Bill Kramer has been with MultiState since 2011. Recognized for his wide breadth of state legislative and policy knowledge, Bill oversees the firm's research services, advises clients on strategic government affairs initiatives, develops and manages coalitions and associations, and pens the weekly Morning MultiState newsletter, among other problem-solving endeavors. At the onset of the 2020 pandemic, Bill was integral in quickly organizing internal resources to create MultiState's COVID-19 State and Local Policy Tracker, a resource library and data dashboard providing clients and the public with timely, accurate information on the state and local government responses to COVID-19. Subsequently, Bill has launched similar policy tracking projects focused on reproductive health care and artificial intelligence policy. He is an experienced lawyer and association executive who served as deputy executive director of the Council of State Chambers (COSC) — the association of state chambers of commerce — and built the COSC Policy Center from the ground up. Bill is an active member of the American Society of Association Executives (ASAE) where he was a member of the Government Relations Section Council and chaired the State Relations Subcommittee from 2016 to 2019. Bill became a Certified Association Executive (CAE) in 2018 and is a member of both the State Bar of California and the DC Bar. Bill has addressed and presented to dozens of trade and professional organizations, including the U.S. Chamber of Commerce, National Conference of State Legislatures (NCSL), Public Affairs Council (PAC), State Government Affairs Council (SGAC), and The Council of State Government (CSG). Major publications have quoted Bill as a policy and industry expert, including The Wall Street Journal,  The New York Times, Politico, Pluribus News, and Governing Magazine. His previous experience includes the U.S. Senate, California State Assembly, and Legislative Counsel's Office of California. Bill earned his bachelor's degree in history from Ohio University and his Juris Doctor from the University of Pacific McGeorge School of Law, where he served as Managing Editor of the McGeorge Law Review. Bill considers himself a policy generalist but has a passion for technology and infrastructure issues. In June of 2018, Chair Randall was selected as one of only twenty-five women in the country to be included in the 2019 class of Governing Magazine's Women in Government Leadership Program. In addition, in 2018, 2019, 2020 and 2021, the citizens of Loudoun County voted Chair Randall Favorite Public Official, an honor which she is most humbled by and proud of.  By profession, Chair Randall is a mental health therapist, with substance dependence as her emphasis area. Kristen Cox is the world's leading authority on how to apply the Theory of Constraints to governments and non profits.  She is perhaps best known for her work as the former Executive Director of the Governor's Office of Management and Budget (GOMB) for the State of Utah where she orchestrated a 35 percent improvement across Utah's $20B executive branch. Prior to her role at GOMB, Kris led Utah's Department of Workforce Services (DWS) through the 2008/2009 economic recession where she was able to absorb a 60 percent increase in caseload (with her existing staff), become one of the top 10 in quality in the country, while giving $30M back to the state. Kris is currently the Executive Director of the new Initiative on Government Improvement and an instructor at The University of Utah's Eccles School of Business.   She is the co-author of two books, Stop Decorating the Fish and The World of Decorating the Fish along with Dr. Yishai Ashlag.   In addition, Kristen sits on advisory boards, is a keynote speaker, consultant, trainer, and co-founder of The Fulcrum--her private, online, TOC training community. She has worked for three governors, was a special appointee with the Department of Education in the Bush adminstration, ran for Lt. Governor for the State of Maryland with then Governor Ehrlich, and has run a non-profit. In November 2018, Kris was selected as a Salt Lake Chamber Pathfinder Award recipient and was also honored as the Lifetime Achievement Gold Stevie Award winner for government and non-profit organizations. In 2016 Kris was selected as one of Governing Magazine's public officials of the year. She has also been honored by the Utah Community Foundation as an Enlightened 50 (2016), Utah Business Magazine as one of the 30 Women to Watch (2012) and the Days of 47 with the Pioneers of Progress Award for Business and Enterprise (2012). Kris received her Bachelor of Science in Educational Psychology from Brigham Young University. She served an LDS mission in Brazil and treasures any opportunity to speak Portuguese. Kris is an avid reader and loves being active. Kris and her family love the outdoors, especially hiking Utah's mountains and trails. Her greatest outdoor adventures have been skydiving, paragliding, snow and water skiing, and hiking the Grand Canyon rim-to-rim. Kris is married with two sons (one married, one in high school), and lives in the Salt Lake City area.

Ms. McReynolds is the CEO of the National Vote at Home Institute, co-author of the book When Women Vote, and an expert on election policy and administration. She is also the former Director of Elections for Denver, Colorado, where she transformed the Elections Division into a national and international award-winning office. In addition, Ms. McReynolds was recognized by Governing Magazine as a 2018 Top Public Official of the Year for her transformational work to improve the voting experience. There is a fair amount of confusion and controversy surrounding the proliferation of mail-in ballots to combat the challenges of the COVID-19 pandemic. Ms. McReynolds does a deep dive into the security of “at home” voting, a phrase that more appropriately describes the process than the more colloquial “mail-in” terminology. In fact, the majority of purported “mail-in” votes are never actually returned by mail. Ms. McReynolds also addresses how the chain-of-custody works within the context of “at home” voting and what steps and technologies are used to ensure the integrity of the vote. She explains how ballot tracking and signature verification works and why we should not fear the “at home” voting process. Amber and T.J. also discuss the social challenges. Is foreign interference a real concern? Is Party interference a greater threat (i.e., through ballot harvesting, etc.)? What about the United States Post Office? Requiring them to leave their homes and go to a clinic to be treated when the technology exists to do bloodwork and other tests in the home; with new telehealth tools to be able to almost do a complete exam on those individuals without them having to leave the comfort of their home, which is in the best interest of the patient and the public's health, those models are not possible in the traditional FFS system. They are much more possible in a value-based world." "Consumers having more choices will be the real power of Value-Based Payments." 37:00 How close are we to knowing which clinical outcomes to measure? HEDIS measures taken from claims data measure process and not the true outcome. Patient-reported outcomes are needed to say if patients are getting high-quality services. Before his move to the private sector, Jason was a nationally recognized leader in public sector health care.  Most recently he was New York's Medicaid Director, a role he held for over seven years.  New York's Medicaid program provides vital health care services to over 6.6 million New Yorkers and has an annual budget in excess of $68 billion.  Jason also served as the Executive Director for New York's Medicaid Redesign Team, nationally recognized as a 2015 Innovation in American Government Finalist by the Harvard Kennedy School of Government.  In this capacity he directed Governor Cuomo's effort to fundamentally reshape the state's Medicaid program in order to both lower costs and improve health care quality.  In 2015, Jason was also recognized as a Public Official of the Year by Governing Magazine. State Senator and Republican Gov. Candidate Paula Dockery. http://www.peopleforpaula.com/?skipped=true Senator Paula Dockery has proven to be a champion for the taxpayers of Florida, skillfully marshalling bi-partisan consensus for legislation of significant impact to Floridians. A University of Florida B.A. and M.A. alumna, Senator Dockery worked in the insurance industry before focusing her leadership skills on a career in public service. Elected to the Florida House of Representatives in 1996, she served as State Representative for six years in the positions of House Majority Whip, Chair of the Environmental Protection Committee and Chair of General Government Appropriations. Elected to Senate District 15 in 2002 and subsequently re-elected, Senator Dockery has served twice as Senate Majority Whip and is currently in her second assignment as Chair of the Criminal Justice Committee. Senator Dockery’s success in establishing significant environmental policy began in the House, where she was the primary sponsor of the Florida Forever Act, which succeeded Preservation 2000 to become the popular land acquisition program for the preservation of environmentally sensitive lands for this decade. Named Public Official of the Year by Governing Magazine for the creation of the Water Sustainability and Protection Act (SB 444), she showcased her ability to bring diverse groups together to reach a common goal. SB 444 provided model legislation for the country by reaching consensus on critical policy for Florida’s water supply while considering the needs of the environmental and agricultural communities, developers, water management districts, and local governments. Senator Dockery also contributed the solar energy systems incentive component to the Florida Energy Act of 2006 (SB 888). A stalwart defender of law enforcement and public safety, Senator Dockery shepherded to passage the Anti-Murder Act of 2007, which created a system for identifying potentially dangerous probation violators, requiring them to return to jail until the court determines whether they pose a danger to the community. Appointed to serve as the Vice Chair of the National Conference of State Legislatures Transportation Committee for the 2008-2009 Conference year, she worked on research for potential legislation affecting multi-modal transportation, including railroads, air, water and motor vehicles. For the past two years, Senator Dockery has assembled and led a bi-partisan coalition to defeat costly rail liability legislation intended to benefit a corporate special interest at great taxpayer expense. Senator Dockery has received over 70 awards of appreciation during her tenure in both the House and Senate from Environmental groups such as Audubon, Nature Conservancy, Sierra Club, Florida Oceans Alliance and Trust for Public Lands; Agricultural groups such as Florida Farm Bureau, Florida Cattleman’s Association and Florida Forestry Association; Business groups such as Florida Chamber of Commerce, Enterprise Florida, Associated Builders and Contractors and the Florida Ports Council and Governmental groups such as Florida Association of Counties, Florida League of Cities, School District of Osceola County and Florida Parks and Recreation Association.
