Metropolitan Planning Organizations are an important partner in the transportation planning world. But, not everyone is familiar with they responsibilities and overall roll. Ellen Zavisca is the Transportation Planning Manager for AMPO, where she coordinates their interest group webinars and administers the ActivitySim model. Prior to taking that position, she served as staff at the MPO in Knoxville, TN, for 18 years where her focus as an MPO planner was on safety for all modes of transportation, multimodal planning, Safe Routes to School, and the health impacts of transportation. Her projects have included creating multiple pedestrian and bicycle plans; building databases and maps of traffic crashes in the Knoxville region; and rejuvenating the Great Smoky Mountains Regional Greenway Council. She is certified by the League of American Bicyclists as a bicycle safety instructor and is a member of the Association of Pedestrian and Bicycle Professionals. EDINBURG, Texas - RGV Metropolitan Planning Organization Executive Director Andrew Canon has announced his departure from the group. Canon has held this position, plus that of one of its predecessors. Hidalgo County MPO, for almost 20 years.In an exclusive interview with the Rio Grande Guardian International News Service, Canon said he had been mulling the decision for many months. He said he came to the decision partly because of family considerations.Canon's last day at the MPO will be towards the end of October. According to an RGVMPO press release, Canon played “a pivotal role in the transformation of the Rio Grande Valley, overseeing significant milestones in the region's transportation infrastructure.” Notably, the press release said, his “astute leadership” helped when RGVMPO was formed through the merger of the Brownsville MPO, the Harlingen-San Benito MPO, and the Hidalgo County MPO.By merging the three legacy MPOs, the Valley MPO became the 5th largest MPO by population in the state of Texas.“Mr. Canon's stewardship also played a significant role in effectively overseeing multiple phases of key projects, including but not limited to the I-2/I-69 Interchange, the 365 Tollway, the International Bridge Trade Corridor, the Veterans International Bridge Expansion, State Highway 550 – Future I-169, South Parallel Corridor, and State Highway 68,” the press release said. “His keen oversight and strategic direction further enhanced the transportation landscape within the Rio Grande Valley.” The press release concluded with this commentary: “The Rio Grande Valley Metropolitan Planning Organization is enthusiastic about the prospects of Mr. Canon's future endeavors as he continues to serve the state of Texas. BROWNSVILLE, Texas- A project to improve inspection facilities at Veterans International Bridge at Los Tomates in Brownsville is being fast-forwarded four years thanks to an innovative money-swap arrangement.The Rio Grande Valley Metropolitan Planning Organization would not have had money in the budget for the project until 2026, even though it is shovel-ready. So, the executive director of the RGV MPO, Andrew Canon, approached other large MPOs around the state to see if they could help.The North Central Texas Council of Governments said they could help. They agreed to essentially loan RGV MPO $14.6 million for the Brownsville port of entry project. If they had not done this, NCT COG would have had to return its money back to the Texas Department of Transportation. In return, RGV MPO will give the $14.6 million back to NCT COG in 2026 from its so-called Category 7 funds - without interest.“It is a huge project we are going to advance four years,” Canon said, referring to the Veterans International Bridge project.NCT COG has already approved the money-swap deal. RGV MPO approved the swap at a board meeting last Thursday. Now, it must be approved by TxDOT. RGV MPO Chairman Ambrosio Hernandez said Veterans International Bridge is one of the major ports of entry for the Rio Grande Valley.“Any port of entry that gets optimized in a more expeditious manner is always a win for the Rio Grande Valley. We are proud we were able to help as the RGV MPO, to move this project along,” Hernandez said. Hernandez said fast-forwarding the inspection facilities project at Veterans International Bridge is all the more important because the USMCA trade agreement is ramping up. “The more bridges we have functioning, the better off we will all be. The more trade we get, the more jobs are created,” Hernandez said. “I congratulate the RGV MPO for moving on this project and any other project that serves the entire Rio Grande Valley.”Cameron County Commissioner David Garza is a member of the RGV MPO. He said the Veterans International Bridge project is important for the whole region. “It increases the capacity and the speed at which we can get trade and goods through the bridge and into the state of Texas and the rest of the nation,” Garza said. “It is important for mobility of product into our country from Mexico and we know that there chokeholds in different areas. Some of them (trucks) are backed up a day or two.”Advancing the Veterans International Bridge project by four years does a number of things, Garza explained.“It gets the project done but more importantly it also will save us dollars doing it at today’s cost versus the cost four years from now. Who knows what those costs might be,” Garza said.“We don’t want to wait four years and then find out that the dollars we have are not enough to cover what we are doing. Trustlines is a mPoS (minimal viable Proof of Stake) sidechain to Ethereum and stores transactions for a system of decentralized mutual credit. Linking Communities Together Through Innovative Regional Transportation Planning May 12, 2015 Metropolitan planning organizations (MPOs) and regional planning councils are in the midst of a wave of innovative practices in how they work with communities to create long-range plans and how they work with local jurisdictions to implement land use, transportation and development decisions that support regional outcomes. Mariia Zimmerman shared highlights of recent work that she has conducted through her company, MZ Strategies, looking at some of the emerging best practices including highlights from the Innovative MPO Guidebook published by Transportation for America. Specifically, what types of local assistance programs are being created to foster more livable communities, how are regional agencies incorporating social equity into their investment decisions, and what role are MPOs and regional planning agencies playing in cross sector regional collaboratives. Erich Zimmermann focused on how MPOs and regional planners are innovating to provide better value to the communities they serve. Regional planners across the country are finding new ways to demonstrate their important role in transportation, economic development, and community well-being.

A transportation seminar presented by the USC METRANS Center for Transportation. Abstract: The 1962 Highway Act required for the first time that states engage urban areas in a cooperative, and comprehensive (3C) process to plan for federal transportation infrastructure investments. While this law—and subsequent regulations—could not predict the important role that metropolitan planning organizations (MPOs) occupy decades later in a notably more decentralized and multi-purposed transportation decision-making process, they did set the stage for the evolution of MPOs into more robust regional institutions. While MPOs’ growth and development were of course aided by subsequent federal legislation and such exogenous factors as the rise of social and environmental concerns related to transportation, this early regulatory framework gave these regional bodies a legal foothold in transportation decision-making from which they could further establish themselves. Speaker Bio: Gian-Claudia Sciara is a postdoc at the University of California, Davis, where she works in the Urban Land Use and Transportation Center, a research unit working to improve connections between transportation and land use planning. Her research focuses on institutional and governance questions in transportation planning, policy and finance, particularly at the regional scale, and her publications and projects address innovations in metropolitan transportation funding, implications for planning of Congressional transportation earmarking, and the complexities of regional-local planning relationships. Gian-Claudia earned a PhD in City and Regional Planning at U.C. Berkeley and holds a Masters degree from UCLA. She is an AICP certified planner and has worked as a senior transportation consultant in New York City prior to pursuing her PhD.
