À propos du livre : « La Muette » paru aux éditions La boîte à bulle À travers différents destins croisés, le camp d'internement de la Muette, à Drancy, raconté pour la première fois en bande dessinée. 20 août 1941, la police française se prépare à arrêter 5000 habitants du 11e arrondissement de Paris, tous de confession juive… Quelques jours plus tard, ils seront 4230 hommes à être emprisonnés dans la cité de La Muette à Drancy. Durant trois années, la cité verra ainsi passer 67 000 hommes, femmes et enfants en partance pour les camps de la mort… Parmi eux, Béno, Nissim, Jean, Chil, Chana et bien d'autres. Des noms qui sont autant de victimes de la logique d'extermination nazie – et de ses complicités françaises. Des destins qui se croiseront dans un quotidien rythmé par les rafles et déportations qui emplissent et vident alternativement le camp… À travers ces histoires, Valérie Villieu et Simon Géliot donnent pour la première fois à voir la vie du camp de La Muette : son organisation, son évolution et le quotidien des interné.e.s qui y sont passés. Sur la base du témoignage d'une de ses patientes, elle a écrit depuis Deux hivers et un été, récit d'un exil de jeunes filles juives dans l'Isère pour fuir les persécutions nazies. En 2025, accompagnée de Simon Géliot aux dessins, elle réalise La Muette, son troisième album, le premier consacré au camp d'internement français de Drancy.

Ngày 07/05/2025, Việt Nam và Mỹ chính thức tiến hành phiên đàm phán đầu tiên về mức thuế 46% do tổng thống Trump áp đặt. Vừa đàm phán với thị trường lớn nhất, Hà Nội vừa khẩn trương tìm cách thúc đẩy xuất khẩu sang 17 thị trường đã ký các hiệp định thương mại tự do, mở rộng thêm đối tác, trong đó có Brazil. Cả hai nước muốn giảm phụ thuộc quá nhiều vào một đối tác : Đối với Brazil là Trung Quốc và với Việt Nam là Mỹ, đồng thời hỗ trợ thâm nhập thị trường khu vực của nhau ASEAN và Mercosur.Mở rộng thị trường với BrazilViệt Nam và Brazil ký Kế hoạch hành động triển khai quan hệ Đối tác chiến lược giai đoạn 2025-2030 sau khi nâng cấp vào tháng 11/2024. Trong chuyến công du Hà Nội ngày 28/03/2025, tổng thống Brazil Luiz Inácio Lula da Silva khẳng định “kế hoạch này sẽ giúp chúng tôi tiến triển trong nhiều lĩnh vực”. Cả hai nước còn nhiều tiềm năng, biên độ phát triển để thúc đẩy hợp tác trong nhiều lĩnh vực, theo giải thích của nhà báo Elcio Ramalho, trưởng ban Brazil của đài RFI :“Điều đáng chú ý là với Kế hoạch hành động triển khai quan hệ Đối tác chiến lược giai đoạn 2025-2030, mối quan hệ đối tác rất rộng rãi, bao gồm kinh tế, quốc phòng, nông nghiệp và an ninh lương thực, cũng như các vấn đề liên quan đến môi trường và cuộc chiến chống biến đổi khí hậu. Theo ông Lula, Mỹ latinh và ASEAN là hai khu vực năng động, góp phần hình thành trật tự thế giới đa cực. GDP của thị trường chung Nam Mỹ Mercosur và ASEAN lần lượt đạt khoảng 2.800 tỷ đô la và 3.800 tỷ đô la, cho thấy tầm quan trọng của hai khu vực trên trường quốc tế.Thủ tướng Việt Nam Phạm Minh Chính cũng đề nghị chính phủ Brazil ủng hộ, thúc đẩy sớm khởi động đàm phán FTA giữa Việt Nam và Mercosur. Khối Thị trường Chung Nam Mỹ - Mercosur (thành lập ngày 26/03/1991) hiện có 4 nước thành viên thường trực Achentina, Brazil, Paraguay và Uruguay sau khi Venezuela bị đình chỉ tư cách thành viên năm 2017. Các nước Colombia, Chilê, Pêru, Bolivia và Ecuador, Guyana và Suriname có tư cách thành viên liên kết.Liệu Hà Nội có thể dựa vào Brazil để chinh phục các thị trường xuất khẩu mới ? Elcio Ramalho, trưởng ban Brazil của đài RFI, nhận định : “Là nước giữ chủ tịch Mercosur từ tháng 07/2025, Brazil sẽ nỗ lực hướng tới một thỏa thuận cân bằng với Việt Nam. Theo thủ tướng Việt Nam, các FTA đã mang lại hiệu quả, năm 2024, tổng kim ngạch xuất nhập khẩu đạt gần 800 tỷ đô la.Song song với những hiệp định thương mại, Việt Nam không ngừng thắt chặt hợp tác thương mại với các nước đối tác để giữ vững mục tiêu tăng trưởng 8% trong năm 2025. Điều này được thể hiện qua số chuyến công du nước ngoài của các nhà lãnh đạo Việt Nam cũng như những chuyến thăm cấp Nhà nước đến Việt Nam như Nga, Bỉ, Hà Lan, Tây Ban Nha, Trung Quốc, Nhật Bản… Tổng thống Pháp Emmanuel Macron dự kiến đến thăm Việt Nam vào cuối tháng 05.

Hai bên chủ ý nhấn mạnh đến tính chất quân sự vì sự kiện được chọn để tổ chức chuyến công du là lễ kỷ niệm 70 năm trận Điện Biên Phủ. Ngoài ra, chúng ta cũng thấy rằng trong buổi làm việc hôm 06/05 với bộ trưởng Quốc Phòng Việt Nam Phan Văn Giang, ông Sébastien Lecornu đã nhấn mạnh đến tầm quan trọng của hợp tác song phương nhằm chia sẻ những ký ức lịch sử và giải quyết hậu quả của cuộc chiến giữa hai nước. Tuy nhiên, khi nhìn lại mối quan hệ Pháp-Việt, vốn lâu dài vì đã kéo dài trong gần một thế kỷ, thì thấy không thiếu những yếu tố chung. Cho nên cần quan tâm xem xét mối quan hệ này để xác định các điểm kết nối, ngoài mỗi khía cạnh xung đột. Nhưng đây có thể là nền tảng vững chắc, để dựa vào đó phát triển những mối quan hệ đặc biệt, thậm chí là rất riêng giữa hai nước. Sự xích lại gần nhau hơn, được hình thành từ đó, sẽ sâu sắc hơn và ít trồi sụt hơn như hiện nay - yếu tố khiến mối quan hệ yếu đuối và dễ bị tác động hơn trước những biến đổi ngoại giao và địa-chính trị.Trở lại tuyên bố của bộ trưởng Sébastien Lecornu, cho dù mô hình xích lại gần nhau nào đang diễn ra thì phát biểu của ông cũng thể hiện nguyện vọng của chính quyền Paris đưa Việt Nam vào tầm nhìn Chiến lược Ấn Độ-Thái Bình Dương của Pháp.RFI : Bộ trưởng Quân Lực Pháp đã hội đàm với đồng nhiệm Việt Nam. Ông cho rằng hai bên nên tích cực đối thoại, sớm thống nhất thỏa thuận về Chương trình Hợp tác quốc phòng Pháp-Việt giai đoạn 2025-2028. Vậy những điểm chính của chương trình hợp tác này có thể là gì ? Laurent Gédéon : Trước tiên cần phác lại một chút lịch sử mối quan hệ quốc phòng giữa Pháp và Việt Nam, được thiết lập từ năm 1991. Đến năm 2009, hai nước ký một hiệp định hợp tác về quốc phòng trên nhiều lĩnh vực, như gìn giữ hòa bình và quân y. Năm 2013, Paris và Hà Nội đã thiết lập quan hệ « Đối tác chiến lược ». Đến năm 2018 là « Tuyên bố Tầm nhìn chung về Quan hệ Hợp tác Quốc phòng 2018-2028 » và « Đối thoại Chiến lược và Hợp tác quốc phòng » được tổ chức trong khuổn khổ này. Mục đích của sáng kiến này là xây dựng một mối quan hệ vững chắc, có khả năng đáp trả những thách thức hiện tại, trong đó có an ninh hàng hải và chống khủng bố.Tuyên bố Tầm nhìn chung năm 2018 đã tạo xung lực cho hợp tác song phương trong nhiều lĩnh vực, kể cả về trao đổi các đoàn, các cơ chế đối thoại, tham vấn, huấn luyện, công nghiệp quốc phòng, quân y, chia sẻ ký ức lịch sử, bảo tồn di tích chiến tranh, các nhiệm vụ gìn giữ hòa bình của Liên Hiệp Quốc cũng như là tham vấn và hỗ trợ nhau trong các diễn đàn và cơ chế đa phương. Đọc thêm :Việt Nam : Đối tác mới cho chiến lược Ấn Độ - Thái Bình Dương của Pháp ?Chúng ta thấy là vào tháng 12/2023, sau Đối thoại Chiến lược và Hợp tác Quốc phòng lần thứ ba, được tổ chức ở Paris, hai nước đã nhất trí tăng cường hợp tác quân đội thông qua việc gia tăng các cuộc trao đổi, hợp tác và huấn luyện cũng như nhấn mạnh đến an ninh hàng hải và chống khủng bố.Tiếp nối những thỏa thuận đó, bộ trưởng Sébastien Lecornu thông báo hôm 06/05 rằng ông đã ký với tướng Phan Văn Giang một « thỏa thuận khung » về những hợp tác trong tương lai liên quan đến « ký ức, để tạo thuận lợi cho việc truy cập tài liệu lưu trữ và trao trả thi hài quân nhân », « quân y, trong đó có nghiên cứu về các bệnh truyền nhiễm nhiệt đới », « các chương trương trình huấn luyện để tạo mối liên hệ cá nhân giữa quân đội hai nước », « các chuyến thăm viếng cập cảng để cùng đóng góp cho tự do lưu thông hàng hải », « duy trì hòa bình » và « trang thiết bị quốc phòng ». Hai bộ trưởng cũng xác nhận tiếp tục các cuộc trao đổi Pháp-Việt để sớm đi đến thống nhất về chương trình Hợp tác Quốc phòng song phương cho giai đoạn 2025-2028.Trong những năm tới, chắc chắn là Việt Nam sẽ tiếp tục tập trung ưu tiên vào Biển Đông. Điểm này đã được nói rõ trong cuộc gặp giữa hai bộ trưởng. Khi nhắc đến vấn đề hàng hải, hai bộ trưởng nhấn mạnh đến « tầm quan trọng của hòa bình, an ninh, ổn định, tự do lưu thông trên biển và trên không, giải quyết một cách hòa bình những tranh chấp phù hợp với luật pháp quốc tế, trong đó có Công ước Liên Hiệp Quốc về Luật Biển UNCLOS 1982, triển khai đầy đủ Tuyên bố về Ứng xử của các bên ở Biển Đông (DOC) và tiếp tục đàm phán một Bộ Quy tắc Ứng xử ở Biển Đông (COC) hiệu quả và thực chất ».Theo tôi, trong bối cảnh này, hợp tác quốc phòng gia tăng giữa Việt Nam và Pháp có thể gồm những điểm : huấn luyện, cung cấp vật tư, vũ khí, đón tiếp tàu chiến Pháp (như tàu tuần dương Vendémiaire đến cảng Tiên Sa ngày 11/04/2024) cũng như tổ chức các cuộc tập trận chung.RFI : Ông Sébastien Lecornu cho biết là Pháp sẽ tham gia Triển lãm Quốc phòng Quốc tế Việt Nam lần thứ 2 vào cuối năm 2024, đồng thời Pháp sẵn sàng giúp quân đội Việt Nam để được hiệu quả hơn thông qua huấn luyện và không loại trừ khả năng cung cấp trang thiết bị trong tương lai. Qua phát biểu của bộ trưởng Lecornu, liệu Pháp có muốn trở thành nhà cung cấp vũ khí cho Việt Nam không ? Và liệu có những hạn chế nào không ?Laurent Gédéon : Trước hết phải nói rằng doanh số Pháp bán vũ khí cho Việt Nam hiện không đáng kể mặc dù Pháp là nhà xuất khẩu vũ khí lớn thứ hai trên thế giới. Việc thị trường Việt Nam chiếm vị trí thấp phù hợp với thực tế Việt Nam vẫn là đối tác thương mại tương đối thứ cấp của Pháp, đứng thứ 46 trong số khách hàng (chỉ chiếm 0,3% lượng hàng xuất khẩu của Pháp) và đứng vị trí thứ 21 về nhà cung cấp (chiếm 0,9% hàng nhập khẩu Pháp). Ngoài ra, Việt Nam vẫn giữ mối liên hệ lịch sử với Nga, nhất là về mặt quân sự vì quân đội Việt Nam sử dụng chủ yếu vũ khí của Nga, chiếm gần 70% kho vũ khí.Đối với Pháp, việc tham gia Triển lãm Quốc phòng Quốc tế do Việt Nam tổ chức có lẽ đánh dấu cho sự chuyển hướng chính sách của Paris, ví dụ như chuyến công du của ông Sébastien Lecornu, và đồng thời thúc đẩy tăng cường bán vũ khí cho Việt Nam trong bối cảnh Hà Nội cũng đang tìm cách đa dạng hóa quan hệ để không bị phụ thuộc quá nhiều vào một đối tác duy nhất, đặc biệt trong bối cảnh căng thẳng gia tăng với Trung Quốc ở Biển Đông. Đọc thêm : Pháp khó “chen chân” vào thị trường vũ khí Việt Nam Tuy nhiên, nếu mong muốn chính trị này được đúc kết thành các hợp đồng vũ khí thì cũng phải tính đến một số hạn chế về ngoại giao cho phía Pháp liên quan đến khả năng Trung Quốc gây sức ép đối với Paris. Phía Việt Nam cũng sẽ phải đối phó với nhiều hạn chế, như hạn chế về ngân sách liên quan đến chi phí của một số loại vũ khí ; hạn chế về khả năng vì mục tiêu của Hà Nội vẫn là để phòng thủ, chứ không phải tấn công với loại vũ khí tương ứng ; hạn chế về kỹ thuật liên quan đến việc quân đội Việt Nam sử dụng chủ yếu thiết bị quân sự của Liên Xô trước đây và Nga hiện nay và điều này đặt ra nhiều vấn đề về tính tương thích công nghệ và hệ thống với vũ khí của Pháp.Ngoài ra, mong muốn đa dạng hóa nguồn cung quân sự cũng có thể dẫn đến một kiểu phụ thuộc vào nhà cung cấp, nhất là về vũ khí có công nghệ cao và Hà Nội có thể lưỡng lự trước một lựa chọn như vậy. Cuối cùng, theo tôi, cần phải nhắc đến sự phát triển hợp tác quân sự Pháp-Việt còn phụ thuộc vào tương lai của quan hệ đối tác giữa Hà Nội và Matxcơva. Giả sử nếu Nga giành chiến thắng trong chiến tranh Ukraina, vị thế ngoại giao và độ tin cậy của Nga cũng sẽ được củng cố trong mắt các đối tác, trong đó có Việt Nam. Ngược lại, nếu Nga thất bại ở Ukraina, Hà Nội có thể sẽ tìm cách giảm phần nào hợp tác và hướng sang các đối tác khác nhiều hơn, trong đó có Pháp.RFI : Bộ trưởng Quân Lực Pháp cũng nhắc đến ASEAN và Hội nghị bộ trưởng Quốc Phòng các nước ASEAN (ADMM) mà Pháp hiện là một nhà quan sát. Pháp có thể trông đợi được gì từ Hà Nội ? Việt Nam có thể đóng vai trò như thế nào trong chiến lược Ấn Độ-Thái Bình Dương của Pháp ? Laurent Gédéon : Nhìn vào sự phát triển hợp tác với Hà Nội, có lẽ Paris sẽ trông cậy vào sự ủng hộ của Việt Nam để tạo thuận lợi cho việc tham gia cơ chế hợp tác quốc phòng này của ASEAN.Về vai trò của Việt Nam trong chiến lược Ấn Độ-Thái Bình Dương của Pháp, một điều chắc chắn là Pháp phát triển mối quan hệ với Việt Nam vì có liên quan đến lợi ích của Pháp ở vùng Nam Thái Bình Dương. Tuy nhiên, Trung Quốc hiện là vấn đề địa chiến lược chính ở trong vùng đối với Paris. Cho nên có thể đối với Pháp, Việt Nam phần nào cũng có thể là một trong những kênh mà Paris có thể sử dụng để gây áp lực đối với Bắc Kinh.Tôi nói điều này vì trong một diễn đàn chung trên báo Valeurs actuelles ngày 05/05, ông Sébastien Lecornu và bà Patricia Mirallès đã nhấn mạnh rằng « trong một thế giới bất ổn và nguy hiểm nơi nhiều thế lực không còn ngần ngại chà đạp lên những nguyên tắc cơ bản của luật pháp quốc tế, Pháp muốn phối hợp nhiều hơn với Việt Nam để củng cố ổn định ở vùng Ấn Độ-Thái Bình Dương, nơi có 1,6 triệu người Pháp hải ngoại sinh sống, và cũng bao gồm khu vực Đông Nam Á, đặc biệt là khối ASEAN và các quốc gia thành viên ». Cùng vì mục đích này, bộ trưởng Quân Lực Pháp đã đến Nouméa (thủ phủ của Nouvelle Calédonie của Pháp) ngày 04/12/2023 nhân Hội nghị bộ trưởng Quốc Phòng Nam Thái Bình Dương lần thứ 10, gồm các nước Pháp, Úc, New Zealand, Chilê, New Guinea, quần đảo Tonga và Fidji. Do đó, chúng ta hiểu rằng mối quan hệ của Pháp với Việt Nam không thể tách rời khỏi những lợi ích của Pháp ở Nam Thái Bình Dương. Đọc thêm : Shangri-La : Pháp sẽ tăng cường hiện diện quân sự tại châu Á – Thái Bình DươngDo đó, câu hỏi đặt ra là sự hội tụ lợi ích giữa hai nước. Ngoài ý nghĩa thông báo, đâu là những lợi ích chung thực sự giữa Pháp và Việt Nam ? Việt Nam định nghĩa vùng Ấn Độ-Thái Bình Dương như thế nào ? Và Pháp coi vùng này như thế nào ? Nhìn vào những lợi ích chiến lược của Pháp và Việt Nam hiện nay, có lẽ sự hội tụ lợi ích này khá là yếu và chỉ Trung Quốc là điểm chung chiến lược thực sự giữa hai nước. Hơn nữa, các khu vực địa lý liên quan, tức là những khu vực tập trung lợi ích riêng của hai nước, lại không giống nhau : Đối với Việt Nam là Biển Đông, còn đối với Pháp là vùng Nam Thái Bình Dương. Khi phân tích tình hình, người ta thấy rằng phía Pháp có thể sẽ phục vụ cho lợi ích của Việt Nam hơn là theo chiều ngược lại. Pháp hiện diện ở Biển Đông thông qua các chiến hạm trung chuyển qua đây. Tuy nhiên, giả sử xảy ra một cuộc xung đột giữa Trung Quốc và các nước láng giềng ven biển, trong đó có Việt Nam, liệu Pháp có công khai lập trường ủng hộ Việt Nam không ?Câu hỏi này không phải là không xác đáng nếu như ta nhớ lại tuyên bố của ông Emmanuel Macron về Đài Loan hôm 11/04/2023. Lúc đó, tổng thống Pháp tuyên bố là châu Âu không nên ngả theo Mỹ hay Trung Quốc trong trường hợp xảy ra xung đột về Đài Loan. Dù được đính chính vài ngày sau đó nhưng tuyên bố đó cũng đã khiến các đồng minh của Pháp bối rối, nhất là Hoa Kỳ.Đơn thuần về mặt địa-chính trị, tổng thống Pháp chỉ nhấn mạnh đến một điều hiển nhiên, đó là lợi ích địa-chiến lược của Pháp không nằm trong khu vực này và bản đồ của Pháp về vùng Ấn Độ-Thái Bình Dương chỉ gồm Đông Thái Bình Dương, trái ngược với cách diễn giải về vùng Ấn Độ-Thái Bình Dương của Mỹ.Cách hiểu này của Pháp cũng có thể có giá trị đối với Biển Đông. Khó khăn cho Hà Nội là phải hiểu được thực chất sự ủng hộ của Pháp trong trường hợp khủng hoảng và hạn chế sẽ là gì ? Ngược lại, sự hỗ trợ của Hà Nội cho Paris có lẽ không phải là điều cần thiết trong trường hợp xảy ra xung đột giữa Pháp và Trung Quốc ở Nam Thái Bình Dương. Pregnancy criminalization—often rooted in fetal personhood laws and anti-drug sentiment—has a long history and applies criminal suspicions to those who have pregnancies resulting in miscarriages or stillbirths. Lourdes Rivera, President of Pregnancy Justice and Dr. Dorothy Roberts, professor of Africana Studies, Law, and Sociology at the University of Pennsylvania and author of Torn Apart: How the Child Welfare System Destroys Black Families—and How Abolition Can Build a Safer World, sit down to talk with us about pregnancy criminalization, the child welfare system, and how Roe's overturning further impacts rates of criminalization.   Themes of compelling people to give birth, the separation of families, and the criminalization of pregnancy reaches back to the United States' slavery era. Pregnancy criminalization heavily unfolded during the U.S.' crack cocaine epidemic in the 1980s, disproportionately targeting Black women and turning a public health matter into a criminal one. These reproductive liberties, which have been consistently attacked throughout U.S. history, are further constrained with the repeal of Roe. We humans are social animals—and that takes work. As we move through the world, we have to navigate around other people's desires, needs, and beliefs. Much of this work happens in conversation—through our words, our glances, our gestures. It happens in countless different situations, according to different norms and systems. Human social interaction is, in short, a multi-layered, delicate dance. But it's also not the only kind of social interaction out there. Apes, dogs, and other social species also have to negotiate with others and sometimes with humans. There's not just one species of conversation, in other words—there are many.  My guest today is Dr. Federico Rossano, Associate Professor of Cognitive Science and Director of the Comparative Cognition Lab at the University of California, San Diego. Throughout his career, Federico has studied social interaction from a number of different angles, in a range of different settings, and across different species—including humans, bonobos, orangutans, and most recently dogs.   Here, we discuss the field of conversation analysis and how Federico got started in it. We talk about his early work on how people use gaze in conversation, and how the use of gaze differs across cultures. We discuss how Federico ported some of the tools of conversation analysis over to study social interaction in apes. We also talk about his new line of research on how dogs use soundboards to communicate with their human caretakers. This work has been attracting a lot of buzz and also a bit of pushback, so we dig into the controversy. Along the way, we touch on: Umberto Eco; platypuses; how much work it takes to simply come across as ordinary; the concept of the human interaction engine; the Clever Hans effect; the impossible task; and why many scientists are so skittish about animal language research. This episode is not just about different forms of conversation. It is itself a different form of conversation—at least for us.
