The Executive Director of Zoological Disaster Response, Rescue, and Recovery (ZDR3), Julia Matson Wagner, returns on the eve of this coming season for natural disasters such as wildfires, floods, and hurricanes. After several years focusing on providing immediate disaster response and support for affected zoological facilities, ZDR3 has grown in scope in terms of the number of participating facilities and expanded educational outreach. In just a few years, ZDR3's growing response network has more than 170 member facilities in 36 states. Barbara Butcher, MPH, was Chief of Staff and Director of the Forensic Sciences Training Program at the New York City Office of Chief Medical Examiner. She was responsible for overall agency management, strategy, and inter-agency relations. She currently resides in Brooklyn, NY.Butcher is regarded as a renowned expert in medicolegal death investigation, having spent 23 years at the NYC Office of Chief Medical Examiner (OCME), consulted on international mass fatalities, been a featured speaker at numerous national conferences, a published author, and taught at multiple medical institutions.Her prior roles at OCME included Medicolegal Investigator, Deputy Director of Investigations, and Director of Forensic Investigations, where her responsibilities included death investigations, disaster planning, victim identification, evidence, and missing persons. She oversaw the remains recovery effort at the World Trade Center site after 9/11 and helped manage the response to the crash of Flight 587, and investigated the 1993 bombing of the World Trade Center. As a medicolegal death investigator at OCME, she investigated more than 5500 death scenes and 680 homicides.Butcher also created the federally-funded Forensic Sciences Training Program at OCME and served as its Director. It was established as a national center to train practitioners, enforce standards, and promote best practices in the death investigation field.Butcher a has worked internationally, consulting for the World Health Organization and responding to the 2004 Tsunami in Thailand, the London Underground bombing, and assisted in the disaster planning for the Hong Kong and Norwegian governments. She has been a featured guest speaker on Disaster Planning and Mass Fatalities at national conferences throughout the United States.Butcher was also an adjunct assistant professor at NYU School of Medicine and New York Medical College, as well as an instructor at Louisiana State University in the National Center for Biomedical Research.She has held many board and committee positions such as the subcommittee of the White House Commission on Sciences, Forensic Division and is currently a consultant for medico-legal death investigation working with forensic pathologists, educators, television and mystery writers. TRANSCRIPT OF AUDIO From the Cumberland Gap to the Atlantic Ocean, this is Virginia Water Radio for the weeks of January 23 and January 30, 2023. This update of a January 2015 episode is the second of three planned episodes this winter on Virginia's General Assembly. MUSIC – ~15 sec – instrumental. That's part of “World's Too Big,” by Blacksburg, Va., musician Kat Mills, from her 2006 album, “Two.” It opens an episode on what is one of the biggest jobs, and has some of the biggest impacts, of any General Assembly session: the state budget. The Commonwealth operates on a biennial budget, covering two fiscal years, which run from July 1 through June 30. In sessions in even-numbered years, the General Assembly sets the budget for the upcoming two years, and typically in every session the Assembly considers amendments to the current budget. Virginia's current two-year budget, as approved last year by the Assembly and the governor, is about $163 billion dollars, with about $159 billion for operating expenses and the rest for capital expenses. Now, have a listen to the music for about 20 more seconds, and see how much of that amount you think goes to water-related matters. MUSIC – ~22 sec – lyrics: “World's too big to see in one lifetime. World….” According to the Virginia Department of Planning and Budget, the Commonwealth's current two-year operating-expense budget funds about 210 programs. Of these, Water Radio identified 23 that relate to activities that can affect water, either directly, or indirectly through air, land, or energy management. Those 23 programs account for about $3.3 billion in the current two-year budget. Here's a sample of those programs, to give you a sense of where Virginia's water-related dollars go: some direct water-connection programs are boating safety, coastal lands mapping, drinking water improvement, marine life management, port facilities, seafood promotion, and water protection; and some indirect water-connection programs are air protection, disaster and emergency preparedness, forest management, minerals management, and regulation of public utilities. Speaking with five different guests, host, Peterson Toscano, takes a deep dive to explore how climate change and extreme weather affect lesiban, gay, bisexual, transgender, gender non-binary, and queer (LGBTQ+) people. Leo Goldsmith (he/him) is one of the co-authors of Queer and Present Danger: Understanding the Disparate Impacts of Disasters on LGBTQ+ Communities. Together with Dr. Michael Mendez, Assistant Professor of Environmental Planning and Policy at the University of California, Irvine Vanessa Raditz from Out in Sustainability who is a PhD student at the University of Georgia, they researched the unique vulnerabilities of this community in disaster relief; the myth of gay affluence; how faith-based groups have a history of discriminatory practices in disaster relief; how cohesive is the LGBTQ community and how race is a problem even in LGBTQ groups. Leo also provides practical ways community members and leaders can build stronger, more resilient LGBTQ+ communities that can bounce back from extreme weather events. Nokwanda Maseko (she/her/they) is a South African economist who identifies as a Queer Black person. As senior economist at Trade and Industrial Policy Strategies, she has written position papers about what a just transition can look like, especially for women and the large sector of the Black South African population who because of unemployment and informal employment are not often part of the conversations around just transition. Isaias Herandez (he/him) aka Queer Brown Vegan was born in Los Angeles, California, also known as Tongva Land. As someone who grew up in a community that faced environmental injustices, Isaias developed an interest to learn about his environment. Living in Section 8 affordable housing, using food stamps growing up, and witnessing pollution affect his body. Isaias turned his anger and sadness to becoming an environmental educator. He earned a B.S. in Environmental Science at the University of California, Berkeley. He works on a variety of diversity inclusion work in environmental spaces, academic research, and creative work. Isaias' work is centered on environmental justice with a lens of localization. Isaias works as a full-time content creator and public speaker on QueerBrownVegan. The Art House EJ Baker (they/them) and Rae Binstock (she/her) tell us about Good Energy Stories, a story consultancy for the age of climate change. Their mission is to inspire, support, and accelerate stories in scripted TV and film that reflect the world we live in now–and help us envision a better tomorrow. They talk about the kind of stories and approaches to storytelling that move audiences to feel empathy for those suffering an enthusiasm for solutions that make the world a better place. Rae Binstock is a playwright and screenwriter. Her plays include That Heaven's Vault Should Crack (The New Group, Lark Development Center, T. Communications and disaster planning are some of the most important aspects of preparedness. What would you do if you were on your way to work and all the sudden the power in the city goes out? The more important question is what would your family and loved ones do? We know that a power outage could be caused by several things ranging from a blown transformer, to a full blown EMP, but does your family know how to tell the difference? The sad truth is that most people are extremely unprepared to handle any sort of disaster scenario, and while we can't help everyone, we can make sure our family understands the basics at the very least.
