The Kansas Office of Veterans Services allowed participating Veteran Service Organizations to take fundamentally different approaches in reporting VCAP matching obligations, which may or may not comply with state law. The state's Veterans Claims Assistance Program (VCAP) is meant to provide claims assistance to veterans in Kansas through congressionally chartered veteran service organizations. The Legislature appropriates annual funds for VCAP which is administered by the Kansas Office of Veterans Services. The VCAP grant program operates under a reimbursement model that's overseen by KOVS. To participate in VCAP, veteran service organizations must also meet annual matching obligations. The veteran service organizations reported using VCAP funds primarily for VCAP-related salaries and wages for fiscal years 2022 to 2024. During this time, the American Legion reported between 28% and 34% in matching support related to the VCAP program. Most (76%) of the matching support we reviewed in more detail for the American Legion appeared to be related to VCAP, but we couldn't verify the rest. The VFW reported that it greatly exceeded its matching obligations between fiscal year 2022 and 2024. More than half (55%) of our sample of VFW matching support was not related to the VCAP program, and we couldn't verify the rest. We found that KOVS hasn't provided sufficient guidance to participating veteran service organizations to ensure they understand the requirements related to matching support. KOVS's oversight may be inadequate to ensure the veteran service organizations are meeting their matching obligations. Lax KOVS oversight in other areas may cause additional misunderstandings between KOVS and the veteran service organizations and their supporters. It was also unclear whether statute allows veteran service organizations to use the estimated rental values of the offices provided by the U.S. Department of Veterans Affairs as their own in-kind matching support.

One compelling example is Douglas Greenlaw, a #1 bestselling author on Amazon, a decorated military veteran, former President of MTV Networks, and an accomplished adventurer. His extraordinary life story is detailed in his book, "Forged By Lightning."   Greenlaw served as the National Commander of the Military Order of the Purple Heart, USA, from 2018 to 2019. This organization is the leading Veteran Service Organization in the country and advocates for all 500,000 combat-wounded Purple Heart recipients in America. He also serves on the Board of Directors of The Purple Heart Foundation and is a Board Member of The Purple Heart Hall of Honor. Inducted into the Military Hall of Fame in 2021, Greenlaw receives the Silver Star, two Bronze Stars, and two Purple Hearts for his service as a 1st Lieutenant Infantry Platoon Leader and Infantry Company Commander in Vietnam between 1967 and 1968. He was catastrophically wounded in April 1968. Greenlaw is passionate about assisting veterans impacted by their military service. He understands the physical and mental toll that battlefield experiences can have on individuals and the challenges of recovery. Whether it's dealing with catastrophic injuries or the mental repercussions faced by many veterans, Greenlaw is committed to providing resources and support to those in need. Aaron Welch, a service-disabled veteran of the US Marine Corps (1995-1999), traded his combat boots for marketing savvy, diving into the internet marketing scene in 2001 and social media marketing in 2006. Aaron's marketing journey began somewhat accidentally with a website reviewing Houston's nightlife and eateries in 2000. Although that first venture didn't take off, it sparked a relentless passion. After relocating to Austin, Aaron quickly turned his passion into profit, boosting his first client's business by an eye-popping 500% within two months. Since those early days, he's launched numerous businesses with some hits and some misses, collaborated with behemoths like Cisco Systems, Google (Alphabet), Oracle, and CDW, and helped to grow a lengthy roster of SaaS and local service providers' businesses through digital marketing advising and services. As an adult student, Aaron earned his BA from Texas State University and an MBA from the University of Texas of the Permian Basin courtesy of the GI Bill and Hazelwood Act while working full-time. Hundreds of Minnesota Veterans are expected to march and rally at the State Capitol on Wednesday, Apr. 17 to demonstrate support for Veterans issues being considered by the State Legislature. The DAV of Minnesota is hosting a pre-event luncheon for Veterans at the Cedar Street Armory Wed., April 17 at 11:30 a.m., with a brief program at noon. Veterans will step off from the Armory just before 1 p.m. and march as a group to the State Capitol Building. The rally in the Capitol Rotunda will feature remarks from elected officials and Veteran Organization leaders. Key issues on the agenda include supporting a Veteran-specific Omnibus Bill, increasing property tax relief for disabled Veterans and surviving spouses of deceased Veterans, reducing property taxes for Veteran Service Organization posts, ending Veteran homelessness, and expanding outdoor program benefits for Veterans.

Ron joined OPCC&CT in November 2011 as a Field Implementation Consultant for VA medical facilities in Pennsylvania and Delaware. Prior to joining VHA, he served 26 years on active duty in the U.S. Navy and retired as a Senior Chief Hospital Corpsman. He has been appointed as Tennessee's first Director of Military and Veteran Initiatives , where he will work to help build additional infrastructure to make Tennessee the destination of choice for veterans and their families.Chris has a bachelor's degree in English Communications from Armstrong Atlantic State University in Savannah, Ga., and is completing coursework towards a master's degree in Public Policy from Liberty University.Chris has served in the non-profit space for more than decade, serving in volunteer leadership roles with multiple Veteran Service Organizations. He is a graduate of the George W. Ryan Manion is the sister of Silver Star recipient 1st Lt. Travis Manion, USMC, who gave his life in Iraq April 29, 2007. Ryan is the President of the Travis Manion Foundation and co-author of the book, "The Knock at the Door." Ryan describes Travis' amazing story of heroism and the ultimate sacrifice Travis paid while defending our country. Ryan and I discuss how she navigated grief, resilience, and personal growth by losing her brother. Matthew Carter - Navy Rear Admiral (Ret.), Chairman of NOVA Vets Matthew Carter a retired Navy Rear Admiral, who spent 34 years serving in the military continues his service as the recently elected chair of the board for the Northern Virginia Veterans Association (NOVA Veterans). Carter previously served as a board member. While he served in the Navy, Carter flew the P-3C Orion maritime patrol and reconnaissance aircraft. After retiring in 2019, Carter joined Booz Allen Hamilton and assumed a leadership role overseeing operations in the western Pacific for a three-year tenure. In addition to his involvement with NOVA Veterans, Carter also contributes his expertise to the board of directors for the Maritime Patrol Association and is a dedicated member of the Japan US Military Program. Brendan Duebner, founder and CEO, served on active duty as an Army Artillery Officer before continuing his service in the Army Reserves. During his active duty time, he realized that the majority of problems were generated from personnel problems and finances or money played a large role. It was a natural path for Mike to follow his legacy both at VMI and in his military service. Upon graduation Mike commissioned as Parachute Infantry Officer with the 82nd Airborne Division. He served 5 years before transitioning into civilian life. His first landing spot was at General Electric.  He would tell you it was a great job but while working there and being selected as a Veteran Presidential Scholar with the Bush Institute he wanted to do more, especially in the veteran space, and thus began the idea of Combined Arms.   Combined Arms Mike knows first hand the challenges veterans face especially in transitioning out of the military. Today we are joined with Artie Guerrero. Artie served in Vietnam so his younger brother didn't have to and was one of fourteen to be hand-selected into the newly formed Ranger LRRP unit assigned to the 1st Cavalry Division. As a LRRP Ranger, Artie was shot four times when three North Vietnamese companies ambushed Artie's 6-man recon team in April 1967. He is a recipient of the Silver Star, Bronze Star, Army Commendation Medal with "V" Device, and the Purple Heart. Shortly after returning home from the war wounded, Artie was diagnosed with Multiple Sclerosis. Since then, Artie has been a tireless advocate for veterans and those with disabilities, having pushed politicians to make meaningful legislation for nearly half a century. He has experienced history first-hand and we appreciate the opportunity to speak with such a distinguished person as Artie. https://www.opveteran.org/ O.P. Fran sat down with Kilian, Sean and Jenny Duclay who started Sailahead to bring Veterans the healing power of the water, bring awareness to PTS and Veteran Suicide, and to honor our mates.He also shared a moment with the The Day Family, who's son Ryan served as an Army Ranger, deployed multiple times to Afghanistan, and died by suicide as he struggled with the emotional toll endless conflict takes on us.
