The world of work has been changing quite a bit over the last few years. The pandemic appeared to be a boon to technology workers, both by allowing us to work remotely, but also taking advantage of our skills to deploy more technology throughout the world. At the same time, late 2022 and 2023 have seen many companies pull back and cut their staff, including technical staff. It seems that in mid-2023, we have both a demand for technology workers and a lot of people looking for technology jobs. A recent 2022 report on working in technology has some interesting insights. It is summarized at ZDNet, but you can see the original report here. The highlights from the report are that quite a few top performers left their jobs, recruitment doesn't work well, and finding top talent is hard. These aren't that surprising to many of us that actually write code or manage systems, but it is nice to see that founders and executives are reporting this (they were the ones surveyed in the report). Two million college-educated immigrants in the United States are either unemployed or working in jobs that require no more than a high school diploma, often because of licensing, credential-recognition, and other barriers. While most states have seen their populations of highly skilled immigrants grow since 2010, there have been few strategic efforts to improve the integration prospects of these new residents or address this skill underutilization, also referred to as “brain waste.” The failure to fully leverage this human capital comes with increasing costs, with job vacancies at a two-decade high, an aging society, and a rapidly transforming labor market. During this webcast, MPI's Jeanne Batalova was joined by David Dyssegaard Kallick from the Fiscal Policy Institute, Upwardly Global's Jina Krause-Vilmar, Mohamed Khalif from the Washington Academy for International Medical Graduates, and NewYork-Presbyterian Hospital's Shaun E. Smith for a discussion on findings from a report examining at U.S. and state levels the underemployment of college graduates by nativity and by race and ethnicity, in the process revealing patterns of economic inequality. The conversation includes immigrant and employer voices who explore the promising strategies that exist to mitigate this brain waste for the benefit of the U.S. economy, local communities, and the workers themselves.

We think of citizenship as a binary category: you're either a citizen or you're not. But the levels of membership can be complex. Refugees and asylum seekers often find that the criteria for acceptance change, as states devise rationales to exclude them. Three Weatherhead Center sociologists reveal the motivations behind various immigration policies, from the colonial past to the present, and discuss the ethics and impact of open borders.In this episode, Elke Winter explains the different pathways to citizenship, not only for “economic immigrants” but also for refugees and asylum seekers. From an historical perspective, Anna Skarpelis reminds us that some groups have had citizenship imposed on them, in the case of territorial annexation. In the United States, asylum and immigration laws seem to change with each new administration, and Talia Shiff documents some of the impact of the recent changes during the Trump administration.After World War II, the UN Declaration of Human Rights established that all human beings have the right to basic food, shelter, and security, and the right to freedom of movement—even if they cannot access these rights in their own countries. But nations have likely always strayed from these humanitarian values as their geopolitical goals change. Our scholars show how strategic interests and even race come into play, unofficially, to drive prevailing immigration policies. Finally, our scholars delve into the philosophical and ethical context for having more open borders and touch on the economic impact of immigration. On a philosophical level, they raise the questions: What do we owe others? Can a nation redress its colonial legacy through immigration policy? Charla Pereira is the lead designer for all authoring on Dynamics 365 Guides. Dynamics 365 Guides, or what Charla will refer to as "guides" is a mixed reality application for the Microsoft HoloLens, that allows an enhanced learning ecosystem by providing holographic instructions within the flow of work, when and where employees need it. So imagine putting together some complex machine on an assembly line, having the worker wearing a HoloLens device, and having a series of step by step instruction cards with image and video visually tethered to the areas where the work needs to be accomplished - ultimately leading to fewer errors and greater retention of learned skills, and we'll talk much more about that in the discussion.Charla has been in tech for just about 20 years, and she began her career as a graphic designer. Charla joined Microsoft 11 years ago, and she's shipped everything from Microsoft Office to Microsoft Fresh Paint (a project originating from in Microsoft Research, that simulates oil on a digital canvas). The United States has long attracted some of the world’s best and brightest, drawn by the strong U.S. economy, renowned universities, and reputation for entrepreneurship and innovation. But because of language, credential-recognition, and other barriers many of these highly skilled, college-educated immigrants cannot fully contribute their academic and professional training and skills once in the United States. As a result they work in low-skilled jobs or cannot find a job—a phenomenon known as brain waste.   On this podcast, MPI experts give a presentation of the first-ever U.S. estimates on the economic costs of this skill underutilization for immigrants, their families, and the U.S. economy, along with estimates on forgone earnings and tax payments for: California, Florida, Michigan, New York, Ohio, Texas, and Washington. The panel discusses the factors linked to immigrant skill underutilization; highlight the potential for current city, state, and U.S. labor policy (including implementation of the Workforce Innovation and Opportunity Act) to reduce this brain waste; and offer an employer-based view of skill underutilization and how it can be addressed.   The report and related state research can be found here: https://bit.ly/mpiuntappedtalent

They learn to clearly communicate to others how the others need to behave differently without seeing their own righteous positionality. Saara Koikkalainen presents her paper 'Highly skilled migrants and the European mobility industry' in Parallel session IV(D) of the conference Examining Migration Dynamics: Networks and Beyond, 24-26 Sept 2013 The paper examines intra-European mobility and migrant agency from the perspective of highly skilled migrants, namely Finns working abroad in other EU15 countries. It is based on a web survey titled Working in Europe (n=364) conducted in 2008, its continuation in 2010 (n=194) and 18 migrant interviews (2011). The paper draws on Karen O'Reilly's (2012) practice theory for international migration. It focuses on understanding highly skilled mobility in Europe through an analysis of the external, macro level structures that ease or impede mobility, as well as the internal, micro level structures that affect the mobility behaviour of this particular migrant group. At the meso level the paper introduces a novel concept of mobility industry, which helps facilitate intra-European mobility. The term migration industry has been used to refer to the various agents and organizations helping migrants, remittance companies, as well as human smugglers who manage irregular migration. I argue that this term can also be useful in understanding different forms of intra-European mobility. In the European context permanent migration is not the only or perhaps even the main form of transnational movement across borders, so mobility industry is a more fitting term to be used. It can be roughly divided into two categories: firstly the non-commercial institutions and agencies that provide information and facilitate the mobility of students, trainees and academics, as well as job-seekers, and secondly the commercial relocation and headhunting agencies, consultants and job search portals whose business it is to facilitate the mobility of workers and professionals. The paper concludes that the paths that lead abroad from Finland are influenced by both external structures and individual migrant agency, as voluntary, intra-European migrants can choose their destinations according to their life projects focusing on work and careers, but also on quality of life and adventure.

Drawing on qualitative data from an ESRC-funded project, this presentation will explore the nature and dynamics of intra-EU talent migration through a particular focus on the French highly-skilled working in London's financial and business sectors. Specifically, it will explore French accounts of London as a place of opportunity, where talent is both recognised and rewarded, in some contradistinction to Paris and France. It will examine French accounts of the different and more meritocratic ways in which talent is calibrated in London, and of the underlying characteristics of London that make this recognition and reward of talent possible.
