This week marked the one-year anniversary of Connecticut launching its legal adult-use cannabis marketplace, so we'll connect with a spokesperson from the agency overseeing that program to look back on year one, and give us some insight on how this marketplace will be expanding in 2024. This year's CT Voices for Children State of Early Childhood report is responding to the Governor's Blue Ribbon Panel on Child Care and a Continuation of Spotlighting Disenfranchised Populations, so we're bringing in the report's two authors to unpack why its details and recommendations are so important. And we're circling back with Sustainable CT to talk about how that agency is committed to equity, and to creating communities where all are welcome and have the opportunity to thrive. We'll put out the recruiting call for summer fellows - and help celebrate Connecticut's first Gold Level certified SustainableCT community.

Untangling the 'predictable calamity' of Connecticut's child care industry to find solutions

Local advocates and experts in early childcare education say funding and staffing shortfalls were only deepened during the pandemic. With federal relief funding set to expire at the end of the month, posing another short-term hurdle, or "cliff," what are the long-term solutions? Connecticut Senator Richard Blumenthal is pushing Congress for $16 billion in federal funding through the Child Care Stabilization Act. "Childcare was in crisis even before the pandemic," said Senator Blumenthal on Monday. "But the pandemic has brought it to the brink of collapse." He also highlighted the Child Care for Every Community Act, and the Child Care for Working Families Act. At the same press conference on Monday, Merrill Gay, Executive Director at Connecticut Early Childhood Alliance, called the upcoming funding cutoff a “predictable calamity." This hour, we hear from Connecticut Office of Early Childhood Commissioner Beth Bye, and members of the recently-formed Blue Ribbon Panel on Child Care. A new draft of a five-year plan, expected to be finalized by December, outlined possible solutions, including a pay raise. Many readers may not be aware that, at one point in time, the National Enquirer was associated with serious UFO research in spite of its reputation as a sensationalistic supermarket tabloid. In 1972, the Enquirer put together what they called “The National Enquirer Blue Ribbon UFO Panel,” which was made up of five UFO researchers, all of whom held PhDs. The Enquirer was offering a $50,000 reward for proof, by the end of the year, that UFOs came from space and were not a natural phenomenon. The panel was tasked with evaluating UFO cases to determine if any of them provided such proof. The panel members included four consultants for the Aerial Phenomena Research Organization, and Dr. J. Allen Hynek, a scientific consultant for the Air Force's UFO investigation for most of its existence. All of them had good reputations within the UFO community, and the reader may wonder why they would put those at risk by being associated with the Enquirer in such an endeavor. It's likely that the prospect of getting some of their research funded by the Enquirer may have helped them to put aside any aversions, and the assignment in 1975 of Bob Pratt to the Enquirer UFO desk, who became respected as an investigator in his own right, may have encouraged them to continue their association. Read more →

Bronko Nagurski is one of the names most often referred to on the Sports History Network when it comes to the yesteryear of the gridiron. I even highlighted Bronko in my 7th episode of the podcast, way back in the summer of 2018. You can catch the https://sportshistorynetwork.com/football/nfl/bronko-nagurski-chicago-bears-the-monster-of-the-midway/ (first episode and a full transcript blog post here.) The September 3, 2019 release of the Report and Recommendations of the Blue Ribbon Panel on Alberta's Finances (the MacKinnon report) argues that both the size and compensation of Alberta's public sector are higher than comparator provinces, and suggests that the government could reduce the size of the public sector (through employee attrition), consider alternative delivery of government programs and services (through the private and non-for-profit sectors), and recommends that the government establishes a legislative mandate that sets the salary levels for all public sector employees. Those recommendations were largely followed in the provincial budget tabled on Oct 24, but the speaker had argued that in contrast to the MacKinnon report, his research concluded that Alberta does not really stand out in any way relative to the other three large provinces, Ontario, Quebec and BC, both in terms of the size of its public sector and its compensation. If anything, Alberta has tended to have a smaller public sector compared to other jurisdictions using certain measures. Similarly, the compensation to public employees in Alberta does not stand out in any way, except for the fact that Alberta was and still is a high wage province and public sector wages, at least in part, reflect this. Where Alberta does stand out is that relative to overall earnings within the province, Alberta public sector employees tend to earn relatively less than their counterparts in other jurisdictions, especially when the overall high relative real earnings in the province are considered.
