A retoma do projecto de gás natural liderado pela empresa francesa TotalEnergies, em Cabo Delgado, Moçambique, continua a ser apresentada como sinal de estabilização da província devastada pela violência armada. Todavia, para Kete Fumo, coordenadora nacional da campanha “Say No To Gas” da ong Justiça Ambiental, a realidade no terreno está longe dessa narrativa. “Não me parece, porque se assim fosse, não haveria necessidade de termos escolta militar no percurso entre Pemba e Palma”, garante Kete Fumo acaba de regressar de Cabo Delgado. “Não teríamos os reports (relatórios) de ataques ao longo da via”, acrescenta. Kete Fumo, coordenadora nacional da campanha “Say No To Gas” da ong moçambicana Justiça Ambiental, que falou em Paris nas instalações da parceira francesa CCFD-Terre Solidaire, recorda o ataque de 21 de Fevereiro ocorrido na estrada entre Pemba e Palma, sublinhando que continuam a existir incidentes em distritos como Macomia: “Dizermos que a segurança está restabelecida não corresponde à realidade, porque continuamos a registar o aumento do número de mortos”. Segundo Kete Fumo, a sensação de segurança promovida pelas autoridades e pelas empresas concentra-se sobretudo em torno das infra-estruturas dos projectos de gás. A presença militar ruandesa no terreno “está mais à volta do projecto [da TotalEnergies], protegendo mais as infra-estruturas do projecto e as pessoas que lá trabalham”, explica. Nas comunidades, acrescenta, permanece sobretudo a presença das forças moçambicanas e dos postos de controlo militares. No terreno, as consequências sociais dos megaprojectos continuam a marcar profundamente a vida das populações reassentadas. Kete Fumo refere o caso das 643 famílias deslocadas para a vila de Catunda, muitas das quais continuam sem acesso adequado a terras agrícolas ou ao mar. “Estas famílias nem todas receberam terra de substituição para as suas machambas, para a produção da sua comida, e o acesso ao mar continua a ser bastante deficitário”. Além disso, as áreas atribuídas estão fortemente militarizadas: “Eles não sentem uma verdadeira liberdade de desenvolver as suas actividades naquela área.” A situação agrava-se, segundo a activista, pela ausência de compensações claras e pela insegurança em torno da posse das casas entregues às famílias reassentadas. “Isto mostra a falta de confiança que as comunidades têm com o próprio projecto”, afirma. “Elas dizem: ‘Será que esta casa é mesmo nossa?'” Kete Fumo relata ainda conflitos relacionados com as parcelas para agricultura de subsistência atribuídas às famílias deslocadas. Em alguns casos, os antigos proprietários recusam-se a permitir o uso das terras por alegarem nunca ter recebido compensações adequadas. Também a nível ambiental os impactos já são visíveis, sustenta a coordenadora nacional da campanha “Say No To Gas” da ong moçambicana Justiça Ambiental. “O que nós podemos ver é o alto nível de destruição de zonas de floresta”, diz, referindo a abertura de estradas, novas áreas agrícolas e infra-estruturas ligadas aos projectos de gás. No mar, aponta para o aumento da circulação de navios e para os riscos associados à descarga de águas de lastro e a eventuais derrames de combustível. “As comunidades já têm reclamado do desaparecimento de algumas espécies locais que costumavam ter acesso e que diminuíram bastante.” Kete Fumo alerta ainda para os impactos climáticos cumulativos dos vários projectos previstos para a região: “O estudo de impacto ambiental que foi realizado não considera os impactos cumulativos de cada um dos projectos”, critica. “Ao combinarmos os impactos de cada um destes projectos, é só imaginar o nível de emissões que vamos ter num país que é extremamente vulnerável.” De regresso de Cabo Delgado, Kete Fumo dá conta do sentimento de abandono das comunidades e diz ter encontrado uma população sem expectativas: “Há uma falta de esperança total (...) As pessoas perderam a esperança de que alguma coisa possa ser feita”. Segundo explica, muitas famílias viram desaparecer os meios de subsistência sem que as promessas iniciais fossem cumpridas: “Antes tinha uma machamba para produzir a sua comidinha, tinha o mar para tirar o peixe, mas agora não tem nem isso.” E acrescenta que a sensação de injustiça aumenta à medida que os trabalhos avançam: “As pessoas vêem que as actividades da Total avançam a cada dia, sendo que as suas vidas ficaram paradas no mesmo ponto ou pior.” Para a coordenadora da campanha “Say No To Gas”, tanto as empresas como o Estado moçambicano têm responsabilidades no processo: “Eles trabalham em parceria”. Apesar das denúncias feitas por organizações da sociedade civil às autoridades locais e nacionais, Kete Fumo diz não ver respostas concretas: “As próprias comunidades sentem que o governo está mais a proteger o projecto do que os interesses das comunidades. (...) Daí esta falta de confiança e de esperança sobre algum tipo de desenvolvimento que as possa beneficiar”.

O Ruanda admitiu retirar o contingente militar destacado no combate ao terrorismo em Cabo Delgado, no norte de Moçambique, caso não sejam asseguradas garantias de financiamento sustentável para a operação. No terreno desde 2021, cerca de mil militares ruandeses apoiam as forças moçambicanas no combate à insurgência armada activa desde 2017, associada ao grupo jihadista Estado Islâmico. O aviso surge numa altura em que se aproxima o fim do apoio financeiro da União Europeia à missão, previsto para Maio, ao fim de 36 meses e após um total de 40 milhões de euros desembolsados. Em Bruxelas, o Presidente Daniel Chapo tenta assegurar a continuidade desse financiamento. O investigador do Observatório do Meio Rural, João Feijó, considera que não há interesse em ver as forças ruandesas abandonarem o país. O Ruanda admitiu retirar o contingente militar destacado no combate ao terrorismo em Cabo Delgado, no norte de Moçambique, caso não sejam asseguradas garantias de financiamento sustentável para a operação. Quais serão as consequências dessa decisão para a estabilidade de Moçambique? Não é uma decisão. É uma chamada de atenção para a necessidade do apoio do Ruanda a Moçambique, para que possam continuar as operações. Esta posição surge numa altura em que há sanções dos Estados Unidos às forças de defesa do Ruanda, devido ao conflito na República Democrática do Congo. Há aqui um certo aproveitamento por parte do país? A situação é distinta, porque essas sanções visam obrigar o Ruanda a deixar de intervir da forma como está a intervir nz RDC. Em Moçambique, pelo contrário, a acção do Ruanda tem sido benéfica para o capital internacional, nomeadamente para os interesses estratégicos do gás e do grafite, que pertencem a multinacionais com capital francês, americano e, no fundo, global. As tropas ruandesas estão em Moçambique desde 2021. A verdade é que o conflito ainda não foi resolvido e até alastrou a Nampula. Há o risco de este conflito se eternizar? O Ruanda teve como função não necessariamente acabar com a insurgência, mas proteger o raio em torno das zonas onde estão os investimentos. As forças estavam sobretudo localizadas em Palma e na faixa costeira. O objectivo foi claramente criar uma “green zone”, restabelecer a segurança e retomar a exploração de gás. A insurgência movimentou-se, de forma estratégica, para zonas onde o inimigo é mais fraco. Deslocou-se para áreas com geografia muito complicada, onde historicamente movimentos de guerrilha -como a Renamo ou mesmo a Frelimo- nunca foram derrotados. Estes grupos têm, assim, a vantagem do terreno. Ainda assim, já não têm a mesma força que tinham em 2021, nem a mesma capacidade para atacar ou ocupar vilas distritais. Chegaram a realizar vários ataques a sedes distritais, algumas mais do que uma vez, mas hoje essa capacidade está bastante reduzida. Por outro lado, também não interessa ao Ruanda eliminar totalmente a insurgência. Interessa contê-la, reduzir a sua capacidade operacional, sobretudo nas zonas de grande investimento económico, mas manter o risco suficientemente presente para justificar a sua presença em Moçambique. Há um interesse em manter Moçambique dependente do Ruanda? Exactamente. Dessa forma, o Ruanda mantém o processo de internacionalização das suas empresas, nomeadamente nos sectores da construção, do acesso a recursos naturais e até da presença militar. Procura afirmar-se como uma espécie de “polícia africana” na estabilização de zonas de indústria extractiva, financiadas pelo capital do Norte global. No dia em que os ruandeses saíssem, é possível que surgissem dinâmicas que voltassem a criar instabilidade, pressionando os grandes interesses económicos a recorrer novamente à sua presença. Não será fácil retirar os ruandeses, até porque não existe uma alternativa viável. O exército moçambicano ainda não tem capacidade para enfrentar sozinho os grupos insurgentes. Pelo contrário, uma retirada poderia facilitar a reorganização desses grupos. A população tem dito, muitas vezes, que se sente mais segura com as tropas ruandesas do que com os soldados moçambicanos… Isso é natural. Os ruandeses dominam as línguas locais, têm bons equipamentos, estão bem treinados, são disciplinados e conseguem estabelecer uma relação de confiança com a população. Conseguem, através da comunicação directa, distinguir quem colabora com a insurgência. Já as forças moçambicanas enfrentam problemas logísticos, falta de equipamento, fragilidades na organização e na liderança e, sobretudo, dificuldades de comunicação com a população. O que é irónico: militares e população do mesmo país não conseguem comunicar entre si. Além disso, há muitos relatos e indícios de abusos cometidos por militares moçambicanos contra civis, o que gera medo e desconfiança. A população fica, muitas vezes, presa entre dois lados em conflito, numa situação extremamente vulnerável. O Presidente de Moçambique, Daniel Chapo, está em Bruxelas para pedir a continuação do apoio da União Europeia. Acredita que será bem-sucedido? Terá de apresentar garantias e contrapartidas. Esses apoios terão certamente um custo. Não se sabe se será através de concessões mineiras, benefícios fiscais ou outras formas. Moçambique encontra-se numa posição muito difícil: precisa de garantir a segurança dos grandes projectos, mas não tem capacidade interna para o fazer. Isso obriga ao recurso a apoio internacional, que tem um preço. O problema é estrutural: um Estado frágil, com dificuldades em assegurar direitos fundamentais como justiça, educação, saúde ou emprego. Isso gera descontentamento e fragiliza ainda mais a relação entre o Estado e a população. Daniel Chapo enfrenta um desafio enorme. As receitas do gás só deverão começar a chegar dentro de cinco ou seis anos. Até lá, será difícil manter a estabilidade. O país atravessa - e continuará a atravessar - um período muito complexo. Daniel Chapo poderá contar com o apoio da França, tendo em conta os interesses franceses no país? É possível que tenha havido um esforço diplomático francês para mobilizar a União Europeia a apoiar a intervenção do Ruanda, com recurso a financiamento de vários Estados-membros, tendo em vista a protecção de investimentos como os da Total em Moçambique. Durante estes dias, deverão decorrer várias negociações em Bruxelas para encontrar soluções. A saída dos ruandeses não interessa a ninguém, tendo em conta a importância estratégica da região - incluindo os corredores de Pemba, Lichinga e Nacala - ricos em recursos como carvão, areias pesadas, grafite, gás e pedras preciosas. A interrupção da exploração destes recursos poderia ter impactos nos mercados energéticos e alimentares globais. E não há interesse nessa interrupção… Exactamente. Além disso, o custo das forças ruandesas é relativamente baixo - cerca de 50 milhões de dólares por ano - quando comparado com alternativas como forças norte-americanas ou europeias, que seriam significativamente mais dispendiosas. É provável que este cenário faça parte de uma estratégia negocial, eventualmente para transferir custos para o Estado moçambicano ou garantir novas condições para investimento internacional. Neste momento, trata-se sobretudo de negociações políticas em curso nos bastidores de Bruxelas.

“Moçambique é um espaço marcado por várias atitudes anti-LGBT” no mercado de trabalho, alerta o antropólogo Anésio Manhiça, autor do estudo “Nhonguistas e Criativos LGBT+: Práticas de Negócios e Segurança para Jovens na Área Metropolitana de Maputo”. O jovem pede que o Diálogo Nacional Inclusivo em Moçambique abranja pessoas LGBT, que se implementem leis antidiscriminatórias no espaço de trabalho e que o governo reconheça associações que defendem os direitos LGBT. RFI: O estudo “Nhonguistas e Criativos LGBT+: Práticas de Negócios e Segurança para Jovens na Área Metropolitana de Maputo” cruza economia, estudos de género e a realidade do mercado de trabalho moçambicano, a partir de entrevistas e de dados recolhidos entre Abril e Agosto de 2024, junto de 148 participantes. A obra mostra como a exclusão e a violência empurram muitos jovens da comunidade LGBT+ para sectores económicos alternativos. Esta obra distingue dois perfis dominantes, nhonguistas e criativos. O que são? Anésio Manhiça, Antropólogo e artista: “Quando tentámos focar-nos nos diferentes perfis de empreendedores que existem na área metropolitana de Maputo, vimos que, olhando para a comunidade LGBT, primeiro temos um grupo que são intermediários, que chamamos de nhonguistas, que são pessoas que primeiro vivem do mercado informal, intermediando a venda de diferentes produtos informais, usando o telemóvel para fazer fotografias e conectar os fornecedores de produtos com os clientes que nem sempre estão na cidade de Maputo, às vezes estão em Nampula, em Pemba. Então, estes são intermediários. Mas também temos outros intermediários que encontramos dentro das instituições, que são aquelas pessoas que usam da sua posição de poder e vão garantindo que no processo de contratação de serviços vão tendo pessoas que são da sua rede de confiança e, por via disso, ganham também uma comissão pelo processo da intermediação. Por outro lado, sabemos muito bem que o espaço criativo é onde as pessoas LGBT se sentem com maior conforto para expressar aquilo que é a sua identidade de género, expressão de género e a sua orientação, e acaba sendo um espaço predominante para o grupo LGBT. Por isso, temos os nhonguistas e os criativos que são os dois mundos em que encontramos as pessoas LGBT a nível do auto-emprego na área metropolitana de Maputo.” Até que ponto é que a homofobia limita o potencial económico dos jovens LGBT em Moçambique? “O que nós vimos é que Moçambique é um espaço marcado por várias atitudes anti-LGBT. Temos políticos com atitudes anti-LGBT, temos um Estado que é ambíguo em relação à questão LGBT, não se posiciona no processo de promoção destes direitos, o que por si só acaba influenciando o sector privado moçambicano, fazendo com que as empresas, as multinacionais se posicionem como neutras, não promovendo por receio de como é que será a sua relação com o Estado, fazendo com que muitos jovens, muitas pessoas LGBT, acabem não acedendo ao mercado de trabalho no espaço formal. Temos agora um caso em que uma pessoa LGBT publicou em sua conta Instagram que se sentiu totalmente excluído no processo de recrutamento, teve boas notas no processo de selecção, mas no momento de iniciar o trabalho, simplesmente disseram que não, que tinha que vir uma outra pessoa, que não era a pessoa que eles queriam. Por si só temos este sector privado que acaba sendo excludente por causa da postura do Estado em relação aos direitos LGBT. Por outro lado, temos a dificuldade de acesso ao crédito. Olhando para a banca, em que temos várias pessoas LGBT, que não têm um trabalho fixo e não podem pagar um crédito porque geralmente o banco fica confortável quando temos pessoas com trabalho fixo. Então, essa exclusão das pessoas LGBT faz com que também não acedam ao crédito bancário. Depois temos toda a conduta em termos sociais de vários actores, que acaba enfraquecendo pessoas LGBT a singrarem no auto-emprego, a singrarem no mercado formal de trabalho.” Apesar de todas essas exclusões e barreiras, emergem mesmo assim novas formas de negócio? “Exactamente porque, enquanto isso, há vários actores que se devem tornar criativos. Vimos na pesquisa que algumas das pessoas LGBT no espaço criativo acabam até realçando aquilo que são os seus tiques: se são homens, os seus tiques femininos para se legitimarem como bons na moda, bons em fazer make up, bons na cozinha, para tornarem esse espaço o seu espaço para ganhar a vida, o seu espaço legítimo para o auto-emprego. Vão surgindo formas criativas para as pessoas LGBT se sustentarem e viverem com as possibilidades que existem.” Será que se pode repensar a economia moçambicana a partir das margens ou ainda é muito prematuro falar disso porque a sociedade moçambicana ainda não está preparada para aceitar plenamente as margens? “Agora, actualmente, com o Diálogo Nacional Inclusivo em Moçambique, temos a maior parte das pessoas LGBT em diferentes grupos focais porque estamos a desenvolver uma outra pesquisa. E em diferentes grupos focais que fomos desenvolvendo, há esta demanda por parte das pessoas LGBT por leis antidiscriminatórias, por uma lei que é totalmente clara, que não haja discriminação às pessoas LGBT no espaço de trabalho, mas também no processo de ensino. Mas neste todo o processo, para além de leis, há uma expectativa de que este processo garanta uma acção social, uma consciência cívica. No entanto, eu entendo que a questão LGBT em Moçambique ainda é marcada por estas antagonias. Há defensores ainda em número muito reduzido e pessoas que simplesmente são neutras.” Relativamente à questão do Diálogo Nacional Inclusivo que está na agenda política, até que ponto é que a população LGBT consegue emergir neste diálogo nacional? O que seria preciso fazer e até que ponto é uma janela de oportunidades para a comunidade LGBT? “É uma oportunidade para que as pessoas LGBT participem, de facto, num espaço político que vá além de políticas de saúde, que vá pensando em políticas económicas, na questão eleitoral... É uma oportunidade para vincar aquilo que são as suas percepções, mesmo que nem todas elas sejam consideradas, mas é uma oportunidade para as colocar no espaço público. Já estamos a ver vários grupos de jovens que tendem a se juntar em grupos que não são exclusivamente LGBT para colocar aquilo que são as suas demandas, as suas perspectivas. Vejo o movimento LGBT de líderes de associações querendo se unir a nível nacional para que, numa só voz, consigam colocar aquilo que a comunidade quer.” O que é que a comunidade LGBT quer em termos políticos? O que pedem, neste momento, ao governo moçambicano? “São duas coisas com base na questão da legalização da pauta do movimento, que é garantir que a agenda LGBT é considerada. Isso passa por o governo reconhecer associações que se apresentam, que se querem registar como organizações de defesa de direitos LGBT, o que não vem acontecendo. O outro lado tem que ver com a questão de leis antidiscriminatórias. Colocar claro na lei do trabalho a não discriminação em função de orientação sexual, para que isto fique claro, para que haja esta lei que incentive um espaço mais justo. Também tem tudo que ver com políticas claras para garantir uma consciencialização, garantir que o cidadão saiba o que é, o que são, a expressão de identidade de género, o que são orientações sexuais, para que realmente tenham noção do que é esta diversidade, para que exista paulatinamente uma normalização pública dessa diversidade. Até então, são estas demandas que temos visto.” Falou numa nova pesquisa que está neste momento a fazer. Quer explicar-nos em que consiste? “Sim. Com base no Diálogo Nacional Inclusivo, estamos a fazer vários encontros com actores LGBT e é para vermos como é que as pessoas LGBT se estão a engajar politicamente neste momento político importante, que demandas estão a colocar e que transformações sociais estão a conseguir alcançar. Então, estamos nesta fase, neste processo de análise, de obtenção de dados, de encontros, de inquéritos para melhor perceber.” Daí sairá provavelmente um relatório? “Sim, vamos lançar um dossier mais geral, onde temos a questão da juventude em Moçambique, em diferentes ângulos, associado à empregabilidade, à política. E teremos um capítulo especial para a questão do engajamento político da juventude LGBT neste contexto de crise política em Moçambique.” Quando será publicado? “Para o próximo ano, em Setembro.”

Numa carta dirigida na passada sexta-feira ao governo moçambicano, a TotalEnergies anunciou o levantamento da cláusula da "força maior" que motivou a suspensão nestes últimos quatro anos do seu projecto de exploração de gás natural em Cabo Delgado, devido aos ataques terroristas. Fica assim aberta a via para o gigante dos hidrocarbonetos retomar as suas actividades, a TotalEnergies estimando que a primeira entrega de gás liquefeito deveria acontecer no primeiro semestre de 2029. Este regresso da multinacional não deixa, contudo, de ser aparentemente submetido a algumas condições, a empresa tendo formalmente pedido que a sua concessão de exploração seja prolongada por 10 anos, de modo a "compensar parcialmente" um prejuízo estimado em quase 4 mil milhões de Euros pelos quatros anos de suspensão das suas actividades. Na óptica de Fidel Terenciano, director executivo do Instituto de Desenvolvimento Económico e Social em Cabo Delgado (IDES), o levantamento da cláusula da "força maior", apesar do recrudescimento da violência naquela província, relaciona-se com a percepção de que o terrorismo não pode paralisar a actividade económica num país muito expectante quanto aos rendimentos que o gás pode gerar. RFI: Como se pode explicar que a TotalEnergies levante a clausula de "força maior", numa altura em que há um recrudescimento da violência em Cabo Delgado? Fidel Terenciano: Esta pressão e recrudescimento dos ataques em grande escala, provavelmente pode-se consubstanciar com o pensamento de que, enquanto os ataques terroristas acontecem e passam a se transformar no 'modus vivendi' da sociedade de Cabo Delgado, e enquanto não temos uma acção activa do Ruanda do ponto de vista do contra-ataque às incursões terroristas, é preciso que os recursos também continuem a ser explorados. É preciso que esse projecto continue a avançar, porque o risco que corremos é continuarmos a pensar que um dia vamos aniquilar o terrorismo na sua totalidade e nunca isso acontecer e consequentemente, o projecto também estar paralisado na sua totalidade. Então, de longe, parece-nos que a pressão que o governo de Moçambique sofreu veio de todos os lados, tanto do lado dos ataques, como de não iniciar o processo de exploração, o lado de não receber concretamente os impostos e as taxas que tinha que receber pelo início da exploração dos recursos naturais e, consequentemente, o governo de Moçambique tinha que ceder. Então a impressão, pelo menos, que eu tenho como membro da comunidade de Cabo Delgado, é de que havia aqui um conjunto de jogo ocultos, um conjunto de jogo de interesses que provavelmente a transição do governo de Moçambique do anterior para o actual, mesmo que seja do mesmo partido, não foi muito favorável para Moçambique como nação e consequentemente, teve que ceder a um conjunto de exigências dessas instituições multinacionais e outros actores interessados com a exploração de recursos naturais, do gás em Palma, para que, de alguma maneira, o actual governo consiga entrar na esteira das negociações e, consequentemente, ter alguma vantagem no meio disso. O que que pode acontecer se o governo moçambicano não ceder nos termos das pressões que acontecem na sua multiplicidade, é que simplesmente o Estado moçambicano poderá entrar em colapso. Pelo que o que não estamos a compreender é que o Estado moçambicano hoje está dependente das receitas do gás e de outras receitas da exploração de recursos naturais que acontece ao longo do país. Então, aqui a multiplicidade de interesses, multiplicidade de jogos e o que eu percebo é que o governo moçambicano ainda não compreendeu o jogo por detrás dos ataques terroristas, por detrás da pressão da Total, por detrás de um conjunto de pressões que ocorrem no contexto de Cabo Delgado. RFI: Relativamente a uma das cedências que é formalmente pedida pela TotalEnergies ao Estado moçambicano, a questão de prolongar por mais dez anos a concessão à TotalEnergies para "compensar parcialmente" o impacto económico da suspensão do projecto, este pedido é um pedido que ainda tem que ser analisado ou, no fundo, isto é apenas uma formalidade de algo que já foi acordado entre a TotalEnergies e o Estado moçambicano? Fidel Terenciano: A impressão que eu tenho é que isso já foi discutido nos encontros que têm ocorrido com a participação do Presidente da República de Moçambique, ou do ministro que supervisa a área de exploração de recursos naturais, sobretudo energia e mineração. Mas eu tenho uma interpretação adicional a isto: que se estenda a exploração do gás e todo outro tipo de recursos a serem explorados em Cabo Delgado, desde que isso beneficie de facto as comunidades locais. A grande discussão não é sobre se esse benefício é para quem. A grande discussão não é sobre se vai se estender mais dez ou vinte anos. Mas se essa extensão significa essencialmente a melhoria das condições de vida das populações locais, a melhoria das condições de vida dos jovens, das mulheres e dos homens que residem em Cabo Delgado, em Moçambique como um todo, eu penso que até pode se estender aos próximos vinte, trinta, quarenta anos, mas o problema no contexto de Moçambique é que essa extensão vai beneficiar apenas uma parte das populações e, sobretudo as elites políticas, em detrimento de beneficiar a toda a população moçambicana. É aí onde começa o grande conflito. Então eu penso que -um- essas negociações já vêm ocorrendo sem o conhecimento público -dois- essas negociações vão ser aprovados -três- que é preciso que as negociações beneficiem, de facto, as populações locais. Se essas negociações e essa solicitação da Total forem, mais uma vez, tendentes ao que estamos a ver actualmente, e não beneficiarem directamente as populações, não vale a pena. Porque isso vai fazer surgir um outro conflito. Pode não nascer um conflito terrorista nos termos que estamos a ver agora, mas um outro conflito que pode, mais uma vez, colocar embaraços à nossa própria província. Eu acho que um dos conflitos que é patente no contexto de Cabo Delgado, é um conflito étnico-geracional. É a questão dos jovens começarem a colocar em causa o papel real dos adultos e velhos, mas também as pessoas que se localizam em Cabo Delgado, Macondes, Macuas, Mwanis começarem a colocar em causa as outras comunidades que são de etnia e cultura diferente, particularmente os jovens que são originários da província de Maputo, que são considerados os que mais têm oportunidades se comparados com os Macuas, Mwanis e Macondes que se localizam em Cabo Delgado. Pelo menos na História, indicadores mostram que têm sido os excluídos nas grandes oportunidades de desenvolvimento social em Moçambique. RFI: Relativamente, lá está, à situação das populações locais. A TotalEnergies não se manteve totalmente inactiva. Encomendou, depois dos ataques de 2021, um relatório independente sobre a situação das populações locais. De acordo com este relatório, o que ficou estipulado e o que a TotalEnergies diz -pelo menos- estar a aplicar, é um plano de desenvolvimento local que prevê, designadamente, compensações para as populações afectadas directamente pelas suas actividades. Este plano está a ser aplicado? Há realmente algo acontecer com as populações que são afectadas por essas actividades? Fidel Terenciano: A estrutura da Total em Moçambique é muito estranha aos olhos do cidadão comum. Eles têm escritórios centrais em Maputo, têm um escritório transitório em Pemba e parece-nos que não têm um escritório funcional em Palma, em Mocímboa da Praia. Ou seja, quem está a implementar efectivamente as iniciativas de desenvolvimento financiadas pela Total e que existem, são organizações oriundas de Maputo. As pessoas que lideram a selecção dos projectos de financiamento são pessoas oriundas da capital do país, Maputo. As pessoas que estão a receber o financiamento directo para implementar as iniciativas são jovens de Maputo, de Nampula, de Pemba e que se instalaram em Palma e têm acesso à informação e conseguiram o financiamento. Genuinamente falando, ainda não começámos a implementar genuinamente o plano de desenvolvimento e de compensação às comunidades. Ninguém está a sentir que a Total já está a apoiar os planos de desenvolvimento da comunidade. As pessoas locais não têm a percepção de que a Total tem estado de apoiar. As pessoas locais colocam em causa, até hoje, qual é o papel estratégico da Total e, sobretudo, os milhões que tem-se falado nas grandes entrevistas e grandes notícias que passam nos média, particularmente a televisão e redes sociais. Resumindo, as pessoas são muito cépticas em relação ao papel real da Total no contexto de Cabo Delgado, e elas não sentem a presença real da Total nas suas próprias vidas. O entendimento que eu tenho é que a Total não pode se focar apenas na compensação das famílias reassentadas, porque o ponto extravasa o debate sobre o reassentamento. Eu penso que a Total, sobretudo o facto de ela ter um plano concreto de desenvolvimento comunitário ou de investimento comunitário, deveria se focar não só nas famílias que se beneficiam dos processos de reassentamento, mas todas as outras famílias que estão em redor e particularmente a questão da replicabilidade. O princípio de replicabilidade permite que não só as famílias directamente afectadas e outras famílias que se encontram em zonas circunvizinhas como comunidade ao redor, também se beneficiem das externalidades da exploração dos recursos naturais, particularmente o gás, no contexto de Cabo Delgado. E isso não é visível. O que se nota actualmente é que parece-nos que o foco da Total é simplesmente compensar apenas as famílias reassentadas e não as famílias que estão ao redor das zonas de reassentamento. Então, de modo geral, há a implementação de um plano concreto de investimento comunitário. Mas esse plano não é efectivo e as pessoas não sentem efectivamente que estão a ser compensadas por terem recursos na terra onde nasceram. RFI: O posicionamento que tem tido a TotalEnergies relativamente à situação em Cabo Delgado é que os ataques e a situação de instabilidade de Cabo Delgado são anteriores à chegada dos seus serviços à região. Implicitamente, o que está a dizer é que o Estado moçambicano é que tem que se responsabilizar pela população de Cabo Delgado e que a TotalEnergies tem apenas que se preocupar com as populações que estão directamente afectadas pelas suas actividades. Fidel Terenciano: Mas aí temos um antecedente: a Total adquiriu os serviços da Anadarko. Não é à toa. Adquiriu os serviços de outras instituições que já estavam a operar na zona. E não há aqui uma relação directa entre a exploração de recursos naturais e o conflito. Nós não estamos a dizer que desde que a Total entrou em Cabo Delgado, iniciou o conflito, não há uma tentativa de construção dessa narrativa. Mas a Total está explorando os recursos naturais numa zona específica, que vive um tipo de conflito. Apesar de serem empresas, o seu grande foco é o lucro, nada obsta deles também, subentendendo que eles podem comparticipar no processo de gestão de expectativas e solução das grandes externalidades negativas que acontecem na região onde eles estão a explorar os recursos naturais. O entendimento pessoal que eu tenho em relação a isso é de que a Total, sendo uma grande multinacional e conhecendo as grandes vantagens que ela pode tirar dessa exploração de recursos naturais, poderia comparticipar um bocadinho mais e envolver efectivamente as comunidades locais nos principais benefícios que podem surgir dessa situação. Aliás, quando há um entendimento de que o governo tem que liderar as acções para a promoção do bem-estar e desenvolvimento social das comunidades, é totalmente correcto. Mas ao mesmo tempo, este governo tem os seus parceiros e o que eu sei é que a Total não veio comprar uma parte do gás que temos na bacia do Rovuma. A Total é um parceiro estratégico do governo de Moçambique, é um parceiro estratégico da Empresa Nacional de Hidrocarbonetos e estão, em conjunto, a explorar os recursos que estão no alto mar. Ao mesmo tempo, mesmo que as percentagens a favor da Total sejam maiores se comparadas com o governo de Moçambique, no final do dia, compreendemos isso como uma comparticipação no processo de exploração de recursos naturais em Moçambique. Então, eu penso que a Total precisa reconstruir a sua narrativa e aceitar o governo como parte da sua acção no contexto de Palma e a partir daí, talvez também começar a olhar as preocupações da comunidade moçambicana como preocupações que afligem a eles próprios, sobretudo por se encontrar uma zona específica em que se vivencia uma situação de terrorismo. E nós todos sabemos que o terrorismo cria um conjunto de feridas na sociedade e todo um conjunto de actores que estão ao redor do espaço em que estão esses recursos. É preciso que eles se entreguem e apoiem de alguma maneira. Então, eu acho que a Total precisa redefinir a sua narrativa em relação à maneira como ela tem que participar na gestão e prevenção do conflito na zona de Palma.
