A Copa de 2026 carrega uma coincidência geográfica que ninguém na Fifa planejou e que, ainda assim, diz muito sobre o momento da América do Norte. O torneio está sendo disputado exatamente sobre o mapa do único tratado comercial que costura Estados Unidos, México e Canadá, o acordo que substituiu o antigo Nafta, e acontece justamente quando esse arranjo passa pela revisão mais profunda desde que foi assinado. Thiago de Aragão, da RFI O torcedor que cruzar de San Diego para Tijuana, ou de Detroit para Toronto, estará atravessando a fronteira interna de um bloco econômico que segue formalmente de pé, mas cuja lógica de integração já não se sustenta da mesma maneira na prática. Vale começar pelo que o próprio evento pressupõe, porque é nele que a tensão aparece com mais clareza. Uma Copa repartida entre três países só funciona se a circulação entre eles for fluida, já que seleções, torcedores, equipes de transmissão e equipamento precisam transitar entre as cidades-sede como se as três jurisdições formassem um território contínuo. A premissa do megaevento é a integração, e é precisamente essa premissa que a política comercial e migratória do principal anfitrião vem relativizando ao longo do último ano, à medida que tarifas e controles de fronteira reentram no vocabulário das relações regionais. A dimensão histórica torna o contraste ainda mais interessante, e poucos se lembram dela. Em 11 de março de 1983, quando a Colômbia desistiu de sediar a Copa de 1986 alegando dificuldades financeiras, foram exatamente três países que se apresentaram para assumir a vaga: México, Estados Unidos e Canadá, com o México escolhido em 20 de maio daquele ano.  Grau de confiabilidade Os mesmos três protagonistas que em 1983 competiam entre si por um torneio dividem agora a organização de outro, o que sugere que a vizinhança norte-americana é uma constante de longa duração, enquanto o que efetivamente oscila, de uma década para outra, é o grau de confiança e de previsibilidade que sustenta a cooperação entre eles. O quadro atual ilustra bem essa oscilação. Ao longo do último ano, as travessias terrestres entre os três países passaram a operar com triagem biométrica e tecnologia de comparação facial funcionando no limite da capacidade nos principais portos de entrada, o que revela um anfitrião que, no mesmo gesto, abre as portas para o maior espetáculo esportivo do planeta e reforça o escrutínio sobre quem circula dentro dele. A leitura analítica que interessa não é moral, e sim estrutural: o evento exige fluidez, ao passo que a política regional caminha na direção do filtro, e essa divergência entre o que o calendário esportivo pede e o que a agenda econômica oferece é o dado central a observar. A contradição que merece ser nomeada, porque é dela que decorre tudo o mais, está na própria natureza do tratado que une os anfitriões. O acordo nasceu para permitir que mercadorias e pessoas circulassem com o mínimo de fricção, e a revisão tarifária em curso opera em sentido contrário a essa vocação original, de modo que a Copa, ao exigir circulação intensa entre as três jurisdições, acaba expondo na prática a distância entre o discurso da integração e a realidade da fragmentação. Os três países demonstram que conseguem coordenar a logística do maior evento esportivo do mundo, e demonstram, simultaneamente, que coordenar a manutenção do tratado que deveria uni-los é tarefa de outra ordem de dificuldade. Para o México, a posição é particularmente delicada, na medida em que o país é coanfitrião e, ao mesmo tempo, o alvo mais direto tanto da pressão tarifária quanto do endurecimento da retórica de fronteira, o que produz a imagem de uma nação que recebe jogos em três de suas cidades enquanto vê seus cidadãos submetidos a controles reforçados para assistir às partidas do outro lado da linha.  Para o Canadá, o desconforto é menos visível, porém igualmente concreto, já que Toronto e Vancouver sediam jogos ao mesmo tempo em que Ottawa absorve tarifas e processa uma retórica de Washington que oscila entre a parceria e a rivalidade, convivendo com a tarefa de organizar em conjunto um torneio com o vizinho de quem depende e do qual, ao mesmo tempo, busca se proteger. É nesse ponto que a análise interessa diretamente a quem investe e observa a região de fora, e é também onde o Brasil entra. O que a Copa de 2026 revela, para o capital, é que a América do Norte deixou de funcionar como o bloco previsível que o investidor leu durante três décadas, aquele espaço econômico integrado de regras estáveis, cadeia produtiva costurada e fronteira funcional, e passou a operar sob uma camada de aparente continuidade institucional que esconde uma dinâmica real de desconfiança, tarifa e controle.  A diferença é decisiva para quem aloca recursos, porque um bloco genuinamente integrado se planeja com horizonte de uma década, enquanto um bloco que oscila entre cooperação e atrito precisa ser navegado trimestre a trimestre, com prêmios de risco e horizontes de decisão inteiramente distintos. Daí a lição que o Brasil pode extrair, e que tem valor estratégico evidente. O país que aposta na previsibilidade da relação com os Estados Unidos, seja em comércio, em minerais críticos ou em cooperação de segurança, precisa incorporar à sua análise o fato de que mesmo os sócios formais do USMCA, vinculados por um tratado em vigor, estão sujeitos a revisões tarifárias e a controles de fronteira mais rígidos a depender do ciclo político de Washington.  Se a estabilidade da regra oscila até para quem assinou o acordo, é razoável que o Brasil, que sequer dispõe de um tratado de livre comércio com os Estados Unidos, calibre suas expectativas e trate qualquer entendimento bilateral como uma variável sensível ao calendário político americano, e não como um dado permanente sobre o qual se possa planejar a longo prazo. Mensagem geopolítica  Essa é, no fundo, a mensagem geopolítica que a Copa de 2026 oferece a quem souber ler além do placar. A integração regional ganhou um caráter mais cerimonial do que estrutural, o tratado funciona hoje tanto como moldura simbólica quanto como instrumento operante, e o país que organiza o evento mais universal do mundo o faz num momento em que a previsibilidade das próprias regras regionais se tornou ela mesma objeto de negociação.  A imagem que fica não exige estádio para ser compreendida, porque três países se uniram para sediar a maior Copa da história sobre o mapa de um tratado que atravessa sua revisão mais incerta, e o desafio analítico, para o Brasil e para qualquer observador externo, está em medir qual das duas forças prevalece no médio prazo, a que pede a fronteira aberta do torneio ou a que reintroduz o filtro, porque é dessa medida que dependerá tanto o rumo da América do Norte quanto o peso real que se deve atribuir às promessas que dela vierem.
