Prior to joining the Red Cross, Washington spent fifteen years at the University of Alabama's Brewer-Porch Children's Center. During her tenure, Washington authored several classes related to mental health, trained staff, provided therapy and case management for the adolescent program, served on several committees, as well as oversaw the entire training department for fifteen years of service to the University of Alabama's Brewer-Porch Children's Center. When Lee got the results back from his DNA test, he was stunned to discover that he had pages and pages of white cousins. All his life he'd been under the impression that 95% of his DNA traced to West Africa. This discovery opened up a new historical pathway, one that traces all the way back to 17th century Wales. In this episode, Lee takes us on the journey to discover his white ancestry. Later, Lee sits down with two newly-found white cousins to understand how differently history shaped the Black and White sides of one family. Listener discretion is advised.My name is Lee Hawkins, and this is What Happened In Alabama.[intro music starts]Back in 2015, I took a DNA test and found out some pretty shocking information. I always thought that I was 95% West African but it turned out that nearly 20% of my DNA was European. This revelation raised so many questions for me and led to years of research that would change my understanding of my own upbringing forever. Today I'll share that with you. We're going to go all the way back to 17th century Wales to uncover the path my ancestors took from Europe to the American South and how that, through slavery, led to me.I'll talk with experts and newly discovered white cousins to explore the history that connects the two sides. I want to find out how my family's experiences on the opposite ends of slavery and Jim Crow shaped our beliefs and our understanding of American history. But you'll get a whole lot more out of it if you go back and listen to the prologue first – that'll give you some context for putting the whole series in perspective. In many ways, the seeds for this project were planted in 1991, during the first trip I remember taking to Alabama.[cassette tape turning over, music starts] Tiffany: He would play an album on repeat. That's my sister, Tiffany. I call her Tiff. It's 1991, she's sitting in the backseat of our family's car, driving from Minnesota to Alabama. Tiffany: Dad used to like still stay up to date on, you know, pop culture, current music. There were certain songs that he would be like, “Oh, I like that,” you know, like Tony! Toni! Toné! It Feels Good. And things like that.My dad hated flying. He'd seen too much in his life, and he related flying to so many of the musicians he loved: Otis Redding, Stevie Ray Vaughn, Buddy Holly. They were all his contemporaries, and they all died in air crashes. So instead, we drove.I was 19 years old, and I was attending college at the University of Wisconsin Madison. At that time, I had just really gotten into the school newspaper. I was thinking about becoming a journalist or maybe a lawyer, but at that point, writing was more intriguing to me. I was excited about this family trip to Alabama, and I had no idea what was coming.Tiffany: Yeah, so Alabama, it's been kinda a, a mystery for me throughout my life because I wasn't able to ask questions that anyone would ask when you're wanting to know things about your parent.One of the big reasons my dad wanted to go to Alabama was to interview my great-Uncle Ike. He was the eldest patriarch of the family in Alabama, and he owned a farm near Greenville, dad's boyhood town. But most importantly, because he was in his 90s, he knew a lot about family history. And Dad had a lot of questions. I remember getting to Uncle Ike's and sitting in the living room, and across from me sat a caramel-skinned, white-haired man. For me, his reflection was like looking into a mirror and adding 70 years.Uncle Ike was in his early 90s, but those high cheekbones and blemish-free skin made it harder for me to believe that he was a day past 75. It was also hard to believe we were actually in Alabama, with Dad finally standing before his legendary, long-lost uncle, with a tape recorder in his hand. It was a trip we'd been talking about for months. Dad wanted to learn as much as possible about the Alabama family he left behind. Lee Sr.: Well, it's definitely, it's been a blessing to get to see you. As interested as I was in journalism, I was far from having the experience and interview skills to feel confident taking the lead. Plus, I knew that Dad needed this, so I deferred to him. The fact that he grew up there meant his questions would be far better than anything I could just randomly think of. But hearing his questions and how basic they were showed me just how far he'd strayed from his Alabama roots. Lee Sr.: Let me see, um, you were telling me about my father Lum. Now, how many brothers and sisters did he have? Most of the conversation was going over family tree details. Simple things like, how many siblings did my father have? And what were their names? We sat in that living room and asked Uncle Ike questions for just over an hour.Uncle Ike: I understand that all of them were named [unclear].Lee Sr.: Oh, we had a aunt, uh –Uncle Ike: Colby…When Uncle Ike answered, I struggled to catch every word of his southern accent. It was so thick, I thought it might even be a regional dialect, one that was unique to what my dad always humorously called, “LA,” Lower Alabama. I marveled at how quickly Uncle Ike started reciting family members. Even at his age, his recall, it was as swift as a rooster's crow at dawn! Lee Sr.: Oh yeah, Aunt Jem. I remember her…As we talked, my eyes began to drift to the fireplace, which was decorated with family photos. There, I saw a framed, weathered photo of a white man looking like he'd been plucked from a vintage Field and Stream ad. He appeared part outlaw, part GQ model. He was in hunting attire. There were hounds at his heels, and it looked like he was gripping a musket. Why, I thought, would Uncle Ike have a picture of some random white man hanging over his fireplace? Lee Sr.: Now this, what's this guy's name? Is this George Pugh up here on this picture? Uncle Ike: No, that's Isaac Pugh. Lee Sr.: That's your father? Uncle Ike: Yeah. They called him Ike, but his real name was Isaac. That made him my great-grandfather, Isaac Pugh Senior. I looked closer at the photo, into his eyes. His gaze was a determined one, as if he was daring me to look into the records and find out more. Who was this white man?[music starts]That day was more than 30 years ago. Since then, I've learned so much more about our family history. Seeing that picture of Isaac Pugh Senior on the mantel opened up an entirely new branch of my family tree – a white branch – that I had no idea existed. Digging through the records and existing research, I was able to trace that line all the way back to 17th century Wales.I recognized that I couldn't fully understand my family's experiences in America without uncovering the history of our white blood relatives on the other side of enslavement and Jim Crow. I had so many questions. Why did they come to America? What did they do when they got here? And most importantly, how were they connected to me? [sounds of a boat on water, sea gulls]In 1695, a man named Lewis Pugh boarded a boat near his hometown in Northwest Wales to sail for what was then called, “The New World.” The journey was long and grueling. Many people didn't survive. But the ones that did held on by a combination of luck and faith. Faith that the land that they were headed towards would help them prosper. He landed in Virginia, likely as an indentured servant. Several years later, he met and married a woman named Anne. The couple purchased land in Richmond County. They built a home, had seven kids, and many more grandchildren. Two of their great-grandchildren, the brothers Jesse and Lewis Pugh, decided to move south to Alabama at the start of the 19th century. The first thing they had to do was to get land. And to achieve that, they had to overcome one major obstacle. Chris: Well, it's important to remember that whites wanted Indian land from the moment they first stepped into the Americas. And so Indians have been removed since 1492, of course. This is Chris Haveman.Chris: Let me just talk briefly about terminology and the use of the word “Indian.” I've interviewed dozens and dozens of Native people throughout my career, and prior to talking to them, I always asked how they would prefer to be identified, and almost universally they say “Indian” or “American Indian.” Now, these folks tended to be a bit older, and as the younger generations come of age, the term seems to be falling out of favor, and when it does, historians including myself will adapt and adjust accordingly.He's an author of two books on the removal of Indigenous peoples from Alabama and Georgia to present-day Oklahoma, and a professor at the University of West Alabama.I've come to Professor Haveman to help me get a lay of the land in 19th century Alabama, when Jesse and Lewis Pugh arrived in the state around 1810.When the brothers got to Alabama, they were in Muscogee territory. The Muscogee were a loose union of multiple Indigenous groups, and they had millions of acres. Tribal leaders also use the name “Muscogee Nation.”Chris: Really, the story begins after the War of 1812, when whites decided that they really wanted that, that nice, nutrient rich soil in central Alabama. Over the years, throughout the 17 and early 1800s, this land was whittled away through treaties.The federal government started sending commissioners down to remove the Muscogee – and to do this, they had to coerce them into signing treaties first. This was done all over the American South and the rest of the country – and by the time the removal really got going, the Muscogee nation had already lost a large part of their land. But they were resisting. Chris: Commissioners were sent out, and Indians did not want to give up their land. And so a lot of times they resorted to threats, they resorted to some other shady tactics. And you had whites streaming into the Creek Land and they would, you know, just establish their farmstead illegally in the Creek Nation. Sometimes it would just overrun a Creek homestead and kick the family out and commandeer their crops for their, as their own. A lot of times they would get Creeks hooked on alcohol and uh, sell them merchandise on credit, get them indebted to them, and then they'd force them to give up their property as collateral. And things get really, really bad. Lee: What was the philosophy that was used to justify that? Chris: Conquest. The whites wanted it, and they were gonna take it regardless. There was no real justification, moral justification for it other than whites had the racist premise that they were civilized and the Indians were “savages” and that the whites could make better use of the land than Indians.Jesse and Lewis Pugh became landowners, both running plantations. They founded a church in Troy, Alabama, called Beulah Primitive Baptist Church. It still stands today. In my research, I found an article honoring the church. The paper hailed the brothers as “those daring ones, who braving the perils of the wilderness, came here and reclaimed this fair land from the planted savage.” The “planted savage,” I now know, refers to the Indigenous people who lived on the lands across the American South and beyond.Professor Haveman told me that on top of forced removal, there was a great deal of Muscogee land ceded by the tribe, but the conditions of these transactions make it hard to say how voluntary these handovers actually were. Chris: In 1832, the federal government gives a proposition to the Creek Indians, and they say, ‘Look, if you cede the rest of your land to us, we will allow each head of family to take 320-acre plots of land.' And this is where everything really goes downhill for the Creek Indians, because they gave up their sovereignty, uh, in exchange for a title or a deed. But what it does is basically, and I think you have to ask, it was so one-sided in favor of the federal government. You have to ask yourself, ‘Why would the Creek Indians agree to this?' And I think that they agreed to this because whites had illegally trespassed on their land so much between 1827 and 1832 that they realized that you know, whites usually liked a deed or a, you know, a title to their land, a piece of paper, something you could say, “This is my land.” And I think the Creeks tried to adopt that in order to stave off this encroachment that whites were giving on their land.So they, they had this deed and this title, and they thought that that would prevent whites from streaming onto their land, but it didn't. It actually, it just opened up massive amounts of fraud for them. And so you had 5 million acres of land in the Creek Nation in 1832. When this was ceded, all 5 million acres of land went to the federal government, and then parcels of 320 acres were then given to each Creek family. If you add up the over 6,000 families times 320 acres, it only comes out to like 2.1 million acres. And so almost 3 million acres of land will now be opened up for white settlement. And so the thing that they were trying to prevent – whites from encroaching on their land – is now gonna become legal.[music]On a January evening in 1837, Lewis Pugh was in his plantation fields in Alabama with his overseer. By this point, he owned land and enslaved people. That night, a man quietly snuck onto the roof of a house that overlooked the Pugh family cemetery on the plantation. The man fired a rifle from the top of the house, killing the overseer. Immediately afterwards, a swarm of 60 Muscogee swooped down on the plantation field. They killed Lewis, one of his sons, and an enslaved baby, who was in his mother's arms. Four enslaved men tried to defend themselves, the women, and the plantation. The Muscogee killed them too. The story captured the country. Lee: It was in every major newspaper across the country, uh, that Lewis Pugh, a prominent white settler, had been killed, um, and murdered by the Creek Indians. Why do you think it was so important that it be framed in that way? Chris: It made national news because the thing whites feared the most was an Indian uprising. And it's one of the reasons that whites who, um, had no means to become large-scale cotton planters still wanted the Indians gone because they were constantly terrified that Indians would rise up and attack them. Uh, and they had, you know, somewhat of a legitimate reason to be scared because whites treated the Indians so terribly and stole their land and, you know, created all these problems for them.It's clear that the Muscogee didn't just fold and concede their land. They retaliated, determined to defend it. And I can't help but think about it from the perspective of those enslaved people who died, fighting alongside their enslaver, to protect his life and his land – that's how closely their lives were intertwined. I'm still very curious about them, because they, too, might've been my relatives. Not long after I took that DNA test and first found out about the Pughs, I found a last will and testament belonging to Jesse Pugh, the brother of Lewis Pugh, the man who was murdered by the Muscogee in Alabama. In the will, it stated that Jesse enslaved a young girl named Charity, who was kept in bondage by the family into her adult years. Not long before Emancipation, she gave birth to a biracial son who she named Isaac Pugh. That was the white-looking man whose photo I saw on the mantel at great-Uncle Ike's house. Isaac Pugh, my great-grandfather. Doing my DNA test couldn't have been any simpler. I went online and ordered the $100 test, and the next day, I got a small box in the mail. Inside, I found a vial, and returned my saliva sample the following day. In just a few weeks, I got an email with my DNA results. It shows you who your cousins are, from first, all the way to distant. I had pages and pages of cousins, including many who were very, very white. I'm talking blond with blue eyes. There were a lot of Pughs in there. I was stunned by the sheer volume. One genealogist told me he had never seen anybody with so many pages of cousins who had also taken DNA tests. At that point, I had more than 216 fourth cousins or closer. One of the descendants was a man in his late 80s named Lloyd Pugh. We both descend from Ann and Lewis Pugh, but our relation wasn't close enough to show up on my DNA chart.Lloyd lives in Petersburg, Virginia, and last year I went to his house to meet him with my producer, Kyana. You'll sometimes hear her in the background throughout the interview.Lee: It's a nice, quaint neighborhood with a lot of brick homes in a colonial-style design typical of Virginia, I think. I met Lloyd through a man named Jim Pugh, another newly discovered cousin, but coincidentally, I've known Jim for 30 years through my early work as a journalist, back in Wisconsin. He was a PR guy for the state chamber of commerce. Every month, I called him for a comment on the employment rates. I wouldn't say we were friends back then, but we definitely liked each other. And then, through an odd twist of fate, I found out that we were related. Jim: When you reached out to me and say, “I think we're cousins,” I was like, “What?!” Let's do a call.I'd always noted that he had the same last name as my Grandma Opie, but it was only through an exchange on Facebook after I'd taken the DNA test, that Jim and I compared notes and figured out that we were both tied to the Pughs of Wales. Once Jim and I reconnected, he told me he had an elder cousin who was a family historian of sorts. That person was Lloyd Pugh.Lee: Oh, he has, okay, an American flag on his house and one on his car. [laughs] And here we are. [seat belts unbuckling] Let's go get started. Lloyd has worked on this long before genealogy exploded in the mainstream. His research is in the archives of the Library of Virginia. He has binders full of information he's gathered over the years on the Pughs. Lloyd: That book right there is one that's on the early, early Pughs. Lloyd is 88 years old. He's a tall, lean, active guy, full of warmth and southern charm. He was born and raised in Petersburg, a city known for being the site of a nine-month siege back beginning in 1864 that ended up costing the Confederacy the Civil War. Lloyd is absolutely fascinated with the Civil War, especially the Confederate side. He has tons of relics in his home, everything from swords and rifles to cannons, decommissioned bomb heads, and bullets. He also has a huge painting of General Robert E. Lee, hanging right above his couch. Lee: Why do you have a picture of General Lee in your front room? Lloyd: Because it's a part of my heritage. It has nothing to do with being anti-Black or slavery. It's just part of my heritage in that I had three grandfathers that served under Lee. [music starts]Lloyd and I couldn't be more polar opposite in our views about the Confederacy. But I didn't go to Virginia to condemn or to convert him. I went to his house to talk to him about history, our shared history. And he was interested in talking about it too. So he and his daughters invited Jim and I over, and we had a conversation that helped me understand how the white Pughs would come to shape the Black side of my family for generations. [music]Lee: Well, thank you everybody. Um, the man of the hour is Lloyd. Because Lloyd has done a tremendous amount of work around the Pugh family history. And really, I want to thank you, Lloyd, for opening up your home and showing us this museum of incredible Civil War history that you have, and also helping me gain a better understanding of my own history.Um, it's, uh, it's bittersweet to understand how we're connected, but it's also, the power of it is that I wouldn't know this history if we hadn't worked together to understand it and to identify it, and part of my goal in doing this work is to inspire other people across racial lines to do this work. Um, and it is hard, but we both love it, right? Lloyd: Right. Lee: Okay, so, uh, you've done a tremendous amount of work on the Civil War, and we'll get into that, but you've also done a lot around the Pugh family, and I think it's important to talk first about how the Pugh family got to America.Lloyd: There were actually three migrations. One migration of Pughs went to Norfolk, and from Norfolk, they went down through North Carolina, South Carolina, on into Alabama, and in that direction. Lee: That's my line. Lloyd: That's his line. Our line of Pughs landed at, uh, Richmond County, which is the upper neck over on the, uh, near the, on the east, west side of the Chesapeake Bay, and they migrated on down through, uh, came this way, Chesterfield, on to Amelia County, and eventually they end up on the, uh, east side of the Appalachian Mountains.And the third group came in, in New York, and they migrated down the west side of the Appalachian Mountains into Tennessee and Kentucky on down in that direction. So there are three distinct lines of Pughs, and I was happened to be the one that migrated down through the Chesapeake Bay into Richmond County.Lee: What did the Pughs do here initially? Lloyd: Farmers. Tobacco was king in Virginia. They raised other crops. They had to raise, uh, food crops, but the money crop was tobacco. Tobacco was critical to the expansion of the slavery economy in America, so it doesn't surprise me that the White Pughs were involved in the tobacco trade. But through talking to Lloyd, I learned more about their interactions with Black people, specifically through a man named John Boyd Pugh. He's Lloyd's great-grandfather, and he fought on the Confederate side of the war. In fact, he was so committed to the Confederacy and the slavery it represented, he refused for months – after being captured and imprisoned near the end of the war – to take the oath of allegiance to the United States. It blew me away to learn how deeply committed people I share heritage with were to white supremacy – John Boyd Pugh and others believed devoutly in it. They practiced it, and were willing to die for it. And after the war, he became an overseer for a prominent family named the Baylors.Lloyd: And the Baylor family, signers of the Declaration of Independence, founders of Baylor University, some kind of way found out about my grandfather, John Boyd Pugh, and they offered him the oversee of New Market Plantation, which is in Milford, Virginia.His salary was one fourth of all the crops, plus $50 a month salary. And so he took the job, and he moved from Albemarle County with his family up to Milford to New Market Plantation. And he was the overseer of that plantation, right there at Bowling Green, Virginia. When I heard that, my mind went back to all the books I've read in my research, including The Half Has Never Been Told, by Edward Baptist, which clearly outlined the role of overseers as the drivers of productivity on plantations, many using whipping and other torture techniques to get the most out of enslaved Black people. Baptist explained that on many plantations, overseers held the enslaved to strict quotas. They'd weigh the crops and assess the work at the end of the day, and if the quota wasn't met, the person would be whipped in front of all the other enslaved people, to make an example out of them.Hearing that I not only share heritage with enslavers, but also overseers, I was absolutely stunned. I began to see how far back the whip could be traced in my family.Lloyd stipulated that because John Boyd Pugh did his overseer work after Emancipation, he believes he probably wasn't involved in whipping. Lloyd: When John Boyd went to Newmarket, this was after the Civil War. So they had to have hired labor. And I think, I doubt that there were the whippings and the lashing and so forth when you have hired workers because they could say, “I'm leaving,” and just walk off the farm, so, yeah. To be fair, it's possible that Lloyd is right – maybe John Boyd Pugh was one of the few exceptions; an overseer who never resorted to violence. But I doubt it, and here's why: in my research, I found the archive to be packed with proof that whipping continued to be a foundational aspect of overseer duties for decades after Emancipation into Jim Crow.Lee: This is the hard part, you know, for me, because, you know, I think when I first talked with you, Jim, you were telling me that your great – great-great- grandfather was an overseer. And I didn't know – or you didn't know – what an overseer was, and when I looked at, you know, a lot of these movies that you see, the overseers are the guys that drove the production of the, of the plantation. Um, and that, for me, is just, that's inextricably tied with the capitalistic, sort of, reality of building America and how so much of the productivity was driven at the plantation level. How did you feel when I explained, especially the part that whipping was a big part of overseer work? How did you feel about that?Jim: Well, you know, you don't really know what you don't know until you find out. And that's when you learn about it, you know, 'cause you don't, you think of, um, overseeing, uh, like a agricultural operation today, you wouldn't have that 'cause you have machines, you know? So, um, but yeah, that was pretty, pretty shocking to find out about that, but it's also the reality of what, the way the world was at that time, you know. [music starts]My mind went back to that interview with my Uncle Ike in 1991, when he told us about Grandma Charity. He told us that when he was a kid working on his father, Isaac Pugh Senior's farm, she would beat the kids if she felt they weren't being productive enough. This, from a woman who was enslaved by Jesse Pugh, a cousin of John Boyd Pugh. It's almost as if, once she became emancipated and the family got its own farm, she became the overseer, and her grandchildren, the free labor. Lee: I've been always fascinated by the way, when we built our country, just how deeply rooted it was, not just in slavery, but also in the establishment of the land, how people got their land, you know, um, particularly from, from the Indigenous people.And I think that the problem, just in my opinion, is that everything is so controversial that people have decided they don't even want to even begin to study this work. And there, of course, are many, many academics who write powerfully beautiful detailed accounts of all of this history. Um, Doug Blackmon, Slavery by Another Name, um, Edward Baptist, The Half Has Never Been Told.And in a lot of this stuff, they give really detailed accounts of the economy of slavery and also the Civil War, and the way all of the different range of realities that were at stake as our country was starting to form itself into what we now know today. Um, when you study the Civil War and the Confederate side of it, what, how do you relate to that history in terms of your un– do you know anything about John Boyd Pugh or was the, the oral history lost?Lloyd: I knew absolutely nothing. No one in the family shared anything, ever shared anything with me. And what was learned, learned through my research. Clearly, family secrets are preserved on the white sides of the family, too. Dark secrets like the violent role of overseers, the fact that land was stolen, and the identity of white men who fathered Black children, were not often openly discussed. And those lies of omission make it harder for future generations of whites to acknowledge the causes of generational disparities and trauma – through ignorance or cognitive dissonance. But this work – especially the DNA testing – exposes the lies, and people doing it have to prepare themselves for unsettling discoveries. This work isn't about agreeing on everything. It's about opening up the family bibles and records to access information that neither side would have without the other. So it requires a rare form of tolerance, and a spirit of unity as opposed to division on the issue of genealogy. The truth is that I feel like I was blessed. I was fortunate to stumble on a white guy who I'd known for 30 years, and we discovered we were cousins. We already had trust between us, and he opened up the door for me to meet Lloyd. And the timing was perfect. Lee: I think for me, and especially the fact that, that you're basically a Republican dude [laughs] who, uh, you know, really like, and deeply rooted in the Republican party, um, and, and that you're a Republican dude who took me through to make this introduction so I could meet Lloyd so that we could study this together, to me, defies all of the conventional wisdom, which is that we're all divided and we're all, um, to be, you know, enemies on the other side of the issue.Jim: Well, Lee messaged me. I had posted about the, the trip where we did, we followed Lee's retreat back to Battle of White Oak Road. I think that was our last stop, and then we came home. And Lee, he said, ‘I, I see your, I think we're related.' And I said, I messaged him back and, and I'm thinking, ‘I don't want to put a bunch of this stuff in writing,' right? 'Cause I'm being like, it's not, this is sensitive stuff. I mean, we're dealing with race, and this is a war –Lee: You knew the political, the political – Jim: Yeah, I'm working in operatives, and he was working for the Wall Street Journal! And I'm thinking, ‘This is gonna be, this is not, this is gonna end bad,' right? So I, I said, “Lee…” He's like, “I think we're related.” He goes, ‘I've been doing family research. There's Willoughby and Spotsworth –.' And I said, ‘Oh, whoa, whoa, whoa, whoa. That sounds about right.' He said, ‘Can we do a call?' 'Cause I'm thinking, I want to, I want to turn off the typewriter. There's nothing good that's gonna come [Lee laughs] from this if it's typed forever and ever.And we did a call, and he's like, ‘Yeah.' And I said, ‘Well, how do you know?' He said, ‘I did 23andMe. And my DNA goes back to Wales,' and I said, ‘Well, you know, welcome to the family.' [laughter]Lee: And then I said, ‘I want my reparation.' Jim: Yeah.[laughter]And as the conversation continued, we drilled down deeper into the undeniable proof of our ancestors being enslavers, and Lloyd plainly stated the facts: Lloyd: Okay, let me, let me confirm that. I'm looking at the will of John Pugh in December 1827. His will, one negro hired by the name of Harry, worth $300. One woman, Judy, worth $200. One young man named Abram, $400. This is actually in the will, so that goes directly in our line, so there's, I mean, that's the proof of our line owning slaves.Lee: Do you feel guilty about it? Lloyd: No. Lee: Tell me what you think about it.Lloyd: It was a, it was a time. It's just like the Confederate statues in Richmond. It was history in a time, and you can't destroy it. Even though they've taken them down, they're still there in the minds of people, and they are people who are gonna keep them alive.Jim: But we're not white supremacists. Lloyd: No. Jim: We're not white supremacists, and that's the thing people need to understand. It's so easy to just shortcut from, ‘You're a conservative Republican or you're a libertarian or whatever' to, ‘You're a white supremacist,' and that's just not the case. I don't hold white people of today responsible for slavery and the actions of their ancestors. We're not responsible for the sins of our forefathers. But we should take responsibility for the present and the future by being transparent and honest about history. I know I joked with Jim about reparations, but that discussion isn't just between the white and Black families tied to slavery; it's between Black American descendants of slavery and the U.S. government, which includes states that enforced racist laws. Contrary to what many assume or imply, reparations wouldn't be about individual white citizens personally compensating Black people; it would be government obligation, funded by taxpayers like any other public expense – infrastructure, education, or foreign aid. Taxpayers don't get to opt out of funding highways they don't use, just as those from families who didn't own slaves can't opt out either. Slavery fueled America's economic rise – on the backs of Black people, largely on stolen land – a legacy from which today's Americans still benefit, no matter when they came here. [music starts]All in all, I spent two days with Lloyd, his daughters, and Jim. We had dinner and we talked a lot. He told me more about his life, like how he spent most of his career as an educator and superintendent, even helping oversee the desegregation of schools. I realized our families share many common values despite all our differences.Lee: When you hold all these documents and all the binders you've made, thinking of all the Pugh history, what do you feel?Lloyd: First of all, I feel thankful that I'm the result of all of that, that I'm able to carry on the family line. I just look at the Pugh family across the years as just good, sound, solid business people who did what they were supposed to do, and stayed out of jail, and paid their taxes, and didn't beat their families, and just good old southern Christian families is the way I look at it. The information I received from Lloyd deepened my understanding of why so many slavery-era customs appeared in my childhood. It helped me with my quest to begin to trace the whip back to the very plantation where it started. For me, that's part of where the healing comes from – not from any kind of validation I'd seek from Lloyd and Jim, but from the information that's allowed me to draw my own conclusions and undertake my own healing work. The Pugh family history is intertwined with America's story, from the Revolutionary War through the Civil War and into the Jim Crow era. Lloyd and I come from the same family, but our experiences reflect opposite sides of the American history it's rooted in. Meeting Lloyd helped me piece together our family history. Mark Downey recently completed the fourth season of his second stint as the Head Men's Basketball Coach at Arkansas Tech University and his ninth season overall at Tech in 2023-24 which saw the Wonder Boys go 25-7 in 23-24 and lose to eventual national champion Minnesota State in the DII NCAA Tournament. Downey's first stint at Arkansas S was from 2006-2010.In 2010 Downey returned home to his alma mater to become the head coach at the University of Charleston. Dave: Good morning, Carolyn. Welcome to the podcast. Carolyn: Good morning. Thanks for having me. Dave: Sure. Now. Where are you? Where are you located today? I'm in Birmingham, Alabama, In Birmingham okay, and so are you a native Alabama. Is that the correct term? Carolyn: I've spent most of my life here. Technically, I was born in California, but I grew up in Alabama. Dave: Got there as quick as you could. That's what we say in Texas. Carolyn: I know it gets a bad rep, but it's a pretty good state to live in. Dave: I know I've been to Alabama several times. We have a client there and always wonderful experiences there. So let's talk about the organization, and I'm really intrigued by this whole structure and I've learned a lot about this from you. So you're technically an employee of the University of Alabama, right? Carolyn: Yes. Dave: But this is part of a bigger structure, so could you maybe give the audience a sense of how everything fits together? So let's maybe start at the top. What's the umbrella organization for everything? Carolyn: Sure, so I'm part of America's SBDC that stands for the Small Business Development Center. We are a national organization that's funded mostly through Congress, through the Small Business Administration, and there are these in every state. So Alabama SBDC is part of that organization and in the state of Alabama it's a partnership with the University of Alabama, so this is really considered a federal state partnership. Funding comes through Congress, through the SBA. We get some matching funds through the University of Alabama and the University of Alabama manages our grant. Dave: Okay. Carolyn: Slightly differently in other states. Every state can kind of handle it differently, but in Alabama that's how it's worked for the last 40 plus years. Dave: Okay, and then within the Alabama SBDC, I guess there's kind of sub organizations, of which the Research and Economic Development Center is one of those kind of subsidiary arms, is that right? Carolyn: So the University Office of Research and Economic Development is a UA department. Within the SBDC we have four kind of divisions. We have our domestic business advisors that are just called the SBDC Small Business Development Center. We have our government contracting branch, which recently changed names to APEX. We have the Alabama International Trade Center, which I'm a part of, and then we also have a separate capital access team that is part of the SBDC. Dave: Okay. Carolyn: And within UA, we are housed within the Office of Research and Economic Development. Okay, and that's the dean that we report to. Dave: Okay, well, that's, and I believe that you're a proud graduate of the University of Alabama. Carolyn: Right Double degree graduate yes, I got my undergrad in international marketing in Spanish, with some extra studies and international studies, and then, a number of years later, once I started back with the SBDC, I got my master's degree in global business management. Dave: Okay, now would, if you'd been a graduate from, say, one of the other large Alabama universities, would that have been a problem in your current role, or are they kind of not as competitive as people are on Saturdays? Carolyn: No, In fact, because the university manages our grant, they actually manage the grants for a number of the other SBCs located throughout the state. So within Alabama, we have offices located at all of the major universities Auburn, Troy, Jacksonville State, North Alabama, UAH, Alabama State University, South Alabama, West Alabama. I think that's all of them, but many of them, even though they're located at Auburn or at UAH, they can be considered a University of Alabama employee. Dave: Okay, that must be interesting for the folks at Auburn. Carolyn: It can be. We do have some people that are UA employees but are definitely Auburn fans, and it's okay. Dave: That's wonderful. Yeah, nothing like a nice friendly rivalry, friendly, some friendlier than others. Carolyn: So the way it doesn't manage all of our centers, some universities still manage their own grants. We'll just see where it goes. Dave: Gotcha, what a great attitude. So let's talk about the SBDC then in Alabama, and that's the Small Business Development Center. Is that what the C stands for? Yes, do you? I know I'm not as familiar with Alabama, but I know like in Texas the SBDC has a really big impact on the small business community. Do you happen to have any types of stats or summary or anything of the economic development that's occurred because of the SBDC or that the SBDC has been involved in? Carolyn: Absolutely we do. We publish an economic impact report every year. So last year the metrics that we had were in 2000,. We created or helped create in Alabama over 1278 jobs. We worked with a lot. I know and for a relatively small center, I think it's a pretty big impact. We had nearly 350 new business starts last year and our capital access team helped companies get over $100 million in capital access, whether that be traditional bank loans, sba loan guarantees, startup loans, investment capital all sorts of options. Wow, we do track that over the years as well. So over the last five years combined, we've helped over 7000 job creations, about 1300 new business starts and around 550 million in capital access. Dave: Wow, that's really amazing. Carolyn: It's a really incredible thing to see the impact that we can have. A few years ago, we informally did an interview of our employees and one of the questions was what is the reason you get out of bed in the morning? Why do you do this job? And the majority decision was the reason why all of us do this is because we love making an impact in our community. Dave: Yeah, that really resonates with me because our business is really serving the same market. It's those privately held, closely held small businesses that seem to be the economic driver of our economy and I find it to be very satisfying to be able to make a difference in those organizations, because they are the bedrock of our communities. So, that's pretty cool. And how long have you been doing this? How long have you been involved with these various entities? Carolyn: I just celebrated 15 years 15 years, wow. Dave: Well, that's awesome, so obviously you must really enjoy it. Carolyn: I do. I love my job. I love the different projects that we get to work on and all the different companies. I love seeing the impact that we get to have. One of the downfalls in economic development across the industry is that you have to spend a lot of time and a lot of hours trying to work on projects before something turns to fruition. So being able to be here for the long haul and seeing the results of the work that we do is really inspiring. Dave: Yeah, I bet it is. I bet it is. So why don't we now drill down to the division that you're part of, that's the Economic Development Center. So, at kind of a high level, what are some of the ways that the center helps businesses? Carolyn: So the Alabama International Trade Center is focused on helping the small and medium-sized companies in Alabama grow through international trade. Our domestic business advisors work on what I call domestic business issues how to start a business, what kind of legal formation do you want, market research on how to grow your business, hiring and firing and tax questions, and quick books and all the basics of how to run a business. When it comes to international, we help them when they are trying to either export or import their products or services. Most of our clients tend to be manufacturers, just because it's, I guess, more common industry knowledge to export a tangible product. But many of companies have services that they can export. So we definitely work with exports of services as well. But the vast majority of our clients are manufacturers. They manufacture some kind of product that has typically been selling successfully domestically for a number of years and then they start branching internationally, and so the way that we work with companies is through a variety of different services. We have educational training sessions available on different international business topics. So about once a month we host an educational seminar on some kind of international business topic. I'm hosting one tomorrow on international documentation, partnered with UP, on the documentation requirements for exporting and importing. In the past we have done sessions on inco terms, classification, export controls, hazardous material, shipping certifications, on how to sell in Europe, general data protection regulations, you name it. We've probably hosted a seminar on that topic, okay. I have to do one-on-one training. So I will go and visit companies and provide a few hours of one-on-one training on different business topics. Sometimes it's on Zoom. I'm seeing that a lot more often and I think probably across the country. You see this, Teams are not localized anymore. They might have team members spread over the country, and so pretty often we're doing Zoom sessions with clients when they'll bring in at the same time all of their employees from various locations and we'll do a training session on the basics of exporting or the basics of importing or export compliance, those types of things, and it's really great because new to export companies obviously need this training. You know they don't know what they're doing, but what we see a lot of is even successful companies. As they grow and hire more people or they have turnover in employees, they'll bring us back in a couple years later and do refresher training, continuous education, for their employees. So that gives a lot of use. And then we also provide guidance on export trade finance. So that's really a niche market kind of separate than our general capital access team. When companies need to get access to the money that they need to manufacture their product for export. Sometimes it can be very challenging for them to get access to a line of credit through a bank, and so we'll talk to them about export working capital programs that exist, export credit insurance that they could get through the XM Bank on how they can mitigate risks of foreign receivables and what companies through all of those options, Because these programs exist to make it less risky for a small to medium size company to start thinking about exporting. And you know, maybe they're exporting $250,000 worth of equipment to Germany or India, and if that customer in Germany or India didn't pay them, that could really hurt their business. I mean, who knows they could go out of business or doesn't pay them $250,000. And so why these programs exist? To make it easier. We also do a lot of market research, so that is one of the great partnerships that we have with the University of Alabama. We provide an internship to University of Alabama students that are then able to come in and help put together these industry specific customized market research reports for our Trade Center clients. So whether that maybe they have no idea where they want to export to, and so we're starting from scratch, trying to help them figure out where overseas would be a good target market to start with, or successfully exported to 100 countries, and now they're trying to get into a new one for the first time, or they're having trouble with their existing distributor and they want contact information for other options. So standard research reports for us could take anywhere from 40 to 60 hours and we pay to have access to a lot of databases. As well as being part of the university, we get access to databases through the university, and so we'll pull all these different pieces of information and put together a customized report that companies can use to help develop their export strategy. It's great experience for the students because they get to work real world projects, not just make believe, made up ones, yeah, interaction with the companies usually and it's great information for the clients as well. I mean they would pay thousands and thousand dollars on the private market sector for this kind of research. Dave: Sure, now, and that raises the question I was curious about Is there any? Does the Trade Center generate any revenues from any of its services, or are they all just complimentary? Carolyn: It's all offered at no fee, so we do not charge for any of the services that we provide. Because our funding comes from the SBA, we are allowed to offer these services at no cost. The only thing we ask in return from our clients is that twice a year, they fill out a survey letting us know it's done a good job, because we have to gather all of that data and our metrics. You know we're one of the few organizations that is really judged on our metrics and if we don't meet our goals, if we don't work with enough companies and help them grow and succeed and increase their sales and get access to capital, then we are at risk of losing our funding. So every metric point that we report, every economic impact that we report, is actually backed up by our clients. We're not allowed to claim anything, any kind of success, without their written permission. Dave: Okay, well, that's well. That seems like a really fair trade. You do all this to help these companies and they just have to complete a survey twice a year. That seems like a fair trade. Carolyn: It's pretty good and we're not just one time. That's one of the other things people think oh, you know, I'll just talk to you one time. No, most of my clients have been working with me for years and for a new to export company. Sometimes that's how long it takes, Other times, you know, they've just grown tremendously over the last few years and it's amazing to see where they've started versus where they are now. Dave: Yeah, that's awesome and I bet you're really popular with your clients because you're providing the service at no out-of-pocket cost to them. Carolyn: For the most part. Yes, I think our clients are fairly satisfied. We use a net promoter score rating that we track with our clients. It's typically pretty high up there. Every now and then we'll get a client that you know feels like they already know everything, like they don't need any help, but for the most part they're pretty helpful for the help that they receive. Dave: Yeah, I would think so, because they're certainly getting their money's worth, right? Carolyn: So at least they should feel like it. I think so. We're constantly adding to our services as industry changes, as things modernize. So, you know, especially during the COVID pandemic, we switched a lot of efforts into online marketing, global website globalizing websites, information on how to do international shipping for direct you know, direct to consumer and e-commerce. We launched a program a few years ago on graphic design, so now we offer graphic design for free so that companies that are trying to upgrade their website so that it's more user-friendly for international users. Or we have a student right now who's creating animation videos for marketing for a couple of companies all at no cost. Dave: That's awesome. Well, I love like case studies stories. I think it really kind of pulls it all together. Do you happen to have any examples of companies you've worked with in the last few years that you could kind of use as a case study and share some of the details? Carolyn: Absolutely. We do turn in success stories to the SBA every year. That's part of our goals and metrics. I think that definitely makes us a little bit unique. We have a confidentiality agreement with all of our clients, so we're not allowed to discuss specifics of what we do with anyone else without written permission, so it's good that we get these authorized success stories from companies. Over the last few years we've had quite a variety of different companies that have that we've worked with on these. So last year we worked with a company in Huntsville Polaris Solar Systems, polaris Sensor Technologies, I think is what it was called and we helped them navigate the world of export compliance. They have a regulated, export-controlled technology and so they had to make sure that they were following all the regulations and applying for licenses. We helped them practice their pitch when they were going to be pitching to foreign customers, realizing that the benefits of their products and technologies were actually different in different parts of the world and used in a different way, and so working with them to develop their pitch and their value proposition and introducing them to potential customers overseas. Another example is totally different industry sector. There was a company in a very rural, economically disadvantaged area of the state that had created a company developing very small tractors or very high tech. But the way that they came up with this design, it was easy to build, it was small, it was more affordable for individually run farms or small co-ops. And they had this novel idea of they were either going to manufacture these tractors in northeast Alabama or they would give the design, the blueprints of the tractor, for free, at no cost, to a foreign manufacturer for them to be able to create a manufacturing plant overseas and create local jobs. It's one of the ways that they wanted to give back to the community. Oh, that's how cool is that? It was really cool. They changed names a couple of times when we worked with them. It was called Kleber Technologies and so we worked with them way back in the beginning, before they had done any exporting, and we went and visited them and provided in-house training on basics of international shipping and how to do export marketing. Through the years we did market research to help them find customers or distributors and overseas parts of the world. They eventually went and visited and sent pictures of clients in sub-Saharan Africa and Central and Latin America writing on the tractors Last year. So this is probably seven or eight years after we started with them. But last year, at this particular company, one of the Alabama's governor's exports awards oh, wow, because they successfully exported to 50 plus countries now and it's just amazing to see. So I tracked back down the student who had helped work on their market research way back in the beginning. Oh, really I actually did that article on LinkedIn. I said hey, do you remember that project from eight years ago? Look at them now. Dave: Wow, that's really cool. And that first company you mentioned you said they were in Huntsville, right? Yes, and I think a lot of folks outside of Alabama don't realize that Huntsville is like one of the rocket capitals of the US, right, space industry. How would I describe the industry? Carolyn: Yeah, I mean rocket and space were known for NASA in Huntsville. We also have Redstone Arsenal in Huntsville and FBI, I think, just relocated down there. There's SpaceX activities that are planned, so aerospace, aviation, missile defense is another big one. But then surprisingly, hudson Alpha also is located there and they have been instrumental in genetics, genomics, research, pharmacogenomics, so it definitely kind of covers the gambit. When you take a tour at Hudson Alpha it's really interesting. From one side of the building you can look out and see all the NASA and space technologies, and then inside the building is genomics and genetics and agrogenetic, and then on the other side is cornfields, because that's the real Huntsville. Dave: Wow, that is pretty cool. So this has really been kind of a fun overview for folks who are listening to this, who are in Alabama, who do international trade. What would be the best way for them to learn more? Would you just direct them to the website, or where should they kind of start? Should they just reach out to you? What's the kind of ideal process? Carolyn: Just go to our website, aitcuaedu. Registration is free. As I said, we don't charge for anything that we do, and within the state of Alabama, we're part of a bigger group called the Export Alabama Alliance, so that's a group of all of the entities in the state that work together to promote trade. So we've got the Governor's International Trade Office, the US Department of Commerce on the federal level, local chambers of commerce, sba, ports, various entities that exist to help promote exporting, and so when you get one of us, you get all of us. We work together as a team to make sure that the companies get the support that they need, no matter what they're trying to do. And then, yeah, I just strongly recommend, no matter what state you're in, google your SBD, because they have a very valuable resource. Dave: That's awesome. Well, as we're wrapping up, I have a couple of kind of more personal wild card type questions just for fun. So you mentioned you joined the organization 15 years ago, and so I'm just curious if you could like go back in time and give advice to your 15 year younger self, knowing what you know now. Like, what advice might you give to yourself with the perspective of 15 years of experience? Carolyn: That's a tough one. Dave: I know that's what makes it fun Fun for me, not so much fun for you. Carolyn: I'm a. On a personal note, I am a recovering perfectionist. Dave: Oh yeah, my wife is one of those, but not the recovery stage yet. Carolyn: That has been a hard lesson to learn. A colleague that I had taught me something and it's a quote that has stuck with me and I tell it to everyone now and it is that you are a human being, not a human doing Okay, so that'd be your advice to yourself is just taking a bit of a chill pill and absolutely. Dave: Yeah, my one of the quotes I like around that subject I also have some perfectionist tendencies is that great quote progress, not perfection. Carolyn: Yes. Dave: So, although you know there are some things I do push back a little bit, there are some things you need perfection on landing an airplane, open heart surgery, right, I mean, there's some things that you know it pretty much, perfect is the only, the only option. Carolyn: Yeah, I agree. But in the world of international business I think perfection is not needed and progress is. And you know what I tell my students all the time that are doing these market research reports? Because you know they're so open ended. You could just keep researching for ever and ever and keep on finding more pieces of information. So I focused a lot on quality over quantity. Dave: That is awesome. So by last question and this is a really fun one I think there are two famous or at least you know Texas institutions that have expanded eastward and I'm going to ask you which one you think is had made a bigger difference in your life, if any of them have. What a burger or Bucky's, oh Bucky's. I had a feeling you'd answer that one. Carolyn: Yeah, it's kind of a saving joke. I mean I think we have two Bucky's in Alabama, maybe three. Dave: According to the research I just pulled up, that as of April 10th of 2023, they'll have four stations in Alabama, but it's not quite clear how many of those are up and running right now. Carolyn: There is one not far outside of Birmingham, on the path between Birmingham and Atlanta, and it is packed no matter what time of day it is. It's like a town, it's so big. Dave: But Does it have? Is the road it's on called like Bucky's Boulevard too? That seems to be. Carolyn: I don't think so. I don't know. Maybe, but it's definitely impacted everyone's road trips. I think you can't. Dave: Yeah, I'm told that, not by without stopping at Bucky's. Yeah, I'm told that Alabama has the second most number of Bucky's outside of Texas. So things are, yeah, and it's interesting because they're always Bucky's are always the same, but like in a good way, you know, and the best one, and I've always said that off on a tangent. I've always said that it seems like Bucky's competitive business advantage are the clean restrooms. That seems to be like what they really differentiate. But when you take a big picture, look at it from a business perspective, you're thinking that shouldn't be a sustainable business differentiator. Right, because in theory that anybody could copy that, but for whatever reason, nobody else cares to. Carolyn: I don't know. I mean, I would say their main competitors would be like the pilots and the lying Jays. Sure, I remember the names of them. But as far as competition, I think that's definite competition there. I think Bucky's is the shop I mean it's, I don't know. Cracker barrel meets gas. Dave: Yeah, yes, yeah. It's hard to describe to somebody who's not been to a Bucky's. Carolyn: No, but this. Dave: And they seem to be an economic development force because everyone I've ever been to because they need so much land and they always want to be on a busy highway that they oftentimes are not near cities, they're kind of in the middle of nowhere and they're always advertising really high starting hourly wages. So I get the sense that for a lot of these areas that they come into they really bring economic opportunity for folks that live nearby. I mean, it seems like the classic example is the person working the checkout registers Oftentimes seem to be a teenager that lives there locally and I think, man, can you think of a better like part-time job to have in high school than to be making $15 or $18 an hour working at Bucky's inside the air conditioning? Yeah, just talking to folks all day, I don't know. *Carolyn: * My high school job was scooping ice cream at Baskin Robbins. Oh that's. I mean with free ice cream perks. Dave: Yeah, that one might have to trump Bucky's. I bet you're. I've always wondered are your hands and wrists and forearms just worn out at the end of the day? Oh my gosh, yes. Carolyn: And gosh, the first Baskin Robbins I worked at. They used cold water in their faucets where you put the ice cream scoop and it was At my one arm. I had like huge muscle by the end of every summer. Dave: Now did you get used to it then Like by the end of the summer, were you not as fatigued by the end of the day? Carolyn: Yeah, but then you know, other ice cream shops use hot water to store their ice cream scoops in and it makes a huge difference. Dave: Oh, I bet it does. You know why they use the cold water instead of hot? Yeah, any theory. Carolyn: Looking back, I think they were just being cheap Okay. Dave: Yeah, because I think I know at home if I'm scooping up several servings. You know, I know the old trick of the hot bowl of water to dip the scooper in to make it work better. The people. Carolyn: We used to get these, the big old jars of cherries, and they would make us go through and cut them all in half. Oh wow, they would last twice as long, oh wow. Well, Honey, you know I guess. Managing is almost as hard right. Dave: Yeah, that's the beauty of the free enterprise system. Every person tries, you know, gets to do it their way, and all of that. I mean, who knows, maybe the little bit of money they saved, maybe that translated to higher hourly earnings for the employees who knows, maybe, who knows? Carolyn, this has really been a fun conversation. Was there anything I didn't ask you that you wish I had, or anything that we should mention? Carolyn: I would just say that the world of international trade is constantly changing. Okay, so find a local resource in your area that can keep you up to date. Dave: Okay, that's awesome. Well, I appreciate that and I really appreciate your time today. I've really learned a lot more about the whole SBDC program in general and you've kind of inspired me to take a look the two states I spend the most time in are Texas and Colorado to take the initiative to start to learn more about those organizations Absolutely. Carolyn: The SBDC team in Texas is absolutely amazing. This is absolutely phenomenal. I'm not sure if I've met anyone from the SBDC Colorado team, but definitely take advantage of your in Texas. Dave: Yeah, I know in Houston. I think it's associated with the University of Houston. I think it's called the U of H SBDC. Carolyn: I know it's the San Antonio SBDC that does most of international trade work in Texas. Dave: Okay Well that's good to know. I'm going to be in San Antonio in a few weeks. I should check that out. Well, that's great. Well, that's great advice and this has really been a fun conversation and I really appreciate you taking time out of your day to share the story and obviously you have great enthusiasm and passion for what you're doing and that comes through and that's always fun to see people that really are inspired and really focused on how much they enjoy their job. In the United States, food insecurity is unevenly distributed. Recent data suggests that white households have nearly a third to one half the food insecurity rate of Black and Hispanic households. While research on the reasons for food insecurity typically focuses on income, a body of research suggests that wealth could be an important factor in food security. According to today's guest, Conner Bailey, professor emeritus of Rural Sociology at Auburn University: "Land is one of the major sources of wealth controlled by Black families in the South, and much of this land continues to be owned as heirs property." Thus, if we want to understand differential food and security, we need to consider that the wealth implications of heirs property. Interview Summary Connor, recently, the topic of heirs property has attracted much attention from researchers, policymakers, and civil society. Can you briefly describe the phenomenon of heirs property and why you think it's important? I think of heirs property as, in a phrase, "the legacy of Jim Crow." By that, what I mean is that during the Jim Crow era, imagine say 1880, you're 15 years after the end of the Civil War, and you're a Black farmer, and you've bought some land, are you going to write a will to pass that property down to your heirs? Probably not, because your access to education is pretty limited. Moreover, there are no Black lawyers because where are the Black lawyers going to come from if there's no education for Black people, right? That's the Jim Crow era. So, what's your choice? You're not going to go to the white lawyers for the courthouse gang that you simply don't trust. The whole legal system is something that Black farmers, and Black people generally, fundamentally did not trust. This is the era of lynching after all, when people would be pulled from their homes, and in front of the law, nobody would be able to say who perpetrated these crimes. It was a difficult time for African-Americans, for Black people, for Black farmers generally. They wouldn't write wills because they didn't trust the legal system. What we end up with is that family that bought land in 1880, and they pass on, and the next generation, and the next generation, they're still not writing wills. We know that many people don't have wills. I don't know, Norbert, if you have a will. I don't need to know, but the fact is, many people, white and Black alike, and Hispanic and others, in this country don't have wills. But when they die, they're able to sort things out before it passes on to the next generation and becomes increasingly complex and confused and tangled. That's not true in the case of African-Americans and some other politically marginalized populations, white people in Appalachia, Hispanics, Native Americans, Hawaiians. heirs property is not just a Black phenomenon in the South, though that's where my research and most research on heirs property has been. What we end up with in the case of the Black South, heirs property is something that is multi-generational. It's not simply dying without a will intestacy, but it's the dying without a will over multiple generations so that you end up with maybe 200 people who own a house or a piece of property, farm, or some forest land. How do you make decisions in a situation like that on maintaining a house, or improving the farmland, or planting trees, or whatever it is you're going to do with that property? How are you going to go to a bank and say, "I want a mortgage"? They're going to say, "Well, how do we know who's got the rights to sign on a mortgage?" As a result, there's no access to commercial credit. Until very recently, and we can come back to this later, Black farmers had no access to government credit programs through the US Department of Agriculture. They could not get credit loans. If you were in the Lower Ninth Ward of New Orleans and you were wiped out by hurricane Katrina, you had no access to FEMA support because you did not have clear title. Heirs property is a form legally called Tenancy in Common. That means you don't have clear title. Nobody has clear title. Everybody owns a share of the property as a whole. Now, one of the reasons it's important is it's not a small phenomenon. Today, based on research that I've done with my colleague Ryan Thompson at Auburn University, there are in the 11 states of Appalachia and the South, 5.4 million acres of heirs property worth something like $43 billion. That's after enormous amounts of land have been lost through predatory actions. Legal but predatory partition sales, tax sales, and the like. Heirs property is a source of vulnerability. People have lost property in large areas. That whole stretch of coast of the South Atlantic, from Myrtle Beach down to Jacksonville, Florida, all that resort land, that was Black-owned land until after World War II. In the 1950s, once malaria was controlled in that area, bridges were built to the Sea Islands, developers followed, and properties were basically stolen through legal means, through something called a partition sale. Now you've got this enormous resorts being built there, much money being made, but these people who have lived there for generations have been dispossessed. So, why is it important? It's for all these reasons, for these moral reasons, for the impact of the fact that you've still got millions of acres that's tied up in heirs property that people can't develop and utilize effectively for farming or forestry, or even for their own homes. It's one of the main reasons of wealth disparities, as you mentioned at the outset, Norbert. That the wealth disparities between white and Black are enormous. The St. Louis Fed just last month put out a study that showed that for every dollar of wealth that white Americans own, Black Americans own 24%. Black Americans own very much less wealth. Heirs property is one of the reasons. It's not the only reason, but it's one of the reasons, because lands have been stolen, lands have been lost, and those lands that still remain in heirs property, five-plus million acres just in the south of Appalachia, are underdeveloped, underutilized, and under-preserved. Thank you for that. Connor, I want to ask you a question about trust. It's in the paper, and you mentioned it earlier, this idea of African-American, Black households, Black individuals not trusting the legal system. The reason I want to push on this is one could argue that trust could be because you may not know any better or you don't have enough information. We don't trust strangers because we just don't know what they could do. I'm wondering if another way of looking at this, something I've learned from people who do work on bioethics, Wylin Wilson here at Duke and others have talked about this, about the systems being untrustworthy. It's not that people aren't aware or can't navigate, but rather that the system or the institutions have proven not to do right by individuals. How does that characterization sit with the work that you've been doing? Well, as I've been working on heirs property, as I have for 15, 16 years now, this phrase, "Black farmers, property owners generally did not trust the legal establishment, didn't trust lawyers, the courthouse gang," that's an easy statement to make. But as I started looking at the literature on heirs property, there wasn't a lot of background to that. I spent several months reading a bunch of older literature, W.E.B. DuBois, Arthur Raper, and others who were documenting what it meant to be Black in the rural south in the early decades of the 20th century. It's very clear to me that Black property owners and Black residents of that region as a whole had very good reasons not to trust the legal system. It was used against them in many cases. People simply avoided going to the courthouse whenever possible. Now, this is an important point, and so thank you for exploring that with me. I've got to ask, I know you were at Auburn University and you're now retired. What led you to study heirs property and unearth its importance? Why are you still doing this work? The second question is very easy to answer but also very important. There is a moral quality to the research that is done on heirs property. The work that I'm doing - and others, and I'm not the only one - the work that we are doing has a moral quality to it. We're trying to identify problems and redress wrongs. That's what gets me up in the morning. I mean, I'm seven, eight years, seven and a half years out from retirement. but I'm still publishing on this topic because it's important. Now, how did I come to realizing that? From a very good graduate student of mine named Janice Dyer, who was working in West Alabama on a different project, having nothing to do directly, we thought, at the time, on heirs property. The project was really on small scale wood harvesting and processing so that people could build homes using wood that's on the land that they owned. Janice came back after spending some time out in the field and said, "Hey, there's this thing, heirs property. People don't have clear title to their land." I said, "Oh, okay." I read a little bit about that, but she said, "No, no, this is a really important thing. Pay attention." Okay, Janice, I'm going to pay attention. And you know, here I am 16 years later. I'm still paying attention. One of the reasons professors get better at their jobs, and Norbert, you should appreciate this, is that we work with really bright students over time, and we gain so much from working with these students and undergraduates as well. So, I came to this because a graduate student pulled me into it and said, "Pay attention. This is important." Thank you for that. I do agree there is something critical about engaging students to understand that topic. I want to actually take that a step further and because I know of some of the other work that you've done, how have you engaged communities in this work? Obviously, this is not an ivory tower kind of issue. This is something that affects the livelihoods of everyday people. How and in what ways are you engaging that community of folks? I work with people in civil society organizations like the Center for Heirs Property Preservation in Charleston, South Carolina, created by a woman named Jenny Stephens back in the early, I think, 2004 or 2005, and other organizations that represent people who own heirs property. I've been working with people in the legal community through the Uniform Law Commission and all kinds of other groups. It's simply a matter of understanding that what we can do in the ivory tower is important because we can document the extent of heirs property, for example. That doesn't take working with communities, but we need to be working with people in communities affected by heirs property so that we understand the real significance of it and to keep the moral energies flowing. So, for example, my co-author on a couple of recent papers, Ryan Thomson at Auburn, he did his doctoral dissertation with the Gullah Geechee in South Carolina, which is near where Jenny Stephens in the Center for Heirs Property Preservation is located. Ryan worked actually far more closely with people who were heirs property owners and organized around that issue than I have done. But it's really important to understand from the people who are living the life of heirs property owners and who are facing the struggles to understand what are the issues so that as researchers, we can try to address those issues and try to come up with policy recommendations that might be helpful. Thank you. One of your recent publications titled, "Heirs Property, Critical Race Theory, and Reparations," recently won the annual Rural Sociological Society's Best Paper of the Year award. First, congratulations, but secondly, can you explain your approach and your findings. As I was saying earlier, I was looking at the question of trust, the trust of Black property owners and Black residents of the South to the legal system. As I was reading that literature, the idea of critical race theory simply emerged into my consciousness. I did not start off my reading saying, "Okay, I'm going to go look for evidence that's going to show critical race theory." Rather, it kind of emerged because critical race theory talks about the longstanding, deep institutional patterns of discrimination that are built into our legal system, our cultural system, our educational systems. They are so deeply ingrained that we often don't even recognize them, or we consciously, sometimes, ignore them. But there are discriminations built deeply into our systems sometimes that we don't recognize. What heirs property represents, as I said at the very outset, the legacy of Jim Crow. The legacy of Jim Crow is all these institutional limitations placed on Blacks in terms of access to education, legal services, and commercial loans, insurance for their properties, redlining in cities of where you could get government assistance or not. All these things are built in and are deeply embedded. Even though we have removed many of the outward mechanisms and trappings of racial discrimination, these patterns are still there. To speak of heirs property in terms of critical race theory simply made sense. It emerged the realization in my mind that this phenomenon of heirs property is rooted in these institutional relationships. It sort of hit me between the eyes with a two-by-four. It was like, wow, this is a perfect use of a theory to help explain a phenomenon. That's what academics, we should be pretty good at that, but that's what I've basically done. I don't think of myself as a theoretician, but the theories help us understand here are the key variables, the key phenomenon that we need to focus on if we're going to understand that particular phenomenon. The question of reparations, which is the last term in that title, refers specifically to the Gullah Geechee, and I was talking about earlier, about that stretch of land. It's now billion dollar resorts. It's unrealistic to think that anybody's going to come and take that land away from Hilton and Sheraton, and all these major corporations, and give it back to the Gullah Geechee. That's just not realistic. But what if we charged a 1% lodging tax? There are already people coming and using those resorts who are already paying six and 7% on top of their bill for police and fire protection and things for the local counties and municipalities. What if we added 1% and gave that to the Gullah Geechee? There's a couple of entities, and I believe to others to make that decision. Who? But there's the Gullah Geechee Nation, and there's also a federally mandated Gullah Geechee Cultural Heritage Corridor. It's a 501 organization. Monies from that could be utilized to support the Gullah Geechee in clearing title for their remaining heirs property or for buying new properties to replace those that have been stolen, legally, but still stolen. So, to support the subsistence fishing and farming activities that have supported the Gullah Geechee for many, many generations, stating back to the post-Civil War era. Thank you for that. This is going to really move us into this last question that's connecting this idea of, and I appreciate how you talked about how theory can help us as researchers do the work that we do, but then there are implications of that theory to actual policy and the lived experiences of folks. My question is, how has the research that you and others have done on heirs property affected policy at the local state or even federal levels? As I said, there's a large number of researchers and others working on heirs property. I want to give a shout out to a couple of organizations that have been really critically important. The Southern Rural Development Center based at Mississippi State has become a really important convener of a lot of us working in this heirs property space. We have regular monthly Zoom calls. We have subcommittees on research, on policy, and on education and extension that meet regularly. There's a policy center at Alcorn State University that has become very important in helping organize and support research on heirs property. There's the Federal Reserve Bank of Atlanta that has also served as a convener and bringing people together. So, we've got individuals. We've also got some really important institutional actors that are providing continuity for those of us who are wanting to find a mechanism to interact, but they're providing that mechanism. There's a lot of people working on the question of heirs properties becoming increasingly visible not only in the research space but also among policy makers. For example, in the 2018 Farm Bill, there was wording introduced and passed in the 2018 Farm Bill, that allowed heirs property owners who were farming land to gain access to what's called a farm number through the Farm Service Agency. The farm number is critical, because if you have a farm number, you can now get a loan from USDA. Before that, heirs property owners could not. Basically, farmers operating heirs property now for the first time have access to credit through the USDA. That's a very important step forward. It actually came from a South Carolina Republican Senator Scott, and an Alabama Democrat Doug Jones, who worked up the wording on this, and it got later placed into the Farm Bill. The other thing that's happened is that FEMA, I mentioned Katrina earlier, FEMA has revised their policies so that now, if you can prove you've lived in that home, you've lived on that property, you've paid property taxes, you've got maybe home insurance or whatever, if your property is damaged, destroyed in a natural disaster, a storm, FEMA will now help you. But 10 years ago, that was not the case. This happened only in the last couple of years. The point is, people have started to pay attention to heirs property. I've got to say people working in the media like Politico and The Atlantic and the New York Times, and The Washington Post, they've picked up on this. They've called researchers. They've called people like me and colleague Ryan, and they've gotten the facts from us, and they've developed it. They've gone and interviewed people, and they've developed the stories. And the media has also drawn a lot of attention to the issues associated with heirs property. It's been kind of a full-court press. We've all been moving forward on this. Bio Conner Bailey is an emeritus professor of the Department of Agricultural and Rural Sociology in the College of Agriculture at Auburn University. He holds a Ph.D. in development sociology from Cornell University. His research has focused on the problems of persistent poverty associated with resource dependence, the emergency of grassroots environmental movement surrounding issues of environmental and natural resource management, issues of environmental justice, and the human dimensions of fisheries and coastal resource systems. Bailey has been working on the issues of heirs property for more than 20 years. His publication "Heirs Property, Critical Race Theory, and Reparations," recently won the annual Rural Sociological Society's Best Paper of the Year award.

Now that the right to an abortion has been overturned, America enters a new phase. Some states, like Minnesota, will continue to offer abortion care. Many others will prevent all access. Some will even criminalize anyone who helps a pregnant person get an abortion in a state that makes it legal. Writer and activist Robin Marty saw this day coming — but she admits she didn't think it would happen so quickly. In 2019, she wrote “Handbook for a Post-Roe America,” as she watched laws severely restricting abortion sweep many regions of the country. This spring, she released an updated version. And now, with the Supreme Court overturning Roe, it's become a handbook for women reeling from the decision and wondering what to do next. Wednesday, on a special edition of Big Books and Bold Ideas, host Kerri Miller spoke with Marty, who recently moved from Minnesota to Alabama to become the operations director for the West Alabama's Women's Center. They discussed her book, what she thinks will happen next, and how the hopscotched nature of abortion rights going forward will impact pregnant people, especially women of color. Coretta Brown is the Assistant Women's Basketball Coach at Eastern Kentucky University. Brown comes from Georgia Southern University where she was an assistant coach since the 2019-20 season. During her time at GSU, she collaborated with the head coach on player development, recruitment, and discipline. Brown coached the guards and the offense while serving as the assistant recruiting coordinator, the director of basketball operations supervisor, equipment liaison, alumni relations contact, and the camp coordinator. Brown reviewed the game film and provided statistical reports for game operations, developed new drills for training that covered dribbling, passing, shooting, defense, offense, and rebounding techniques. Brown was drafted 11th overall by the San Antonio Silver Stars in the 2003 WNBA Draft before getting traded to the Indiana Fever where she played for three seasons. She played her final two years with the Chicago Sky in their inaugural season. Brown traveled internationally during the WNBA off-season and competed in FIBA World Championship Tournament in Russia for team USA. Before her time at Georgia Southern Brown was an assistant at the University of West Alabama from 2017 to 2019. She managed all aspects of coaching, floor offense and defense and player development. She led the team recruiting program, identified prospects, coordinated home visits and evaluations, and tracked recruiting data. Brown developed scout plans for all games. She also assisted with scheduling 30+ teams for all age group basketball camps/tournaments and provided financial management. Brown launched a new program when she became the first head coach at Thomas University from 2012 to 2017. During her time at Thomas, she managed all aspects of the program from scheduling all practices and games, communicating with referees, and coordinating uniform and equipment procurement. Brown oversaw player development, managed assistant coaches, site management, and facility maintenance, reviewed game and practice tapes, and developed game plans. Brown coached four all-conference players, one freshman of the year, one academic all-conference, two Daktronic-NAIA Scholar-Athletes and one honorable mention All-American. She has had stops at Tennessee Tech (2009-12), Georgia High School Athletics Association (2008-09), Georgia Tech (2006-08) and the Women's Basketball Coaches Association (2005-06). Brown graduated from the University of North Carolina in 2003 where she received a bachelor of arts degree in African American Studies with a minor in English.
