To mark the 20th anniversary of the Responsibility to Protect (R2P), this year we are featuring a special series of interviews with experts, practitioners, academics and civil society and human rights defenders who will reflect on conceptual and operational development of R2P over the past two decades, as well as the impact of R2P and atrocity prevention on their work. In this episode, we sat down with Adama Dieng, African Union (AU) Special Envoy on the Prevention of Genocide and Other Mass Atrocities and Deputy Chair of the Global Commission on Modern Slavery and Human Trafficking. Adama reflects on his distinguished career in the prevention of atrocities, including his time as the UN Special Adviser on the Prevention of Genocide. He shares insights on how he is using his role as the AU's first ever Special Envoy on the Prevention of Genocide and Other Mass Atrocities to draw attention to and mobilize response for crises across the continent. The conversation concludes with a discussion on the observance of Genocide Prevention and Awareness month and progress made in the prevention of mass atrocities over the past two decades.

The former endowed chair in Holocaust and Genocide Studies, Keene State College, Keene, NH, Dr. Dr. Elisa von Joeden-Forgey is the co-founder and executive director of the Lemkin Institute for Genocide Prevention. In Part II of her conversation with Margot Patterson, she discusses what the Lemkin Institute identifies as genocide not just in Gaza but throughout Palestine and the assault on democracy that Western support for Israel's genocide in Palestine involves.

Genocide scholar Dr. Elisa von Joeden-Forgey discusses what constitutes genocide, how and why she and international human rights lawyer Irene Victoria Massimino came to found the Lemkin Institute for Genocide Prevention to avert it,  and why the West is supporting genocide in Palestine. [1:59] Throughout Lt.-Gen. Roméo Dallaire's distinguished military career, he served in staff, training, and command positions throughout North America. Europe, and Africa, rising in rank from Army cadet in 1960 to  Lt.-Gen. In 1998. [2:18] Most notably, Gen. Dallaire was appointed the Force Commander of the U.N.'s Assistance Mission for Rwanda prior to and during the 1994 genocide. [2:28] His defiant dedication to humanity during that mission has been well-documented in films and books, including his own award-winning account Shake Hands with the Devil: The Failure of Humanity in Rwanda. [2:39] Gen. Dallaire is one of Canada's national treasures and we were so honored that he keynoted Day 2 of the RIMS Canada Conference 2023 in Ottawa. Justin was captivated by his presentation and had a chance to catch up with him right after, to ask him for some follow-ups. [2:55] Lt.-Gen. Roméo Dallaire, welcome to RIMScast! [3:07] Lt.-Gen. Roméo Dallaire just presented one of the most memorable keynotes ever at the RIMS Canada Conference 2023. Justin thanks him for being on RIMScast and has some follow-up questions for Gen. Dallaire. [3:25] Lt.-Gen. Dallaire used the media as a weapon for good. His advice is first, not to consider the media as an enemy. They are seeking information to advance the knowledge of the population. Gen. Dallaire gave the media access to everything except some classified material that would put people's lives at risk. [4:28] The instrument of media can get your message out. You can influence public opinion through the media. Without public opinion, you can find yourself isolated and you don't get much feedback. [5:15] Lt.-Gen. Dallaire used his eyes and body language to get his message across. His eyes showed his conviction. The eyes show whether you are sincere. He talked to the media and passed information to them as a human being. The words would flow. Sometimes he was vulgar and combative but he always informed. He used no script. [6:29] RIMS plug time! [9:14] One of the bullets in Lt.-Gen. Dallaire's presentation was on deception. The essence of discerning deception is understanding the enemy or the other players. Understanding the philosophy of the leadership of the other players means knowing what values they have and what references they use in decision-making. [10:07] How do the other players see their clients or treat their people? When you have that type of insight, then you can discern when there's a change happening. A deception plan puts a smokescreen up to hide the other plan they have going. The smokescreen can only last as long and be effective as you've convinced other people it's the truth. [10:42] If you keep your eye on them, and have enough information on how they think and act, you can discern whether or not there is something in the midst. That is a quality senior management needs to spend time enough to develop. Get good intelligence on your competitors. Get to the gut of their organizations. [12:01] That is dependent on your ability to assess your capacity to achieve your mission. You've got to keep your focus on your aim. Based on what's coming at you, you must adapt within the parameters of the aim you are trying to achieve. [13:07] Lt.-Gen. Dallaire's last thoughts: The parameter that should be guiding us all is that we are in a period of enormous, revolutionary flux. It's a unique time in humanity. We can talk to the whole of humanity. We can assess the whole of the planet. Try to master the scale of what we're able to do to move the future. [13:44] We don't wait for something to happen; what we should do is shape the future, and prevent things from happening as a result. (Hon.), D.Sc.Mil (Hon.), D.U.   Roméo Dallaire is the founder of the Dallaire Institute for Children, Peace, and Security, a global partnership with the mission to end and prevent the recruitment and use of children in violence. A celebrated advocate for human rights, especially in regard to child soldiers, veterans, and the prevention of mass atrocities, General Dallaire is also a respected government and UN advisor and former Canadian Senator.   Throughout his distinguished military career, General Dallaire served in staff, training, and command positions throughout North America, Europe, and Africa, rising in rank from Army Cadet in 1960 to Lieutenant-General in 1998.   Most notably, General Dallaire was appointed Force Commander of the United Nations Assistance Mission for Rwanda prior to and during the 1994 genocide.  General Dallaire provided the United Nations with information about the planned massacre, which ultimately took more than 800,000 lives in less than 100 days; yet, permission to intervene was denied and the UN withdrew its peacekeeping forces.  General Dallaire, along with a small contingent of Ghanaian and Tunisian soldiers and military observers, disobeyed the command to withdraw and remained in Rwanda to fulfill their ethical obligation to protect those who sought refuge with the UN forces.   His courage and leadership during this mission earned him the Meritorious Service Cross, the United States Legion of Merit, the Aegis Award on Genocide Prevention, and the affection and admiration of people around the globe.  His defiant dedication to humanity during that mission has been well-documented in films and books, including his own award-winning account: Shake Hands with the Devil: the Failure of Humanity in Rwanda.   General Dallaire's 1997 revelation that he suffered from Post-Traumatic Stress Disorder as a direct result of his mission in Rwanda paved the way for destigmatizing responders. Though it led to his being medically released from the Canadian Army in 2000, he has devoted decades of passionate leadership and advocacy to the issue on behalf of other veterans struggling with PTSD, including the publication of his bestselling memoir: Waiting for First Light: My Ongoing Battle with PTSD.   However, with his acclaimed book, They Fight Like Soldiers, They Die Like Children: The Global Quest to Eradicate the Use of Child Soldiers, General Dallaire proclaimed that the rest of his life will be devoted to the eradication of the use of children in war, and through the Roméo Dallaire Child Soldiers Initiative he continually seeks innovative ways to help end the use of child soldiers. ​ Whether as a military commander, humanitarian, senator, or author, Roméo Dallaire has penetrated our national consciousness, often in supremely uncomfortable ways. The Lachin corridor, the lifeline road connecting Nagorno-Karabakh with Armenia, has been blocked by Azerbaijiani protesters since December 12. We get perspective from political scientist Jasmin Mujanović on the influence of Moscow and its proxies in the region, and hear from British MP Fleur Anderson, Member of Parliament for Putney and Chair of the All Party Parliamentary Group for Genocide Prevention, which is administered by the Aegis Trust. Finally, we hear from Velma Šarić and Tatjana Milovanović at the Sarajevo-based peacebuilding NGO the Post Conflict Research Center.The episode begins, however, with Hasan Hasanović, a survivor of the genocide at Srebrenica, who is now head of oral history at the Srebrenica Genocide Memorial Centre. A history of Roe v. Wade in the context of its impending reversal.The United Nations lists forced pregnancy as a crime against humanity in Article 7.1.g of the Rome Statue of the International Criminal Court. If you like our content, please become a patron to access both our premium episodes and our public episodes ad-free. Forced pregnancy is listed near murder, enslavement, and the crime of apartheid. An abortion ban is forcing women to be pregnant and give birth. A sexual violence component is linked to this crime: in this case, that component is obliging a rape victim to carry a pregnancy to term and give birth. 1 The leaked Supreme Court draft opinion overturning Roe Vs Wade is not only an attack on women's rights. In some states, it will also be a ban on IUDs, condoms, and even a ban on medications used for treating ectopic pregnancy and miscarriages. Women will have less access to medical services such as cancer screenings and the Papanicolaou test. Raped young girls will be forced to give birth. The same will apply to incest and cases where the pregnancy risks to the mothers' life. Plan B even would be prohibited, the morning-after pill could trigger a murder charge. Even countries like Afghanistan and Saudi Arabia have more liberalized abortion laws. 2 In some US states, the abortion laws are already insane: In Alabama, the penalty for getting an abortion after you are raped is more severe than the penalty for raping someone. Some pharmacists in Texas are ALREADY refusing to fill prescriptions to treat ectopic pregnancies or miscarriages as some of the drugs used in those cases are also used for abortions. And outside of abortion, Texas has also implemented a "loyalty oath to Israel" requirement for state employees including school teachers that is working through the courts. 3 We also discuss Jane Roe aka Norma McCorvey, Linda Coffee, Sarah Weddington, Gloria Allred, feminism, Matt Gaetz, “overeducated”, and the fact that it was Republicans like Nixon and Reagan who first passed abortion laws. We discuss the Supreme Court Republican nominated Justices: John Roberts, Clarence Thomas, Samuel Alito, Neil Gorsuch, Brett Kavanaugh, and Amy Coney Barret. We hear about abortion bans in Ceausescu's Romania, then explain how racism and the Green v. Connally decision are the root of the American anti abortion craze via a man named Paul Weyrich and Jerry Falwell. Bob Jones University and its founder claimed that racial segregation was mandated by the Bible. Then we discuss the separation of church and state, and Jimmy Carter's election details in this context. We also address the foster system and state of social services in the US. This week we speak with Alex Hinton [Twitter]. Alex is Distinguished Professor of Anthropology, Founder and Director of the Center for the Study of Genocide and Human Rights, and UNESCO Chair on Genocide Prevention at Rutgers University, and the author over a dozen books including the award-winning Why Did They Kill? Cambodia in the Shadow of Genocide. He is also the author of It Can Happen Here: White Power and the Rising Threat of Genocide in the US (NYU Press, 2021).

The Responsibility to Protect (R2P) is a commitment made by member countries of the United Nations to prevent genocide. Indonesia recently voted against a proposal to make the R2P a standing annual agenda item. The Indonesian Foreign Ministry offered an explanation for its stance but many people questioned the Government's commitment to safe-guarding human rights. - The Responsibility to Protect (R2P) atau Tanggung Jawab untuk Melindungi adalah komitmen yang dibuat oleh negara-negara anggota PBB untuk mencegah genosida. I think it’s safe to say that no one alive can make a film as beautiful as Terrence Malick can. Can we just get that out of the way at the beginning? If you’ve seen any of his work, and I hope you’ve at least seen this one, I think you’ll agree with me here. Let’s look at a few of them: Badlands Days of Heaven The Thin Red Line The New World The Tree of Life Those are all remarkable works of art. His eye is finely tuned toward the beautiful and the majestic. He can see in light and colors that few others can. Malick is an auteur of huge renown, and for good reason. His work captures emotions and life in a unique, organic way. We’re all lucky to be alive in a time when he’s making films. And when this director turns his considerable attention toward the true story of Franz Jägerstätter, a conscientious objector in Austria during World War II, a man who (spoilers) died for his beliefs, you know it’s going to be meaningful, emotional, and gorgeous. It’s also going to be a heavy one. It’s hard to say what any of us would do if we were in Franz’s place, but I think it’s safe to say that it’s damn tough to embody the courage and determination he did. That’s not even to mention the family he left behind because of his adherence to his morality. We all say we stand firm on our beliefs, but it’s another matter when your life is on the line because of them. This film should be required viewing for all people. It shows how cold, cruel, futile, and pointless war (and Nazis) can be. It depicts a man, and his family, who fights against those who would execute someone who doesn’t want to kill others for a monster (Hitler, in this case). It gives us the gift of knowing about a real hero. In recent years, hate-fueled rhetoric in public discourse and in the media have been on the rise around the world. By revolutionizing the way we communicate and interact, the Internet and social media have considerably amplified this phenomenon. National and international responses to this global phenomenon have been uneven. Some governments are hesitant to regulate freedom of speech while governments with authoritarian tendencies have imposed social media rules to crack down on activists and journalists. Big Tech Companies, meanwhile, have failed to strongly address online hate speech.Alarmed by the increase of hate speech around the globe, the UN Secretary-General launched the UN Strategy and Plan of Action on Hate Speech in 2019, which proposes a holistic approach to identify, address and counter hate speech. Mapping online hate is a project of the Montreal Institute for Genocide and Human Rights Studies at Concordia University. This project supported by Heritage Canada's Digital Citizens Initiative. The initiative features interviews with experts and practitioners about online hate in Canada and Quebec more specifically.Christopher Tuckwood is the executive director and co-founder of the Sentinel Project for Genocide Prevention, a Toronto-based NGO dedicated to assisting communities at risk of mass atrocities worldwide. The Sentinel Project does this through the innovative use of technology and direct cooperation with threatened communities  

Globally, there appears to be a rise in hatred threatening to destroy societal harmony and the foundations of peace. Against this backdrop, this panel discussion, held last year to commemorate International Tolerance Day, features leading practitioners who are working on identifying ways to promote societal cohesion and democracy using human rights as a beacon. Panellists speak to a broad range of issues related to tolerance and intolerance, especially on the intersections between freedom of expression, freedom of religion or belief and the rights of minorities, and consider conceptual challenges in addressing ‘hate speech’ and concrete examples of good practice. Professor Sir Malcolm Evans outlines the relationship between freedom of expression and freedom of religion or belief, focusing on the challenges imposed by the spread of ‘hate speech’, and highlights the core elements of a human rights-based approach. Malcolm is Professor of Public International Law at the University of Bristol. He is a member and Chair of the UN Subcommittee for the Prevention of Torture and is also currently a member of the Commission on Religious Education established by the Religious Education Council.

 Simona Cruciani highlights the role of the United Nations in addressing hate speech and preventing incitement to discrimination, hostility and violence, focusing on the recent launch of the UN Strategy and Plan of Action on Hate Speech. Simona is Political Affairs Officer at the United Nations Office on Genocide Prevention and the Responsibility to Protect (OSAPG) where she runs the Global Program with Religious Leaders on Preventing Incitement to Violence that could lead to Atrocity Crimes. Promoting tolerance is an aim many teachers cite for Holocaust education, but the subject is challenging for both teachers and students. Dr Ruth-Anne Lenga will discuss these challenges and how those at UCL's Centre for Holocaust Education are working to respond to them. Ruth-Anne is Programme Director at the Centre for Holocaust Education at the University College of London and provides strategic leadership and management to the Centre. She is a UK delegate to the International Holocaust Remembrance Alliance and advises many organisations including the UK Holocaust Memorial Foundation.

 Andrew Copson of Humanists UK speaks on the right to freedom of religion or belief and the non-religious, surveying the global situation for nonreligious people’s enjoyment of this right and discussing why the rhetoric of ‘religious freedom’ needs to be replaced with renewed focus on the human right to freedom of religion or belief. Andrew has been Chief Executive of Humanists UK since 2010 and President of Humanists International since 2015. His most recent book, Secularism: A Very Short Introduction, was published in July 2019 by Oxford University Press. 

Professor Paul Hunt responds to the mosque massacres of 15th March 2019 in Christchurch, New Zealand. The attacks have forced New Zealanders to confront Islamophobia, racism and antisemitism. Paul considers the role of national human rights institutions in responding to such events and, more broadly, in promoting social cohesion. Paul has lived and undertaken human rights work, in Europe, the Middle East, Africa and Aotearoa; he became the New Zealand Chief Human Rights Commissioner in January 2019. In 2000, he was appointed professor at Essex University School of Law and Human Rights Centre. Paul also served as an independent expert on the UN Committee on Economic, Social and Cultural Rights (1999-2002) and as UN Special Rapporteur on the right to the highest attainable standard of health (2002-2008). This discussion was moderated by Dr Ahmed Shaheed, who is Senior Lecturer in the School of Law and co-Deputy Director of the Human Rights Centre. He is also currently the UN Special Rapporteur on Freedom of Religion or Belief.

They talked about her visit to Centennial High School in Franklin, TN to visit one of four USIP "Peace Teachers" in the country and about the mission and function of USIP in fostering peace in numerous international potential conflict, current conflict and post conflict zones. Ann-Louise Colgan U.S. Institute of Peace, Director of Public Education Ann-Louise Colgan is the director of public education at the U.S. Institute of Peace (USIP). The work of this department is grounded in USIP’s original congressional mandate and is dedicated to increasing the American public’s understanding of international conflicts and nonviolent approaches that can be used to resolve them. The department extends USIP’s longstanding educational work through outreach to new audiences in all 50 states, offering resources and initiatives that bring peacebuilding to life and offer opportunities for engagement with the work of the Institute. Ann-Louise joined USIP in 2010 after more than a decade working at organizations focused on international human rights issues, peace and conflict, and U.S. foreign policy. She holds a master’s degree in International Studies and a bachelor’s degree in European Studies, and she is certified as a Teacher of English as a Foreign (Second) Language. Dallaire, O.C., C.M.M., G.O.Q, M.S.C., C.D., Retired Senator With A New Conceptual Base for Conflict Prevention The Honourable Romeo Dallaire has a distinguished career in the Canadian military, achieving the rank of Lieutenant General and Assistant Deputy Minister of Human Resources. In 1994, General Dallaire commanded the United Nations Assistance Mission for Rwanda, UNAMIR. His experiences there became the subject of the book Shake Hands with the Devil: The Failure of Humanity in Rwanda, which was awarded the Governor General's Literary Award for Non Fiction in 2004 and was the basis of a full length feature film released in 2007. Medically released in 2000, due to PTSD, Senator Dallaire has worked as an author, lecturer and humanitarian, conducting research on conflict resolution and child soldiers at the Kennedy School at Harvard. His most recent book, They Fight Like Soldiers, They Die Like Children - the Global Quest to Eradicate the Use of Child Soldiers, introduces the Child Soldier phenomenon and solutions to eradicate it. General Dallaire helped reform the assistance provided to the new generation of veterans particularly affected by post traumatic stress disorder. General Dallaire was appointed to the Senate effective March 24, 2005, and is the Vice Chair of the Senate Standing Committee on National Security and Defence as well as President of the Senate Subcommittee on Veterans Affairs. He was appointed with Bishop Desmond Tutu to the United Nations Secretary General's Advisory Committee on Genocide Prevention in the spring of 2006 and is a Fellow at the Montreal Institute of Genocide Studies, Concordia University. He is an officer in the Order of Canada since 2002, a recipient of the Pearson Peace Medal in 2005, a Grand Officer of the Order of Quebec in 2006.
