021. La semana pasada dio comienzo el Mundial de fútbol de Catar, un campeonato abonado a la polémica desde que fue concedido hace ya doce años cuando Sepp Blatter se encontraba al frente de la FIFA. De lo inoportuno de esta sede se ha hablado mucho desde el momento en el que fue elegida. Se ha dicho que el país es demasiado pequeño, que el clima es muy caluroso durante todo el año, que se trata de una dictadura que no respeta los derechos humanos, que discrimina a mujeres y homosexuales y que la infraestructura del Mundial ha sido construida con mano de obra semiesclava. El gobierno catarí se ha defendido arguyendo que nada de eso es cierto y que las críticas están movidas por el racismo. El propio presidente de la FIFA, el suizo Gianni Infantino, ha secundado el relato catarí diciendo hace unos días en un discurso que “Europa debería pedir perdón por los últimos 3.000 años antes de dar lecciones de moral”, sí, 3.000 años, cuando la civilización ni siquiera había llegado al continente europeo. Dejando a un lado el desconocimiento absoluto que Infantino tiene de la historia europea y universal (pedir lo contrario sería demasiado para un presidente de algo tan vulgar y asediado por la corrupción como la FIFA), el hecho es que las acusaciones de explotación laboral hacia los trabajadores inmigrantes no se han detenido. La prensa y ONGS occidentales como Amnistía Internacional o Human Rights Watch calculan en miles los trabajadores muertos durante la construcción de las infraestructuras mundialistas. El diario The Guardian aseguraba el año pasado que habían muerto no menos de 6.500 trabajadores extranjeros basándose en registros oficiales. El Gobierno de Catar arguyó que la cantidad de muertes era proporcional a la masa laboral del país, formada mayoritariamente por población inmigrante. Según los datos ofrecidos por el Gobierno sólo han muerto tres personas en las obras del Mundial para el que se han levantado ocho estadios y más de cien hoteles. Desde Occidente se ha pedido a Catar que indemnice a los trabajadores inmigrantes concediéndoles un fondo de 440 millones de dólares, el equivalente al premio por ganar la copa del mundo de fútbol. Pero los cataríes se oponen a cualquier tipo de indemnización general. A cambio su que se han mostrado dispuestos a indemnizar de forma individual y a realizar algunos cambios en materia de legislación laboral. Ahí ya han dado algunos pasos como el desmantelamiento parcial del sistema conocido como “kafala”, un mecanismo de patrocinio muy habitual en los países del golfo que deja al trabajador completamente a merced de su empleador. Con la “kafala” el trabajador no puede cambiar de trabajo ni abandonar el país sin el permiso de su patrocinador, de modo que así se eterniza así el ciclo de abuso laboral. Desde hace un par de años en Catar la “kafala” se ha relajado mucho y se han emprendido reformas como la introducción de un salario mínimo, pero nada ha cambiado en lo relativo a la libertad de expresión o la discriminación de las minorías, por lo que las críticas persisten ocasionando que el ambiente que se respira en torno a los partidos esté muy enrarecido. En la FIFA no saben ya ni que decir, lidian con una herencia envenenada que, tal y como estaba previsto, ha hecho de este mundial un auténtico infierno.
