Statistics produced by the police and mortuary surveillance systems in South Africa have consistently shown that firearms are the most commonly used weapons to commit murder and other violent crimes, such as carjacking and house robberies. The is an urgent need for stronger gun control measures in South Africa, this is according to Dr Guy Lamb of Stellenbosch University. The proposed amendments have once again stirred public debate, particularly about whether tighter laws do actually reduce firearm violence. The Civilian Secretariat for Police Services has invited public comment on the proposed amendments, and has reportedly received more than 100-thousand submissions. Police statistics paint a grim picture, showing a staggering 30% increase in gun-related killings over the past five years. To talk more on this Bongiwe Zwane spoke to Dr Guy Lamb, a senior lecturer at the Political Science school at Stellenbosch university

Victoria's elite police unit ‘acted inconsistently with human rights charter': IBAC Victoria Police's elite tactical unit has been running high-risk operations that have resulted in serious injuries and alleged human rights abuses without proper planning, obtaining authorisation to intervene and properly documenting its use of force, according to the state's peak integrity body. The latest damning assessment of the Critical Incident Response Team (CIRT) – which was heavily involved in responding to the 2017 Bourke Street killings by James Gargasoulas – has been released by the Independent Broad-based Anti-corruption Commission (IBAC). In the nightclub shooting incident, IBAC said CIRT officers did not revise their plan to storm the venue and confront the patron despite confirming that the suspect was carrying a plastic imitation gun at the dress-up swingers' party. IBAC also said Victoria Police command had rejected the findings of its own internal review into the incident that “demonstrated that there were safer, reasonable and less forceful options available than the tactical response deployed by CIRT”. At Hares & Hyenas, the report found that CIRT intervened in the hunt for the suspect that was mistakenly believed to have fled into the bookshop without informing police already involved in the operation. The arresting officer failed to explain to the man, who was later determined to be innocent, why he had been arrested or advise him of his rights. Police Services around the country are in decline, standards for new recruits are continually lowered to entice new recruits while suspect ethical behaviour is constantly overlooked. Morals, integrity and ethical standards are overlooked, and excuses are constantly proffered for police officers poor behaviour. If police services around the nation continue to lower standards in order to gain recruitment numbers, then Australians can look forward to deteriorating service. But my concern is (and I believe I have started to see it happen) we will see more outcomes where innocent people are mistakenly targeted and then pay the ultimate price for a substandard police officer who is not fit to hold a gun. This is just my opinion. “I'd like to start first by recognizing the passing of former MSU Chief of Police, Kelly Roudebush,” says Lynch. “My time with Kelly was not necessarily here at MSU as a professional in police and public safety, but we were classmates together here in the School of Criminal Justice and served a year at Meridian Township Police Department as police cadets. We had an opportunity to establish a relationship and kept in touch over the years. She touched a lot of people, that's for certain. She was a quality person, and she will definitely be missed, but never forgotten.”Joining Chief Lynch is Assistant Chief Doug Monette, who leads the Police Services Bureau.“I spent about nine and a half years over at the East Lansing Police Department before coming here,” Monette says. “I have been at MSU for over 25 years. The roles that I've had as a police officer include patrolman, patrol supervisor, detective, detective sergeant, detective lieutenant, captain, assistant chief, and until Vice-President Lynch was named, I was the interim chief here at the Michigan State University Police Department. I've been here a long time. I've been here roughly around 35 years and I've loved every minute of it. This is a great organization, and I look forward to the future.”How would you say policing has changed in that time? “Policing has changed over the years,” continues Monette. “Some of it has been cyclical because when I first got into it, community policing was a big piece of this. We are getting back to community policing, which is known as community engagement, getting to know our community, and getting to know our faculty staff and students because that's important. That's why we're here. And in doing that, we're developing relationships and contacts so we can better service our community.”And Chief Lynch, wasn't the concept of community policing developed at the MSU School of Criminal Justice, which you graduated from?“Yes, Russ,” says Lynch. “It was Dr. Robert Trojanowicz, and I was fortunate enough to have him as a professor. He was one of the founding fathers of the theory and its practical components. The School of Criminal Justice here has been a leader in the overall concept of community policing.”How do you define community policing and how does it meet your goal of better meeting the needs of the Spartan community?“For us, it's something we do all the time, not just some of the time,” says Lynch. “Day-to-day engagement and being part of the community and not just responding during a times of crisis or a critical incident is important. The community needs to feel comfortable enough with us to share important information with us, and we need to maintain an open line of communication both formally, whether that's through an advisory committee, and informally by the officer who is responsible for a particular neighborhood working in in partnership with community stakeholders.”Monette talks more about the importance of building relationships and being connected, supportive, and engaged to provide better service. And Lynch says it's important to monitor officers' mental health as well as their physical health.“That's part of the overall health of our community,” Lynch says. “Officer wellbeing is just as important. If our officers and staff are not comfortable and healthy and may need assistance themselves, how could we have the expectation that they could provide that for the community?“Doug's area is the most visible. The patrol unit is what everyone knows, the marked police vehicles and the uniformed police officers. Those are the officers who respond to you directly when you need assistance. It's very important to us to have our officers on board regarding the community engagement components while we deliver quality service to the community. It's probably the largest area of the department as far as number of officers assigned to it as well. The Police Services Bureau is a key component to what goes on. It is the beginning and sometimes the end of the cycle of services for us. Assistant Chief Monette's area encompasses a lot. The familiarity with what they do and how they do it is important to how our relationship will be with our community.”“That's one of the things that I think is really important is that people have a good understanding that the patrol unit provides service 24 hours a day, seven days a week, 365 days a year,” Monette continues. “The patrol officers are typically the first responders to incidents and respond directly to calls when dispatched from the Ingham County regional 911 center.“When they're not on calls, they're patrolling and actively engaging with our campus partners to solve quality of life issues and problems proactively. It's important that we're out there and that we're a resource for our community. Our officers get out of their cars. They walk the buildings and sidewalks, even in the winter. They're out there engaging with people because putting the name with a face is important. And it's better if people know who to contact. If someone is in a crisis, we want them to feel comfortable to call us. That's why we're here.“I really appreciate this opportunity to have a conversation about what we do, how we do it, and the way to do it. We're very proud of our organization. We're very proud of our people. They are highly trained. They are highly skilled. Christina Corpus, candidate for San Mateo County Sheriff 2022. Christina is the first female candidate to run for Sheriff in San Mateo County. Christina is currently the Chief of Police services for the City of Millbrae.If elected in June, 2022, she will be the first Latina Sheriff in the state of California. Christina Corpus is the daughter of immigrants from Nicaragua and Mexico. She was born and raised in the Bay Area, where she has lived her entire life. Growing up, her mother instilled in her a strong work ethic, and she has been working since she was sixteen years old. As she entered adulthood, she was drawn to public service. She began her career with San Mateo County as a caseworker with the San Mateo County District Attorney's Office in 1995. Serving the public was a rewarding experience and Christina quickly realized that law enforcement was how she wished to grow as a professional and inspire young women that looked like her. She applied to the San Mateo County Sheriff's Office and was hired as a Correctional Officer in 2002. She was quickly promoted to Deputy Sheriff and worked primarily in the North Fair Oaks area, a predominantly Latino community. There, Christina met her husband, John, who is also a law enforcement officer for the San Mateo County Sheriff's Office. Over her decades-long career at the Sheriff's Office, Christina has served in the Corrections Division, Professional Standards, and the Operations Division. Most of her career has been heavily involved with community policing, first as a Deputy, and then as the Director of the Sheriff's Office Community Alliance to Revitalize our Neighborhood. After she was promoted to Sergeant, she returned to Community Policing as a supervisor. As she advanced in her career, Christina realized she wanted to deepen her understanding of law enforcement with more education. This drive led Christina to enroll in Union Institute and University, where she completed a bachelor's degree in Law Enforcement Leadership. After being promoted to Sergeant and serving as Community Policing Supervisor, Christina was promoted to Lieutenant and oversaw the entire Community Policing Bureau. She later became the Commander of Bayside Patrol and managed the Community Policing Unit, the School Resource Unit, Field Training Unit, K-9 Unit, Motor Unit, and the Sheriff's Activities League program. When she was promoted to Captain, she continued to oversee the Bayside Patrol Bureau. Recently, she became Chief of Police Services for the City of Millbrae.Christina has always taken pride in being a problem solver. Mr. Bob is an avid fisherman and passionate about physical fitness and collecting antiques and collectibles. Balanced Training with Doug DeaconSV/CAN Judge Doug Deacon was a founding member of the German Shepherd Schutzhund Club of Canada, which was formed in 1979. He received his SV judge's license in 1983 and since then he has developed a reputation throughout Canada and the United States for maintaining high standards for working dogs. He has judged the Canadian National Schutzhund Championships on several occasions, the USA Nationals protection phase and the North American Championship twice. He has also judged many Regional Championships and numerous local trials in Canada, United States and the South America Championship. Doug was the tracking judge for the 1998 WUSV Championship held in Boston, MA., USA. He also judged the obedience portion of the WUSV Championship in Italy in 2003 and again in 2006 in Denmark.  Doug did judge at the WUSV Championship in Kiev, Ukraine in 2011. As a dog trainer and handler, Doug won the 1980 USA Sch H - 3 National Championship in Denver, CO; the 1981 North American Championship and the 1982 FH Championship. He served on the Canadian team to the WUSV World Championship in 1985 and 1990 and then captain of Team Canada in 2004 and 2009.  In 2004 Doug and his dog Artos von Farbridge obtained the highest Sch H - 3 score in Canada with a 290 and had the highest average score of 286. He has participated in numerous Championships as a tracklayer and/or helper. Doug trains with the Delta Schutzhund Club in Delta, British Columbia. He has served as Vice President and as a director of the German Shepherd Schutzhund Club of Canada and was the National Training Director. Doug was a police K-9 officer who developed the Minimal Force Canine program for six Police Departments in his area. This Police Dog Training Program used Schutzhund as its foundation. The success of this Police Training Program has put a demand on his time. He has conducted seminars for several different Police Services including Calgary, Edmonton, Saskatoon, Washington State K-9 Association, Minnesota K-9 and many more.September 2006 Doug retired from policing.  He spent 8 years with the Royal Canadian Mounted Police and 23 years with the New Westminster Police Service

Not only Americans, but Canadians need to have an "uncomfortable conversation" about racism and police violence against black people, particularly around who benefits from it. The difficult conversation is, that racism may not be about some bad feelings inside somebody's heart, but arguably, it's about power that benefits white people and their property. The benefits of white supremacy are not built on the oppression of black communities alone, white people have made careers managing the files of Indigenous children who are being taken from their families. All the money that gets used in these ventures could be used to actually support families and keep them together in Indigenous communities. Likewise, why not redirect some of the money spent on law enforcement to help marginalized people and communities? The speaker will argue that we're sending people armed with guns to somebody who is in crisis, when the answer for the police overwhelmingly should be, to stop heavy policing and to start supporting all member of the community with help from the public and individuals. Speaker: Desmond Cole Desmond Cole was born in Alberta, grew up in Oshawa and attended Queens University. He first emerged on the public stage with his dogged challenges to the practice of police carding in Toronto. He spoke out at community rallies and at Police Services board meetings. Not only Americans, but Canadians need to have an "uncomfortable conversation" about racism and police violence against black people, particularly around who benefits from it. The difficult conversation is, that racism may not be about some bad feelings inside somebody's heart, but arguably, it's about power that benefits white people and their property. The benefits of white supremacy are not built on the oppression of black communities alone, white people have made careers managing the files of Indigenous children who are being taken from their families. All the money that gets used in these ventures could be used to actually support families and keep them together in Indigenous communities. Likewise, why not redirect some of the money spent on law enforcement to help marginalized people and communities? The speaker will argue that we're sending people armed with guns to somebody who is in crisis, when the answer for the police overwhelmingly should be, to stop heavy policing and to start supporting all member of the community with help from the public and individuals. Some changes are on the way for Toronto police. A report, Action Plan: The Way Forward, is being released Thursday afternoon at the Police Services board meeting. The document looks at ways to modernize the force, and will include plans for information technology, facilities and other resources to bring it up to date. The report from the Transformation Task Force, which was set up nearly a year ago, is also expected to include information about investments in technology, human resources and other areas, to support its recommendations. Mike McCormack, President of the Toronto Police Association, explains what the task force has recommended, and how the "beat cop" has a place on Toronto's streets in 2017.
