Weather By Steve Pellettiere Heavy rain and flash flood threat will continue for portions of theSoutheast this weekend, then the flash flood threat will shift to theCarolinas/Mid-Atlantic early next week......A strong low pressure system will bring unsettled weather to the Westlate this weekend/early next week, with wintry precipitation expected athigh elevations......Well above average temperatures for the Central U.S. and Northeast;well below average temperatures for the West...Though it is now post-tropical, Francine will continue to bring a threatfor heavy rain and flash flooding to portions of the Southeast throughSunday. The central area of low pressure will gradually sink south towardsthe Gulf Coast with a stationary boundary extending to the Southeast Coastand a cold front extending back towards the Southern Plains. Thestationary boundary will be the main focus for convection this weekend,and training showers and thunderstorms with locally heavy rainfall willcreate a threat for scattered instances of flash flooding. There is aSlight Risk of Excessive Rainfall (level 2/4) for portions of Arkansas,Tennessee, Mississippi, Alabama, and Georgia today and Sunday. Flash FloodWatches are in effect for much of this area, and urban/poor drainage areasand areas that already received heavy rainfall over the past few days willbe most at risk for flash flooding.A separate area of low pressure will strengthen along the stationaryboundary extending from the Southeast Coast, which will maintain showerand thunderstorm chances from Florida to the Carolinas and southernMid-Atlantic through early next week. Severe thunderstorms and flash flooding expected across portions of thenorthern/central Plains today and into the Midwest Friday......Dangerously hot conditions will continue for parts of the South andSoutheast......Monsoon-like conditions persist today in the Four Corners region...A strong upper level trough is swinging across the Pacific Northwest todayand pushing a surface frontal system southeast across the IntermountainWest into the northern and central Plains. Conditions will be supportiveof severe thunderstorm development this afternoon and evening across thePlains, and the Storm Prediction Center has highlighted portions of thenorthern and central Plains with an Enhanced Risk (level 3/5) of severethunderstorms today. Potential severe storm hazards will include verylarge hail, significant damaging winds, and a few tornadoes. Locally heavydownpours may lead to scattered instances of flash flooding acrossportions of the Plains, especially where soils are saturated from recentheavy rains. The WPC Excessive Rainfall Outlook includes two Slight Riskareas (level 2/4) in the northern and central Plains where flash floodingwill be most likely.The Excessive Rainfall Outlook for today also highlights a Slight Riskarea (level 2/4) over the Four Corners region where persistentmonsoon-like rains are ongoing. Precipitation chances will decrease onFriday for the Four Corners region as the frontal system approaches fromthe north, but the front is forecast to stall and lift back northwards asa warm front over the weekend. This will allow moisture to stream into theSouthwest ahead of the front, continuing rain chances in portions ofArizona and New Mexico through the weekend.The frontal system will push across much of the Central U.S. and lift awarm front north across the Lower Mississippi Valley on Friday.Precipitation chances will spread east as the system progresses, expandingthe severe thunderstorm and flash flooding threats into portions of theMidwest. The Storm Prediction Center has a Slight Risk (level 2/5) ofsevere thunderstorms from the central Plains towards the Middle/UpperMississippi Valley on Friday, and WPC has a Slight Risk (level 2/4) ofExcessive Rainfall for this area as well. Potential storm hazards will belarge hail, damaging winds, a couple tornadoes, and locally heavy rain.This weekend, the broad frontal system will push into the eastern U.S.while the back end lifts north across the Intermountain West.Precipitation chances will extend from the Northeast down across theMid-Mississippi Valley to the central/southern Plains and Southwest. Thepotential for severe weather will decrease as the upper level energybecomes less organized, and the Storm Prediction Center has only a smallSlight Risk (level 2/5) of severe thunderstorms for much of Ohio andwestern Pennsylvania. The risk for flash flooding will decrease as well,and only isolated instances of flash flooding are anticipated along thefrontal system.Temperature-wise, dangerously hot conditions will persist across parts ofthe South and Southeast through the weekend. High temperatures near 100degrees will be common across the southern Plains and Texas, and hightemperatures will likely reach above 90 degrees each day in much of theSoutheast. High humidity will make these temperatures feel even hotter,and heat indices may reach as high as 105-110 degrees. Daily summertimeconvection will bring some relief to the Southeast, but mainly dryconditions are forecast across Texas through the weekend. Overnight lowswill also remain above average in the 70s and 80s, providing little relieffrom the heat.

Widespread high and low temperature records being tied or brokenbetween California Nevada and Arizona today will expand a bit northwardinto Oregon and Washington on Friday and Saturday. Highs in the 90s and100s followed by lows ranging from the upper 50s to mid 70s will lower bya couple of degrees each day. HeatRisk will peak between Major andExtreme today for much of the West, with California's Central Valley andthe Desert Southwest being of particular concern due to their lowerelevations and some urban areas. Little to no overnight relief from theheat will affect those without effective cooling and/or adequatehydration.Mid-level energy propagating through the Florida peninsula will supportscattered thunderstorms that may become severe this evening. Meanwhile, acouple days of Major to Extreme Heat Risk, particularly over urban areasare forecast for the southern half of the peninsula. Several high and lowtemperature records may be tied or broken on Friday and Saturday.Showers and thunderstorms will develop along a cold front moving acrossthe East Coast today. Locally heavy rainfall may occur over portions ofthe Interior Northeast and southern New England into the evening. Thingsmostly clear out across the East Coast on Friday, save for parts ofnorthern/central New England where some light showers and an isolatedthunderstorm will be possible. A lingering upper-level low will keeptemperatures cooler than normal across the northern tier states along withwindy conditions into the weekend. The associated instability will alsosupport occasional showers across the Great Lakes for the next couple ofdays.We shift our attention to the Central U.S. on Friday as a low pressuresystem emerges from the Rockies. Showers and thunderstorms are expected todevelop across the Central Plains and move generally east toward theMid-Mississippi Valley as organized clusters of thunderstorms that day.The Storm Prediction Center issued a Slight Risk (level 2/5) of SevereThunderstorms across south-central Nebraska into northern Kansas due tothe potential of damaging wind gusts and some hail. Excessive Rainfall will be more likely farther downstream from eastern Kansas into westernMissouri. By Saturday, the thunderstorms and heavy rain are expected topush farther southeast toward the mid-Mississippi Valley when colder airfrom the northern Plains begins to edge southward. The best chance forthese storms to develop will be from Friday afternoon into the eveningfrom eastern Oklahoma to northern Arkansas and southern Missouri.

Increasing severe weather and excessive rainfall threats over theCentral U.S. through early next week......Sweltering heat continues across South Florida and southern Texas,building into the southern High Plains this weekend...Stormy conditions should wind down across the central Gulf coast whilepersisting along a quasi-stationary boundary over Florida through Sunday.Attention shifts toward the Central U.S. on Sunday and into early nextweek as a deep mid-level low digs into the West. A surface low pressuresystem will bring heavy rain and thunderstorms to parts of the GreatPlains and Upper/Middle Mississippi Valley on Sunday. Despite theExcessive Rainfall threat being Marginal (at least 5%), the StormPrediction Center issued an Enhanced Risk (level 3/5) of SevereThunderstorms across portions of western and central Kansas on Sunday.Significant damaging gusts, large to very large hail, and a few tornadoesare all possible according to the SPC. A Slight Risk (level 2/5) of SevereThunderstorms is in effect for portions of Nebraska, Kansas, southwestIowa and northwest Missouri. Hail and strong wind gusts will be theprimary threats from these storms. Additionally, some light snow tomoderate snowfall is possible on the backside of this system in theNorthern Rockies over the next couple of days.Intense Summer-like heat will continue over portions of South Florida andsouthern Texas this weekend, and expand in coverage into portions of thesouthern High Plains. Forecast highs will be in the 90s for Florida withmid-90s to mid-100s in Texas, potentially record-tying/breaking levels.When combined with the humidity, heat indices will soar to near 110 inSouth Florida. While not quite as hot, temperatures will still be wellabove average more broadly across much of the country this weekend,particularly from the Central Plains into the Midwest where highs in the80s to near 90 will be common. Highs will also be above average forportions of the West, with 70s and 80s in the Great Basin/interiorCalifornia and 90s to low 100s in the Desert Southeast. More temperate,below average conditions are expected along much of the East Coast, with50s and 60s in New England and 60s and 70s into theMid-Atlantic/Carolinas. The Pacific Northwest/Northern Rockies will alsobe cooler, with highs in the 50s and 60s expected here as well. Variabletemperatures are forecast for the Southeast due to ongoing storms, withmainly 80s expected.
Unsettled weather persists across the Northeast and Central U.S today......Hazardous heat possible across South Florida and South Texas this week......Significant flash flooding possible across portions of East Texas intothe Gulf States tomorrow and Friday...Several focused areas of stormy and unsettled weather can be expectedtoday across the central and eastern parts of the Lower 48 as a series offrontal systems gradually migrate eastward. Along the Eastern Seaboard,coastal low pressure located over the southern DelMarVa will maintainlocally heavy rainfall chances over Eastern Long Island and Coastal NewEngland through tomorrow morning, with 2-3" of rain and isolated flashflooding possible as the storm wraps up offshore. Much of this activity inthe Northeast will remain steady stratiform rainfall, with the bulk ofrobust thunderstorms being confined to parts of the Mid-Atlantic andSoutheast. Thunderstorm coverage will be more widespread across the Plainsstates this afternoon as a very warm and moist Gulf of Mexico airmass isdrawn northward ahead of a weak cold front. Severe weather is the bigstory there, as the Storm Prediction Center has an Enhanced Risk (level3/5) of severe thunderstorms across the Texas Panhandle and SouthernKansas. The same Gulf airmass will set the stage for a bout of unusually early hotweather in South Florida and Texas, with heat indices exceeding 100degrees possible. Owing to the combination of oppressive heat indices andforecast record warm overnight temperatures in these areas, majorheat-related impacts are possible with this round of hot weather throughthe work week according to experimental NWS HeatRisk guidance.The forecast remains on track for widespread heavy rainfall acrossportions of East Texas and West Mississippi tomorrow as repeatthunderstorm complexes track across the region, where a Moderate Risk(level 3/4) is in effect. Areal averages of 3 to 5 inches of rainfall isforecast for the Moderate Risk area, and locally higher amounts will bepossible, which suggests numerous instances of flash flooding are likelyas the region is very sensitive to any additional rainfall. The threat isexpected to roll into Friday with another Moderate Risk depicted oversouthern Mississippi and Alabama, as the environment is ripe for continuedthunderstorm development.
Sunny 68 New York City and Philly Dry but Chilly Boston, Showers in ChicagoAbove than average temperatures across West and Central U.S; GreatLakes experience below average temperatures mid-week.A quieter than normal period of weather is underway across the CONUS andis forecast to continue until Thursday. Tonight, scattered showers andthunderstorms will develop along a pair of cold fronts propagating throughthe Northern/Central Plains and Upper Midwest. Some rain showers may alsooccur along the SoCal coast as well. More scattered to isolated rainshowers and thunderstorms will spread into the Southern Plains, LowerMississippi Valley, Midwest and Great Lakes on Tuesday. Two low pressuresystems will consolidate and spread showers and thunderstorms across theNortheast and Mid-Atlantic on Wednesday. Storms are also forecast todevelop over parts of the Southern Plains and Lower Mississippi ValleyWednesday and continue into that evening.An amplifying pattern over the eastern Pacific and Western CONUS willinfluence temperatures over the next couple of days. Strong southerly flowinto the West/Southwest will support above average temperatures throughWednesday. Temperatures will be above average over the High Plains as wellduring this period. An upper trough moving through the Great Lakes onWednesday will support below average temperatures into the Northeastthrough Thursday.
Heavy mountain snow in California through Sunday......Severe thunderstorms possible over interior portions of the Northeaston Sunday......Well above average temperatures across the Central U.S....A potent mid-level cut-off low will propagate through interior portions ofthe West and influence impactful weather through early next week. Heavysnow will develop over the Sierra Nevada and Shasta Siskiyous tonight andcontinue through Sunday afternoon as the upper trough moves ashore.Snowfall totals between 6-12 inches are likely to accumulate over the next24 hours for the California mountain ranges, with locally higher amountspossible at the highest elevations. Light rain/snow showers will come toan end over interior New England tonight. Snow and rain impacts will cometo an end over California on Sunday as the upper trough shifts into theFour Corners region.Energy circulating around the southern periphery of an upper troughstationed over northern Quebec will influence potentially impactful severeweather across parts of the Northeast on Sunday. A fast moving surface lowpressure system will swing through the region during the day and promotescattered to isolated showers and thunderstorms from the Ohio Valley intothe Northeast. The Storm Prediction Center issued an Enhanced Risk ofSevere Thunderstorms over parts of Pennsylvania for Sunday with theprimary threat being damaging winds with a tornado or two and large hailalso possible. Things should clear up in the Northeast by Monday.Amplified troughing in the West will support below average temperaturesacross California, Nevada and into the Four Corners region through Monday.Downstream of this, southerly flow beneath an upper ridge and will allowfor anomalous warmth to expand across the central U.S. and eastern partsof the country. High temperature anomalies in those places are expected tobe between 15-25 degrees above average over the next couple of days. Aserious severe weather event is likely to unfold over parts of theCentral/Southern Plains on Monday night.

Locally heavy rainfallis expected over portions of eastern North Carolina and southeasternVirginia where a wave of low pressure will help to enhance convergence andstorm converge/intensity. A Slight Risk of Excessive Rainfall (level 2/4)will continue through the overnight hours Wednesday into the day Thursdaywith some scattered instances of flash flooding possible. Storms willbegin to clear the coast from south to north through the day Thursday asthe lead front pushes into the Atlantic, lingering longest in New England.Here, an intensifying area of low pressure off the coast will keep moistonshore flow into the region through Friday. Some of the rain may be heavyat times Thursday along the coast, leading to some areal flood concernswhen combined with snowmelt. Precipitation is expected to change over tosnow for interior locations of the region by Friday night, with some lightto moderate accumulating snowfall possible. Winds will also become a bitgusty Friday as the low deepens offshore.Areas of lower elevation coastal/valley rain and higher elevation/mountainsnow will continue across the West Thursday and Friday, generallyspreading further southward and eastward as a frontal system moves throughthe region. Some locally heavier snow totals will be possible for regionalmountain ranges from the Pacific Northwest southward into northern/centralCalifornia, as well as for the eastern Great Basin into thenorthern/central Rockies. The greatest impacts are expected in thenorthern Sierra through Thursday morning where a Winter Storm Warning isin place. A more intense system over the Pacific will approach Californiaon Friday, bringing an enhanced onshore flow of anomalously highmoisture/Atmospheric River directed at portions of central and southernCalifornia. Rainfall will pick up Friday into Friday night/Saturdaymorning along upslope portions of the Transverse Ranges, where a SlightRisk of Excessive Rainfall is in place, as a few inches of rainfall maylead to flooding, especially for terrain sensitive areas. This threat willcontinue into the weekend beyond the current forecast period.Elsewhere, some snow showers will linger Thursday for portions of theUpper Midwest/Great Lakes, particularly close to the Canadian border, as alow pressure system departs the region into Canada. A shortwave followingthis system will bring some additional light rain/snow showers to theNorthern Plains into the Upper Midwest on Friday. Temperature-wise, somechilly morning lows dropping into the low to mid-30s are forecast Thursdayacross portions of the Mid-South into the Tennessee Valley following acold front passage, with Frost/Freeze-related advisories and warnings inplace for newly greening sensitive vegetation. Increasing upper-levelridging following the system over the East Coast and ahead of troughingover the West will bring warmer, above average temperatures broadly acrossportions of the High Plains Thursday, and into the Plains/MississippiValley/Midwest on Friday. Highs will remain either around or below averagealong the East Coast and across most of the West with the upper-leveltroughing in place.

High rain rates over veryvulnerable/primed surfaces will lead to flash flooding tonight acrossportions of central and southern California, which is why there's aModerate Risk of Excessive Rainfall (level 3/4) for this area with anembedded High Risk (level 4/4) area over parts of Santa Barbara, Venturaand Los Angeles Counties. Heavy rain will also occur over the foothills ofthe Sierra Nevada tonight where a Slight Risk of Excessive Rainfall (level2/4) is in effect. Heavy snow will continue across the Sierra and ShastaSiskiyous through Monday where 1-3' of snow are expected with isolated 4'amounts over the highest elevations. Some snow is also likely for theGreat Basin where up to a foot of snow is possible over portions ofcentral Nevada. Strong winds will cause high surf up and down theCalifornia coast, whipping rain at lower elevations and blowing snowacross the Sierra are also likely with High Wind and Winter Storm Warningsin effect for parts of the state.The moisture plume sags south Monday night into Tuesday and focuses alonga surface cold front over southern California and the southern SierraNevada. Heavy to Excessive Rainfall is likely from San Luis County down toSan Diego County, where a Slight Risk of Excessive Rainfall is in effect.Another High Risk of Excessive Rainfall is in effect for parts of LosAngeles and Orange Counties on Monday where areal totals of 1-3" of rainand isolated higher amounts are possible. Heavy Snow impacts will waneacross northern/central Sierra while continuing over the southern sectionof the mountain range. Cool air will filter in on the backside of the coldfront and allow for heavy snow to develop over the higher elevations ofthe Transverse Ranges. About another foot of snow is forecast for thesouthern Sierra, and 1-2' are possible over the Transverse Ranges andCentral Great Basin. Rain and snow will continue over the Central GreatBasin of Nevada where around a foot of snow is expected.Elsewhere, some moderate to heavy rain and thunderstorms are possible overcoastal areas of Georgia and South Carolina tonight where a Marginal Riskof Excessive Rainfall is in effect (level 1/4). Around an inch of rainfallis currently forecast for that area. Some light rain and snow are alsopossible over portions of the Pacific Northwest and Northern Rockies. Upto a foot of snow is possible for parts of the Cascades and NorthernRockies through Monday afternoon. An upper-level ridge will strengthenover the Central U.S. this week, leading to increasingly abnormally mildtemperatures for much of the Central and Eastern thirds of the country.Temperatures across the Northern Plains and Upper Midwest will be 30-40degrees above average which may tie or break existing daily temperaturerecords.

The stormsystem will reorganize over the Central/Southern High Plains on Fridaywhile it begins to tap moisture and instability from the Gulf of Mexico.This moisture will interact with a prominent jet streak aloft and strongconvergence at the surface along a cold front and dryline. Thiscombination may produce severe thunderstorms across Oklahoma/Texas and theLower Mississippi Valley beginning in the late afternoon on Friday. ASlight Risk (level 2/5) of Severe Thunderstorms is in effect for portionsof South-Central Texas where large hail, tornadoes and strong wind gustswill be possible. The focus for Heavy Rainfall and thunderstorms willshift into the Lower Mississippi Valley and central Gulf Coast on Saturdaywhere the deep redeveloped low pressure system will move into. As aresult, a Slight Risk (level 2/4) of Excessive Rainfall is in effect forportions eastern Texas, southern Arkansas, Louisiana and southernMississippi on Saturday.An omega block ridge over the Central U.S. will support mild temperaturesfrom the Great Plains to the East Coast through this weekend. Portions ofthe Northern/Central Plains into the Upper/Middle Mississippi Valley willexperience low temperatures from the upper 20s to low 50s through earlynext week, which may tie or break existing records. Temperatures in theSouthern Plains will moderate a bit beneath the deepening upper-level lowon Saturday.

Heavy rainfall and scattered thunderstorms are possible from thesouthern coast of Oregon down into Los Angeles County. A Slight Risk ofExcessive Rainfall leading to Flash Flooding is in effect for portions ofthe southern Oregon coast down through central California on Wednesdaydue, in part, to the potential presence of instability generating higherrainfall rates over vulnerable surfaces. Heavy mountain snow (6000-7000')kicks off over the Shasta Siskiyous and Sierra on Wednesday afternoon.Once the upper trough moves ashore and the surface cold front moves intothe Great Basin on Thursday, snow levels will drop to about 4000-5000'leading to lower elevation heavy snowfall potential in the Sierra. Totalsnowfall accumulations will range between 1-3 feet by Friday, whenconditions are expected to improve. The focus for heavy rainfall willshift into southern California on Thursday, enhanced by a digging troughaloft, an embedded surface wave and attendant cold front at the surface.Rain and snow showers spread into the Great Basin, Intermountain West, andRockies on Thursday. Meanwhile, a low pressure system moving acrossOntario and Quebec will produce light snowfall over portions of northernUpstate New York/New Hampshire, Vermont and Maine beginning Thursdaymorning.An omega block high with embedded shortwave energy will continue tosupport increased heights over the Central U.S.. Warm temperatureanomalies ranging between 20-40 degrees above average will expand acrossthe Great Plains and Mississippi Valley through the end of the week as aresult. The potential for widespread record low temperatures will pick uplater in the week over the Northern/Central Plains and Upper/MiddleMississippi Valley. Lower heights in the West will generate coolertemperatures around 10-20 degrees below average later this week and intothe weekend.
It’s said that sometimes it’s the plumber who has the worst home plumbing in town; ditto for the electrician with “temporary” fixes and home wiring done hastily, and in an un-workmanlike manner. As the newly released UNL Nebraska Farm Real Estate report indicated, agricultural land values in the state have continued to climb this year, reaching an all-land statewide average of $3,360 per acre – a 16% increase over last year. These increases are being seen across the region as well, with the Federal Reserve Bank of Kansas City recently reporting some cropland increases as high as 32% over last year. Jim Jansen, an extension ag economist with the Center for Ag Profitability, discusses cropland values across the central U.S., and what's driving the increases. I had the opportunity to sit down with Tom Bevel at the Association for Crime Scene Reconstruction conference in Westminster, Colorado this past week. Tom is a legend in the crime scene community and was one of the founders of ACSR and IABPA (International Association for Blood Pattern Analysts). We talk about the creation of these organizations and the advances in forensics along with challenges from testifying in other parts of the world. CPT Tom Bevel (Ret.) is President of Bevel, Gardner and Associates Inc. a forensic education and consulting company. He retired after 27 years with the Oklahoma City Police Department. His last assignment was the Commander of the Homicide, Robbery, Missing Persons, and the Unsolved Homicide Units. Captain Bevel (Ret.) holds a Master of Arts degree from the University of Central Oklahoma in the Administration of Criminal Justice. He is a graduate of the Scenes of Crime Course, Hendon, England; the Technical Investigations Course, Central U.S. Police Institute, Oklahoma State University at Oklahoma City, OK; the FBI National Academy, and the Post-Graduate Medical-Legal Course London Medical College, London, England. Captain Bevel (Ret.) is a charter member of the FBI Scientific Workgroup on Bloodstain Pattern Analysis (SWGSTAIN) and served on the Board of Directors from 2002 through 2009; he is a Fellow of the Association For Crime Scene Reconstruction (ACSR); a Distinguished Member of the International Association of Bloodstain Pattern Analysts (IABPA); on the Editorial Board for the Journal of Forensic Identification; and a member of the Southwestern Association of Forensic Scientists (SWAFS); and the American Academy of Forensic Sciences (AAFS); he serves on the Board of Advisors for the Master of Forensic Science program for the University of Central Oklahoma. Mr. Bevel is the charter President for both the IABPA & ACSR and is a Distinguished Member of the IAI. Captain Bevel (Ret.) has served as a crime scene consultant in over 46 U.S. States and 9 foreign countries. He has been qualified as an expert in crime scene reconstruction and bloodstain pattern analysis in both state and federal courts.
