Dr. Joshua E. "Bugsy" Segal is Co-Founder and Vice President for Strategy and Innovation at Deft9 Solutions, a Washington-DC-based national security consultancy. He carries a PhD in Russian Studies from George Washington University. His career has run for more than thirty years across military, civilian, and intelligence positions in US national security. David Satter is a journalist and historian with unique insights into how the deformation and repression of the past, is having terrible consequences for present day Russia. David has written extensively about Russia and the Soviet Union, especially the decline and fall of the USSR and rise of post-Soviet Russia. David Satter became the first American journalist to be expelled from Russia since the Cold War in December 2013. And the analytical answer to that question runs through five operational variables.Variable one: Western long-range strike enablers. The Hudson Institute analysis from October 2023 — Bryan Clark and Can Kasapoglu — laid out the case directly: Ukraine needs Storm Shadow and SCALP-EG cruise missiles fired from F-16 fighters with German Taurus KEPD-350 missiles as an alternative payload. The F-16s have been operationally deployed by Ukraine since mid-2024. The Taurus transfer has remained politically blocked by successive German governments. But the matrix of available capabilities has not gone backwards. Shaun Pinner is a former British soldier and Ukrainian Marine. Graduated from the Department of Journalism at Ivan Franko National University of Lviv. Before the full-scale invasion, worked as event manager at The Old Lion Publishing House in Lviv — the publisher that would later issue Hemingway Knows Nothing. Saw combat across Donetsk, Kharkiv, and Zaporizhzhia oblasts. Seriously wounded in October 2024 by an anti-personnel mine. Endured multiple surgeries and a nerve transplant after shrapnel injuries. Demobilised in July 2025 due to disability — discharged on 4 July 2025, completing service that began on 2 March 2022. 2026-05-11 | UPDATES #199 | While Zelenskyy was signing satirical decrees, Russian Foreign Minister Sergei Lavrov and his ministry spokeswoman Maria Zakharova were performing the other half of the regime's choreography: the threat.The Russian Foreign Ministry, captured by Pravda EN, RFE/RL, the Washington Times, and TASS, issued what RFE/RL called "a belligerent warning to Kyiv, and diplomatic missions there" — threatening to "attack the Ukrainian capital if Ukraine did in fact disrupt the May 9 events." The Foreign Ministry advised foreign embassies and international organisations located in Kyiv to evacuate their offices in case of such a strike. The Defence Ministry urged civilians to evacuate as well.
