Frank Zobel ist Vizedirektor von Sucht Schweiz und hat einen detaillierten Bericht zur Crack-Situation in Genf mitverfasst. Er fordert eine Anpassung der nationalen Drogenpolitik. Genf hat grosse Probleme mit der Droge Crack. Diesen Sommer wurde die Situation auch für die Sozialarbeiter des Drogenkonsumraumes neben dem Genfer Bahnhof zu prekär. Es gebe zu viel Gewalt, teilten sie mit. Der Crack-Konsum wurde aus ihren Räumen verbannt. Fast zeitgleich berichteten Zürcher Medien, dass im Langstrassen-Quartier eine offene Drogenszene entstanden sei. Auch dort sind offenbar viele Süchtige Crack-abhängig. Frank Zobel ist der Vize-Direktor von Sucht Schweiz. Er hat sich intensiv mit den Problemen rund um die Droge Crack und ihrem Konsum in der Schweiz beschäftigt. Im Mai ist ein detaillierter Bericht zur Crack-Situation in Genf erschienen, den er mitverfasst hat.

Läuft alles nach Plan, bieten im Sommer auch andere Städte legal Cannabis an. Frank Zobel von «Sucht Schweiz» wertet die Erkenntnisse der Studie aus. Cannabis ist die am häufigste konsumierte illegale Substanz in der Schweiz. Laut Schätzungen der Universität Genf werden pro Tag 750'000 Joints geraucht. Mehr als ein Drittel der Bevölkerung hat schon mindestens einmal im Leben gekifft. Trotz diesen Zahlen gilt Cannabis in der Schweiz noch als verbotene Droge. Ein Pilotprojekt in Basel-Stadt soll nun eine Diskussionsgrundlage für die künftige Cannabis-Politik liefern: Seit dieser Woche dürfen in Basel rund 370 Teilnehmende eines ersten Pilotprojekts legal kiffen. Neun Basler Apotheken verkaufen neben Kopfwehtabletten und Hustensirup auch Cannabisblüten. Der Basler Versuch soll die Auswirkungen eines regulierten Verkaufs auf die Gesundheit und auf das Konsumverhalten untersuchen. In einem halben Jahr sind weitere Pilotstudien in Bern, Lausanne, Genf und Zürich geplant. Die Stiftung Sucht Schweiz ist in diese Pilotprojekte involviert. Frank Zobel, Vizedirektor von Sucht Schweiz ist Mitglied der Eidgenössischen Kommission für Fragen zu Sucht. Er wertet die Versuche wissenschaftlich aus.

Kuuekümnendate aastate lõpus avaldas USA ökoloog Garret Hardin [1] ajakirjas Science ülerahvastusprobleemi käsitleva artikli "Ühispõllu tragöödia". Hardin väitis, et miljonite üksikindiviidide iseseisvad soojätkamisotsused põhjustavad inimeste arvu kiirest kasvust tingitud loodusvarade nappuse. Oma arutluskäigu toetuseks tõi Hardin näite keskaegsest Euroopast, kus külakogukonnale kuulunud maa liigse karjatamise käigus sageli viljatuks muutus. Asi oli selles, et igal üksikul taluperel oli selge huvi oma lehm ühispõllule saata, sest sellest saadav tulu kuulus otse talle, samal ajal kui ülekarjatamisest tingitud kulu langes kogu külale. Sealt alates tähistabki ühispõllu tragöödia majanduskirjanduses tihti korduvat olukorda, kus eraomandiõiguste puudumise tõttu tekib indiviididel ajend mingit ühisvara üle kasutada, sest kellelgi neist ei ole kõnaluse hüvisega mingit pikemaajalist plaani.Umbes nii artulesin ma oma "Kassi nurinates" [2] ilmunud laastukeses "Ühispõllu tragöödia". Hardin tuleb jutuks selle raamatu 25. peatükis "Üks tragöödia teise otsa". "Lisaks ühisvaratragöödiale on ta tuntud ka nn Hardini Esimese Inimökoloogia Seaduse järgi," kirjutab Kristjan Zobel. "Me ei saa kunagi teha korraga ainult ühte asja.
