This addition follows a department-wide restructuring aimed at enhancing training, performance, and program expansion. Incumbent deputy chiefs Tanya Twaddell and Justin Rutland will manage the Investigative Services and Support Services Divisions, respectively. King, who joined the department in 1998, has extensive experience in various roles and holds a graduate degree in public safety management. His appointment was approved by the City Council after a selection process in November. STORY 2: Who's Qualified for the Special Commission Elections? Qualifying for the special election for two Cobb County Board of Commissioners seats ends Friday. The District 2 and District 4 seats, currently held by Democrats Jerica Richardson and Monique Sheffield, will be filled on April 29. Richardson can't run due to redistricting. In District 4, Sheffield and Republican Matthew Hardwick have qualified. In District 2, Democrats Erick Allen, Jaha Howard, and Tracy Stevenson have qualified, with Republican Alicia Adams planning to qualify. The primary is on February 11, with early voting from February 1-7. A runoff, if needed, is set for March 11. STORY 3: Cobb Schools Community Delivers Holiday Cheer This holiday season, Cobb schools have been bustling with generosity, collecting 2,000 gifts, over 1,000 coats, and 200 sets of sheets to support families. Central office staff and community partners like Cobb EMC and Salesforce contributed significantly, with Salesforce providing gifts for every fifth-grader at Birney Elementary. Social workers delivered these donations across various schools, ensuring children experienced holiday joy. At Pearson Middle School, students helped sort donations, and the school will continue supporting families during the break. The Atlanta forecast for Christmas Eve and Christmas Day suggests that while sub-freezing temperatures are expected in north Georgia, dry conditions are likely to persist, reducing the chances of a "white Christmas." The last significant snowfall on Christmas in Georgia was in 2010, with 1-3 inches in metro Atlanta and up to 8 inches in the north Georgia mountains. This was the first measurable Christmas Day snowfall in the area since 1881, causing hazardous conditions. Many Georgians are hoping for snow this year, but it remains uncertain. STORY 5: 4M expected to pass through Atlanta airport during Christmas/NYE holiday period Hartsfield-Jackson Atlanta International Airport (ATL) anticipates around 4 million passengers during the Christmas holiday period, with the busiest day expected on December 27, seeing over 327,000 travelers. Parents of students at University of California Berkeley have become so concerned about their offspring's safety they have hired private security to secure the local vicinity. SFGATE reports that parents were forced to take matters into their own hands amid a surge in violent crime around the UC Berkeley campus located outside of San Francisco: Parents and community members of SafeBears, a nonprofit organization started in 2022, raised $40,000 at the end of 2023 to launch the pilot program, which started March 6 and concludes on Saturday, according to the group's website. Six security guards from Streetplus, a third-party contractor, are patrolling five routes around the campus and the university's residence halls on foot and by bicycle from 6:30 p.m. to 3 a.m. daily. The security guards are not armed and will not enter university property, the website says, but are trained in de-escalation and CPR. They also must earn a California “guard card” from the California Bureau of Security and Investigative Services, requiring them to clear a background check from the California Department of Justice and FBI. RECOVERING POLITICIANS PANEL: TRUDEAU'S CARBON TAX FLOP 12:00-12:30 Marissa Lennox  is joined by George Smitherman, a Former Ontario Liberal MPP for Toronto Centre who also served as a health minister and deputy Premier, Janet Ecker Former Ontario PC MPP and finance minister and Cheri DiNovo,Former Ontario NDP MPP and recipient of the Order of Canada. Eight years of pushing fossil fuel taxes for climate action, but now, a seismic shift: the Prime Minister announced a suspension of the carbon tax for home heating oil for three years. This handed opposition leader Pierre Poilievre a prime moment to grill him in yesterday's Question Period. The move gives a leg up to one region, namely Atlantic Canada, where 40% of households rely on heating oil. Compare that to Ontario, where only 2% do. Predictably, other provinces like Ontario and Saskatchewan are now voicing their desire for similar exemptions for other fuels like propane and natural gas. Premier Moe said yesterday that if a deal isn't reached to exempt all forms of home heating from the carbon tax before winter hits, "Sask Energy will stop collecting and submitting the carbon tax on natural gas." So how does this play out? If exemptions aren't given, will provinces go rogue? And is this the start of the end for Trudeau's carbon tax? PROVINCE TO REDUCE MAMMOGRAM SCREENINGS FOR WOMEN 40+ 12:30-12:45 Marissa Lennox  is joined by Dr. David Jacobs, President of Ontario Association of Radiologists as well as Dr. Martin Yaffe, Breast Cancer researcher at Sunnybrook Research Institute, and The Ontario Institute for Cancer Research and a Professor at University of Toronto. The Ontario government is reducing the requirement of breast screening mammograms for women from age 50 to age 40 with the aim of contributing to earlier detection. The move will be implemented starting next Fall. According to Ontario's Minister of Health this will make it so that an additional 130,000 mammograms are completed in the province on an annual basis. WHY AN ONTARIO MUNICIPALITY IS CALLING ON OTTAWA TO DO ITS PART TO ADDRESS AUTO THEFT 12:45-1 PM Marissa Lennox  is joined by Jeff Knoll, Oakville Councillor for Ward 5 and chair of the Halton Police Board as well as Bryan Gast, VP, Investigative Services  of Équité Association. The Town of Oakville is calling on Ottawa to crack down on auto theft both locally and at the national level. On Oct 23rd, City Council unanimously voted in favour of endorsing a motion by Ontario's Big City Mayors to call on the feds to put more funding into the CBSA (Canada Border Services Agency) for inspections of shipping containers at Canadian ports since that is where organized crime ships out stolen cars to the world. They also want to see Ottawa implement a law that would require auto manufacturers to have anti-theft technologies in all new models of vehicles. The Insurance Bureau of Canada explained that auto theft claims for the region of Halton shot up by 200 per cent between 2018 and 2022. Earlier this month, The Port of Montreal received $150 million in funding from Ottawa to expand a container terminal project. But is there enough funding for additional inspections of those shipping containers?

Toshiro “Tosh” Carrington is a disabled veteran (left hand amputee) with 25 years of Naval Special Warfare (NSW) SEAL Team experience; he retired in 2015. Tosh began his military career as a Marine, but a chance encounter with a Frogman caused him to transfer to the Navy. In his time in the SEAL Teams he was a point man, lead sniper, a corpsman, and a Platoon Chief. He has 5 combat deployments, and he has trained hundreds of Navy SEALs and foreign counterpart commandos. Today he's the owner of Strategic Operations Skills Training, he is a licensed private investigator in California, and he is the Director of Training for Strategic Ops Security and Investigative Services. Leigh has been enjoying her career at Staffordshire Police since 2003 following her role as an Analyst for West Midlands Police and is part of the Knowledge Hub Command Team specifically responsible for research, intelligence, performance and analysis force-wide.  Leigh leads several happy teams that deliver a consistent outstanding service for Local Policing, Investigative Services and Force strategic leaders as well as a Real Time Intelligence function within the Contact Services Department.   To complement her core role Leigh is the Chair of the NPCC Intelligence Portfolio sub-group- National Analyst Working Group that reports to the NPCC National Analysis Coordination Group. A Johannesburg health worker is expected to appear before the Booysens Magistrate's Court for allegedly selling fake COVID-19 negative test certificates to travelers for five hundred rands. The suspect, based at the Parkhurst Clinic in Johannesburg, was arrested over the weekend following a week-long sting operation that was led by the Group Forensic and Investigative Services within the Johannesburg Metro Police Department. It's alleged the suspect sold fake COVID-19 negative test certificates to people wishing to travel abroad without conducting the actual test nor taking blood samples. :17 - It will not be a typical Memorial Day anywhere, from COVID-19 to social distancing. Some will do Zoom meet-ups, while others will celebrate the holiday in person but at a distance with personal and disposable utensils. Donna Skoda is the health commissioner in Summit County, and she shared tips on how to celebrate Memorial Day safely, especially with restaurants and other businesses reopening. 9:29 - Akron, like the rest of Ohio, will see a continued roll-out of indoor restaurants, on top of other businesses and retail. The question is how a town with as many citizens can do this in the safest manner possible. Akron mayor Dan Horrigan joined the Ray Horner Morning Show to urge the listeners to continue social distancing during this new phase, and how his city keeps adapting as he and his cabinet learns more about the virus. Another topic point was the enforcement of social distancing inside the restaurants and pubs, to which Horrigan feels that most citizens will self-enforce, but has considered outside options to ensure this occurs. 17:09 - On the topic of enforcement of social distancing, this is in the wheelhouse for SACS Consulting & Investigative Services. Workplace bullying and violence seldom happens in a vacuum but rather are led up to with warning signs and events. In this episode, I talk with Timothy Dimoff about workplace bullying and violence. Workplace bullying is usually not physical, but it is ongoing. We talk about steps you can take if you are a victim of workplace bullying and ways to prevent it from the very beginning.  Timothy Dimoff is president of SACS Consulting and Investigative Services, a high-risk HR and security consulting and investigation firm. As a nationally recognized expert in high-risk security and human resources, he is a sought after consultant, speaker, media commentator, and expert witness. Timothy has more than 40 years of experience in law enforcement, corporate security, and consulting.  We talk about workplace bullying and violence and exactly what they are and the difference between the two. We specifically discuss what types of behaviors to look out for, things you can do to limit these behaviors, and how you can protect yourself from emotional and physical violence. Timothy shares steps you can take if you are a victim of workplace bullying or violence.  Show Notes: [00:48] - Timothy’s first career was 20 years in law enforcement at an Akron, Ohio police department, and then the federal task force.  [02:04] - His career has been rewarding because he has been able to take everything he has been taught in both careers and apply it toward a positive.  [02:34] - The low-level workplace bullying is intimidation. People go out of their way to embarrass, intimidate, or degrade someone to get themselves to a higher level, promotion, or even just look better.  [03:21] - Higher-level workplace bullying is when somebody that really just has a higher level of anger or dislike for someone and they really want to go out of their way to damage them in some way. It could be physical, but a lot of times it is just mental or social.  [04:05] - You need to watch out for someone setting up and presenting you as somebody that you're not.  [05:18] - Human nature is simple. Where you get your reaction is where you continue and the severity increases. Try and downplay anything that happens especially in the beginning stages.  [06:50] - Bullying is defined by one major thing. It is an ongoing continuous off and on type of action.  [07:39] - You should be logging what is going on with the date, time, what they said, and what they did.  [09:47] - About a third of the accusations that happen they discover are false.  [10:27] - It is very difficult for companies to investigate these types of cases internally by themselves. Using an outside company sets the tone that this type of behavior will not be tolerated.  [12:49] - If the bullying goes unanswered by management it can turn into workplace violence.  [14:50] - Sometimes employers terminate an employee and get some pretty strong messages of aggression or potential retaliation. Once you have any kind of termination and there is an indication of these things you need to put some precautionary measures in place.  [17:02] - SACS has a threat response team that they deploy out to boost security, research the potential perpetrator, assess their level of anger and aggression, monitor them, and figure out how to track them and defuse them down.  [18:32] - As a society, we are showing more aggression as an answer to disagreements. Many people think that it is a proper reaction and they have a right to respond that way.  [19:23] - Sports, politics, and other types of events and debates can get very aggressive, mean, and attacking.  [19:48] - Timothy’s number one suggestion for any employee that feels uncomfortable or unsafe is logging the instances. That gets more effective results than anything else they can do.  [20:16] - What if it’s the owner of the company that is treating their employees this way? [22:37] - If you are having problems with your direct supervisor then you take your complaints to the CFO, HR person, or another supervisor you respect and ask if they can help you.  [23:12] - Bullying is not just between employee and employee. A supervisor has a distinct advantage to use their level against an employee in the wrong way.  [24:05] - SACS Consulting works with both companies and individuals.   On today’s episode, Richard Duquette interviews Jack Smith and Justin Nelson about what is a lawful order. Sometimes police officers and bicyclists argue over what is right when it comes to road issues. How are they supposed to deal with such situations? Tune in to this episode! A Legal Tandem Jack is the President of Jack Smith Consulting and Investigative Services. He once worked at the LAPD, and helped form the Venice Bicycle Patrol. At present, he works with prosecutors and defense attorneys in the subjects of Police Practices and Procedures and the use of force.   He is joined in this interview with Justin Nelson, who is a licensed attorney in California. Justin is an expert on the penal codes concerned with bicycling. Everyone’s Roadway Police officers and bicyclists need to create an effective partnership. As Jack puts it, the road is meant to cater to all kinds of vehicles. It needs to be shared.   The law exists to protect everyone’s welfare and to organize road traffic. To uphold the law, the police do their duty to keep everyone safe on roadways. They are simply doing their jobs when they ask a bicyclist to do something, such as moving aside especially during heavy traffic. The Need to Stay Calm It is unfortunate that people have negative encounters with law enforcers. Justin reminds bicyclists of the significance of courtrooms. To keep their right for argument, bicyclists are advised to avoid giving any statement during such encounters.   Physical cooperation is also important. A bad attitude or overall response could get a bicyclist arrested or worse. In 12 or 13 years, Michael has never been involved in a situation where an emergency is publicized like this. What does Michael start looking at when he arrives at the scene of a crime? What should an entrepreneur do when they have a cyber event? 1) For the entrepreneur: turn off all hardware involved – best way to do this is by turning power off, not by shutting down. 2) For the investigator: get caught up – brain dump of all relevant info to event To construct a time line of events, Michael must ask the same questions to everyone involved, even if this gets tedious. Minds are not like hard drives, where once the data is there, it stays there. There are 2 sides to every story. Person one's impression, person two's impression. There is sometimes a third side – a recording of what was actually said. What is the most important lesson other entrepreneurs can learn from the Shapeshift incident? “There always seems to be a reason to wait before you involve a security professional. Once I finish the code, then I'll get it security audited. Once we go online, then I'll have someone do a penetration test on it.” “That's actually another thing I would recommend to your listeners: If any of them are like [Michael]: Enjoying your job is so much better than money.” Michael tells about how he first became an entrepreneur, and how this shaped his forming C4, The CryptoCurrency Certification Consortium. C4 was born out of the need for companies that need to hire bitcoin expertise, but the hiring manager doesn't have bitcoin expertise themselves. https://cryptoconsortium.org/ CBP: Certified Bitcoin Professional (akin to a driver's license) – Over 2000 registered users CBX: Certified Bitcoin Expert (akin to a mechanic's license) – being developed now CCSS: CryptoCurrency Security Standard – applies to information systems Movies and TV would imply that biometrics are the most secure security method. Michael believes this couldn't be further from the truth. Biometrics are definitely less secure than passwords and two factor authenticators. Regardless of the implementation, Michael strongly believe that 2 factor authentication will be the norm. What motivates Michael as an entrepreneur? Simple: Fun, and enjoyment. “I became an entrepreneur because I wanted to enjoy my 9 to 5 a lot more than I was currently enjoying it. And I was successful in doing that.” “Chose the thing that you love, and figure out a way to make that your 9 to 5.” 3 reasons why biometrics are inferior security to other methods: 1) Required error thresholds 2) Every biometric identifier is inherently public – the equivalent of having your password on a post-it note on your forehead 3) There is no possibility for revocation... ever – this is the most important reason On the importance of revocation and biometrics: “If I lose my key, I can change the lock. If I lose my password, I can change the password. But if I lose a biometric identify, like a fingerprint, I can't revoke my finger. That means for the rest of my life, I can never use that same finger for any authenticator ever again, because I know somebody and some point copied it at some time. A license is required in California and in most states for an individual to operate as a private investigator. A license is earned by meeting the requirements set forth by the applicable licensing law. It cannot be transferred, purchased or sold without meeting criteria set forth by the state regulatory agency. At a minimum, any person who is hired by another to investigate the identity, habits, conduct, business, occupation, honesty, integrity, credibility, knowledge, trustworthiness, efficiency, loyalty, activity, movement, whereabouts, affiliations, associations, transactions, acts, reputation, or character of any person is required to have a license.
