Từ ngày 08 đến 10/10/2025, tổng thống Vladimir Putin có chuyến thăm cấp nhà nước ba ngày tại Tajikistan vào thời điểm các nước Trung Á đang có những chuyển đổi địa chính trị trong khi Nga tìm cách duy trì ảnh hưởng đang dần suy yếu của mình do cuộc chiến xâm lược Ukraina. Về mặt chính thức, tổng thống Nga đến thủ đô Dushanbe để dự hai cuộc họp quan trọng : Thượng đỉnh Nga và năm nước Trung Á Kazakhstan, Kirghizistan, Ouzbekistan, Tajikistan, và Turkmenistan, và Thượng đỉnh Cộng đồng Các Quốc gia Độc lập (CIS) giữa Nga, năm nước Trung Á cùng với Belarus, Armenia và Azerbaijan. Trung Á : Sân sau chiến lược truyền thống của Nga Theo giới quan sát, những cuộc họp này còn là cách để ông Putin chứng tỏ Nga vẫn duy trì kiểm soát đối với « các nước láng giềng gần », những nước nằm trong vùng ảnh hưởng của Matxcơva, đặc biệt là tại Trung Á, đang trở thành vùng tranh giành ảnh hưởng giữa Trung Quốc và phương Tây. Nhìn từ góc độ lịch sử, Trung Á từ lâu được xem như là sân sau chiến lược của Nga. Và mỗi nước Cộng hòa có những nét đặc biệt và riêng biệt trong quỹ đạo thuộc địa Nga và Xô Viết cũng như là trong mối quan hệ của họ đối với Nga. Các mối liên hệ trong nhiều lĩnh vực kinh tế, thương mại, giáo dục và an ninh, quân sự cũng từ đó được siết chặt hơn. Nhà nghiên cứu về Trung Á đương đại, Isabelle Ohayon, trợ lý giám đốc Trung tâm Nghiên cứu về thế giới Nga, Kavkaz và Trung Âu, trên đài phát thanh France Culture, ngày 08/04/2025, nhắc đến Kazakhstan như một ví dụ điển hình : « Kazakhstan có mối liên hệ rất chặt chẽ và lâu đời với Nga, bởi vì nước này là quốc gia đầu tiên, là không gian đầu tiên bị đế chế Nga đô hộ ngay từ đầu thế kỷ XVIII. Đây cũng là đất nước, trước khi Liên Xô sụp đổ, có cộng đồng cư dân Nga và nói tiếng Nga đông nhất. Người Kazakhstan chỉ chiếm có 39% dân số vào năm 1991 so với tỷ lệ 70% hiện nay. Điều đó cho thấy là hiện tượng Nga hóa, sự hiện diện của Nga, cũng như sự gắn bó với nền văn hóa lớn của Nga theo nghĩa chung đã thâm nhập, thấm nhuần sâu sắc tại Kazakhstan hơn là các nước Cộng hòa khác. Nếu chỉ xét về việc sử dụng ngôn ngữ, tiếng Nga được dùng phổ biến, song ngữ phát triển khá mạnh mẽ ». Năm 1991, Liên Xô tan rã, nhưng các mối quan hệ đó vẫn tồn tại. Theo nữ tiến sĩ Laetitia Spetschinsky, chuyên ngành Quan hệ Quốc tế tại trường đại học Công giáo Louvain, Bỉ, trả lời phỏng vấn báo Bỉ L'Echo, « sự tan rã một đế chế không có nghĩa là toàn bộ cấu trúc được xây dựng trong suốt chiều dài lịch sử bị sụp đổ : Hệ thống liên thông đường sắt và các tiêu chuẩn công nghiệp vẫn được duy trì ». Về điểm này, nhà nhiếp ảnh người Ouzbekistan Timur Karpov, trong một chương trình trên đài truyền hình ARTE (19/11/2024), có cùng nhận định : « Nga luôn gây sức ép mạnh mẽ đối với Uzbekistan. Mối quan hệ giữa hai nước đã bắt đầu phát triển trong suốt thời kỳ Xô Viết. Vào thời điểm đó, toàn bộ giới lãnh đạo đất nước, bằng cách này hay cách khác, đều có liên hệ chặt chẽ với Nga. Hệ quả là việc nước tôi khó thể tách rời khỏi Nga cũng là lẽ tất nhiên ». Chiến tranh Ukraina : Bàn cờ Trung Á được xáo lại Nhưng việc Nga phát động chiến tranh xâm lược Ukraina đã làm thay đổi bàn cờ địa chính trị tại Trung Á. Những phát biểu của ông Putin sẵn sàng dùng vũ lực để chiếm lại những vùng lãnh thổ từng thuộc về đế chế Nga hay để bảo vệ kiều dân Nga ở hải ngoại càng làm gia tăng nỗi lo về an ninh tại các nước Trung Á. Điều này thôi thúc các nước trong khu vực cùng với một số nước vùng Kavkaz bắt đầu mở rộng các mối quan hệ với nhiều nước đối tác cũng như đối thủ của Nga, từ Trung Quốc, Liên Hiệp Châu Âu, cho đến Thổ Nhĩ Kỳ hay các nước Vùng Vịnh, nhằm tìm cách bảo vệ trước nguy cơ một cuộc tấn công mới từ Nga. Đối với năm nước Trung Á, cuộc chiến Ukraina một thời cơ tốt để thiết lập các mối quan hệ mới với nhiều cường quốc khác. Vladislav Inozemstsev, cố vấn đặc biệt tại Viện Nghiên cứu về Truyền thông Trung Đông, trả lời hãng Bloomberg, lưu ý, « tầm ảnh hưởng của Putin đang suy yếu, nhưng sẽ không kéo dài bao lâu ». Trong số các nước tận dụng khoảng trống quyền lực do Nga để lại, Trung Quốc là bên hưởng lợi nhiều nhất. Phóng sự của ký giả Heike Smith, ban tiếng Pháp đài RFI, nêu trường hợp cửa khẩu Khorgos, nằm giữa Trung Quốc và Kazakhstan. Về điểm này, nhà chính trị học người Kazakhstan, Dossym Satpaiev, giám đốc trung tâm tư vấn Risks Assessment Group, trả lời RFI, nhận định cuộc chiến tại Ukraina đã mang đến một cơ hội tốt cho phép Kazakhstan giữ khoảng cách với Matxcơva. « Đúng là chúng tôi có đường biên giới rất dài với Nga. Trên đài RFI, Michael Levystone, đồng sáng lập Đài Quan sát Tân Á – Âu, chuyên gia về Châu Âu và vùng Á-Âu tại INALCO, nhận xét tiếp : « Đây là khu vực có tiềm năng lớn về năng lượng tái tạo, chẳng hạn như năng lượng mặt trời ở Uzbekistan, năng lượng gió trên bờ biển Caspi của Kazakhstan và Turkmenistan, và thủy điện, vốn đã rất phát triển ở Kyrgyzstan và Tajikistan. Đây là những quốc gia, các nước Cộng hòa Trung Á, đang nỗ lực tối đa hóa tiềm năng địa kinh tế mới này, gắn liền với việc điều chỉnh quy mô các hành lang giao thông đi qua khu vực này để kết nối các cường quốc kinh tế với nhau. » Dù vậy, giới chuyên gia đều nhận định, bất chấp cuộc chiến tại Ukraina, tầm ảnh hưởng của Nga tuy suy giảm, nhưng Matxcơva vẫn còn hiện diện đáng kể về mặt chính trị, kinh tế và quân sự trong vùng. Trang Bloomberg lưu ý, hàng triệu di dân Trung Á đang sinh sống và làm việc tại Nga gởi tiền, góp phần nuôi sống nền kinh tế trong nước. Kazakhstan, Kirghizistan và Armenia là thành viên của khu vực thuế quan chung do Nga điều hành. Còn Tajikistan tham gia vào khối liên minh phòng thủ với Matxcơva, trong khi Kazakhstan là quốc gia duy nhất trong vùng không có căn cứ quân sự Nga. Trong bối cảnh mới này, theo quan điểm của ông Michael Levystone, mục tiêu chuyến công du Trung Á của tổng thống Putin là nhằm chứng minh Nga vẫn có ảnh hưởng trong vùng. Vấn đề nhỏ là tại Uzbekistan, Rosatom đã trúng thầu xây dựng một nhà máy điện hạt nhân, nhưng công suất lắp đặt đã bị tổng thống Mirziuyev hạ xuống đáng kể vào năm 2024. Và tại Kazakhstan, dự án xây dựng nhà máy điện hạt nhân trên Hồ Balkash thực tế đã được chính quyền Astana trao cho Rosatom vào đầu năm nay. Bộ trưởng Năng lượng Kazakhstan khi đó đã tuyên bố Trung Quốc sẽ được trao thầu xây dựng một dự án hạt nhân khác tại Kazakhstan. Vì vậy, chúng ta có thể thấy rõ ràng ngay cả ở đây, Nga cũng không hoàn toàn có chủ quyền. Throughout the past 18 years, he has led several research studies aimed at improving understanding of various forms of elder mistreatment in long-term care homes (e.g. abuse, neglect, resident-to-resident incidents, theft of opioid pain medications, fear of retaliation / actual retaliation, and social media abuse). He is the founder of Dementia Behavior Consulting LLC where he assists families in supporting and caring for loved ones living with dementia.   In his free time, he enjoys hand carving wood such as brain hemispheres, giant 6-8 foot pencils, and educational signs including SEE ME Not My Dementia, Elder Voice, and Justice for Elders.

Trong bối cảnh địa chính trị quốc tế căng thẳng, nhất là với cuộc chiến Ukraina, các drone nay chiếm một vị trí mang tính chiến lược đối với hải quân trên toàn thế giới. Điều này đã được thể hiện qua triển lãm quốc phòng quốc tế Euronaval vào đầu tháng 11 tại Villepinte, ngoại ô Paris, Pháp. Tại cuộc triển lãm 2 năm một lần này, đi đến đâu cũng thấy trưng bày các kiểu drone mới được sử dụng để tác chiến, giám sát biển và đáy đại dương.  Các nước phương Tây đang phải đối phó với các cuộc tấn công bằng drone của lực lượng Houthi ở Yemen được Iran trang bị vũ khí nhắm vào giao thông hàng hải ở Hồng Hải. Trong khi đó, Ukraina đã thành công tiêu diệt 1/3 Hạm đội Hắc Hải của Nga và buộc được hạm đội này rời khỏi Crimea. Vào đầu tháng 11, Kiev khẳng định họ đã thực hiện thành công cuộc tấn công đầu tiên bằng drone mang chất nổ vào các tàu của Nga ở Biển Caspi, cách biên giới Ukraina đến 1.500 km. Trả lời hãng tin AFP ngày 07/11/2024 bên lề Euronaval, ông Emmanuel Chiva, tổng đại diện về vũ khí của bộ Quân lực Pháp, cho rằng từ những cuộc xung đột đó, có thể dự báo là drone sẽ được hải quân các nước “sử dụng ồ ạt”.Đô đốc Eric Chaperon, cố vấn quốc phòng của tập đoàn vũ khí Pháp Thales, nói với AFP: “Các drone phải được xem xét ở cả hai góc độ: khả năng tác chiến của drone và khả năng chống drone của kẻ địch”. Tập đoàn công nghệ cao của Pháp, hiện trang bị cho hải quân 50 nước trên thế giới, cung cấp cả hai khả năng đó. Một trong những cải tiến là vũ khí điện từ "có khả năng đốt cháy các thiết bị điện tử của drone". Đô đốc Eric Chaperon giải thích: "Các drone nằm trong tầm hoạt động của vũ khí sẽ rơi chỉ trong một giây." Tập đoàn Pháp cũng đẩy mạnh phát triển một công nghệ trí tuệ nhân tạo "tiết kiệm", có thể được trang bị trên các drone cũng như các giải pháp kết nối và tương tác, đã được thử nghiệm trong cuộc tập trận ở Bồ Đào Nha vào tháng 9 với một số nước thành viên Liên Hiệp Châu Âu. Riêng công ty Delair từ hai năm qua bán ra thị trường một sản phẩm mang tên Seasam, một loại drone dưới nước cở nhỏ, được dùng để theo dõi tình trạng thân tàu, tàu chở hàng cũng như tàu khu trục. Drone này có 7 động cơ nên rất cơ động, chống chọi tốt với dòng nước.Trả lời RFI Pháp ngữ tại Euronaval, ông Bastien Mancini, giám đốc điều hành của Delair, cho biết công ty này đã cung cấp cho thi trường châu Phi từ lâu và nay đã mở rộng sang các thị trường khác:“Chúng tôi đã có mặt ở khu vực này từ những năm 2010, tại khoảng 15-20 quốc gia châu Phi, rồi mở rộng sang Đông Âu và Đông Nam Á, những thị trường chính của chúng tôi hiện nay. Chúng tôi xuất khẩu rất nhiều trước khi bán cho thị trường Pháp. Công ty hiện sử dụng đến 110 nhân viên và đến cuối năm sẽ có tổng cộng 140 người, với doanh số năm ngoái là 10 triệu euro và dự báo năm nay sẽ đạt khoảng 30 triệu. Tốc độ tăng trưởng này là nhờ các hợp đồng mà chúng tôi giành được gần đây, nhất là trong lĩnh vực quốc phòng. Ukraina chiếm một phần đáng kể, nhưng không phải là chiếm đa số. Chúng tôi tạo được những hệ thống thích ứng với những điều kiện tác chiến rất ác liệt, với thiết bị gây nhiễu để làm rơi các drone, cho nên khách hàng chúng tôi có thể yên tâm.” Chiến trường Ukraina dĩ nhiên là nơi mà công ty Delair có dịp thử nghiệm và cải tiến các drone do họ sản xuất để thích ứng tốt hơn với điều kiện chiến tranh ác liệt, theo lời ông Mancini:“Chúng tôi đã làm việc ở Ukraina từ năm 2016, vì thật ra chiến tranh coi như đã bắt đầu từ năm 2014 với thỏa thuận Minsk. Từ năm 2016, các drone của chúng tôi đã được sử dụng để giám sát các đường biên giới. Khi quân Nga vượt qua biên giới, phía Ukraina đã gặp chúng tôi và yêu cầu cho họ xem hệ thống drone của chúng tôi vận hành như thế nào trong điều kiện chiến tranh. Sau khi thấy hiệu quả của các hệ thống này, họ đã nhờ chính phủ Pháp giúp đỡ, mua các drone đó để tặng cho họ. Pháp đã làm theo yêu cầu đó. Chúng tôi thường xuyên, hầu như là mỗi tuần, có những phản hồi từ những người vận hành các drone và chúng tôi trao đổi với họ. Cứ khoảng 3 hoặc 4 tháng, chúng tôi cải tiến để các drone thích ứng tốt hơn với điều kiện chiến tranh. Những yếu tố đó giúp rất nhiều cho ngành công nghiệp vũ khí của Pháp nói chung.” Để có thể phát triển các loại drone có sự trợ giúp của trí tuệ nhân tạo, công ty Delair đang phải tuyển thêm kỹ sư: “Chúng tôi có những kỹ sư làm việc về các vấn đề đó. Công ty có một phòng nghiên cứu quy tụ khoảng 45 người, trong đó phân nữa chuyên tạo ra các phần mềm, một số nghiên cứu về các thuật toán và về trí tuệ nhân tạo để có thể giải quyết vấn đề điều khiển drone mà không cần hệ thống định vị GPS, xác định và phân loại những vật thể mà drone nhìn thấy để trợ giúp cho người điều khiển. Không thể có một hệ thống hoàn toàn tự vận hành. Trí tuệ nhân tạo chỉ trợ giúp, chỉ làm đơn giản hóa nhiệm vụ của người điều khiển. Đó không phải là những robot, mà đằng sau bao giờ cũng có con người. Một quân nhân Ukraina đã nói một điều rất đáng chú ý : 'Cái mà có giá trị đối với chúng tôi không phải là các drone, vì drone có thể bị mất, mà là những người được đào tạo để điều khiển drone'. Đó mới là điều mà họ cố gắng bảo vệ.”Vấn đề, theo lời ông Mancini, việc phát triển các loại drone tiên tiến, có khả năng cạnh tranh cao, đòi hỏi rất nhiều vốn đầu tư, mà cả về mặt này, Pháp và châu Âu nói chung càng bị tụt hậu so với Hoa Kỳ chẳng hạn:“Phát triển các drone đòi hỏi rất nhiều vốn. Các công ty hàng đầu thế giới về drone có doanh số từ 300 triệu euro đến 4 tỷ, trong khi các công ty hàng đầu của châu Âu hiện chỉ đạt 50 triệu euro doanh số, công ty chúng tôi thì dự kiến sẽ chỉ đạt 30 triệu. Phát triển các loại drone có khả năng cạnh tranh trên thế giới tốn kém hàng triệu, thậm chí hàng chục, hàng trăm triệu euro. Cho nên phải có những công ty có tầm cỡ như vậy để tạo ra những sản phẩm cho tương lai. Tôi nghĩ rằng phải làm chủ công nghệ drone một cách tự chủ, vì đó là những robot bay trên không và tiến hành những hoạt động từ trên không. Các nhà công nghiệp Pháp và châu Âu nói chung phải làm chủ được công nghệ của các hệ thống được bán ở châu Âu. Food insecurity is a big part of the problem, affecting more than 1 in 10 Connecticut residents, according to Connecticut Foodshare. A new report from the United States Department of Agriculture found the national rate of food insecurity jumped by more than 2% from 2021 to 2022, now 12.8% of U.S. households. "It's really intersecting with a lot of other challenges that people face," including stable housing, health insurance, job security, disability, and other factors. In this episode, Dr. Leah Chapman and Dr. Caitlin Caspi discuss how they hypothesized that an incremental minimum wage ordinance in Minneapolis, Minnesota would increase household income, therefore improving mediators like stress and food security, which could lead to increased purchases and consumption of healthier and more costly foods such as fruits and vegetables. Qualitative interviews indicated that minimum wage increases could cause workers to lose SNAP benefits, offsetting the intended financial benefits of minimum wage ordinances. COVID-19 affected the study in ways that could not have been anticipated, but it shed light on the capacity for changes to SNAP, the effects of inflation on purchasing power in both cities, and ways to adapt in natural experiments.
