Las negociaciones para la paz en Ucrania han abierto una brecha entre Estados Unidos y Europa. Mientras el enviado especial de Trump, Steve Witkoff, viaja por sexta vez este año a Moscú para presentar a Putin una versión modificada del plan de paz, el secretario de Estado, Marco Rubio, se saltará la reunión bianual de la OTAN —algo que no ocurría desde 1999—, enviando a un suplente. El mensaje es claro: en Washington priorizan el entendimiento directo con Rusia por encima de la coordinación con sus aliados europeos. El borrador de 28 puntos, redactado en Miami por Witkoff y Jared Kushner y con fuerte influencia rusa (la que se encargó de imprimir el confidente del Kremlin Kirill Dmitriev), fue recibido en Europa como un jarro de agua fría. Trataba a Rusia como vencedora y a Ucrania como derrotada: exigía la cesión de territorios del Donbás aún no conquistados, una drástica reducción del ejército ucraniano y la renuncia en la práctica a sólidas garantías de seguridad occidentales. Además, posicionaba a EEUU como “mediador” entre Rusia y la OTAN, indicando que Washington ya no se ve como miembro pleno de la Alianza. Para las cancillerías europeas el plan es algo así como un Tratado de Versalles invertido: castiga a la víctima y premia al agresor, legitimando de paso gran parte de las exigencias que Putin utilizó para justificar la invasión. Mandatarios como el polaco Donald Tusk lo han calificado de “inaceptable” y Johann Wadephul, ministro de exteriores alemán, ya ha advertido que recompensar a Putin solo traerá nuevas agresiones rusas. Pero lo más grave para los Gobiernos europeos es que se están enterando de todo por la prensa ya que Trump no ha consultado previamente ni está empleando canales habituales como la OTAN. Aunque el borrador original ha quedado paralizado tras las protestas europeas, persiste la idea de que Trump busca un acuerdo rápido que le permita proclamar la paz lo antes posible, aunque sea una paz fría y frágil que dure solo tres o cuatro años. Europa, en cambio, teme que cualquier pacto que no castigue claramente a Rusia animará a Putin a repetir la jugada, pero esta vez en países de la OTAN aprovechando las minorías rusas en lugares como las repúblicas bálticas. Eso pondría a prueba el artículo 5 del Tratado del Atlántico Norte. El temor europeo va más allá: si EEUU abandona a Ucrania tras décadas de compromiso transatlántico, la credibilidad estadounidense quedará dañada de forma irreversible. Y el daño no se limitaría a Europa. En Asia, China observa con atención: si Washington sacrifica a sus aliados europeos por un acuerdo comercial con Rusia, ¿por qué no habría de hacer lo mismo con Taiwán a cambio de otro acuerdo comercial de mucha mayor envergadura? El propio Trump ya ha pedido al Gobierno japonés que baje el tono sobre Taiwán para no molestar a los chinos. En definitiva, el plan de paz ucraniano ha puesto en evidencia dos visiones irreconciliables: una Europa que ve a Rusia como una amenaza cercana que hay que contener a medio y largo plazo, y el Estados Unidos de Trump, que se concentra en resultados rápidos. El riesgo no es solo que Ucrania pierda, sino que se fracture la OTAN y, con ella, uno de los pilares ha sostenido la hegemonía estadounidense desde 1945. Muchos en Bruselas y otras capitales temen que estemos ante el principio del fin de esa red de alianzas que tardó décadas en construirse y que puede destruirse en meses. The Halifax International Security Forum always includes a sizable and bi-partisan group of United States Senators who were suddenly put on the spot: Did they think Ukraine should accept this ultimatum? By Saturday afternoon, several senators issued a joint statement condemning this plan. Then something extraordinary happened. A couple hours after this joint statement was released, an even larger and more bi-partisan group of senators gave a press conference in which Republican Senator Mike Rounds said that he and two other senators had just got off the phone with Marco Rubio, who was en route to Geneva to meet with Ukrainian officials and European allies. According to Senator Rounds, Rubio said this stridently pro-Russian 28 point plan was not an American plan at all, but rather a Russian proposal that was improperly leaked to the press. But then, about two hours later, Rubio publicly disavowed that disavowal! He posted on Twitter that "The peace proposal was authored by the U.S." So what the heck is going on here? I caught up with Toronto Star columnist and fellow Substacker Justin Ling to try to make sense of this bizarre turn of events. We kick off discussing the back and forth on this plan, but then have a deeper conversation about what this episode reveals about American global leadership and what the conversations in Halifax revealed about how America's traditional middle power allies, like Canada and Europe, are adjusting to a world order in which the United States is an unreliable ally and unstable international actor.
