Trong bối cảnh nhiều nhân vật nổi tiếng, doanh nhân vướng vào các bê bối trốn thuế, những năm gần đây, nhóm triệu phú Hoa Kỳ “Patriotic Millionaires” đã khiến truyền thông chú ý khi đưa ra lời kêu gọi : “Tôi giàu có, hãy đánh thuế tôi” ! và “Đánh thuế mạnh tay hơn” những người giàu có nhất hành tinh. Được thành lập vào năm 2010, tổ chức Patriotic Millionnaires quy tụ hơn 200 thành viên là các triệu phú, hoặc các nhà đầu tư, chủ doanh nghiệp trong các lĩnh vực khác nhau, trong đó có Abigail Disney, một trong những người thừa kế của tập đoàn Disney. Họ tự nhận mình là những người giàu có “cảm thấy xấu hổ” vì quá giàu, với thu nhập hàng năm trên 1 triệu đô la, hoặc có khối tài sản trị giá hơn 5 triệu đô la. Họ lên án hệ thống thuế khoá ở Hoa Kỳ làm gia tăng tình trạng bất bình đẳng và nêu ra vấn đề : “Làm thế nào mà mức thuế trung bình của một người Mỹ phải trả, tương ứng với thu nhập, lại cao hơn cả thuế mà những người giàu nhất phải đóng ?” Trang điều tra Pro Publica của Hoa Kỳ, vào năm 2021, tiết lộ rằng 25 người giàu nhất nước Mỹ không khai thuế bất cứ khoản thu nhập nào và phần lớn chi tiêu của họ là do các doanh nghiệp trả, hoặc từ các khoản vay. “Tôi giàu có, hãy đánh thuế tôi !”Tại phiên điều trần của Ủy ban Tài Chính Thượng Viện Hoa Kỳ hôm 09/11, các nhà nghị sĩ Hoa Kỳ muốn đánh vào chiến lược “Buy, Borrow, Die” mà các nhà triệu phú, tỷ phú sử dụng để tránh bị đánh thuế vào tài sản của họ. “Buy” tức là đi mua, đầu tư vào chứng khoán, bất động sản,... để tăng giá trị tài sản của mình. “Borrow” tức là đi vay ngân hàng với lãi suất tương đối thấp, để chi trả cho cuộc sống của họ, khấu trừ lãi vay vào thu nhập của mình. Đến khi họ chết, tài sản khổng lồ của họ được chuyển cho gia đình và như vậy có thể tránh thuế. Có mặt tại cuộc họp của Ủy ban, chủ tịch câu lạc bộ triệu phú Mỹ Patriotic Millionaires, Morris Pearl, một lần nữa đưa ra lời kêu gọi đến các nhà lập pháp Hoa Kỳ : “Tôi giàu có, hãy đánh thuế tôi !” Ông cho biết : “Tôi kiếm tiền nhờ vào việc xem những con số trên bản báo cáo tài chính tăng lên và tôi có thể quyết định rằng có đóng thuế cho thu nhập đó hay không. Chúng tôi không phải chịu thuế vốn cho đến thời điểm bán đi, điều đó có nghĩa là, với những người như tôi, đóng thuế hay không là một lựa chọn. Chúng tôi có thể vay với lãi suất thấp để trả các chi phí sinh hoạt xa xỉ, như vậy có nghĩa là không tạo ra lợi nhuận từ vốn, và do đó không phải đóng thuế. Khi chúng tôi chết, chúng tôi có thể chuyển tài sản cho người thừa kế và họ có thể được miễn thuế. Những người giàu không cần phải trả thuế cho bất kỳ khoản thu nhập nào.” Từng là giảng viên tại đại học McGill ở Montréal, Canada, cô Claire Trottier thừa hưởng khối tài sản khổng lồ từ cha cô, người đã trở thành tỷ phú trong lĩnh vực công nghệ cao. Hiện đã nghỉ việc để dành thời gian cho Quỹ gia đình Trottier, trả lời Radio France, cô cho biết “lương giáo viên của tôi bị đánh thuế nhiều hơn là bây giờ khi cô nhận được cổ tức từ tổ chức của gia đình. Điều này là không bình thường !”Claire Trottier là một trong những thành viên của Patriotic Millionaires và cũng là một trong số 300 triệu phú đã ký vào bức thư gửi tới các lãnh đạo của G20, kêu gọi thiết lập một hệ thống đánh thuế vào tài sản, nhân hội nghị thượng đỉnh của nhóm này tại Ấn Độ hồi tháng 9/2023. Trả lời đài phát thanh France Inter, cô thừa nhận rằng “đúng là hiếm khi một người giàu lên tiếng về bình đẳng thu nhập, kêu gọi đánh thuế vào tài sản khi chính bản thân mình cũng là người giàu”. Tuy nhiên cô khẳng định : “Cũng như tất cả mọi người, tôi nhận thấy rằng những bất bình đẳng trong xã hội chúng ta ngày càng gia tăng và đó là điều không thể chấp nhận được. Chúng ta cần phải hành động !”Để truyền đi thông điệp của mình, những nhà triệu phú này đã gửi đi nhiều đơn khiếu nại, thư đến các chính phủ, đến Diễn đàn Kinh tế Davos, hay tiến hành các hoạt động nhằm thu hút sự chú ý của truyền thông. Ví dụ, vào năm 2021, CLB Patriotic Millionnaires đã cho một chiếc xe tải chạy khắp Washington, với khẩu hiệu “Hãy đánh thuế tôi nếu bạn có thể”, bên cạnh tỷ phú Jeff Bezos nhà sáng lập Amazon, được coi là một trong những “nhà vô địch” trong việc “tối ưu hóa khoản thuế” phải đóng.Càng nhiều tài sản lại càng ít bị đánh thuế ?Trong bài đăng trên trang CNN, Abigail Disney và Morris Pearl giải thích tại sao những triệu phú như họ lại muốn đóng thêm thuế, đồng thời kêu gọi thiết lập hệ thống đánh thuế liên bang vào tài sản : “Hiện tại, hệ thống thuế của Mỹ coi trọng tiền hơn mồ hôi. Những người làm công ăn lương phải trả thuế suất đối với thu nhập của họ cao hơn đáng kể so với các nhà đầu tư giàu có kiếm được thu nhập từ lãi vốn một cách thụ động. Điều đáng nói là thuế liên quan đến tài sản của một người qua đời được chuyển giao cho người thừa kế. Luật này được đưa ra dưới thời tổng thống Donald Trump, năm 2017, quy định chỉ đánh thuế vào các tài sản có giá trị lớn lớn 12,06 triệu đô la.. Như vậy thì Hoa Kỳ đã để lọt lưới hàng tỷ đô la.”Nhà kinh tế học Eric Pichet, giảng viên tại đại học Skedge Business School cho biết hệ thống đánh thuế ở Hoa Kỳ khá phức tạp và dễ khiến người ta nhầm lẫn, “ngay cả chính người Mỹ cũng khó có thể hiểu”. Trả lời RFI Tiếng Việt, ông Pichet cho biết : “Có 7 mức thang đánh thuế thu nhập ở Hoa Kỳ và lên đến 39,6 %, thấp hơn ở Pháp (45%), nhưng đây cũng là tỷ lệ khá cao. Ở Hoa Kỳ cũng như ở những nơi khác càng kiếm nhiều tiền thì càng phải đóng nhiều thuế. Điều này đã rõ ràng ! Liên quan tới loại thuế áp đặt lên lợi nhuận thu được từ việc bán tài sản, nghĩa là một triệu phú bán doanh nghiệp của mình đi, thì tỷ lệ đánh thuế là từ 10 đến 20 %. Nói đơn giản là một tỷ phú bán doanh nghiệp đi, thu được cổ tức (dividendes), và khoản lợi nhuận này bị đánh thuế thấp hơn so với thuế đối với thu nhập cá nhân.”Không chỉ riêng CLB Patriotic Millionnaires, mà ngày càng có nhiều những triệu phú đòi đóng thuế nhiều hơn, tại Hoa Kỳ, Canada hay châu Âu. Ví dụ như hội Triệu phú vì Nhân loại (Millionaires for Humanity) ở Anh, Resources en mouvement ở Canada, hoặc hiệp hội Tax me now (Hãy đánh thuế tôi ngay bây giờ) ở Đức."Nỗi mặc cảm vì quá giàu" chỉ đến từ một nhóm nhỏTuy nhiên, theo Eric Pichet, nhà nghiên cứu là về thuế cá nhân, tài chính công và kinh tế học về thuế, những người giàu muốn đóng nhiều thuế hơn, trên thực tế, chỉ để thu hút truyền thông và chỉ liên quan đến một nhóm cá nhân nhỏ, và không đại diện cho đại bộ phận các triệu phú. “Những người này muốn làm nổi bật cảm giác mặc cảm của họ vì quá giàu, nhưng cần phải phân biệt rõ giữa triệu phú và tỷ phú. Tôi cho rằng đối tượng mà những triệu phú này kêu gọi đánh thuế là những tỷ phú, những người giàu hơn họ. Nếu thăm dò, tôi dám chắc là 90 % các triệu phú không có ý định trả thêm thuế. Theo tôi, về căn bản, người Mỹ khá là dị ứng với thuế, nhất là thuế liên bang. Thuế tài sản (được nói đến ở trên) là một vấn đề lớn ở Hoa Kỳ. Quy định về thuế liên bang được đưa ra vào năm 1913, sau khi sửa đổi Hiến Pháp, cho phép Nhà nước liên bang đánh thuế thu nhập cá nhân, lại nhưng không hề đề cập đến thuế tài sản”. Nhà kinh tế học Pichet, cho rằng sửa đổi luật về thuế liên quan đến tài sản là một điều khá phức tạp vì cần phải sửa Hiến Pháp. Trên thực tế, vào đầu năm 2023, tổng thống Joe Biden đã đề xuất áp dụng mức thuế tối thiểu 20 % đối với các gia đình có tài sản vượt quá 100 triệu đô la, dựa trên thu nhập, cũng như lãi từ vốn chưa được thực hiện. Nhà Trắng giải thích rằng luật này sẽ nhắm tới những tài sản của các gia đình rất giàu, không bị đánh thuế trong nhiều thập kỷ hoặc nhiều thế hệ”, đặc biệt là nhắm đến những “siêu tỷ phú” như Elon Musk hay Jeff Bezos. Thế nhưng, đề xuất này đã nhanh chóng bị cho là bóp nghẹt từ trong trứng, khó có thể được thông qua, theo trang mạng chuyên về tài chính CNBC của Mỹ. Hiện trên thế giới, không chỉ Hoa Kỳ mà nhiều nước khác cũng không đánh thuế vào tài sản ròng. Chỉ duy nhất 5 nước trong Tổ chức Hợp tác và phát triển Kinh tế (OCDE) vẫn duy trì thuế đối với tài sản. Tại Pháp, thuế về tài sản thì chỉ liên quan đến bất động sản. Hơn nữa, nhà kinh tế học Pichet lưu ý rằng “xu hướng hiện nay là nhiều nước đang dần loại bỏ thuế tài sản, đặc biệt là ở châu Âu từ 20 năm qua. Những nước đã áp đặt loại thuế này đang dần dần loại bỏ khỏi chính sách thuế khoá và cho đến này chỉ còn một vài nước giàu áp dụng.” Vị chuyên gia kinh tế cho rằng nếu muốn thiết lập một luật đánh thuế vào tài sản thì cần phải được nhiều nước cùng áp dụng, theo cách mà mức thuế tối thiểu toàn cầu 15 % đối với cho các doanh nghiệp được đưa ra. Jack Trottier grew up in Northern Massachusetts an athlete and a hometown kid. When he was 17 years old, he was paralyzed in a backyard snowboarding accident resulting in quadriplegia. In the years since, Jack has built a purposeful life for himself, recently riding his handcycle from Massachusetts to Atlanta to raise awareness and funds for the Shepherd Center, a spinal cord injury rehab hospital. While projecting preternatural confidence, the winger worried about going to the minors, being attacked by goons roaming the ice and of generally not meeting his own hype. Using Bossy's own quotes from his 1987 book, Boss, we can dive deep into what he was feeling and thinking during his time in junior, when he was deciding whether to sign with the Islanders or the WHA's Quebec Nordiques and during his first days on Long Island. Early in his first camp, Bossy was placed on a line with skilled center Bryan Trottier and burly left winger Clark Gillies, and immediately found his footing among the pros. Travis Trottier served in the Scotland, Edinburgh Mission from October of 2005 through October of 2007. Travis shares with us his fun stories of the mission, along with some unique challenges that he faced. After a bizarre situation with his trainer, Travis had some tough times with stress management that lead to a few visits to the hospital and more calls home to mom and dad than normal. Nevertheless, Travis worked through those challenges and served a honorable mission and loved serving the people of Scotland. When it was announced that Hockey Hall of Fame centreman Bryan Trottier was releasing a memoir, one had to wonder why that had not already happened. Trottier won the Stanley Cup six times as a player and once again as an assistant coach. The son of a Cree-Chippewa-Métis father and an Irish-Canadian mother from a Saskatchewan ranching family, he also earned multiple major awards an 18-season NHL career (1975-94). Timing is the answer. At age 66, Trottier believes he is far enough removed from the game where could tell some “secrets.” As well, In the age of Reconciliation between Canada and First Nations, the publishing industry is eager to amplify a story like his. In "All Roads Home," the example that Trottier set for Indigenous youth in his hockey heyday is captured in a foreword by author and historian Jesse Thistle (author of the international best-seller "From The Ashes"). Trottier's narrative, written with esteemed Canadian sportswriter Stephen Brunt, details his obligation to make the people who shaped him proud, especially his family. Over his life in hockey, Trottier has touched individual and collective greatness. He has also taken the time to listen, learn and share his experiences with Indigenous communities across Canada. Cognitive scientist Leo Trottier is confirming what dog lovers already suspect: our pets have complex inner lives and can directly communicate with humans. He is gathering evidence for his hypothesis using recordable communication buttons. Leo is the CEO of Clever Path. His company has developed a tool dog parents use to record commands like “outside” or “playtime” into an easy-to-press button. There is no limit to the number of buttons that can be added, nor the “conversations” you can have with your dog. In this interview, Leo shares the science behind these talking buttons and the psychology of communication. He also shares what he hopes will come next in his research. With new technology on the horizon, getting a text message from your dog while at work isn't so far-fetched.
