C'est ce vendredi 27 juin que les ministres des Affaires étrangères de la RDC et du Rwanda doivent signer un accord de paix à Washington, en présence de leur homologue américain, Marco Rubio. Jusqu'à ce jour, à la demande des États-Unis, les termes de l'accord sont restés secrets. Mais le chercheur américain Jason Stearns a réussi à en connaître les grandes lignes. Jason Stearns est le co-fondateur de l'institut congolais de recherches Ebuteli. Il enseigne aussi à l'université Simon Fraser, au Canada. En ligne des États-Unis, il répond aux questions de Christophe Boisbouvier. RFI: Jason Stearns, quelles sont les grandes lignes de l'accord qui doit être signé ce vendredi ? Jason Stearns: On ne connaît pas le contenu exactement. Mais ce que nous pensons, c'est que ce sera un accord comme beaucoup d'autres accords dans les deux décennies passées entre le Rwanda et la RDC. Il sera basé sur le principe que le Rwanda se retire et que le Congo mène des opérations contre les FDLR, ce groupe de rebelles rwandais. Donc c'est le point, je pense, le plus important de l'accord. Parmi les points les plus controversés pendant les négociations, je pense, il y a eu le fait que cela soit mené simultanément, c'est à dire que le Rwanda retire ses troupes et que, d'une façon simultanée, la RDC commence les opérations contre les FDLR. Le problème avec cela, c'est que, comme c'est simultané, les deux côtés peuvent dire que l'autre n'a pas tenu ses promesses et que le Rwanda puisse dire que l'armée congolaise n'a pas assez fait contre les FDLR. Cela est d'autant plus vrai que les FDLR se trouvent, une grande partie au moins des FDLR, se trouvent sur le territoire contrôlé par le M23 et l'armée rwandaise actuellement. Donc c'est parmi les grands défis je pense, et il y a des autres aspects de l'accord aussi, le fait que le Rwanda devrait pousser le M23 à se retirer des grandes villes, dont Goma et Bukavu surtout, et le fait que le Congo devrait permettre aux M23 de se convertir en parti politique et de participer à la démocratie congolaise et, en même temps, le fait de laisser les combattants du M23 soit rejoindre un processus de démobilisation ou, au cas par cas, rejoindre l'armée nationale. Et à court terme, est-ce qu'il y a un mécanisme qui va s'assurer que l'armée rwandaise et les rebelles FDLR vont bien quitter le terrain du Nord et du Sud-Kivu ? Il y a un mécanisme conjoint de vérification qui sera mis en place par les deux pays avec une participation des États-Unis. Il faut dire que le calendrier pour la mise en œuvre de cet accord est ambitieux. Ça va se traiter dans les prochains trois mois. Et donc, pendant ces trois mois, il y aura une participation des États-Unis. Et je pense aussi que les pays de la sous-région pourraient justement veiller à ce que les deux côtés sont en train de mettre en œuvre les accords. Et si les États-Unis rentrent dans ce mécanisme conjoint, est-ce à dire que les satellites d'observation américains vont aider à vérifier tout ça ? Je pense, car c'est depuis 2023 que les États-Unis se sont vraiment engagés et je pense que ça va continuer pour la collecte des informations. Qu'est-ce qui garantit que l'armée rwandaise et les FDLR vont se retirer du champ de bataille ? Il n'y a pas de garantie comme tel. Donc je pense qu'il faut se poser la question : Qu'est-ce qui motive le Rwanda et la RDC à signer cet accord aujourd'hui ? Donc je pense qu'il y a des bâtons et des carottes. Les carottes sont surtout d'ordre économique. Donc, les Etats-Unis ont promis toute une série d'investissements dans la région. Côté minerai, il y a des compagnies privées américaines qui seraient prêtes à investir dans les mines à l'est de la RDC. Mais le traitement et l'exportation des minerais se feraient à partir du Rwanda. Donc comme ça, les deux côtés seraient encouragés d'investir dans la paix et pas dans l'instabilité. Alors l'un des problèmes, Jason Stearns, c'est que les rebelles du M23 ne sont pas conviés à la signature de l'accord de ce vendredi à Washington. Est-ce que ce n'est pas préoccupant ? C'est préoccupant dans le sens que le Rwanda pourra toujours dire que, voilà, ils ont tenu leur côté de l'accord. Si les M23 ne mettent pas l'accord en œuvre, ce n'est pas leur problème, comme ils ne contrôlent pas les M23. Or, nous savons que le Rwanda a une forte implication dans la gestion du M23, si on peut le dire ainsi. Mais le Rwanda pourrait toujours nier cela. Alors en effet, le gouvernement congolais espère que, si l'armée rwandaise se retire du terrain, le M23 va s'effondrer. Mais est-ce que c'est si simple que cela ? Ce n'est pas si simple dans le sens que, dans les mois passés, le M23, surtout depuis la prise de Goma, a mené des opérations très sérieuses pour recruter des milliers de nouvelles recrues, pour amener toute l'élite locale dans des camps de formation, pour mettre en place une administration parallèle sur le terrain avec des services de taxation, des services d'administration pour peser sur les chefs coutumiers, afin qu'ils se réorientent vers le M23. Donc il sera difficile de démanteler tout cela. Et donc je pense qu'il est important, pas seulement que l'accord soit signé, mais que, dans la mise en œuvre de cet accord, il y ait un suivi, pas seulement des Etats-Unis, mais de tous les autres acteurs impliqués de la sous-région et des Nations Unies et de l'Union africaine pour veiller à ce que le M23 aussi rejoigne le processus de paix. Donald Trump anunció este sábado un ataque aéreo contra tres instalaciones nucleares iraníes, las de Fordo, Natanz e Isfahán. Acompañado por figuras como Pete Hegseth y Marco Rubio, destacó la precisión de la operación, asegurando que todas las instalaciones nucleares importantes fueron "completa y totalmente destruidas". En Truth Social, donde se dirige a sus seguidores más fieles, celebró el ataque con la frase en mayúsculas "¡AHORA ES EL MOMENTO DE LA PAZ!", aunque también advirtió a Irán sobre futuros ataques si no se pliegan a negociar.
