Welcome to Episode 28 of Printing Money. For this one Danny is joined by our own, Joris Peels (Executive Editor, 3DPrint.com). This crossover-pod is indeed quite meta-level but it's not entirely new – some months ago Danny appeared on Joris' own podcast, the 3DPOD. We encourage you to listen to that episode as well. El martes de esta semana se inauguró el nuevo puerto pesquero de Capurro, que según las autoridades es la obra más importante en este sector en el país en los últimos 30 años. La Administración Nacional de Puertos invirtió 110 millones de dólares en ese nuevo muelle, donde se reubica la operativa con barcos pesqueros nacionales y del exterior, lo que permite seguir ordenando el movimiento en el puerto de Montevideo. En los últimos años el principal puerto del país viene pasando por cambios drásticos en su infraestructura y su movimiento. Por ejemplo, la llegada del nuevo Ferrocarril Central, inauguración de la terminal de UPM especializada en celulosa, la terminal de graneles líquidos o las obras del nuevo muelle de la Terminal Cuenca del Plata, entre otros. This week in New Orleans history. On June 27, 1957, Hurricane Audrey reached peak sustained winds of 145 mph, making it a major hurricane. Without decreasing windspeed, it made landfall between the mouth of the Sabine River and Cameron, Louisiana the following day. Damage in Louisiana resulted in 60-80 percent of the homes and businesses from Cameron to Grand Cheniere being severely damaged or destroyed. La semana pasada quedó operativa la infraestructura del nuevo Ferrocarril Central, una de las obras públicas más importantes y desafiantes del Uruguay reciente. En los cuatro años que duró la construcción se instalaron 343 kilómetros de vías nuevas para conectar el puerto de Montevideo, con Pueblo Centenario, en Durazno, donde se encuentra la segunda planta de celulosa de la empresa UPM. El proceso fue enormemente complejo. La línea ferroviaria, de última generación, atraviesa la trama urbana del oeste de Montevideo y además pasa por varias ciudades y pueblos de los departamentos de Canelones, Florida, Durazno y Tacuarembó. Eso implicó la necesidad de implantar trincheras viales, puentes ferroviarios, pasajes vehículares y nueva caminería rural. En total trabajaron más de 3.500 personas de forma directa. La magnitud de la obra generó varios contratiempos y demoras importantes que incluso generaron roces entre este gobierno y el anterior. Por ejemplo, el presidente Luis Lacalle Pou recordó en el acto de inauguración que "se debían expropiar en teoría 250 padrones en 10 días y resultó que eran más de mil”. Además dijo, estaba prevista la afectación de 279 servicios públicos y resultó que se afectó a más de dos mil. ¿Qué deja el proceso de implementación de esta mega obra? ¿Qué resta aún por terminar? El Ferrocarril Central, que se inaugura la semana próxima, abre todo un campo nuevo en la logística de nuestro país. Y eso es posible porque, a partir de la decisión de la compañía UPM de construir su segunda planta de celulosa en el centro del país, el Estado asumió una inversión enorme en infraestructura. Y esa inversión no abarca solo fierros y hormigón sino, sobre todo, una gran modernización tecnológica, tanto en el tipo de tendido ferroviario como en la organización y coordinación del nuevo sistema de transporte que ahora se pone en marcha. Por ejemplo, ha sido necesario un nuevo Centro de Control de Tráfico Ferroviario, “el cerebro” desde el cual se van a gestionar los movimientos que tendrán lugar en el nuevo Ferrocarril Central y en toda la red nacional. Este centro, ubicado en la terminal de AFE próxima a la Torre de las Telecomunicaciones, ya está en funcionamiento. De hecho, desde allí se monitoreó el viaje del primer cargamento de celulosa que partió desde la planta UPM II hasta el puerto de Montevideo, el martes de la semana pasada. Aquel traslado fue parte de una serie de pruebas por las que está pasando del Ferrocarril Central, que será utilizado por la compañía finlandesa y por otros operadores, públicos y privados, en principio para el transporte de carga pero además seguramente también para trenes de pasajeros. ¿Cuáles son esas pruebas? ¿Qué desafíos implicará coordinar todos estos servicios? ¿Cómo funciona y cuál es el rol del Centro de Control de Tráfico Ferroviario? Las empresas que trabajan en rubros potencialmente contaminantes tienen siempre sobre sí puesta una lupa. Sin embargo, ya sea por mal manejo o por accidentes que ocurren, no son raros los episodios de contaminación. Y es allí donde surge la pregunta de qué hacer. Recientemente hubo más de un caso vinculado con UPM: el vivero que la empresa finlandesa tiene ubicado en Guichón recibió una multa de 700 UR, poco más de un millón de pesos, por la derivación de plaguicidas contaminantes hacia la cañada y arroyo Santana. Además todavía está procesándose una sanción de 1.000 UR, que serían aproximadamente $ 1.600.000, contra la misma compañía por un derrame de soda cáustica en la planta de Pueblo Centenario. Pero no son los únicos ejemplos: el Ministerio de Ambiente (MA) sancionó con 100 y 200 UR a empresas areneras que estaban afectando el curso del río Santa Lucía, según denunció la Intendencia de Canelones. La propia comuna también aplicó multas por $ 3.000.000 contra una de ellas. Y no solo son privados los que han debido pagar: según informó El País, el MA ha multado a la OSE por más de 30 mil dólares, por verter efluentes brutos a las aguas uruguayas con un nivel de coliformes fecales superior al legal, entre otros incumplimientos. O saliendo del mundo empresarial: el conductor televisivo Marcelo Tinelli fue multado en cuatro veranos diferentes por manejar en cuatriciclo por las playas de Maldonado, y una vez por realizar obras en su casa de José Ignacio sin autorización ambiental. ¿Cómo se sanciona a quienes violen las normativas en esta materia? ¿Alcanza con la amenaza de una multa para que se respeten esas normas?
