What percentage of your retirement savings should you allocate toward traditional IRAs and 401(k)s vs. Roth IRAs and Roth 401(k)s? That's what this episode explores. Traditional financial guru advice says that it's impossible to predict where tax rates are going down the road. Therefore, you may hear that your best bet is to simply have 50% of your money in tax-deferred and 50% of your money tax-free. David is somehow perplexed by the guru's point of view about the future of tax rates being an unknown. However, signs that things won't be the same appear to be evident. The current national debt is at $37 trillion and the U.S. will be layering another $2 trillion per year over the next 10 years – excluding the $4.6 trillion that will be added to the debt if the Trump Tax Cuts get extended. That means the debt could grow to over $60 trillion by the time 2035 rolls around! Former Comptroller General of the Federal Government David Walker has stated that tax rates would have to double to keep the country solvent. And if the American fiscal ship doesn't get right by 2040, no combination of raising taxes or reducing spending will arrest the financial collapse of the nation (source: Penn-Wharton). Experts have already weighed in, and there seems to be general unanimity on the subject: in 10-15 years, tax rates are likely to be higher than they are today.  David believes that, if tax rates are likely to double in the near future, allocating the vast majority of your retirement savings to tax-free is the way to go. Why not put 100% of your retirement savings into tax-free accounts? Because you'll still have a standard deduction available to you in retirement. That's $30,000 if you're married and retired today, half that amount if you're single. Remember: if you don't have a pension, employment, or other residual income in retirement, the ideal amount is $400,000 if you're married and about half if you're single. Have a sizable pension? In that case, the ideal amount goes all the way down to zero. David suggests moving your money slowly enough that you don't rise into a tax bracket that gives you heartburn, but quickly enough to get the heavy lifting done before tax rates increase in 2034. The goal? To stretch that tax obligation out over as many years as possible, so you can stay in as low a tax bracket as you can. Generally, David recommends never bumping into a higher tax bracket than 24% as you execute your Roth Conversion strategy. Instead of reflexively allocating money in a 50-50 split between traditional IRAs and Roth IRAs, David encourages a more surgical approach. He is a non-practicing CPA with over 40 years of executive level experience in the public, private and non-profit sectors, including heading three federal agencies (two ERISA agencies), two non-profits, and leading a global service line for Arthur Andersen LLP. His most recent full-time federal position was as the seventh Comptroller General of the United States and CEO of the U.S. Government Accountability Office (GAO) for almost 10 years. This was one of his three Presidential appointments by Presidents from both political parties, with unanimous Senate confirmation each time. Dave also served as one of two Public Trustees for Social Security and Medicare from 1990-1995, and as the first Chairman of the Independent Audit Advisory Committee for the United Nations.   Most recently, Hon. David M. Walker served as the Distinguished Visiting Professor and Crowe Chair at the U.S. Naval Academy where he taught the Economics of National Security. David starts the conversation by breaking down his book, Power of Zero, and the problem with America's ever-rising national debt. For David, the goal of the book is to guide people on how to move their assets into tax-free retirement vehicles - and how such a move is the only way to shield yourself from potentially higher tax rates in the future. David describes the difference between LIRPs and other life insurance products.  All LIRPs are life insurance policies, but not all life insurance policies are LIRPs.  David reveals why he believes HSAs(Health Saving Accounts) are the holy grail of financial planning - you get a deduction on the front end, let that money grow tax-free, and then take it out tax-free. Can you have too much money in your 401K? Yes. You want to ensure the balance in the IRA is low enough that RMDs (when you are finally forced to take them) are equal to or less than your standard deduction and low enough that they don't cause Social Security taxation. You can have a million dollars in your IRA, but unless you can accurately predict what tax rates are going to be in the year you take that money out, you don't really know how much money you have. David reveals why many financial planners detest tax-free investing.  Life insurance is not a silver bullet for tax-free retirement. It only works as a complement to other tax-free streams of income. Is it a no-brainer to get life insurance? David believes it's not. It depends on your situation.  Always remember that the IRS is looking at how much money you withdraw from your IRA and 401k. If you take out too much, they'll tax a portion of your social security. David talks about the benefits of having 4 to 6 different streams of tax-free income. David sits down with certified financial planner Mark Byelich to discuss how to avoid over-converting your Roth IRA. They start the conversation by describing how over-converting your Roth IRA could sink your retirement plan.  According to David, you should execute a Roth conversion if your tax bracket is going to be higher during retirement than it is right now. For stress-free retirement, David believes retirees should constantly think about future tax rates and ways to get to the zero percent tax bracket.  David and Mark predict that the Trump tax cuts will likely be extended, but they won't be extended forever.  David reveals why the 24% tax bracket is his favorite of all tax brackets. The Social Security Trust fund is projected to run out of money by 2032. David explains how social security benefits would be immediately cut by about 23%. Mark and David break down the Backdoor Roth IRA and instances it makes sense to use it.  Mark is convinced the future of Roth IRAs is bright, but people must be careful when converting their money.  David explains why life insurance is a great retirement planning vehicle but only when kept for life and used appropriately. LIRPs are a safe and productive way to grow a portion of your money, but they should never replace the stock portion of your portfolio. According to David, the most outstanding part of LIRPs is the death benefit and long-term care coverage. No matter how much money you have in your tax-deferred bucket, the good news is you still have eight or nine years to move your money to tax-free.  Mark and David agree that the Roth IRA is the only thing that both the government and everyday Americans love. David starts the conversation by explaining why financial gurus like Dave Ramsey and Suzzie Orman hate permanent life insurance. With all the financial information floating around on the internet, who do you follow for advice on where to invest your money? David believes everybody's situation is different, but the best people to follow are the ones who are consistent with their messaging.  David calls out The White Coat Investor for misleading people that interest rates won't go up, only for him to change his mind when Biden's tax proposals threatened to raise taxes.  According to David, there are two sides to every investment advice on the internet. Instead of stubbornly following one narrative and muting everything else, your job as an investor is to listen to both sides of the story and decide based on your current situation.  When meeting with an investment advisor, David believes the least you can do is ask as many questions as possible.  There is so much controversy around permanent life insurance because gurus like Dave Ramsey and Suzzie Orman have continuously peddled lies that life insurance doesn't compare well to the stock market and that the expenses are too high - both of which are false.  For David, permanent life insurance is like marriage; you should only invest in one if you plan to keep it till you die. Although most financial advisors agree that interest rates will go up, David feels they need to take more action. Believing is one thing, but taking action to mitigate the risk of higher tax rates is a whole different story. When asked what advice he would give to people approaching retirement, David explains they only need to plan for two things - higher taxes and outliving their money. For the younger people who are not that close to retirement, David notes that tax rates will undoubtedly be higher in the future. #064: In this episode of Beyond the Culture, Dr. Walker speaks with the 1982 NCAA National Finalist Cheyney State College Lady Wolves .   On March 28th 1982 Cheyney State College (now Cheyney University) Lady Wolves basketball team coached by HOF coach C. Vivian Stringer, laced up their shoes to play the Lady Techsters of Louisiana Tech University. It was an historic night. It was the first ever NCAA Division 1 Women's Basketball Championship Game. It was the first and only time that a HBCU (Historically Black Colleges and University) competed in an NCAA Division One final four and championship game.It was the first time an all-Black women's team with all-Black coaching staff played for a Division 1 national title. It's been 40 years since that momentous occasion. 42% of working Americans surveyed by Pew Research in December of 2018 said they fear they would receive zero benefits from Social Security. Social Security Trustees announced at the end of August this year that in 2033 unless changes are made, Social Security benefits would drop to 75% of their promised initial amounts. 50% of receipts rely on Social Security for ½ their income(Link #7). And for 1 in 4 seniors, it makes up over 90% of their income. Having watched the recent debt limit talks and how Congress handled that, I'm not very encouraged that the politicians in Washington will do anything to fix Social Security any time soon. There are three Presidential elections and six Congressional elections before 2033. So expect to hear about it in passing in 2024. It will be a bigger deal in 2028 and, by 2032, a keystone issue if it has not been addressed by then. David M Walker, United States Comptroller General from 1998 to 2008, wrote a book, Comeback America, where he goes through many ways to fix Social Security and other government spending issues. I want to share five ways Social Security is fixable. Raise the wage base Change the PIA Formula Add a 3rd Bend Point Raise the claiming age Increase the early claiming penalties and decrease the delayed retirement credits Realistically, the fix will be a combination of several fixes. Some of these might even be included, but likely any solution will be multifaceted as there is no simple answer. However, all you have to do is look back at Ronald Reagan's changes in April of 1983, which will be entirely in place next year after 40 years. 1) Raise the wage base This one happens every year, but an inflation calculation dictates this one. In 2021 the wage base was $142,800, and in 2022 it is projected to be $147,000. Suppose you have ever reviewed your earnings history or noticed that your withholding changes at the end of the year, the wage base is usually the culprit. FICA taxes are in two parts: Social Security at 6.2% and Medicare at 1.45%. Social Security is only paid until you reach the wage base. Medicare is paid on all earnings. The solution would be to raise the wage base significantly - to say $500,000, which means that 6.2% on everything between $147,000 and $500,000 (or whatever the number goes to) would be taxed. That would bring three times as much money into the system. If this happens, it would be because of the second way to fix Social Security. 2) Change the PIA Formula A formula figures out your Primary Insurance Amount. In 2022, the first $1,024 you make in monthly income is replaced at 90%. Then from $1,024 to $6,172, your income is replaced at 32%. From $6,172 up to $12,250, which is equivalent to the annual wage base of $147,000, it is replaced at 15%. Social Security could lower the rate at which they replace your income. The Monthly Income is calculated by your AMIE (Average Monthly Indexed Earnings), which is the average monthly earnings for the highest 35 years of your working career. The point at which the percentage replacement changes is called a bend point. The third way to fix Social Security would be to add a 3rd Bend Point. 3) Add a 3rd Bend Point This idea is a bit of a combination of the first two ideas. The concept here will be if the wage base is increased, instead of replacing income at 15% up to the current wage base of $12,250, add a 3rd bend point and of 5% until the monthly income hits $41,667. This change would give people with significant incomes a bigger Social Security payment. In return, they would pay more into the system, helping it become solvent. 4) Raise the claiming age The age when you can first claim Social Security benefits is 62. Starting in 2022, everyone turning 62 will have a full retirement age of 67. The age at which your payment stops growing for everyone is age 70. Increasing the claiming age by two years, so the earliest you could collect is 64, would delay people claiming while keeping the formula the same. This change would reduce the amount of money Social Security would pay out during a retiree's lifetime. The flip side of this idea would be idea number five. 5) Increase the early claiming penalties and decrease the delayed retirement credits Currently, if you claim your benefit early, there is a reduction in your payment in the first 36 months. After that, your monthly payment is reduced by 5/9th of a percent. Anything over 36 months is reduced by 5/12th of a percent for each additional month early. The fix here would be to increase the penalty for claiming early. For instance, you could potentially claim early at 5/9th of a percent for any of the 60 months. The other possibility is to reduce the delayed retirement credits. Instead of the current 2/3rd of a percent increase per month for each month, you wait, and lower that percentage to entice people not to delay and reduce lifetime benefits. To end on a positive note, I believe Social Security will be there for retirees. However, it may not be what you see today. Make no mistake, fixing Social Security does not mean keeping it the same. On the contrary, fixing Social Security means higher taxes for some, and in many cases, those same people may receive less or have to wait longer. Fixing Social Security will be unpopular and a minefield for the politicians in office, but a 24% decrease in benefits will surely be less popular if not addressed. From a cynical standpoint, the most significant problem against real reform is that many people who could start the ball running will not be in office in 2033 and have an election or two before then. In the climate in Washington today, why tackle a problematic issue when you can kick it down the road? Sadly the answer is you do not. Social Security was never meant to make up half of someone's retirement income as it does now for almost 50% of American seniors. The younger you are, the more time you have to take responsibility for your future and prioritize retirement savings. He also highlights the significant difference between our nation's funded and unfunded liabilities and provides an example at just how much “debt” each of us technically carries in that regard. Mr. Walker also examines our interest rate vulnerability and the potential inflationary spiral of the multi-trillion-dollar bills that are pending in the Legislative Branch. He shares his perspective of the pros and cons of the Infrastructure Bill and the Spending Bill that are coming up for votes. Then, the conversation turns to the COVID-19 pandemic. Mr. Walker talks about the way the vaccination issue has been managed and offers insights into the actual statistics. He also offers suggestions for what might be a more equitable approach that would benefit everyone. Finally, T.J. asks about Afghanistan within the context of the SIGAR Reports that have been generated by the Special Inspector General for Afghanistan Reconstruction. While the Special Inspector General was not a direct report to the Government Accountability Office during Mr. Walker's tenure as CEO, he did have visibility to the reports from 2003 to 2008. He reveals the disconnect between the initial mission in Afghanistan versus the untenable mission into which it evolved. He also evaluates the orchestration of the recent evacuation, including underreported elements such as the “pallets of cash” that were left behind. He also suggests the United States' international failures predate Afghanistan (beginning with Iraq). Russ Verney and David M. Walker join Deconstructed’s host, T.J. O’Hara, to discuss the political legacy of H. Ross Perot. Mr. Verney was a top advisor and spokesperson for Ross Perot’s 1992 presidential campaign in which Mr. Perot garnered 19% of the popular vote. Mr. Verney was also the first Chair of the Reform Party and Ross Perot’s campaign director during the latter’s 1996 presidential run. David M. Walker is the former Comptroller General of the United States (under Presidents Clinton and Bush ’43) and CEO of the Government Accountability Office (GAO). He now serves as a Distinguished Professor at the United States Naval Academy. Mr. Walker was a personal friend of Ross Perot’s and the two worked together on Comeback America Initiative’s “$10 Million a Minute Tour” that tackled our nation’s enormous fiscal challenges. The three discuss Ross Perot’s impact as an independent candidate, his character, and the fundamental positions in which he believed. They also discuss the current political environment and the struggle that independent candidates face today. Russ Verney shares the background behind Ross Perot’s inclusion in the 1992 Presidential Debates. Perot enjoyed remarkable success in those debates. Unfortunately, his success led to the Democrat and Republic representatives, who control the Commission on Presidential Debates (CPD), to effectively ban independent and third party candidates from participating in the debates; an inequity that David Walker, IVN, and others are fighting to correct.
