Increased R&D Tax Credit shows clear impact as companies prioritise research and innovation amid global uncertainty – IRDG & KPMG Report. Specific Innovation Tax Credit urgently needed to bridge structural gaps in Ireland's R&D competitiveness framework The 2026 Ireland Innovation Index report from IRDG and KPMG shows that Irish businesses are strongly committed to research, development and innovation (RDI), with fresh evidence that the Government's R&D tax credit is directly driving new investment, even as companies contend with geopolitical uncertainty, international tax changes and competitive pressures. The 2026 Ireland Innovation Index is the annual nationwide survey by the Industry Research & Development Group (IRDG) and KPMG. This fourth annual report gathered detailed responses from a record 587 companies who are actively engaged in innovation across Ireland. The findings show a significant boost in R&D activity arising from the R&D Tax Credit, which was increased from 30% to 35% in last year's budget. 69% of businesses say they have increased R&D spend over the past three years, while 77% expect to increase investment over the next three years. In relation specifically to the recent 5% uplift in the tax credit, 58% of companies surveyed said they are directing this additional incentive into existing R&D projects, while 57% say it will support entirely new R&D activity. A further 39% say the enhanced incentive will support them hiring or retaining dedicated R&D staff. The findings also show the importance of the R&D tax credit in attracting and maintaining R&D activity and jobs in Ireland, with over half (54%) of MNCs saying that, without the credit, 10% or less of their R&D would take place in Ireland. For context, in terms of actual numbers of companies availing of the incentive, the latest available Revenue figures (2023) showed 1,804 claimants – the highest figure since the credit was introduced in 2004. In 2023, 225 large companies received over €764 million in R&D tax credits, while a further €213 million in R&D tax credits was claimed by 1,579 SMEs. Companies claiming the R&D tax credit are also significant contributors to the Exchequer through corporation tax. In 2023, total corporation tax liabilities for all claimant companies were €10.53 billion, with €8.81 billion of that amount attributable to companies claiming in excess of €1 million of R&D tax credits. The report also highlights the increasing strategic importance of advanced technology in Ireland's innovation economy. AI and disruptive technology is now a priority for 67% of respondents over the next one to three years, up sharply from 45% in 2024. This is the largest movement recorded in any innovation priority category over the four-year life of the Index. 'Disruptive technology' is innovation that significantly alters established industries and markets. The trends in this area reflect a profound shift in how Irish businesses are approaching innovation, with artificial intelligence moving rapidly from experimentation to operational deployment, productivity enhancement and product development. Necessity for Specific Innovation Tax Credit The R&D Tax Credit remains a critical pillar of Ireland's competitiveness offering and continues to underpin significant investment decisions. However, many forms of modern commercially valuable innovation sit outside the traditional fields of science and technology, within which activity must fall in order to qualify. This tends to exclude innovation such as digital transformation, design-led innovation, advanced process innovation and business-model innovation, the report says. As a result, 71% of companies surveyed said a specific new Innovation Tax Credit would enable more innovative work to take place in Ireland, while a corresponding 67% believe it would support new product and service development. What happens when parenting doesn't end when your child turns 18? In this special episode of Complicated Kids, I sit down with my friend Dr. Sarah Wayland to talk about "forever parenting"—those situations where parents remain deeply involved in their child's life and care well into adulthood, sometimes for the rest of their lives. Sarah shares three common paths into forever parenting: children whose developmental differences are clear early on; kids who look "on track" until they hit a wall in college or young adulthood; and those whose lives change suddenly through accident, illness, or serious mental health conditions. Across all three, there's a shared theme of uncertainty: is this forever, or just for now? And how do you plan a life around not knowing? We talk about grief—not as a one-time event, but as a companion on this journey. Sarah walks through the familiar stages of denial, anger, bargaining, depression, acceptance, and meaning-making, and how they show up for parents of disabled and neurodivergent adults. We explore why big feelings serve a purpose, what happens when we suppress them, and why letting yourself "wallow" for a bit can actually be healthy. We also dig into emotional regulation for both parents and adult children: the rumble–rage cycle, safety planning when meltdowns are intense or even dangerous, and why compliance-based approaches often crumble as kids grow. Instead, Sarah emphasizes relationship, co-regulation, and telling ourselves more truthful, less terrifying stories about what's happening. Finally, Sarah shares her vision for the Forever Parenting project and invites listeners into the process. She's actively gathering stories, hard-earned wisdom, and real-life questions from parents, professionals, and disabled adults themselves—so that families navigating lifelong care don't have to do it in the dark or alone. Legal, financial, and practical planning (benefits, guardianship, housing, medical decision-making) are key parts of the forever parenting landscape. Parents need permission to tell the truth about how hard this can be—and support that doesn't judge their feelings. Sarah's Forever Parenting project aims to collect stories, strategies, and resources so families don't have to navigate lifelong parenting alone. CeADAR, Ireland's Centre for AI, and quantum computing (QC) company Equal1 are combining their expertise to help give Ireland a competitive edge in the evolving world of AI-QC platforms. This week, they signed a memorandum of understanding (MOU) to work together on the establishment of a national Edge AI and Quantum Computing testbed to enable Ireland to develop and deploy AI-QC platforms and services. The collaboration aims to promote the importance of AI and QC in Ireland and Europe for matters of strategic importance, global competitiveness, and technical research and innovation. Quantum Computing has the potential to solve complex problems that are beyond the abilities of traditional computers, but its development has presented challenges over issues including scalability and cost. However, Equal1 announced last month that it had built Bell-1 - Ireland's first quantum computer - using a silicon-based quantum server that eliminates cost and complexity barriers to the adoption of quantum computing. The company said Bell-1 marks the beginning of Quantum Computing 2.0 - the shift from experimental machines in research facilities to practical quantum solutions that businesses can harness to solve complex problems in far less time than traditional computing. As well as creating the AI-QC infrastructure needed to underpin the development of advanced technology platforms, CeADAR and Equal1 will jointly develop funded RDI proposals to progress the national Quantum-AI ecosystem. Quantum-AI is expected to lead to the development of new AI models that will have a transformative impact on multiple business sectors. CeADAR's CEO, Dr John Lonsdale said: "CeADAR's remit is to work with Irish businesses to help them understand and leverage the benefits of AI and machine learning. The fusion of AI and Quantum Computing will lead to transformative change across multiple sectors, and it is our mission to ensure that Irish businesses are well positioned to understand and adapt to the changes that are coming our way. By collaborating with Equal1, CeADAR will be able to create a framework and ecosystem for the development and adoption of Quantum AI." The evolving Fexco and RDI Hub Partnership This impact report marks the fifth anniversary of the Hub's partnership with Fexco, highlighting ongoing investment and support. To date, Fexco has provided the 17,000 sq. ft. facility, mentorship programs, and financial backing for STEM education initiatives. Facing increasingly sophisticated attacks from external adversaries, networked systems owners have to judiciously allocate their limited security budget to reduce their cyber risks. However, when modeling human decision-making, behavioral economics has shown that humans consistently deviate from classical models of decision-making. Most notably, prospect theory, for which Kahneman and Tversky won the 2002 Nobel memorial prize in economics, argues that humans perceive gains, losses and probabilities in a skewed manner. Furthermore, bounded rationality and imperfect best-response behavior has been frequently observed in human decision-making within the domains of behavioral economics and psychology. While there is a rich literature on these human decision-making factors in economics and psychology, most of the existing work studying security of networked systems does not take into account these biases and noises. In this talk, we show our proposed novel behavioral security game models for the study of human decision-making in networked systems modeled by attack graphs. We show that behavioral biases lead to suboptimal resource allocation patterns. We also analyze the outcomes of protecting multiple isolated assets with heterogeneous valuations via decision- and game-theoretic frameworks. We show that behavioral defenders over-invest in higher-valued assets compared to rational defenders. We then propose different learning-based techniques and adapt two different tax-based mechanisms for guiding behavioral decision-makers towards optimal security investment decisions. In particular, we show the outcomes of such learning and mechanisms on different realistic networked systems. In total, our research establishes rigorous frameworks to analyze the security of both large-scale networked systems and heterogeneous isolated assets managed by human decision makers and provides new and important insights into security vulnerabilities that arise in such settings. About the speaker: Dr. Mustafa Abdallah is a tenure-track Assistant Professor in the Computer and Information Technology (CIT) Department at Purdue University in Indianapolis, with a courtesy appointment at Purdue Polytechnic Institute. He earned his Ph.D. from the Elmore Family School of Electrical and Computer Engineering at Purdue University in 2022 and previously served as a tenure-track faculty member at IUPUI. His research focuses on game theory, behavioral decision-making, explainable AI, meta-learning, and deep learning, with applications in proactive security of networked systems, IoT anomaly detection, and intrusion detection. His work has been published in top security and AI venues, includingIEEE S&P, ACM AsiaCCS, IEEE TCNS, IEEE IoT-J, Computers & Security, and ACM TKDD. He has received the Bilsland Fellowship, multiple IEEE travel grants, and internal research funding from IUPUI. Dr. Abdallah has extensive industrial research experience, including internships at Adobe Research (meta-learning for time-series forecasting), Principal Financial Group (Kalman filter modeling for financial predictions), and RDI (deep learning for speech technology applications), which led to a U.S. patent and multiple publications. He holds B.Sc. and M.Sc. degrees from Cairo University, with a focus on electrical engineering and engineering mathematics, respectively.

TITLE: Green Building and Sustainability Leader John Harrison (Returning Guest) John Harrison, FAIA, RDI, LEED Fellow. John is a sustainability innovator and licensed architect with extensive and diverse experience in both project and enterprise level certifications and design standards. He is one of the world's foremost experts on the global application of sustainable strategies at scale and utilizes his expertise in sustainable architecture, engineering and construction to enable organizations to reach unprecedented goals. John is a pioneer in the evolution and implementation of multiple LEED rating systems; as an early adopter for the original 1998 LEED pilot, the first commercial interiors rating system, and the LEED retail and volume build pilots. While at Starbucks, he co-authored the company's LEED for Retail Volume Build Program and led the execution team responsible for sustainable strategies and LEED certifications. With over 1,600 certified stores in 22 different countries/territories and all 50 US states, the program is recognized as the most successful green building program of its kind in the world. In private architectural practice, John spent 13 years at Mithun in Seattle working with a variety of sustainably driven retail, commercial and institutional clients including: Recreational Equipment Incorporated (REI), Precor, Miraval Resort and Spa and the IslandWood Environmental Learning Center. IslandWood was one of the first five LEED Gold certifications in the world and an American Institute of Architects (AIA) Committee on the Environment (COTE) Top Ten Award winner. For the outdoor retailer REI, John executed more than five dozen sustainable core stores, in addition to flagship projects in Bloomington, MN and Tokyo, Japan. With John's leadership, the REI building portfolio was elevated with scalable core standards based on sustainable strategies explored in flagship projects resulting in some of the first LEED ID+C Retail Projects ever certified. John is a dedicated environmental advocate who has donated thousands of hours, through multiple channels at local, regional, national and international levels. Through outreach, service and education, he has elevated the sustainability knowledge of building industry professionals, provided board leadership for ecologically focused nonprofits and helped develop environmental education for the next generation of leaders. He currently serves on the AIA COTE Advocacy Task Force, the Greenbuild Advisory Board and is board vice president for Northwest Natural Resource Group (NNRG), which is a regional non-profit focused on responsible forest practices and FSC certifications. Prior to his service with NNRG, John was board president for the environmental restoration and youth leadership development organization EarthCorps. John is a nationally and internationally recognized speaker on sustainability at scale and has led presentations to building professionals on subjects related to LEED volume certification and sustainability at the national AIA convention, multiple Greenbuild conferences and a variety of other industry events.
