Last week the Montana Fish and Wildlife Commission debated what’s become a hot-button issue – restrictions on nonresident upland game bird hunters. The debate arose after Fish, Wildlife & Parks Director Dustin Temple asked Commissioner Lesley Robinson to carry two amendments to the group. One would push back the nonresident bird dog training season by two weeks, the other would delay the nonresident bird hunting season by two weeks. The talks came ahead of a much anticipated meeting between President Biden and President Xi in San Francisco. She is an Associate Professor in the Sam Nunn School of International Affairs at the Georgia Institute of Technology and a Nonresident senior fellow in the Forward Defense practice of the Atlantic Council's Scowcroft Center for Strategy and Security. She is also author of the book "All Options on the Table: Leaders, Preventive War, and Nuclear Proliferation" which includes archival research on how past US administrations approached the Chinese nuclear program. This week we're discussing things taxpayers should consider when they're moving out of California and establishing residency in another state.
Carrie Rhoades is a 2022 National Proficiency Winner in the category of Dairy Production. Carrie grew up on a dairy farm in Ohio, and has been part of the FFA since her 8th Grade year. During that time she has been trading labor with her family in exchange for feed, space, veterinary treatment and everything else that comes with raising a show string of dairy cattle. Early on Carrie's parents let her know that she was welcome to pursue a college education wherever she wanted, but she was going to have to find a way to pay for it herself. She decided that she did not want to go into debt to get her education, so she had to find a way to afford the costs. Also, she decided that college was going to be her best opportunity to live somewhere else and have a different experience than what she had always known in Ohio. It was not that she didn't like Ohio. Actually, she knew that she was going to spend her life in Ohio, but she thought it would be good to have one different experience during her life, and the best opportunity would be during college. However, this created the challenge of non-resident tuition. Knowing this was coming, Carrie got busy during high school. She took as many dual credit courses as she could, all for free. When she graduated she had 30 credits, or her entire freshman year, completed. At the beginning of her senior year of high school she began looking for scholarships. She did not allow herself to indulge in imposter syndrome. She applied for everything, even the scholarships that she thought she might not be qualified for.....and she received several. Mostly coming from her local community, Carrie set off to Oklahoma State University late in the summer of 2022 with one year of college already completed and scholarships that would pay for the next three semesters. That left Carrie with only three semesters to pay for. She is already on the hunt for more scholarships to get her the rest of the way, and she is going to live in school housing on the school farm for a very reasonable rate to take care of that expense. It can be done everyone!

In the 300th episode of My Take, we take a look at the policy reversal by Premier Tim Houston on the non-resident tax. And the comment that he wished he could make all future decisions with benefit of hindsight.
It didn't take long for out of province residents to mount a formal campaign against the Nova Scotia non-resident tax. That's the 2-dollar-per-100 assessment for properties owned by people who don't live in them. There are some conditions, like renting to Nova Scotians that would exempt them from being assessed the extra charge. But that hasn't stopped the numerous letters-to-the-editors and opinion pieces being published about the practice. It's not entirely clear if this is about freeing up more housing supply, or providing the province with another revenue stream. Nova Scotia isn't the first, or only, jurisdiction to enact a policy like this. But there's a question about what other action the government could have taken to achieve their goals. Dr. Ren Thomas was the co-author of a report on affordable housing. She's also an associate professor in the School of Planning at Dalhousie University.
Housing prices in Nova Scotia are up by close to 40 percent in just the last year putting them out of reach for many first time buyers. A group opposing the province's non-resident property tax are starting an organized campaign to fight it. But it's hard for some Nova Scotians to have much sympathy for them.

In this episode of the “GILTI Conscience” podcast, Kroll directors Ryan Lange and Kerim Keser and Skadden partner Johannes Frey join our hosts Nate Carden and David Farhat to explore the details of the German nonresident IP withholding tax. They discuss taxation questions that are still up in the air, how the rule could affect multinational corporations, the valuation of intellectual property (IP) registration and the best steps to take if you owe taxes under this law. Originally implemented in 1925, the German nonresident IP withholding tax is coming back into the public eye after years of inactivity. The tax law states that if a foreign resident company has an IP registered in Germany, it may be subject to German nonresident taxation. However, uncertainty remains around authorities' ruling on the tax, the process for determining tax requirements and to whom the tax applies. At present, it remains unclear which types of multinationals are affected by this tax law. However, tax experts advise that companies with an IP registered in Germany cover their bases in order to avoid an audit, interest risk, liability risk and even corporate risk. This means companies should disclose their situation to German authorities.

Nova Scotia's budget included two new measures the government says will help with the housing challenges in the province. One is to include a five percent deed transfer tax for non-residents who don't move in within six months of closing. The other is a two-dollars per $100 assessment tax for non resident property owners. Meantime, Liberal MLA Lorelei Nicholl has proposed a change to the Municipal Government Act that would exempt first time home buyers in Nova Scotia from paying a deed transfer tax subject to certain conditions. Halifax Regional Municipality issued a statement about their concerns with this measure, saying there were no consultations with municipalities before this potential change came to the House of Assembly. Emily Lutz is a past president of the Nova Scotia Federation of Municipalities. And she discusses her concerns over the lack of dialogue with the Province over issues that effect them. She also weighs in on assessment caps, provincial transfers and the potential of an 11 percent increase in RCMP costs next year.

In addition to being a productive real estate agent selling land, he is a passionate hunter and landowner. His insight into the state is extremely valuable as he discloses the secrets to hunting whitetails in Iowa as a nonresident. The most sought-after locations within the state have often been narrowed down to zones 4 and 5. These are great regions, but they do not favor the nonresident as it takes 4-5 years to hunt them with a bow. However, Zone 3 offers hunting opportunities every other year. So, a nonresident can hunt their farm twice as much if that farm resides in Zone 3. It just so happens, that collectively, we can offer that exact opportunity. The Rise in Nonresident Turkey Hunting License Sales This week, Cameron and Andy have a data nerd on the show to talk about nonresident wild turkey hunting license sales and the effect that YouTubers and social media influencers have on them. We discuss how some states are paying social media influencers to come to their state to hunt turkeys in order to promote turkey hunting in the state and boost hunting license sales. These payments are being made to influencers at the same time these states are fighting to turnaround population declines by cutting season lengths and bag limits. Yes, these states are paying others to promote hunting turkeys in the state at the same time they are limiting opportunities because the population of turkeys is declining. Something is rotten in the state of Denmark! Our guest data nerd shares actual numbers with us regarding the incredible rise in out of state license sales in states all across the country. What should states do to combat this increase in sales and wild turkey harvests? Are there ways that states could cut back the number of out of state license sales for wild turkeys without limiting opportunities for resident hunters to harvest turkeys? U.S. citizens residing overseas who would otherwise have the right to vote are guaranteed the right to vote in federal elections by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986. As a practical matter, individual states implement UOCAVA. A citizen who has never resided in the United States can vote if a parent is eligible to vote in certain states. In some of these states the citizen can vote in local, state, and federal elections, in others in federal elections only. Hyperpartisan and foreign-state sponsored disinformation targeted at voters through social media is undermining democracy and interfering with elections from the US to India, from Indonesia to Taiwan. Authoritarian adversaries, partisan domestic actors, and weak democratic governments are using the platforms and the extensive data they hold on individuals to manipulate voters and spread false narratives. The implications for the health of democracies everywhere are troubling. And with the US Presidential election looming in 2020, many argue that not enough is being done to halt the spread of deliberately false and misleading information. How can democracies fight back? Kelsey Munro, host of the Lowy Institute's Rules Based Audio podcast, together with Katherine Mansted from the ANU’s National Security College and Harvard’s Belfer Center, and Lowy Institute Southeast Asia Project Director Ben Bland, had a thought-provoking discussion on democracy in the disinformation age. Katherine Mansted is a Senior Adviser at the ANU National Security College and a Nonresident fellow at Harvard’s Belfer Center. Her research and policy analysis focuses on emerging technologies, cybersecurity, and international relations. Her publications cover information warfare, cyber-enabled foreign interference, and internet privacy. Katherine previously practiced law and served as a ministerial adviser in the Australian government. Ben Bland is the director of the Southeast Asia project at the Lowy Institute. Ben’s personal research interests span politics, economics, and diplomacy across Southeast Asia, with a particular focus on Indonesia, Malaysia, and Vietnam, as well as China’s growing role in the region. Ben is an award-winning former foreign correspondent for the Financial Times, with postings in Hanoi, Hong Kong, and Jakarta.
