Le site Africa Intelligence révélait cette semaine que Félix Tshisekedi avait dépêché en février des émissaires à Washington pour tenter de passer un accord avec l'administration américaine. Accord qui consisterait à sécuriser l'approvisionnement américain des minerais provenant de la RDC en échange d'une pression accrue sur Kigali. Dans l'est du pays, les ressources minières comme l'or, l'étain, le tantale et le tungstène sont extrêmement convoitées. C'est une des causes de l'instabilité dans la région. Dans une étude pour la fondation Jean-Jaurès parue cette semaine, le diplomate Pierre Jacquemot, ancien ambassadeur de France à Kinshasa, s'intéresse aux fonctionnements de ces mines et à la façon dont les minerais parviennent à quitter le pays. RFI : Le titre de l'étude que vous publiez pour la Fondation Jean Jaurès est évocateur. Vous ne parlez pas du conflit dans l'est de la RDC mais des conflits, expliquez-nous...Pierre Jacquemot : Oui, parce que ces conflits se développent sur un territoire très important qui va de la frontière de l'Ouganda à la frontière du Burundi. Bien évidemment, les caractéristiques communes de ces conflits, c'est la violence dont sont victimes les populations. Cela se traduit par des pillages, des viols et des déplacements massifs. C'est cela la constance de conflits qui durent maintenant depuis une trentaine d'années.À l'origine, vous le dites, il y a d'abord des conflits locaux très ancrés qui ont débouché sur la création de milices d'autodéfense et de nombreux groupes armés dans toute la région...On compte actuellement environ 120 groupes armés. Ils sont de différentes tailles. Certains ont une taille régionale ou même des ramifications à Kinshasa, voire à l'étranger. C'est le cas du célèbre M23. D'autres sont nés d'activités de milices d'autodéfense, qui ont pris parfois une place plus importante et sont devenus relativement autonomes. Il y a donc une foultitude de groupes armés qui se financent essentiellement par les activités minières, par le commerce des mines et qui achètent des armes par ce truchement.On sait que la région a un sous-sol très riche. Les ressources minières comme l'or, l'étain, le tantale et le tungstène sont extrêmement convoitées. Vous décrivez minutieusement le fonctionnement de ces mines et la façon dont sortent les minerais du pays. Qui a réellement la main aujourd'hui sur ces minerais, en particulier dans le Kivu ?Ces mines sont contrôlées par des groupes armés très largement, mais également par l'armée nationale. Là, j'évoque la situation qui prévalait encore au mois de décembre dernier, les choses ayant profondément évolué avec le déploiement du M23 sur deux provinces et la reprise d'un certain nombre d'activités minières par ce groupe qui est appuyé par des forces rwandaises.Vous écrivez que ces minerais sont exportés par deux corridors principaux : la voie ougandaise et la voie rwandaise. Quelle est leur destination finale ?Une partie, en particulier l'or, passe par Dubaï et par les Émirats arabes unis. Là, il y a une liaison directe entre l'Ouganda et Dubaï pour de l'or qui vient principalement de l'Ituri. L'Ouganda ne produit quasiment pas d'or mais le transforme légèrement et ensuite l'exporte. Pour ce qui concerne le tantale, c'est à peu près la même chose, pour des quantités qui sont importantes et qui permettent au Rwanda de dire qu'ils sont le principal exportateur. En fait, ce tantale – on l'appelle localement le coltan – vient très largement du Nord-Kivu, notamment d'une mine. Rien que la prise d'une mine par les forces du M23 appuyées par le Rwanda, la mine de Rubaya permet de contrôler 20% de la production mondiale de tantale qui est aussi indispensable pour l'électronique. Ce tantale traverse donc la frontière, fait l'objet d'une première transformation au Rwanda. Il part ensuite vers l'Asie et part vers l'Europe et l'Amérique du Nord, faussement étiqueté, blanchi par différents mécanismes que l'on a maintenant parfaitement identifiés, qui sont censés décontaminer, moraliser les filières, mais qui en fait ne le sont pas. Ce qui fait que, par exemple, Apple est accusée d'utiliser pour ses iPads ou ses iPhones du tantale qui vient de ces régions en conflit et qui sont contrôlées par des groupes armés.On parle beaucoup de la prédation des ressources minières mais vous le rappelez dans cette étude, ce n'est pas la seule explication à l'instabilité dans la région...Il y a un terreau ethno-sociologique qui est important puisqu'on a une cohabitation de ce qu'on appelle localement des autochtones et des allochtones. Les allochtones étant majoritairement d'origine Tutsis. Et dès lors qu'il y a des situations conflictuelles, on assiste au réveil de ces tensions ethniques. Ces tensions sont alimentées par des rumeurs diverses, des infox diverses. Cela exacerbent les tensions communautaires. Puis, il y a un troisième facteur : c'est l'incapacité du gouvernement congolais, il faut bien le dire à assurer la sécurité des populations et une activité économique qui permette une juste répartition des richesses au bénéfice des populations. Dans l'est de la RDC, depuis la prise du site minier de Rubaya en territoire de Masisi par les rebelles du M23, soutenus par le Rwanda, les autorités de la province du Nord-Kivu se plaignent du manque à gagner dans l'exploitation des minerais. Avant la guerre, le secteur minier contribuait à plus de 40 % au budget de la province. Aujourd'hui, le Nord-Kivu dit avoir eu sa production de coltan amputée de 100 tonnes par mois, pour une valeur d'environ 7 millions de dollars. De notre correspondant à Goma,Au siège de Kivu Mineral Resources SARL, une des entreprises de Goma qui achète des minerais, l'ambiance n'est pas au rendez-vous. Le chiffre d'affaires de l'entreprise est en baisse à cause des problèmes d'approvisionnement. « Nous avons perdu principalement dans le territoire de Masisi - Rubaya, Ngungu, explique Yvette Mwanza, la directrice générale de l'entreprise, également présidente de la Chambre des mines au sein du conseil provincial de la Fédération des entreprises du Congo (FEC), au Nord-Kivu. Toutes ces localités produisent énormément de coltan [colombite-tantalite, NDLR]. Mais pour le coltan, on ne reçoit presque plus rien. On peut faire facilement 30 tonnes du coltan par mois. Maintenant si vous prenez le coltan à partir du Maniema, sur tout un mois, vous pouvez recevoir seulement trois tonnes. »Environ 15 % de la production mondiale de tantaleLa prise de Rubaya par le M23 affecte plus de 6 000 creuseurs artisanaux qui se retrouvent sans emploi, selon la coopérative des creuseurs miniers artisanaux de Masisi. Beaucoup de creuseurs ont fui, ce qui inquiète également l'ONU. « Au Nord-Kivu, la consolidation du contrôle administratif du M23 sur les territoires de Masisi et Rutshuru au Nord-Kivu lui a permis d'établir un contrôle total sur la production de coltan, a souligné Bintou Keita, la cheffe de la Monusco, lors de son dernier passage au Conseil de sécurité à New York en septembre dernier. Le commerce en provenance de la région de Rubaya, qui selon les estimations fournit plus de 15 % de la production mondiale de tantale, génère environ 300 000 dollars par mois pour le groupe armé. Cette situation est profondément préoccupante et doit cesser. »Devoir de vigilance des acheteursDans ce contexte, les États et les entreprises doivent prendre leur responsabilité selon la société civile. « Toutes ces guerres que nous vivons sont alimentées par l'exploitation minière, souligne Alexis Muhima, leader du groupe thématique Mines et Hydrocarbures au sein de la société civile du Nord-Kivu. Et donc, pour nous, si tous ces États et entreprises qui s'approvisionnent en minerais dans cette zone respectent le devoir de diligence, cela va couper tout lien entre l'approvisionnement de ces groupes armés en minerai illicite. »Le M23-AFC, en mai dernier, avait annoncé interdire à ses hommes d'accéder aux sites miniers. Cependant, plusieurs membres de la société civile dénoncent le trafic de minerais, qui seraient ensuite exportés illégalement vers le Rwanda et l'Ouganda.

In January, the Kenyan government announced the discovery of coltan deposits in six counties across the country. This highly valuable mineral is used to manufacture high-tech devices like electric car batteries and mobile phones. The discovery of coltan could place Kenya on the map as a coltan exporter, a sector currently dominated by DR Congo. It is also expected to create jobs in an underdeveloped part of the country. Our Kenya correspondents Olivia Bizot and Elodie Cousin report.

Mining of coltan (and other minerals) disrupts and destroys their habitats. 'Everybody's got these old cell phones, nobody knows what to do with them, they don't know what's in them, they don't know they affect wildlife.'To mitigate this, Eric started Eco-Cell in 2003. Eco-Cell recycles, reuses, and resells cell phones and other electronics. Since its inception, Eco-Cell has safely recycled nearly one million cell phones and raised close to one million dollars for gorilla conservation.Eric Ronay is a gorilla champion. He has made it his mission to save gorillas and raise awareness of their dire need for protection and increased conservation efforts. He does this by educating children and teenagers about cell phones and other electronics. He inspires them to contact technology companies and demand “gorilla-safe” technologies. His hope is that, with his education and partnerships with zoos and aquariums, electronics will be kept longer and longer, diminishing the need for increased mining. Eric wants everyone to realize that they do not have to trade in their phone every year for the newest version. The Descent is more than a decent movie, it's phenomenal. It doesn't play it safe by making just a straight ahead monster movie, it delves into many different kinds of phobias along the way. Synopsis The Descent starts out similar to my favorite porn, with a team of international women out in the woods. They go caving in an uncharted cave system in the Appalachians. Quickly their expedition goes sideways when a cave in happens and they are stuck in the caves, short on supplies. The film quickly turns terrifying as they find out that the caves are full of goblin monsters hell bent on eating them, which happens to be my least favorite porn. Review of The Descent This is a fantastic horror movie that hits a lot of different beats of horror. It deals out claustrophobia, dread, jump scares, interpersonal drama, all while passing the Bechdel test. A rare accomplishment in any horror film. The unique setting of the film and the deliberate slow burn draws the audience in, in a way that most monster films don't. By the time we are introduced to the main antagonists of the film, we have already seen the protagonists crushed with the fatigue and uncertainty of whether they will ever find a way out. Although dark and disorientating, the film has some really great creature design and gory special effects. It let up even in the end, and is a really unique viewing experience. Coltan Scrivner: you may not know the name, but you will. Coltan is a first-gen college student, and one of the most impressive PhD students I've come across. His family is from Slaughterville, Oklahoma, and did his undergrad and masters in Oklahoma before beginning his PhD at the University of Chicago's Department of Comparative Human Development. He's carved out for himself a fascinating area of specialization: morbid curiosity. It's really cool to see him conceive of an academic niche and to position himself as the unequivocal world expert. He's under contract for Penguin Random House to write a trade book on morbid curiosity, which is how I found him originally. But what I didn't know before our interview is that he also has a TV series in the works. As a PhD student! Wow. In this conversation, I talked to him about his story of developing his interests and expertise, how he was able to be so productive so early in his career, and what his research has uncovered about why we're fascinated with death, horror, and violence. Nous prions plus généralement pour toutes les personnes qui luttent chaque jour pour préserver des zones naturelles de l'exploitation humaine. Ces personnes le font souvent au risque de leur vie ou en en étant persécutées de différentes manières. Nous remettons toutes ces personnes à Dieu et en particulier l'équipe d'A Rocha Ghana pour que justice soit faite pour la Création de Dieu. PHARE FM : Mais c'est loin le Ghana, non? Ce qui s'y passe ne nous concerne pas vraiment... Jean-François : Ca serait une grave erreur de croire ça. Ce qui se passe au Ghana (ou ailleurs dans le monde) nous concerne à plusieurs titres. D'abord, à cause d'un sujet dont on a un tout petit peu entendu parler ces derniers mois… le coronavirus. PHARE FM : Ah, bon? Alors là, je ne vois vraiment pas le rapport entre le Ghana et le Coronavirus. Le coronavirus vient de Chine, non? Jean-François : Oui, mais comme l'explique très bien une vidéo publiée sur le journal Le Monde il y a un lien très étroit entre la déforestation tropicale, la pression sur la biodiversité, la mondialisation des échanges, le consumérisme et l'émergence et la propagation des épidémies. La vidéo est partagée sur la page Facebook d'A Rocha France pour ceux qui voudraient la voir PHARE FM : Quels sont les liens entre tout ça? Jean-François : Depuis quelques années, plusieurs nouvelles maladies sont apparues à cause de contacts entre des hommes et des animaux sauvages. Ces animaux sont porteurs de virus ou de pathogènes, mais tant que les contacts sont limités, ces pathogènes ne sont pas transmis à l'homme. Mais comme l'homme empiète de plus en plus sur des territoires autrefois réservés à la vie sauvage, et qu'on comprime de plus en plus les zones où peuvent vivre ces espèces sauvages, les contacts et les transmissions vers l'homme sont grandement favorisés. Le SIDA, Ebola, le SRAS, par exemple, sont apparus comme ça. PHARE FM : Mais nous, qu'est-ce qu'on peut faire pour empêcher ça? Jean-François : On peut envoyer des signaux aux entreprises et aux Etats pour leur dire que nous n'apprécions pas la destruction des habitats sauvages. Par exemple, en soutenant A Rocha qui lutte contre la déforestation au Ghana, ou en écrivant à votre député pour lui dire que vous vous préoccupez de ces questions. On peut aussi réfléchir à nos choix de consommation. Au Ghana, la raison pour laquelle la forêt est menacée, c'est pour exploiter le Bauxite, lequel est le principal minerai permettant la production d'aluminium. Cet aluminium sert par exemple pour le matériel électronique. Au congo, c'est à cause du Coltan qu'on coupe la forêt (et qu'on réduit à l'esclavage des enfants). On peut individuellement limiter notre consommation en nous demandant par exemple si on a vraiment besoin de remplacer notre téléphone par le dernier smartphone à la mode. This episode features Coltan Foster, bassoonist extraordinaire and supreme advocate for arts education. When I began my album Covered in Clover, I just *knew* it would have bassoon. So Coltan was the first phone call I made to ask if he'd be willing help with this project. I admire Coltan so much. His perseverance, vulnerability, and authenticity are so crucial to not only being a decent human being, but also an excellent musician. When he and I recorded Covered in Clover, he had just graduated with his Bachelor's, not quite sure where to go next, and still not completely comfortable in his own skin. When he and I spoke for this episode about 4.5 years later, he was entering his 9th year of studying bassoon at a collegiate level, thriving in a musical community, and relieved to be out of a closet he never really knew he was in. I think you'll find this episode to be a bright spot in your day and a reminder that living "in the in-between" can have a lot of power and bring a lot of healing. The DRC remains an enigma to many in the West, and for a variety of reasons. Whether it’s the lack of coverage, the singular focus on violence and poverty, or the silent bigotry that informs many Western attitudes towards the fortunes of Africans more generally, many of the roots causes of the people’s suffering continues to go ignored while aid money pours in, resources pour out, and little changes to improve the lives of the people. Murhula Zigabe is one example of many stories that we don’t hear about much in the Congo. He’s from the easter part of The Democratic Republic of the Congo, and by recycling organic waste into eco-charcoal for cooking he has found a solution to multiple problems faced by his community, including environmental degradation, unemployment, poverty, lack of education, autonomy for women, and more. In our conversation we set his work against the backdrop of the DR Congo’s recent history, in particular the wars of the mid 90’s and early 2000’s that claimed approximately 5 million lives, and the ongoing use of rape as a weapon of war on a scale that sees a woman raped nearly once every minute. However this conversation is not a catalogue of miseries and grievances. We watched the Netflix documentary, "City of Joy" and learned that sexual violence has been used as a weapon of the armed conflict in the Democratic Republic of Congo since 1996. Women in this region continue to be raped, mutilated and murdered for conflict minerals (Tantalum - aka Coltan, Tungsten, Tin, and Gold) that are used in our cell phones, electronics, cars, and jewelry. City of Joy has been opened since 2011 and empowers the women who have been brutalized, to learn new skills, love their bodies, release the stigma of being raped, and become leaders in their communities. 1117 women have graduated the program since it began. The El Escorial is the historical residence of the King of Spain. It was commissioned to be built by King Philip II of Spain, and the architect was Juan Bautista de Toledo. Together they oversaw its construction as a monument to Spain's role as the center of the Christian WorldIt was almost entirely paid for by Spanish conquest. While many of the colonizers' search for gold came up empty, Spain's did not. It is estimated that during the Spanish colonization of the Americas over 180 tons of gold and 16,000 tons of silver was stolen. While there is no way to get an actual number, it is estimated that between 10-25 million indigenous people lived in the land we now call Mexico at the beginning of the Spanish conquest. By it's close only 2 million people remained. Last year 1.57 billion of them were sold last year. They are one of the key methods by a substantial portion of the world to engage one another and essentially the most socially acceptable addiction. The production of these devices, regardless of maker, lends itself to some horrifying circumstances. Every smartphone has a measure of the mineral coltan in it. Coltan is mined in places like the Congo and the jungles of Brazil and has funded the genocidal warlords of the Congo to the tune of at least $25 million dollars. In many places, it is essentially slave labor that mines this mineral. It has been compared to the blood diamond trade. In the assembly of these devices, the injustice of child labor. In a CNN article, none of the major manufacturers of cell phones could say with certainty that child labor had not been used in the production process. While rightful fire and fury towards the colonizer rise up within us when we hear of their economic pillaging, that same anger ought to illuminate the same sin within our own hearts. Our self-interest and convenience outweigh our desire for justice and equity. But as we will see in this text, the Bishop has a great many things to say about the oppression that can come from the economically advantaged. That the accumulation and consumption of wealth carry with it a great responsibility and judgment from the Lord. Since then, up to ten million Congolese people has been murdered in their mineral-rich homeland where it is estimated that $27 trillion dollars worth of gold, diamonds, copper, cobalt, uranium, tin and coltan is under the ground. Coltan is used for our mobile phones, tablets, laptops, flatscreen TVs and other electronics. In addition to these mass killings, up to a million women, girls, boys and some men have survived rape and other forms of sexualized brutality that have maimed or sterilized them for life. This is also Congo Week, an international action designed to draw urgent attention to this genocide in the Congo. Dopo mesi di negoziati, nel mese di giugno le principali istituzioni dell’Unione europea – Parlamento, Commissione e Consiglio – hanno raggiunto l’accordo finale sulla nuova normativa dedicata all’importazione di minerali dai paesi extra–Ue.A prima vista potrebbe sembrare una decisione da tecnici, da addetti ai lavori, ma dietro ogni minerale estratto, soprattutto in Africa, ci sono storie che abbracciano la politica, le guerre e le vite di milioni di persone. Tra gli obiettivi della nuova legge vi era in origine la volontà di far entrare in Europa soltanto «minerali estratti – così si leggeva nella proposta di legge del Parlamento europeo del 20 maggio 2015 – in maniera responsabile e senza alcun legame con conflitti o violazioni dei diritti umani». Dopo mesi di negoziati, nel mese di giugno le principali istituzioni dell’Unione europea – Parlamento, Commissione e Consiglio – hanno raggiunto l’accordo finale sulla nuova normativa dedicata all’importazione di minerali dai paesi extra–Ue.A prima vista potrebbe sembrare una decisione da tecnici, da addetti ai lavori, ma dietro ogni minerale estratto, soprattutto in Africa, ci sono storie che abbracciano la politica, le guerre e le vite di milioni di persone. Tra gli obiettivi della nuova legge vi era in origine la volontà di far entrare in Europa soltanto «minerali estratti – così si leggeva nella proposta di legge del Parlamento europeo del 20 maggio 2015 – in maniera responsabile e senza alcun legame con conflitti o violazioni dei diritti umani». Om te voorkomen dat met deze grondstoffen het gewapende conflict wordt gefinancierd.Volgende week komt minister Ploumen bij de Tweede Kamer over deze 'conflictmineralen' en binnenkort moet het Europees Parlement hierover een beslissing nemen. Disney’s Frozen is in the news again but not in the way you’d think. Latino Fox News reports that a Peruvian author is suing disney for plagiarizing her autobiography. Isabella Tanikumi, who’s real name is Amy Gonzalez has filed a lawsuit for copyright infringement worth $250 million dollars against Disney. The author claims that Disney copied the story, characters, and plots from her 2010 novel and turned it into Frozen. I’d like to know what you think. In some baby news, Disney's Animal Kingdom welcomed a new baby Western Lowland gorilla earlier this month on September 3. This is the fifth birth in the parks history and the second this year. Unfortunately, west african rain forests are getting smaller due to mining for the mineral coltan. Coltan is used in the production of cell phones so one of the best ways to help these gorillas is to recycle that old cell phone you don’t use anymore. That is one cute gorilla. In some gamer news Disney Infinity: Marvel Super Heroes was released on Tuesday. While Disney Infinity has been out for quite some time this is the first time the Marvel characters have been introduced. The marvel super hero edition let’s you enter the world of disney with characters like iron man, thor, and many other characters from the Marvel Universe. For sometime now they've advocated on behalf of the suffering people in Darfur. Now they've increased their focused their attention on DRCongo by advocating a boycott of conflict minerals. They've pointed out how the minerals end up in places like Asia. What ENOUGH didn't mention in their press release is that Rwanda plays a large part in the illegal mining of Congo. Why is that? Does it matter? Do they want to further cripple Congo by denying Congo the benefits of their minerals? What do you think? Lets talk about it.....*
