El presidente Javier Milei se reunió en Ushuaia con la general del ejército estadounidense Laura Richardson, jefa del Comando Sur, y ratificó la construcción de una Base Naval Integrada: “Hoy nos encontramos en Ushuaia para monitorear los avances en el desarrollo de la base naval integrada. Más allá de los vaivenes políticos que han tenido los gobiernos los argentinos como pueblo tenemos una afinidad natural con los EEUU. Pertenecemos a la tradición occidental con una cultura y una forma de vivir en sociedad en buena parte compartida. Una tradición que tiene en su base las ideas de la libertad, la defensa de la vida y la propiedad privada que fueron los estandartes de los padres fundadores de ambas naciones”. “El mejor recurso para defender la soberanía es reforzar la alianza con EEUU, con todos los países que defienden la causa de la libertad. Estamos agradecidos por la visita de la general Richardson y el apoyo de EEUU a la Argentina. Esperamos que estos primeros pasos sean el comienzo de una relación especial entre ambas naciones y que el árbol de la libertad extienda sus raíces para que ningún ciudadano sea sometido a dictadores, autocracias, fanáticos religiosos o al comunismo”, agregó Milei. Manuel Adorni dijo: “La reunión fue fantástica en línea con nuestras relaciones con el mundo y particularmente con Estados Unidos. Con respecto a la pregunta de la base china, se está analizando el convenio. Dentro de la multiplicidad que nos trajo la herencia, está dentro de la herencia este convenio. Entendemos que las actividades científicas están operativas en esa base”. Adorni agregó sobre el adoctrinamiento: “Se van a modificar y enviar un proyecto de ley para modificar los artículos 11 y 126 de la Ley de Educación con el objetivo de penar el adoctrinamiento en las escuelas. El Ministerio de Capital Humano se va a encargar de poner a disposición para que los padres y alumnos puedan denunciar el adoctrinamiento que no respete la libertad de expresión. Van a poder denunciar cuando sientan que se respete su derecho a educarse”. El ministro de Salud, Mario Russo, afirmó: “Caputo eliminó las vallas para importar. No solo insumos básicos sino el producto terminado. Tenemos que decir verdades incómodas. No creemos que el Ministerio sea un supermercado para mandarle a los gobernadores, intendentes y ministros de cada una de las regiones”. La Jefa del Comando Sur de Estados Unidos, Laura Richardson, cierra hoy una visita oficial de tres días a Uruguay que tuvo como objetivo profundizar la cooperación entre los dos países en asuntos de Defensa. Ayer la general Richardson se reunió con la intendenta de Montevideo, Carolina Cosse. En el encuentro dialogaron sobre una serie de programas llevados adelante por organizaciones estadounidenses en los que participa el gobierno departamental. A la salida de la audiencia, en rueda de prensa, Cosse fue consultada por las críticas que había realizado el PIT CNT a la visita de Richardson. La intendenta prefirió no emitir opinión y dijo que recibió a Richardson para cumplir una “misión oficial”. La jerarca militar también tenía previsto reunirse con el intendente de Canelones, Yamandú Orsi. Sin embargo, esa instancia no se concretó. Orsi dijo ayer que solamente recibió una “invitación” para participar en la “recepción” a Richardson en la Embajada de Estados Unidos en Montevideo y que él no asistió ya que “tenía otras actividades” que prefirió priorizar. En las horas previas a su llegada a Uruguay, el PIT CNT rechazó su presencia. En un comunicado, la central sindical señaló que el verdadero objetivo de la misión oficial es “el interés” de Washington “por el agua dulce” que existe en nuestro país, así como analizar “la posibilidad de crear una base militar en territorio uruguayo” y “agradecer el apoyo del actual gobierno” por su abstención en la ONU cuando se votó el pedido de “un alto al fuego en Gaza” para que se pudieran “ingresar víveres y medicinas para el pueblo palestino”. El martes, luego de su encuentro con el ministro de Defensa, Javier García, y el canciller Omar Paganini, Richardson desmintió la eventual intención de instalar una base militar en nuestro territorio. “No es lo que hace el Comando Sur”. “Nosotros venimos acá y, como democracias, identificamos colectivamente cuáles son las amenazas y los retos, y trabajamos juntos para alcanzar esos objetivos”, expresó. Según la funcionaria estadounidense, Uruguay “es un líder en democracia” y también “en derechos humanos, derechos laborales y protección del medioambiente”. Richardson valoró las “operaciones de mantenimiento de la paz” que llevan adelante militares uruguayos en distintos lugares del mundo. “Tenemos una relación muy fuerte con las Fuerzas Armadas uruguayas”, destacó. Ở đây có một thỏa thuận hợp tác chính trị giữa Nga với toàn bộ các nước sẽ đến Bruxelles tham dự cuộc họp thượng đỉnh với Liên Hiệp Châu Âu trong tháng 7/2023 ».Trong bối cảnh phe tả trở lại cầm quyền, Maxtcơva muốn « hất cẳng » Washington ngay trên chính « sân sau » của Mỹ, duy trì ảnh hưởng trước đà tiến của Bắc Kinh trong khu vực, và tìm cách có được sự hậu thuẫn ngoại giao của khối. Bởi vì có một chi tiết rất ít được giới truyền thông cũng như giới chuyên gia phương Tây đề cập đến, hoặc chỉ được nhắc thoáng qua, nhưng được trang mạng World Socialist Web Site (viết tắt là WSWS), một trang mạng nổi tiếng chống chủ nghĩa đế quốc (đặc biệt là Mỹ và phương Tây) nhắc đến trong một bài viết đăng hồi tháng Giêng năm 2023.Theo đó, bà Laura Richardson, tướng của Mỹ và là lãnh đạo Bộ chỉ huy phía Nam của Mỹ (SouthCom) trong một diễn đàn trực tuyến do tổ chức cố vấn về địa chính trị Atlantic Council đóng trụ sở tại Washington tổ chức, có tuyên bố là Lầu Năm Góc đang thuyết phục nhiều chính phủ châu Mỹ Latinh « cung cấp » cho Ukraina những thiết bị quân sự do Nga sản xuất, đổi lại những nước này có thể thay chúng bằng thiết bị của Mỹ. Nếu như Hoa Kỳ từ chối nêu tên những nước nào họ đang đàm phán, thì Lầu Năm Góc theo dõi sát sao dòng vũ khí của Nga nhập khẩu trong khu vực. Đây cũng chính là nguồn gốc của bản báo cáo do ông Evan Ellis thực hiện như đề cập ở trên.Trang mạng này đưa ra hai lý do để giải thích vì sao Mỹ thúc bách các nước Nam Mỹ hỗ trợ quân sự Ukraina. Thứ nhất, số vũ khí Nga/Xô tồn kho này hoàn toàn giống với những loại vũ khí mà quân đội Ukraina đã có và quen sử dụng, và như vậy có thể triển hai tức thì. Trái với những tuyên bố ồn ào của phương Tây, các loại xe tăng chiến đấu M1 Abrams của Mỹ hay Leopard 2 của Đức đòi hỏi nhiều thời gian để huấn luyện.Thứ hai, Washington còn có những mục tiêu khác ở Nam Mỹ : Loại trừ Nga với tư cách là một đối thủ cạnh tranh, tái lập thế độc quyền của Lầu Năm Góc trong việc cung cấp vũ khí, và như vậy trong dài hạn điều đó sẽ cho phép Mỹ gầy dựng lại tầm ảnh hưởng chính trị tại một khu vực thường xuyên có đảo chính quân sự.Tăng cường bán vũ khí cũng đồng nghĩa với việc sẽ có nhiều cố vấn quân sự Mỹ hơn trên thực địa và số sĩ quan được gởi đến Mỹ để đào tạo cũng sẽ nhiều hơn. Điều đó cũng sẽ củng cố các mối quan hệ giữa giới quân nhân, sâu rộng hơn so với các mối quan hệ hiện có giữa các nhà ngoại giao hay dân biểu. Trong bài phát biểu này, tướng Laura xem các chiến dịch của Nga trong vùng Nam Mỹ như là một mối đe dọa nghiêm trọng cho các lợi ích của Washington.Hiện tại ý định này của Mỹ và các đồng minh vấp phải sự phản đối của các nước Nam Mỹ. Đa số các nước tuy bỏ phiếu lên án hành động Nga xâm lược Ukraina, nhưng lại từ chối áp dụng các biện pháp trừng phạt do phương Tây áp đặt, từ chối giao vũ khí Liên Xô cũ kỹ cho Ukraina khi nhắc lại lập trường trung lập trong cuộc xung đột.Trong bối cảnh này, việc chọn bốn nước Brazil, Venezuela, Nicaragua và Cuba không phải là một sự ngẫu nhiên. Caracas, Managua và La Habana là những đồng minh lâu đời của Matxcơva. Cũng giống như Nga, ba nước Nam Mỹ này còn là đối tượng bị Mỹ trừng phạt từ nhiều năm qua. Chính tại những nước này mà ông Lavrov đã mạnh mẽ chỉ trích thế bá quyền của Mỹ.Lavrov thăm đồng minh nhưng cũng cảnh cáo MỹMặc dù rất ít nội dung các cuộc gặp được công bố, nhưng những phát biểu của ông Lavrov tại những nơi ông đi qua cho thấy rõ mối quan tâm mới của Nga đối với khu vực khi đưa kịch bản đối đầu với Mỹ là một ưu tiên trong bối cảnh cuộc chiến Ukraina. Tại Venezuela, ông Lavrov tuyên bố tin tưởng rằng Nam Mỹ sẽ trở thành « một trong những cột trụ » cho một trật tự thế giới mới, chống lại các chính sách thực dân của Mỹ, và cam kết hỗ trợ những nước nào trong khối CELAC bị xem là đi ngược lại với lợi ích của Hoa Kỳ.Đồng thời, ông tuyên bố Nga ủng hộ đề xuất của tổng thống Lula thúc đẩy khối BRICS ngừng trao đổi mậu dịch bằng đồng đô la. Những tuyên bố mà nhà nghiên cứu Benjamin Gedan, giám đốc chương trình châu Mỹ Latinh tại Trung tâm Wilson, khi trả lời trang mạng Miami Herald, đánh giá là chỉ để  « chọc tức », và nhắc nhở Hoa Kỳ rằng « Nga có thể quấy rối Mỹ ở các nước láng giềng như là một cách để ngăn cản Washington can dự vào khu vực lân cận của Matxcơva ».Dù vậy, theo quan sát của Christophe Ventura, giám đốc nghiên cứu, chuyên gia về Nam Mỹ thuộc Viện Quan hệ Quốc tế và Chiến lược (IRIS), tại bốn nước ông Lavrov đi qua, ý nghĩa chính trị là không giống nhau. Trên đài RFI, ông phân tích :« Ông Lavrov đến thăm Brazil, trước hết là nhằm củng cố các mối quan hệ kinh tế, chìa khóa trong mối quan hệ giữa Brazil và Nga, nhất là vào giai đoạn mở cửa hậu Covid-19 cùng với cuộc chiến tại Ukraina. Vấn đề ở đây là phải bảo đảm rằng Brazil vẫn có thể tiếp cận nguồn phân bón mà Nga xuất khẩu cho nước này, một nguồn cung thiết yếu cho ngành nông nghiệp và cả nền công nghiệp thực phẩm của Brazil.Đương nhiên, chuyến thăm này đã được lên lịch trình từ lâu. Ngoài trao đổi kinh tế, đúng là còn có vấn đề chiến tranh Ukraina (…) Những gì mà ông Lavrov muốn tìm kiếm ở Brazil chính là không muốn cực đoan hóa lập trường của Brazil về hồ sơ Ukraina, bởi vì lập trường của Brasilia là lên án Matxcơva vì hành động xâm lược này, nhưng không áp dụng các biện pháp trừng phạt Nga. Do vậy, ông Lavrov sẽ không tìm cách thay đổi lập trường của Brazil trong hồ sơ này. Về phần Nicaragua, tại Liên Hiệp Quốc, nước này cùng với Bắc Triều Tiên, Erythrea, Belarus, Mali và Syria đã bỏ phiếu ủng hộ Nga. Còn Venezuela lại tỏ ra im lặng trên bình diện quốc tế trong các cuộc bỏ phiếu ở Liên Hiệp Quốc. Nước này lượn lờ giữa sự trung thành với Matxcơva và ý định nối lại quan hệ về lâu dài với Washington, nhất là trong bối cảnh khủng hoảng Ukraina và khủng hoảng năng lượng toàn cầu. »Cuba đồng minh thân thiết của Nga, kẻ thù sát cạnh MỹCuba – đồng minh lâu đời nhất của Matxcơva – đã điểm dừng chân sau cùng của ngoại trưởng Nga. Đây là lần thứ 8 ông đến thăm La Habana. Hai nước có mối quan hệ chặt chẽ quân sự, kinh tế và tài chính từ nhiều năm qua. Janette Habel, nhà chính trị học, chuyên gia về châu Mỹ Latinh, trên TV5 nhắc lại Nga năm trong số hiếm hoi các nước đã giúp Cuba lách các biện pháp trừng phạt. Quốc gia này đang trải qua một cuộc khủng hoảng kinh tế, nhân đạo và xã hội nghiêm trọng. Do vậy, sự hậu thuẫn của Nga là một « nguồn ủng hộ tuyệt đối thiết yếu » cho chế độ Cuba.Nếu như nhiều nhà quan sát đánh giá là chuyến đi của Lavrov là nhằm chứng tỏ Nga không bị cô lập, thì bà Janette Habel còn cho rằng ông đến thăm Cuba lúc này không phải là chuyện tình cờ. Cuba sắp nắm giữ chức chủ tịch luân phiên nhóm các nước phi liên kết, quy tụ 77 nước, ra đời trong thời kỳ Chiến Tranh Lạnh, mà Trung Quốc cũng có tham gia. Matxcơva chuẩn bị địa bàn để các nước này nhân các kỳ họp lớn có những tuyên bố ủng hộ Nga và bác bỏ các mọi trừng phạt nhắm vào Matxcơva.Nhìn từ toàn cảnh này, nhà chính trị học Janette Habel kết luận : « Đây là lần đầu tiên người ta có thể nói Liên Hiệp Châu Âu, Hoa Kỳ ở một phía và bên kia là tuyệt đại đa số những nước tìm cách củng cố một mặt trận bất chấp những bất đồng có thể có. Điều gì sẽ xảy ra, chưa ai biết được, nhưng đây thật sự là một sự thay đổi, một sự biến đổi của thế giới, biến động về tương quan địa chính trị thế giới. »

Good Morning, Colorado, you're listening to the Daily Sun-Up with the Colorado Sun. It's Monday August 16th. Nearly 50 years ago a school bus crash killed eight Gunnison High School football players and their coach drew national attention. Now, Gunnison is preparing a memorial to mark the anniversary. Today - Hear from survivors of the crash on the legacy of this tragedy.  Before we begin, let's go back in time with some Colorado history adapted from historian Derek R Everett's book “Colorado Day by Day”: Today we're going back to August 16th 1999, when the students of Columbine High School in Jefferson County returned to school for the first time since the tragic shooting that took the lives of 13. When the 2,700 students arrived back at Columbine that morning, they raised the American flag to full staff…..it had flown half that high since April. For some, the moment was a triumph of spirit, for others, especially those with lost loved ones, it was too soon. The Columbine shootings remain a communal trauma and today, we remember the students who lost their lives, and those children, teachers, and families who continued on.  Now, our feature story.  Nearly 50 years ago, a school bus crash killed eight Gunnison High School football players and their coach. The tragedy drew national attention at the time, but it has since faded from memory across much of Colorado. Not so in Gunnison, which is preparing a memorial to mark the 50 year anniversary. Colorado Sun reporter Kevin Simpson recently spoke with several survivors of the crash and has written an article examining the legacy of the tragedy. Finally, here are a few stories you should know about today: The creators of the wildly popular “South Park” animated TV show say they have a deal to buy and revive Casa Bonita, the iconic Mexican restaurant that is both beloved and reviled. Trey Parker and Matt Stone, who grew up in Colorado, announced their plans in a press conference with Gov. Jared Polis on Friday, but will have to navigate the bankruptcy of Casa Bonita's owner before the deal can close. One lane in each direction of Interstate 70 opened through Glenwood Canyon on Saturday morning. But it likely will be November before traffic is moving through the area at a pace approaching normal. The highway had been closed since July 29, when what transportation officials described as a 500-year weather event sent tons of rock, mud and debris flowing from the steep canyon onto the highway. The governor has requested $116 million from the federal government to cover the cost of repairs, which includes reconstructing parts of the westbound lanes. When mountainsides of mud and rock tumbled down to block Interstate 70 at Glenwood Canyon weeks ago, the mess stopped more than a highway. The debris also blocked off the most important river in the West, the Colorado. And while the stream started working its way through the rock pile almost immediately, the impact on river wildlife will last for years. Biologists are itching to get into the canyon to assess the damage and start offering fixes, while engineers are still worried about what's left to fall down the hillsides. Laura Richardson, who was an All America swimmer at Northglenn High and got her officer's commission through the ROTC at Metro State, has been promoted to 4-star general and commander of the Army's U.S. Southern Command. Richardson, who is 57, will be only the second currently-serving woman to earn the rank of four-star general, the second female four-star general in the Army's 246-year history, and the second female combatant commander. In this bonus episode, we look into the state of passenger rail service in the United States by examining the history and current condition of Amtrak, the only choice for passenger rail service in the nation. The United States has a third world passenger rail transportation system. There's no denying it. There is only one company, Amtrak, that operates nationwide. Amtrak train cars are decades old, the employees are over-worked, and it's incredibly unreliable. But why is that the case? How can we do better? Passenger rail service is a worthy investment for the United States government. Trains consume far less energy than our other available modes of transportation: Passenger trains consume 17% less energy than airplanes and 21% less energy than cars. Passenger trains also burn far less carbon dioxide: The average intercity passenger train burns 50% less carbon dioxide per passenger mile than an airplane and 60% less than cars. Rail transportation is also a safe mode of transportation, especially when compared to cars; automobile accidents kill an average of 33,000 Americans every year compared to an average of ten deaths caused by accidents on passenger trains. [caption id="attachment_1443" align="aligncenter" width="598"] Automobiles kill 33,000 in the US every year. Trains kill 10.[/caption] But if passenger trains are such a good investment, why is the United States system so behind other countries? It wasn't always this way. In the 1920’s, more than 1,000 companies operated on a network of 380,000 miles of track in the United States. 1.27 billion passengers traveled on the United States' rail network every year, at a time when our population was much less than it is today. However, in the 1970’s, after the interstate highway system was completed and air travel became affordable for the middle class, the private railroads didn’t find passenger trains to be as profitable as freight and they wanted to eliminate passenger services entirely. The government agreed to take over the passenger service that the private sector didn’t want to provide for their own financial reasons. Amtrak was created in 1971 as a quasi public-private entity to provide public rail transportation service nationwide. Amtrak was a compromise between the members of Congress who wanted to keep a passenger rail system in the United States and the Nixon administration, who wanted passenger rail to disappear. In the deal that created Amtrak, the private railroad companies would no longer have to provide passenger services but they would have to provide Amtrak with start-up cash and equipment. The private railroads would maintain ownership of the infrastructure - the railraod tracks - but they would not be allowed to deny Amtrak the right to use them. The only place in the United States where the private railroad companies do not own the infrastructure is in the Northeast Corridor, between Boston and Washington D.C., which just so happens to be the area of the country with the best and most reliable passenger rail service in the country. However, Amtrak is responsible for maintaining the infrastructure; as a result, about 75% of Amtrak's budget goes towards maintaining the Northeast Corridor. Amtrak was given two mandates. The first was to provide a nationwide passenger rail service. The second was to turn a profit. While turning a profit is a worthy goal, no passenger rail service in the world is currently profitable even in countries where the passenger train company is not responsible for maintaining the rail infrastructure. The situation got worse for Amtrak in the 1980's due to the Staggers Act, which deregulated the railroad industry. As a result, railroad companies gobbled each other up in mergers and ripped out even more tracks. Since the 1960’s, almost half of the countries’ rail infrastructure has been abandoned or removed. Today, the vast majority of the country’s remaining railroad tracks are controlled by only four companies: BNSF, CSX Transportation, Norfolk Southern, and Union Pacific. Bills Discussed in This Episode Amtrak has been starved of funding since it’s creation, a problem that continues today. Amtrak needs about $5 billion just to maintain old bridges, tunnels, and walls in the Northeast Corridor, the only section of the country where Amtrak owns the tracks it runs on. H.R. 4745, the transportation funding bill for fiscal year 2015 which passed the House of Representatives on June 10, would not authorize that money, nor much else for operations in other parts of the country. H.R. 4745: The Transportation, Housing and Urban Development, and Related Agencies Appropriations Act for 2015 Provides over $15 billion in Federal subsidies for the aviation industry. Provides over $40 billion in Federal subsidies for the highway trust fund. Provides $1.2 billion in Federal subsidies for Amtrak. Amtrak is also authorized to borrow $5.6 billion. In addition, H.R. 4745 contains some outright fiscal attacks on Amtrak's ability to function. An amendment submitted by Rep. Phil Gingrey of Georgia defunds food and beverage service on Amtrak trains. An amendment submitted by Rep. Jeff Denham of California defunds California's high speed rail project. An amendment submitted by Rep. Pete Sessions of Texas eliminates the Sunset Limited, the only Amtrak route that runs between Los Angeles and New Orleans. There is hope, however. H.R. 4745 needs to be merged with the Senate version. There is still time to remove the Amtrak attacks. More importantly, the multi-year transportation bill known as MAP-21 is set to expire on September 30, 2014, right before the 2014 midterm elections. If we want passenger rail service investments in the United States, now is the perfect time to demand them. Representatives Quoted in This Episode (In Order of Appearance) Rep.
