Todd Schmidan Assistant Professor in the Computer Science Department of St. Mary's College of California. They are generally intereted in the algebraic, coalgebraic, and logical foundations of program semantics, and recently completed a PhD as a part of the PPLV group in the Computer Science Department of University College London. Today Todd joined us to talk about coequations, a fascinating (categorical) subject relating to the how we add algebraic structure to a space, how we think about relationships between spaces, and more. It turns out that coequations show up all over the place -- in DFAs, Markov chains, various PL concepts, etc. -- and so this is a place where the more abstract categorical stuff turns out to be really useful and illuminating for fairly concrete computer science ideas. Plus, coequations are just plain neat! We were really lucky to steal a little over an hour of Todd's time on this beautiful Saturday and we hope you enjoy the talk as much as we did.

Podcaster Robert Knauer CPCM CPPO gives detailed insight into a contracting case brought against a young married couple under the "Federal False Claims Act" or FCA as it is known in federal circles. The case was improperly brought against the couple by Army Criminal Investigators (ARMY CID), but there wasn't sufficient evidence proceed with the case (after three years in court) and the case was dismissed by federal judge Terrance Boyle. Although the case was finally dismissed, the story points out significant time, legal expense and emotional heartache caused simply because one person did the RIGHT THING while the other spouse did the WRONG THING bringing the case to light. In every federal contracting action, all parties must always DO THE RIGHT THING and be above board and ethical in their transactions when dealing with the federal government. Grp., Inc., No. 5:15-CV-510-BO (E.D.N.C. Jun. 7, 2017) paints a clear and convincing picture that even though the married couple and all parties involved were NOT even remotely correct in their personal actions which caused the case to gain the attention of Army CID.....the case hinged on one main factor: that the husband, Rod M. immediately returned to the federal government (DFAS) all monies (improperly obtained and received) $700,000.00, because the husband (COO of Odyssey Marketing) knew the funds received were improperly obtained, not correct and he could not legally retain the money as there was no supporting federal contract or modification to justify retention of the $700K. This one simple act at the advice of this podcaster kept the husband and wife from being found guilty of wrongdoing under the Federal False Claims Act (FCA) and kept them from going to jail and spending millions in defense. Others involved in the case (Army Personnel) were not so lucky.

Today we're talking about the Thrift Savings Plan (TSP) Annuity option. Don't confuse the TSP Annuity option with being a FERS, CSRS, or Military annuitant. An annuitant is someone entitled to regular payments from a pension or an annuity. OPM and DFAS will call you an annuitant because you are receiving pension payments as a retiree. If you choose to turn your TSP into an annuity, this something else entirely. .An annuity is insurance that you can buy with all or part of your TSP savings. TSP will buy it for ou from Met Life. MetLife then sends you set monthly payments for the rest of your life (or your spouse too if you choose a joint life annuity). The money you use to buy an annuity is gone permanently in exchange for guaranteed lifetime monthly payments. The TSP has a great fact sheet at https://www.tsp.gov/annuity-basics/ The annuity is a permanent contract that can't be changed and the annuity payment amounts are set for life. So with inflation, your annuity income will buy less and less over time. While Social Security, military and federal civilian pensions rise with inflation, called a COLA, the TSP annuity payouts are frozen in time. There are options you can add to the annuity, at a cost. An increasing payments option an help protect against the loss of buying power due to inflation. It has a set 2% increase in the payments you receive each year, whether inflation is more or less than that. There is joint life annuity with payments that continue at 100% or 50% until both you and your spouse die, or under certain circumstances a dependent dies. If you die before the amount paid to purchase your annuity has been paid out, the rest will be paid to your beneficiary(ies) in a lump sum. The 10-year certain option guarantees your beneficiary will receive at least 10 years worth of payments if you die within the first 10 years. Remember, more nice options equals lower monthly payments to you.TSP has a great online calculator that will walk you through getting an estimated payment based on the amount of TSP money you give up and the options you want. https://www.tsp.gov/calculators/tsp-payment-and-annuity-calculator/#topConsider how comfortable are you with uncertainty or risk. If you are more afraid of running completely out of money because you live a long time, an annuity may be a good choice. Are you more concerned that a fixed income may leave you struggling to pay for your needs in the future because of higher prices? Keeping your money in TSP or other investments with growth potential may be a better bet. It may help to go back to last weeks Episode 57 on Risk Profiles.Are you be eligible for a military pension, federal government pension, and/or Social Security? Remember, these pensions are guaranteed for life, too. But they DO increase with inflation. An annuity may not add much benefit is this case. Keeping your TSP invested instead may be a good way of maintaining some control, flexibility, and the possibility of more growth. What if you didn't stay in long enough to qualify for a pension? An annuity might look a bit more attractive if you really don't tolerate risk. Even then, shop around. And lastly, if you want a fixed monthly payment out of your TSP, there is an alternative to an annuity. You can keep your money in the TSP you can choose regular installment withdrawal instead of an annuity. You recieve a certain amount from your TSP every month, quarter, or year (your choice). Your money stays in your TSP account, you choose how it is invested, you can stop and start these payments, and even change the payment amount. But, there is no guarantee that your TSP will last as

For five days after the World Series ends, the Giants will have exclusive negotiating rights with their own free agents: Kevin Gausman, Drew Smyly, Tony Watson, and Trevor Cahill. Once five days are up, they must have decided whether or not to extend any of their free agents the qualifying offer, valued at one year and $18.9 million. Gausman and Smyly are possibilities to be extended the offer. The player(s) then have 15 days to decide whether or not to accept the offer. Also five days after the World Series ends, the Giants must add six players back to their 40-man roster who were either on the 60-day injured list or the restricted list. That could cause a roster crunch and may force the Giants to make some DFAs. They will have five catchers on the 40-man at that point in time, so a catcher may be designated.As we move into late November, the Giants must also choose which prospects to add to the 40-man roster to protect them from the Rule 5 Draft in early December. They have a few prospects in their Top 30 who are eligible for the Rule 5 Draft and will need to be added to the 40-man roster in order to be protected. They'll also have to decide which players eligible for arbitration to be tendered contracts. The Giants have several arbitration eligible players, and a few seem to be non-tender candidates. Dividing a military pension is a minefield Dividing a military pension is like walking through a minefield. From the perspective of both the service member spouse and the non-service member spouse, unexpected and unwanted results are an ever present risk. Why should it be so hard? One reason is that military pensions are the creation of federal law, but federal law does not tell you how to divide them in the event of a divorce. Another reason is the complexity of the federal statutory scheme. Until 2014, for example, a dollar for dollar trade off existed between retired pay and disability pay. A service member could agree to a division of retired pay in his or her divorce, but later decide to trade retired pay for VA disability pay. VA disability pay is not subject to division in a divorce, so suddenly the former spouse could be surprised by a dramatic reduction in her or his payments from DFAS. Congress fixed this in 2005 by allowing concurrent receipt of disability pay and retired pay ("CDRP"), so that the former spouse's benefits are not reduced by a disability pay election after divorce. But not so fast. The law only applies to certain classes of retirees. The general rule is that the service member retiree must have at least 20 years of creditable service and a VA disability rating of at least 50%. If the service member retiree doesn't meet these criteria, this seemingly past minefield is still there, and pre-CDRP protective strategies used by the non-service member spouse during divorce will still be in play. And there's more. Congress has also provided Combat-Related Special Compensation ("CRSC") for service members with at least a 10% disability directly related to the award of a Purple Heart, or to combat, operations, or hazardous duty. By statute it is not retired pay, and it is not divisible as property. Neither is it compatible with CDRP, which stops upon receipt of CRSC, although any past-paid CDRP has to be given back.
