MICAR moest de wildwestjaren van crypto in Europa achter zich laten. De verordening kwam er om consumenten te beschermen, marktmisbruik tegen te gaan en de versnipperde nationale regels te vervangen door één Europees kader. Het idee: haal je in één lidstaat een vergunning, dan mag je met dat paspoort in de hele Unie aan de slag. Nu de deadline achter ons ligt, maken we in dit tweede deel de balans op met Mauro Halve, voorzitter van branchevereniging VBNL en MICAR-trainer bij 2tokens. In de overgangsperiode mochten bedrijven die al bij De Nederlandsche Bank geregistreerd stonden onder het oude toezicht doorwerken aan hun MICAR-vergunning. Op 30 juni 2025 viel het doek. Wie sindsdien zonder vergunning cryptodiensten aanbiedt, is in overtreding. In Nederland was dat geen groot probleem, maar elders in Europa haalden een flinke hoeveelheid dienstverleners hun vergunning last moment. In Nederland stonden ooit 45 partijen geregistreerd bij DNB. Daarvan zijn er nu nog 28 over met een MICAR-vergunning. Dat is fors minder, te verklaren door de hoge nalevingskosten, fusies en overnames, en partijen die simpelweg afhaakten. Toch hoort Nederland tot de Europese koplopers, want de AFM was er vroeg bij en gaf als een van de eerste toezichthouders vergunningen af. Andere koplopers zijn Duitsland en Frankrijk, en vijf landen zijn samen goed voor ongeveer driekwart van alle vergunningen, terwijl Griekenland, Hongarije, Polen, Portugal en Roemenië achterblijven. Malta deelde vlak voor de deadline nog snel vergunningen uit, onder kritische blik van onder meer Italië en Frankrijk. Binance haalde zijn vergunning niet en moet uit Europa vertrekken. De AFM waarschuwde ondertussen tegen MEXC, dat zonder vergunning actief Nederlandse klanten bedient. Ook stablecoins waren een kernonderdeel van MICAR. Dat zijn cryptomunten met een vaste waarde, gekoppeld aan bijvoorbeeld de euro of de dollar. De regels moesten ze inkaderen en tegelijk ruimte geven om te groeien, maar een grote euro stablecoin kwam niet echt van de grond. Tether, uitgever van de grootste stablecoin USDT, vroeg nooit een vergunning aan omdat het zich niet kan vinden in de regels. Tot slot klinkt er in Brussel alweer gefluister over een MICAR2. Swift, het wereldwijde betaalnetwerk voor banken, zet een nieuwe stap. Het bedrijf gaat met zeventien grootbanken op zes continenten testen met een op blockchain gebaseerd grootboek, dat 24/7 grensoverschrijdende betalingen mogelijk moet maken. Banken als HSBC, Citi, UBS, BNP Paribas en Wells Fargo bereiden zich voor op live transacties met getokeniseerde deposito's, digitale versies van bankgeld die op de eigen grootboeken van de banken worden uitgegeven. Het systeem is negen maanden geleden aangekondigd en moet klanten in staat stellen geld te verplaatsen buiten kantooruren om, ook in het weekend, voordat de definitieve afwikkeling via de bestaande betalingssystemen plaatsvindt. Het nieuwe grootboek van Swift maakt daarbij geen gebruik van een publieke blockchain of een cryptomunt, en werkt dus met eigen bankgeld in plaats van stablecoins. Dat roept vragen op over de toekomst van partijen als Ripple, dat met XRP al jaren claimt sneller en goedkoper grensoverschrijdende betalingen te kunnen afhandelen. Verschillende deelnemende banken hebben ook banden met Ripple's netwerk, dus een rol voor XRP is niet meteen uitgesloten. De stap van Swift laat vooral zien dat grootbanken liever zelf de regie houden over hun digitale infrastructuur dan afhankelijk te zijn van externe partijen. Decentralisatie, vaak het uitgangspunt van crypto, is bij dit initiatief ver te zoeken. Terwijl banken zich buigen over hun eigen betaalinfrastructuur, blijft de koers van bitcoin voorlopig zijn eigen weg volgen. Analist Bert Slagter van kennisplatform Bitcoin Alpha bespreekt hoe de koers de afgelopen week, op twee schokken na, redelijk stabiel bleef, terwijl de zoektocht naar de bodem voortduurt. Het oplaaiende conflict tussen de Verenigde Staten en Iran zorgt voor meer onzekerheid op de markten en een stijgende olieprijs, met gevolgen voor bitcoin. En er is nieuws over de Amerikaanse Clarity Act. Door het zomerreces van het Amerikaanse congres begint de tijd te dringen voor het aannemen van de wet in 2026. Een consortium van meer dan 140 bedrijven, waaronder Visa, Mastercard, Google, BlackRock en Coinbase, kondigde eind juni de stablecoin Open USD aan. De munt moet later dit jaar live gaan en de concurrentie aangaan met gevestigde stablecoins als USDC van Circle en USDT van Tether. Wat Open USD anders maakt, is het verdienmodel. Gebruikers kunnen de munt gratis aanmaken en inwisselen, en vrijwel alle inkomsten uit de onderliggende reserves gaan naar de deelnemende bedrijven die volume aanbrengen. Circle en Tether houden dat geld nu juist grotendeels zelf. Daarom wordt Open USD gezien als een aanval op het verdienmodel van Circle, dat een groot deel van zijn omzet haalt uit de reserves achter USDC. De aankondiging kwam hard aan: het aandeel Circle zakte ongeveer 16 procent. Toch zit er een barst in het verhaal. Verschillende bedrijven op de deelnemerslijst, waaronder Samsung en de Zuid-Koreaanse beursuitbater Dunamu, lieten weten dat ze helemaal geen formele afspraken hadden gemaakt en hun naam pas via het nieuws op de lijst zagen verschijnen. Dat voedt de vergelijking met Libra, het gestrande stablecoinproject van Facebook, en de vraag of Open USD de macht van Circle wel kan breken. Bitcoin staat weer op zo'n 63.000 dollar, nadat de koers vorige week een bodem van 58.000 dollar raakte. In diezelfde periode verkocht Strategy 3.588 bitcoin voor ongeveer 216 miljoen dollar, om dividend op zijn schuldpapier te betalen, zonder dat de koers daar serieus op reageerde. De vraag is: hebben we daarmee ook de bodem bereikt? De eerste signalen zijn er. Tot slot een primeur uit de wereld van tokenisatie. Securitize ging deze week naar de New York Stock Exchange en zette tegelijk zijn eigen aandelen onchain op Solana en Avalanche. Daarmee werd het bedrijf het eerste dat bij de beursgang zijn eigen aandelen direct tokeniseerde, en meteen ook het grootste onchain aandeel ter wereld. De tokens vertegenwoordigen dezelfde gewone aandelen als op de beurs, inclusief stemrecht, en vormen geen aparte soort. Wat voegt die tokenisatie toe, en gaan meer bedrijven dit voorbeeld volgen? Crypto en kunstmatige intelligentie delen meer dan je zou denken. Hun voorouders lopen via een lijn die teruggaat tot Alan Turing en de latere Extropians, en vandaag raken de twee werelden elkaar op steeds meer plekken: bij betalen, productontwikkeling, de markt, identiteit, datacenters en de AI-projecten die binnen crypto ontstaan. Het duidelijkst wordt dat bij een nieuw soort actor op het internet: de AI-agent. Zo'n agent wil zelf kunnen betalen, zonder een bankrekening te openen of een identiteitscontrole te doorlopen, en juist daar past crypto. Coinbase bouwde er een protocol voor, x402, waarmee agents onderling afrekenen. Volgens Brian Armstrong, de topman van Coinbase, zijn er inmiddels meer dan 160 miljoen van dit soort agentbetalingen verwerkt, grotendeels op de blockchain Base. Armstrong is uitgesproken positief, en CZ en andere prominente figuren delen dat optimisme. Blijft de vraag welke betalingen agents precies gaan doen, hoeveel hype er omheen hangt, en of het niet doet denken aan eerdere beloftes rond het internet of things. Ook de reputatie van agents speelt: hoe weet de ene agent dat de andere geen oplichter is? En wat zijn de incentives voor Coinbase, Visa en Stripe om dit mogelijk te maken? Iets wat met gewone banktegoeden misschien ook al kan. Bitcoin neemt in dit geheel een aparte positie in. De munt beweegt minder soepel over zijn eigen basislaag dan sommige andere netwerken, wat de vraag oproept of dat een nadeel is in een wereld die op agentbetalingen draait. Daar staat iets tegenover: 21 miljoen munten, niet te kopiëren, digitaal goud in een tijd waarin steeds meer wel te maken valt. AI zou dat idee van digitaal goud juist kunnen normaliseren. En proof of work, het rekenwerk dat energie kost, krijgt een grotere plek in hoe we naar resultaat kijken, nu tokens en energie steeds meer synoniem raken. Voor miners kan de rolverdeling zelfs omdraaien: AI als hoofdinkomen, crypto ernaast. Dan is er nog de spanning tussen decentralisatie en centralisatie. Projecten als Bittensor en Venice.ai roepen de vraag op of ze serieuze usecases zijn of vooral ruis. Het Openbaar Ministerie vraagt de rechtbank in Rotterdam om het cryptoplatform Knaken en de daaraan verbonden stichting failliet te verklaren, na signalen over een 'zeer zorgwekkende situatie' van toezichthouder AFM en doorzoekingen door de FIOD waarbij digitale gegevensdragers in beslag zijn genomen en beslag is gelegd op vermogen van het bedrijf. Knaken ging begin juni plotseling op zwart, waardoor duizenden gebruikers geen toegang meer hebben tot hun cryptotegoeden. Woordvoerder Fred Wickel van het meldpunt Knaken Collectief zegt namens de naar schatting 3.000 tot 4.500 gedupeerden dat hij geen aanwijzingen had voor mogelijke misstanden en dat het huidige contact met het bestuur van Knaken ‘erg positief’ verloopt. Volgens hem is de intentie van Knaken om tot een oplossing en nette afhandeling te komen, waarbij klanten in ieder geval een uitkering van hun tegoeden zouden moeten krijgen, al is nog onbekend hoe hoog die compensatie kan uitvallen; het collectief groeit volgens Wickel ‘per uur’ en wil zoveel mogelijk gedupeerden bundelen. Als de rechtbank het faillissementsverzoek van het OM toewijst, komt er een curator die de boedel van Knaken beheert en met wie het collectief de onderhandelingen zal voortzetten. Dan wordt duidelijk in welke volgorde schuldeisers aanspraak kunnen maken op resterende middelen en welke positie het Knaken Collectief inneemt bij de verdeling. De Ethereum Foundation, de drijvende kracht achter het op één na grootste cryptonetwerk, gooit het roer om. De stichting schrapt 54 banen, ongeveer een vijfde van het personeel, en verlaagt het jaarbudget met zo'n 40 procent. Achter die cijfers zit een principiële keuze. De Foundation stapt over van een model waarin ze jaarlijks ongeveer 15 procent van haar schatkist uitgaf naar een endowmentmodel, waarbij een organisatie vooral teert op het rendement van haar vermogen in plaats van op het vermogen zelf. Universiteiten als Harvard werken zo. Het doel is om de jaarlijkse uitgaven richting 2030 terug te brengen naar ongeveer 5 procent. De koerswijziging past bij de filosofie van medeoprichter Vitalik Buterin, die de Foundation liever ziet als één van meerdere bewakers van Ethereum dan als het centrum ervan. In maart 2026 legde de stichting een Mandaat vast, een document van 38 pagina's dat deels als grondwet en deels als manifest dient. De prioriteiten zijn samengevat in de term CROPS: censuurbestendigheid, openheid, privacy en veiligheid. Het werk wordt voortaan verdeeld over vijf clusters. De afgelopen maanden vertrokken ook meerdere kopstukken, onder wie Hsiao-Wei Wang en Tomasz Stanczak, terwijl onderzoeker Dankrad Feist naar Stripe ging. Een deel van het losgelaten onderzoek wordt opgevangen door ETHLabs, een nieuw initiatief dat gefinancierd wordt door grote ETH-bezitters als Joe Lubin en de treasurybedrijven BitMine en SharpLink. In de prijsanalyse bespreken we met Tim Stolte de stand van de markt. Bitcoin zakte terug richting de 60.000 dollar en raakte even het laagste punt van deze bearmarkt, terwijl het sentiment op extreme angst staat. We kijken naar de koersen van MicroStrategy en het financiële product STRC, die opveerden nadat Michael Saylor aankondigde bitcoin te verkopen. Ook goud, zilver en de aandelenmarkten hadden het zwaar, en we vragen ons af hoe de Amerikaanse centrale bank met een nieuwe voorzitter naar de markt kijkt. Het Rotterdamse bedrijf, opgericht in 2017 en uitgegroeid tot zo'n 30.000 klanten, staakte zijn activiteiten omdat het de vereiste MiCAR-vergunning niet kreeg en die ook nooit zal krijgen. Knaken koos voor een eigen afwikkeling zonder rechter en zonder curator, maar volgens het Openbaar Ministerie verloopt die niet ordentelijk en stopte het bedrijf met uitbetalen. Het OM vroeg daarom in het openbaar belang het faillissement aan, terwijl de FIOD onderzoek doet naar mogelijk strafbare feiten en op 29 juni doorzoekingen verrichtte. In het B-deel van deze aflevering schuift Daniël van der Waals aan, filmmaker van de korte film Momentum. Hij is geen onbekende in de wereld van startups. Jaren geleden stond hij aan de wieg van Beemup, een bedrijf dat zich richtte op virtual reality en de metaverse. Dat was nog voor Facebook zich in het najaar van 2021 omdoopte tot Meta en de metaverse opeens het gesprek van de dag werd. Met die naamsverandering kwam de hype. Beemup haalde ruim twee miljoen euro op bij investeerders, een groot deel daarvan uit de cryptowereld. Van der Waals vertelt hoe het was om opeens geld te zien binnenstromen, en of de cryptopartijen zijn visie beter begrepen dan de meer traditionele investeerders waarmee hij eerder om tafel zat. Vijf jaar geleden was hij met Beemup ook al te gast bij BNR Slimme Koppen. Toen de cryptomarkt instortte, viel ook de bodem onder Beemup weg en ging het bedrijf failliet. In het gesprek kijkt Van der Waals terug op het breekpunt, op zijn besluit om eruit te stappen en op hoe hij die periode achteraf beoordeelt. Uit die achtbaanrit ontstond het idee voor Momentum, een tragikomisch en licht satirisch drama. De film is een buddyfilm: twee hoofdpersonen, een idealist en een opportunist, doen tijdens een conferentie in Hamburg een laatste poging om hun wankelende startup te redden. Een eerder vrijwel rond dossier bij de Griekse toezichthouder is onverwacht stilgevallen. Volgens The Big Whale zou dat zijn doordat er druk is gekomen vanuit Brussel, waarbij onder meer ECB-president Christine Lagarde zou hebben aangegeven dat Binance niet welkom is. Binance kan het mogelijk nog rond krijgen via Frankrijk, maar of dat binnen een week nog is te regelen, is onwaarschijnlijk. Bitcoinminers zitten klem nu de geschatte productiekosten rond de 78.000 dollar per bitcoin liggen, terwijl de marktprijs ongeveer 62.500 dollar bedraagt, waardoor volgens een analyse van JPMorgan 10 à 20% van de miners verlies draait. Oudere, energie-intensieve apparatuur wordt als eerste uitgezet en de difficulty adjustment in het protocol vangt de druk deels op. Toch zetten grote partijen hun stroomcontracten en datacenters steeds vaker in voor AI-diensten om inkomsten te spreiden. In Zuid-Korea test internetbank Toss Bank internationale betalingen met stablecoins op het Solana-netwerk, in een poging transacties sneller en goedkoper te maken dan via het traditionele banksysteem. Dat gebeurt terwijl de Zuid-Koreaanse centrale bank parallel een wholesale-CBDC-project met getokeniseerde bankdeposito’s start.
