BROWNSVILLE, Texas - The Rio Grande Valley is becoming no different than some of the bigger metros in Texas, says Greater Brownsville Incentives Corporation CEO Gilberto Salinas. “Austin-San Antonio is really one big area, Houston is just a huge monster when it comes to people, numbers and cities around it, DFW? DFW is kind of like McAllen-Brownsville. It's becoming that one huge region, one super region. And it takes a SpaceX coming in and then telling us, a region is 100 miles,” Salinas said. Salinas made his remarks in an exclusive interview with Ron Whitlock of Ron Whitlock Reports. The interview took place before Salinas made his highly successful presentation at the Cross Border Industrial Opportunities summit in Monterrey. “Sometimes in Brownsville, we think regional is 20 miles. McAllen, I think it's 30 miles. But it takes a SpaceX, one of the most forward-thinking companies, really in the history the planet, to come and tell us, that no, regional for us is 100 miles,” Salinas told Whitlock. “And that's just from a supplier network to a labor and talent pool, because they (SpaceX) pull from well outside of 100 miles. And again, it goes to show that the Brownsville-McAllen super metro area is becoming a huge draw.” Salinas added: “You know, outside of Texas, all eyes are on this place that we call the Rio Grande Valley.” Asked what the state of industry and the jobs market is currently like Brownsville and Cameron County today, Salinas said: “The state of jobs and industry is like never before. That's the one thing that I have seen since I've come back, the number of projects that we have in the pipeline, the number of leads, the companies that are opening up here. It's different from 10 years ago, even from five years ago,” Salinas said. “And a big fish draws all the big fish… SpaceX, the two LNG plants. There's a refinery plant looking at the Port (of Brownsville), and some other major operations looking at the Port. We have, like, $3 billion in the pipeline just for the Brownsville from the GBIC side. All these companies are coming in as a result of the success of a SpaceX and the LNGs. So those big fish are drawing in other big fish, and that's what's setting us apart from everybody else right now. That level of activity is raising eyebrows across the entire state of Texas.” Asked if there are any big projects in the works that he can talk about, Salinas said: “Well, no different than most other EDOs, we are on the cusp of announcing some major projects. We just cannot disclose those yet. But, between our top 10 projects, we're looking at about $3 billion in capital investment. Hopefully we can announce at least one of those here in the next coming weeks.” Salinas said he likes to call these big projects game changers. “Those projects that we have are, again, what I like to call game changers, very similar to a SpaceX and the LNGs in the energy sector. To everybody's somewhat surprise, it is just going to put Brownsville… Brownsville is already on the map because everything that has happened. El proyecto FOR alimenta participa desde mañana en el salón regional de la agricultura de Tarbes.El Consejo de Ministros ha aprobado una modificación en la regulación sobre el potencial de producción vitivinícola por el que se amplía el plazo para la presentación de autorizaciones de replantaciones de viñedos hasta el final de la quinta campaña vitícola siguiente a aquella en que haya tenido lugar el arranque, con el fin de adaptarlo a la nueva normativa de la Unión Europea.El embalse de Calanda se encuentra al 70% de su capacidad.El Ministerio de Agricultura, Pesca y Alimentación convoca ayudas para la conservación, mejora y fomento de razas ganaderas por 4,7 millones de euros. El plazo para la presentación de solicitudes es de un mes a partir de mañana, día 6 de marzo, y se podrán tramitar a través de la sede electrónica del Ministerio de Agricultura, Pesca y Alimentación.El periodo para considerar los gastos como subvencionables abarcará como máximo desde la fecha de presentación de la solicitud hasta 31 de diciembre del año 2025.

El Gobierno ha fijado en 914 hectáreas la superficie que se podrá conceder para autorizaciones de nuevas plantaciones de viñedo en 2025, que comprende el 0,1% de la superficie plantada a 31 de julio de 2024.   En una resolución de la dirección general de Producciones y Mercados Agrarios del Ministerio de Agricultura, Pesca y Alimentación (MAPA), difundida este lunes por el Boletín Oficial del Estado (BOE), se establece la superficie que se podrá conceder en 2025 para nuevas plantaciones de viñedo a escala nacional.

Este miércoles, 21 de agosto, a las cuatro de la mañana, alrededor de una veintena de agricultores pertenecientes a la Cooperativa de Aldeanueva de Ebro se pondrán manos a la obra con una vendimia extremadamente selectiva tras un trabajo de análisis exhaustivo. Dos días antes, su gerente, Abel Torres, ha destacado cómo ese frescor al comenzar el día hace que las condiciones sean ideales. "Está muy bien porque refresca la planta y le da respiro para que siga su proceso de maduración", ha relatado. Es ese frescor, también, junto a la ausencia de luz lo que se busca para vendimiar tan temprano. A partir de ahora, toca mirar al cielo: "Si no tenemos ninguna otra ola de calor, si no tenemos tormentas con granizo podemos tener una cosecha espectacular".

PHARR, TEXAS - Pharr Economic Development Corporation President Victor Perez went off script to recognize industrial developer Joaquin Spamer at a groundbreaking ceremony.  The focus was supposed to be on another warehouse developer, Ramon Mery, and later in the proceedings it was. But Perez said he wanted Spamer to come to the podium because he, Perez, is a member of the Hidalgo County Prosperity Task Force and his EDC is supporter of the RioPlex marketing initiative.  Spamer started his speech by praising Pharr Mayor Ambrosio Hernandez. He said he was one of the first leaders in the Valley he partnered with. Spamer then went on to talk about “the port of the future.” He was talking about SpaceX. “The only message that I have is that we have the port of the future because Pharr has a door to outer space and that door is SpaceX. And it is here. But it is not just at Boca Chica it is all over the region, on both sides of the border. What we are calling RioPlex,” Spamer said. Spamer said RioPlex, a marketing strategy that seeks to promote the Rio Grande Valley and northern Tamaulipas, is not trying to diminish the importance of RGV Partnership. “On the contrary. RGV Partnership has a mandate to promote the US side, just like COSTEP. The only thing that we're doing with RioPlex is naming the region from Roma-Miguel Aleman to Brownsville-Matamoros, on both sides of the border,” Spamer said. “When you put that region together, we have the port of the future.” Spamer said he wanted to repeat a story he told the day before. The event was held at Harlingen Convention Center by the Prosperity Task Force and the CEO Group in order to promote RioPlex. “I was explaining the advantages of the region together: 13 international bridges, led by the Pharr International Bridge, seven airports, four ocean ports. We have (a) 3.5 million population. We have over 100,000 students in college on both sides of the border. So, we have a unique region,” Spamer said. “But I was explaining this to a friend. We will not name names. And I told him that we have the port of the future. And he said, what is that? (I said) we have SpaceX. (He said) no you don't. (I said) yes, we do. It is in Boca Chica. But (his friend said) Boca Chica is next to Boca Raton. They actually think it is in Florida. And that just proves how bad of a job we are doing in promoting the region.” Spamer said the individual cities in the RGV do “a very good job” in promoting themselves. “And I commend Victor and (Pharr Bridge Director) Luis (Bazan) for what you do for the City of Pharr. And you do a great job. But it's like selling a store inside a mall. At the end of the day, you need to make sure that people come to the mall and that's what we're trying to do with RioPlex,” Spamer said. “And we are doing it with the private sector, trying to support the local EDOs. Because something that I need to mention is that the EDOs cannot do it themselves. They need the support of local businessmen. And what I want to say is, if you are small businessman or a medium or large businessman, get involved. Get involved with the Chamber of Commerce. MCALLEN, Texas - The CEO Group, which comprises business leaders, entrepreneurs and bankers from across the Rio Grande Valley and North Tamaulipas, has confirmed its brand name for the region - Rioplex. The announcement was made at a meeting at McAllen Country Club on Wednesday, June 19, with white T-shirts bearing the brand being distributed to everyone present. The marketing effort has the support of elected officials also, such as Hidalgo County Judge Richard Cortez, Brownsville Mayor John Cowen, and Congressmen Vicente Gonzalez. The ad-hoc CEO Group, part of the Hidalgo County Property Task Force, may now rebrand itself as the Rioplex Alliance, to promote the region on marketing trips abroad. The group hopes to get buy-in from cities and economic development organizations across the Valley. It already has the support of the leaders of the Council for South Texas Economic Progress and the Rio Grande Valley Partnership. Both Adam Gonzalez, of COSTEP, and Daniel Silva, of the RGVP, attended the meeting. Joaquin Spamer, president of Commodities Integrated Logistics, leads the CEO Group. He made an impassioned plea for the new marketing effort at the meeting. “We're trying to make sure that all of us entrepreneurs, bankers and businessman, that we help in the efforts to unite this region,” Spamer said. Spamer said the Valley's economic development organizations (EDOs) have been doing a good job sticking to their mandates. “They're trying to accomplish their goals. The problem is that they're doing it separately. We can accomplish a lot more by being united.” Spamer then ran through the numbers on how much Valley's EDOs combined spend on marketing. He said it topped $115 million a year. “If you put it all together, the amounts are huge.” Spamer said that with a much smaller budget, Avocados of Mexico achieve a much bigger bang for their buck. Their $55 million gets them national commercials during the Super Bowl and name recognition across the world. “So, what is our problem? The problem is that we are spending a lot of money. We have a lot of people involved in economic development. We are not working synchronized. Everybody is working differently from each other. And that's what we're trying to accomplish today.” Helping Spamer with his marketing pitch was Sergio Gracia Badiola, president of Mexico Industry. In a powerpoint presentation, Badiola showed a map of the Rioplex region. “What we're going to do with Sergio is basically define our region because we have an identity problem. The Valley works like a 15-year-old with an identity crisis. Este acto fue tanto una respuesta humorística a la fascinación pública por los ovnis de esa época como una astuta maniobra de marketing para atraer la atención hacia el pueblo y sus famosos vinos. Aunque el decreto era en tono de broma, ayudó a cimentar la identidad única del pueblo y su cultura vitivinícola en la conciencia pública. EDINBURG, Texas - Recently, Hidalgo County Prosperity Task Force invited Rolando Pablos, former leader of Borderplex Alliance, to participate in a zoom conversation about regional collaboration.Borderplex links the cities of El Paso, Texas, Ciudad Juárez, Chihuahua, and Las Cruces, New Mexico and brings in hundreds of millions of dollars of investment to boost their region. In his remarks, Pablos acknowledged there was some resistance at first to setting up such a broad, regional, group, in part because it meant collapsing other organizations. Adam Gonzalez, CEO of the South Texas Council for Economic Progress (COSTEP), was on the zoom call. After listening to Pablos' remarks, Gonzalez warned against completely adopting the Borderplex model. “So, the idea that Rolando Pablos mentioned about collapsing all the rest of the organizations, I think it's going to be a lot more of a difficult task for us because it wouldn't just be collapsing COSTEP or collapsing the (Rio Grande) Partnership and joining in one organization,” Gonzalez said.“Just in Hidalgo County, as the judge (Richard Cortez) said, you have 22 municipalities, potentially 22 EDOs (economic development organizations) that we would need to agree to collapse and merge into one. And that's just one county.”Gonzalez said it is a challenge to create economic development unity in a region as big as the Rio Grande Valley and North Tamaulipas. However, he said he was confident it could be achieved.“I think it can be done. And I think we need to take baby steps. MCALLEN, Texas - The president and founder of Commodities Integrated Logistics says the cities and economic development organizations in the Rio Grande Valley should pool their resources to market the region.Joaquin Spamer was one of the panelists at the “CEOs Unite – Let's Get Uncomfortable” summit. The event was hosted by Hidalgo County Prosperity Task Force and Futuro RGV.In his remarks, Spamer said the Valley needed to be marketed, not individual cities. He said it was superfluous for different economic development corporations to be going on trade missions to Mexico. Instead, he said, the various EDCs should specialize on different parts of the world. For example, he said if San Benito EDC does not have a bit marketing budget, let that group focus on Houston on behalf of the entire RGV. He noted that the Port of Brownsville is strong in Northern Europe, so let it focus on that. McAllen EDC has good ties in the Far East, so let it focus on that. “You have all these different organizations taking care of different areas of the world and doing something we need to do, that is to be selling exactly the same concept: the RGV. That is my personal opinion,” Spamer said.“We won't accomplish anything… I'm going to say something that my sound wrong, but we're not going to accomplish nothing, anything, if we keep on gathering together, coming out very nicely in all the pictures in the Rio Grande Guardian and and different media here. It doesn't work. We are talking to each other. We're preaching to the choir.”Spamer, who went on a trade mission to China a few months back, said he was pleased to learn Adam Gonzalez, CEO of the Council for South Texas Economic Progress, is going to India next year.“That's what we need to do. We need to get out of the Valley. We need to get organized. We need to work together and go out and bring business to the RGV. “Like other speakers at the summit, Spamer also spoke about the bad press the Valley gets.“We have very bad press. That's true. One bad press is equivalent to 20 good ones. So, we need to go out there and start talking good about the Valley in order to offset that we have as a region,” Spamer said.“We need to get all the stakeholders organized. The EDOs, the cities, the developers, the realtors, the bankers. And we need change the mindset.”Spamer said he wanted to end on this point:“Whenever they ask me, where are you from, I am not from McAllen. I am not from Mission. I am from the RGV. MISSION, Texas - The Council for South Texas Economic Progress is close to landing two big manufacturing firms, one in the food industry and the other in aerospace.COSTEP cannot reveal many details just yet but CEO Adam Gonzalez has confirmed that, if South Texas wins out, one of the companies would be making a $50 million investment and the other anywhere between half billion dollars and 1.5 billion. Gonzalez gave the Rio Grande Guardian International News Service an exclusive and wide-ranging audio interview.“We are working on some projects, of course, because that's our main focus - to bring industry and bring new businesses here to the region that create well paying jobs for our residents,” Gonzalez said.“And, since we work regionally from Laredo to Brownsville, we feature a vast array of assets that are at our disposal.”Gonzalez said his colleague, Rick Carrera, is working with the two companies. Carrera is director of economic development for COSTEP.“One of them is a pretty large investment, $50 million investment. The other one could potentially be starting at a half a billion dollar investment up to $1.5 billion investment,” Gonzalez said.“I can't divulge a whole lot. You know how this works. But, we are getting some traction, we are getting some leverage. We appreciate the support from all the EDOs in the region that have given us their support in order for us to do our job. And, we welcome any other opportunities to collaborate, regionally.”EDO stands for economic development organization.The Guardian asked Gonzalez whether he could confirm that both prospective companies are manufacturers. “Yes, they are,” Gonzalez replied. “One is in the food industry and the other, all I can say, is in the aerospace industry. So that's about as much as I can give out at this point. But, you'll start hearing about it in the near future or even sooner.”So COSTEP is close to landing one or both projects, Gonzalez was asked.“Yes, we are.
