« Cõng rắn cắn gà nhà ». Hãng xe hơi Pháp Stellantis bị chỉ trích mạnh mẽ sau thông báo từ tháng 09/2024 sẽ phân phối ô tô điện Leapmotor của Trung Quốc. Pháp là bệ phóng cho xe điện Trung Quốc « đổ bộ » vào 9 nước trong Liên Âu. Thấy gì từ việc một tên tuổi hàng đầu của nền công nghiệp xe hơi trên thế giới trở thành « đại lý » phân phối xe  « made in China »? Tâm điểm của ngành công nghiệp xe hơi thế giới đã chuyển hẳn về Trung Quốc? Vào lúc ô tô điện Trung Quốc rẻ hơn so với xe do các hãng châu Âu sản xuất và hàng chục ngàn chiếc đã đậu sẵn ở các hải cảng chờ thâm nhập thị trường châu Âu, họp báo từ Bắc Kinh hôm 14/05/2024, tổng giám đốc Stellantis, Carlos Tavares, trịnh trọng loan báo tập đoàn do ông điều hành có thêm thành viên thứ 15 là hãng xe Trung Quốc Leapmotor International. Hệ quả là ngay từ mua thu năm nay, Stellantis bắt đầu phân phối ô tô điện của nhãn hiệu này, ban đầu là với hai kiểu xe điện T03 và C10 bên cạnh những chiếc xe quen thuộc với người tiêu thụ ở châu Âu như Peugeot - Citroen của Pháp hay Alfa Romeo, Fiat của Ý, Chrysler và Jeep của Mỹ hay Opel của Đức… T03 là loại xe điện nhỏ, tương đương với nhiều kiểu ô tô điện của hãng Citroen. Còn C10 thuộc dòng xe thể thao đa dụng SUV.Pháp, bệ phóng cho ô tô điện Trung QuốcTheo thông cáo chính thức, từ nay đến cuối năm Leapmotor International dự trù mở khoảng 200 đại lý tại 9 nước trong Liên Âu (Pháp, Đức, Ý, Hà Lan, Tây Ban Nha, Bồ Đào Nha, Bỉ, Hy Lạp và Rumani), trước khi tiến tới Thổ Nhĩ Kỳ và các vùng lãnh thổ hải ngoại của Pháp. Bước kế tiếp nữa là vẫn dựa vào mạng lưới phân phối của Stellantis để hiện diện tại Ấn Độ, Úc, New Zealand, Thái Lan và Malaysia, Brazil và Chilê.Từ một công ty khởi nghiệp ra đời năm 2015, có trụ sở tại Hàng Châu, Leapmotor chỉ tập trung phát triển ô tô điện. Nhãn hiệu này hiện vẫn còn rất xa lạ ngay cả với người tiêu dùng Trung Quốc và bị những anh em cùng nhà như BYD, Zeekr, Chery … bỏ xa lại phía sau.Tháng 10/2023, Stellantis chi ra 1,5 tỷ euro mua lại một phần vốn của Leapmotor và đến mùa xuân năm nay đôi bên khai sinh đại công ty Leapmotor International, trụ sở đặt tại Amsterdam, Hà Lan. Pháp nắm giữ 51 % vốn. Vấn đề đặt ra là vào lúc ngành ô tô điện của Pháp chưa thực sự cất cánh, chính phủ một mặt đầu tư nhiều cho cả Stellantis và hãng xe Renault để sản xuất các loại xe điện nhỏ, vừa với túi tiền của tầng lớp trung lưu,  thì hàng chục ngàn chiếc xe điện Trung Quốc đã túc trực sẵn tại nhiều bến cảng của châu Âu chờ đợi được mua vào.Trung bình, xe Trung Quốc rẻ hơn so với các kiểu ô tô điện tương đương của châu Âu 30%. Kiểu xe T03 của hãng Leapmotor rẻ hơn 15% so với kiểu xe tương đương Citroen C3 của Pháp và 70% so với ô tô điện Fiat500 của Ý.  Stellantis sợ bỏ lỡ cơ hội hay tìm cách "moi" công nghệ của Trung Quốc ?Carlos Tavares, tổng giám đốc tập đoàn Stellantis, tính toán những gì trong bối cảnh chính các hãng xe châu Âu do ông điều hành đang chạy nước rút để sản xuất xe điện đại trà ?Trả lời đài truyền hình Pháp France 5 hôm 18/05/2024, kinh tế gia Elie Cohen, nguyên giám đốc Trung Tâm Nghiên Cứu Khoa Học Quốc Gia Pháp cho rằng Stellantis đang « cõng rắn cắn gà nhà » và có nguy cơ « giết từ trứng nước » ngành công nghiệp ô tô điện của châu Âu mà phần lớn hoạt động dưới trướng của Stellantis :    Elie Cohen : « Chắc chắn là Carlos Tavares, tổng giám đốc Stellantis, thiên về giải pháp tăng doanh thu cho tập đoàn này, trước viễn cảnh xe ô tô điện Trung Quốc như một cơn sóng ập vào châu Âu. 40% xe của Trung Quốc là để bán sang thị trường châu Âu. Stellantis muốn đồng hành cùng với trào lưu này, thay vì « đắp đê » bảo vệ các nhà sản xuất, bảo vệ thị trường châu Âu, thay vì chú trọng đến tính tự chủ của nền công nghiệp chung toàn khối. Công nghiệp xe hơi là lá phổi của toàn bộ nền công nghiệp châu Âu. Chấp nhận thế áp đảo của xe Trung Quốc có nghĩa là đánh thẳng vào cả nền công nghiệp trên châu lục này. Tôi ngạc nhiên vì quyết định của hãng xe Stellantis phân phối ô tô điện Trung Quốc, bởi mới sáu tháng trước đây chính ông Tavares từng chỉ trích các giới chức châu Âu và nhất là chính phủ Pháp trải thảm đỏ cho xe của Trung Quốc tràn vào thị trường châu Âu ».Trước những chỉ trích mở cửa cho xe Trung Quốc vào châu Âu, cạnh tranh bất bình đẳng với xe do chính các tập đoàn của Pháp, của Ý hay Đức mới chỉ bắt đầu sản xuất, tổng giám đốc Stellantis, Carlos Tavares, biện minh : Leapmotor xuất khẩu xe điện qua trung gian Stellantis, do vậy, với số nhiều, một phần tiền lãi của hãng xe Trung Quốc này « rơi vào túi của hãng xe Pháp và số tiền đó sẽ được dùng để đầu tư vào các công nghệ mới trong ngành sản xuất ô tô ». Theo giới trong ngành, điều không nói ra ở đây là hãng xe Pháp với những tên tuổi lớn từ lâu đời như Peugeot hay Citroen kỳ vọng vào công nghệ của Trung Quốc để phát triển xe điện.Trong mắt giáo sư Thomas Porcher, giảng dậy tại trường quản trị kinh doanh Paris School of Business, trên đài phát thanh France Inter (ngày 17/05/2024), sự hợp tác này là bằng chứng rõ rệt nhất thể hiện « thất bại trong chính sách công nghiệp của châu Âu và của bản thân các nhà sản xuất xe trên châu lục này » khi họ nhường hẳn một sân chơi mới là mảng công nghiệp ô tô điện cho Trung Quốc.Thomas Porcher : « Đây là một thất bại của chính sách công nghiệp châu Âu, đã không tạo chỗ đứng cho một tên tuổi lớn trong lĩnh vực ô tô điện, khác hẳn với trường hợp của Mỹ như với Tesla. Đây cũng là một thất bại của các nhà sản xuất châu Âu, để rồi những tên tuổi hàng đầu trong ngành như Peugeot, Citroen, dưới màu cờ của Stellantis, trở thành một đại lý cho xe Trung Quốc. Đâu đó như thể Stellantis chuẩn bị để thay thế những sản phẩm sáng giá của mình bằng xe Trung Quốc. Chỉ là một nhà phân phối xe cho Trung Quốc thì Stellantis đâu có hàng mới để chinh phục thị trường ».Châu Âu cận thịMột số tên tuổi lớn trong ngành như Toyota của Nhật, sau khi tiên phong trong thể loại xe hybride, sử dụng điện và xăng, không chuyển hướng sang ô tô điện. General Motors của Mỹ cũng bị chậm đến mấy nước cờ so với các hãng xe Trung Quốc. Ba con chim đầu đàn của nền công nghiệp xe hơi Pháp là Renault, Peugeot và Citroen vẫn mải mê phát triển xe chạy bằng xăng và dầu… Để rồi giờ đây bị các đối thủ Trung Quốc qua mặt. Kinh tế gia Elie Cohen mạnh mẽ lên án tính toán thiển cận của lãnh đạo Stellantis và qua đó gián tiếp hy sinh mảng ô tô điện của chính các công ty mà ông Tavares đang điều hành.Elie Cohen : « Tôi rất sửng sốt nhận thấy rằng, tập đoàn Stellantis từng đánh cược vào kiểu xe điện C3 do hãng Citroen sản xuất, xem đây như một lá chủ bài để chinh phục thị trường ô tô điện châu Âu. Đây là một loại xe nhỏ, bình dân, dễ dàng chinh phục thị trường Pháp và châu Âu. Chính phủ Pháp đã hỗ trợ nhiều cho Stellantis để phát triển mảng ô tô điện này, kèm theo đó là những khoản trợ cấp để khuyến khích người tiêu dùng sắm ô tô điện…. Để rồi, Stellantis giờ đây không còn nhắc nhiều đến kiểu xe Pháp C3 nữa mà lại rầm rộ thông báo với khách hàng lã sẽ phân phối xe điện mang nhãn hiêu Trung Quốc Leapmotor ».Công bằng mà nói, về hình thức bề ngoài, dáng các kiểu xe Trung Quốc khá bắt mắt, Leapmotor và các hãng xe Trung Quốc khác có khả năng cung cấp từ những kiểu xe nhỏ, bình dân đến gam hạng sang. Xe của Trung Quốc được trang bị nhiều thiết bị điện tử thông minh… giá lại rẻ nên chúng « có tất cả những chìa khóa để chinh phục những khách hàng khó tính châu Âu », như ông Elie Cohen ghi nhận.Liên Âu vẫn rụt rè Vào lúc Hoa Kỳ đã thẳng thừng đóng chặt cửa với ô tô điện Trung Quốc thì Liên Âu vẫn chỉ mới lên tiếng đe dọa :Elie Cohen : « Chính quyền Trung Quốc trợ giá rất mạnh cho nền công nghiệp xe hơi nước này, từ sản xuất đến xuất khẩu. Nhờ vậy xe điện Trung Quốc nhanh chóng bành trướng ở khắp nơi, dẫn đầu trong số các nhà xuất khẩu vào Liên Âu, qua mặt luôn cả xe Mỹ Tesla… Trước làn sóng xe điện Trung Quốc đó thì Liên Hiệp Châu Âu vẫn cứ tranh cãi, điều tra xem ô tô điện Trung Quốc có được trợ giá hay không, cân nhắc xem nên đánh thuế nhiều hay ít … và một số thành viên trong Liên Hiệp Châu Âu mạnh mẽ chống đối áp thuế xe điện Trung Quốc… Trong khi đó, xe của Trung Quốc tiếp tục được ra lò và các nhà máy tiếp tục hoạt động mạnh ».Trong trường hợp khả quan nhất, Bruxelles cũng chỉ đánh thuế từ 15 đến 30 % xe điện Trung Quốc nhập khẩu vào Liên Âu chứ không bao giờ dám áp thuế 100 % như Mỹ. Hiện tại, Đức là tiếng nói mạnh mẽ nhất chống mọi kế hoạch đánh thuế ô tô điện Trung Quốc. Hungary vừa ký hợp đồng với tập đoàn BYD để mở một nhà máy lắp ráp xe Trung Quốc ngay giữa lòng châu Âu. Tây Ban Nha thì hợp tác với Chery ….  Liên Âu đề ra mục tiêu đến năm 2035, 100 % xe lưu hành phải là ô tô điện. Trung bình mỗi năm, người Pháp mua vào 1,8 triệu chiếc xe mới. Trước khi mở đại lý cho xe Trung Quốc, chính Carlos Tavares, tổng giám đốc Stellantis đã mạnh mẽ chỉ trích các giới chức ở Bruxelles và chính phủ Pháp « nuôi dưỡng » nền công nghiệp ô tô điện Trung Quốc !

E' equipaggiata con il motore PureTech 100 Start&Stop da milledue centimetri cubici e 100 cavalli, abbinato a un cambio manuale a 6 rapporti. Le l'emissioni sono di 126 grammi di CO2 per chilometro. Molte le innovazioni, come il sistema di sospensioni con ammortizzatori idraulici progressivi, che offre una percezione su strada molto più fluida. L'incendio ha avvolto, intorno all'una e mezza di notte, una Citroen C3 parcheggiata in via Santa Maria. Il veicolo era completamente avvolto dalle fiamme quando sono giunti sul posto i pompieri. Le cause delle fiamme sono al vaglio della squadra intervenuta.

Non è ancora stata sciolta la prognosi ma i medici confidano nel pieno recupero di una donna di Posina, travolta da una Citroen C3 ieri alle 8.30 del mattino mentre passeggiava costeggiando la strada provinciale verso il centro del piccolo paese montana. A investirla una 24enne anch'essa del posto, trovata con valori alcolici nel sangue oltre i limiti di legge.

L'incidente è accaduto intorno alle 17 di domenica: una Mercedes che viaggiava in direzione di Piovene Rocchette all'altezza dello svincolo per Velo d'Astico ha invaso la corsia opposta, urtando sia una Citroen C3 che una Porsche che provenivano dal senso di marcia opposto. Nessuno dei feriti è grave.

Con Filomena Maggino, Presidente di “Benessere italia”, l'organo di supporto tecnico-scientifico al Presidente del Consiglio nell’ambito delle politiche del benessere e della valutazione della qualità della vita dei cittadini, abbiamo discusso delle iniziative a sostegno della mobilità durante la fase acuta e la Fase 2 dell’emergenza Coronavirus. Nello specifico, nell’ultimo tavolo di lavoro promosso dalla cabina di regia su mobilità, logistica e coesione territoriale, con il coinvolgimento di aziende, costruttori, istituzioni territoriali e mondo della ricerca, si sta facendo il punto su una gestione della mobilità che permetta una ripartenza quanto più efficiente e sostenibile possibile. E nella sostenibilità continuano a investire anche le case costruttrici. Secondo Gaetano Thorel, Ceo di Psa Italia e Senior Vice President del Gruppo, si deve continuare a dare impulso al percorso di elettrificazione tracciato ante Covid-19, tenendo conto delle necessità attuali. La nuova necessità è il superamento della crisi e la cura al virus e ai suoi effetti, secondo Psa, non può che tradursi in una decisa spinta all’aumento della domanda. È proprio la domanda infatti, e quindi i nuovi acquisti e i nuovi contratti, ad essere drasticamente calata durante il lockdow, ancora più delle immatricolazioni, registrando anche nei primi giorni di maggio, mese della lenta ripresa, un netto -70% rispetto allo scorso anno. In linea con le proposte di Unrae, Thorel ha rimarcato l’importanza dell’estensione dell’ecobonus e dell’adeguamento della fiscalità sulle auto aziendali, strumenti indispensabili per dare respiro al settore in tutti gli anelli della filiera. Wissen Sie aus dem Stehgreif, welches Auto 85 Gestaltungsmöglichkeiten außen und fünf Ausstattungsvarianten innen bietet und dennoch mühelos bezahlbar ist? Ich gebe Ihnen einen Tipp. Man nennt den Hersteller auch „Die Marke mit dem Doppelwinkel!“. Richtig! Es ist der neue C3 Aircross von Citroën. Darum geht es diesmal!Im Oktober 2017 hatte er seine Markteinführung, schon im Februar 2018 hat er in Europa die 50.000er Marke bei den Verkäufen geknackt. Die Rede ist von einem ausgesprochen auffälligen Fahrzeug aus dem Hause Citroën, dem neuen Compact SUV C3 Aircross.  Genau den haben wir uns zum Test ins Haus geholt.  Das Outfit!Also eines ist quasi amtlich. Wenn ein Auto so richtig ins Auge fällt, dann ist es der Citroën C3 Aircross. Viel auffälliger geht kaum noch, aber das macht auch den Reiz des knackigen Franzosen aus. Auf Anhieb fallen seine kurze, hohe Haube, horizontale Linien und großzügige Flächen auf. Am auffälligsten ist er sicher in Anthrazit mit dem 200 Euro teuren Style-Paket Orange, bei dem Dachreling, Scheinwerferumrandung, Außenspiegelgehäuse und Radnabenumrandung in einem knackigen Orange gehalten sind. Extrem auffällig ist dabei ein orangefarbener Jalousieeffekt auf den Seitenscheiben ganz hinten. Power und Drive!    Den Citroën C3 Aircross gibt es mit Benzinmotoren von 60 kW (82 PS), 81 kW (110 PS) und 96 kW (130 PS), dazu kommen Dieselantriebe mit 73 kW (99 PS) und 88 kW (120 PS). Wer wie ich ein Fan des absolut schaltfaulen Fahrens ist, also mithilfe einer Automatik, der hat nicht ganz so viel Auswahl, denn es gibt nur den C3 Aircross PureTech 110 Stop&Start mit der EAT6 genannten 6-Gang Automatik. Aber das ist kein Grund, Trübsal zu blasen, mit 81 kW (110 PS) kommt man durchaus zügig voran. Der 1,2 Liter Dreizylinder beschleunigt den Wagen in 11,8 Sekunden auf Tempo 100 und garantiert eine Spitze von 183 km/h. Mit 5,5 Liter bleifreiem Benzin kommt er im kombinierten Verbrauch 100 Kilometer weit, das entspricht einem CO2-Ausstoß von 124 g/km. Die Kosten!Der Blick auf die Preisliste des Citroën C3 Aircross wird Ihnen keinen erhöhten Blutdruck verschaffen. Es geht bei 15.290,-- Euro los und endet bei 23.540,-- Euro. Wer mit dem PureTech 110 Stop&Start mit dem 6-Gang Automatik-Getriebe EAT6 und 81  kW(110 PS) liebäugelt, muss alternativ 20.440,– Euro für die Ausstattungslinie Feel auf den Tisch des Citroën-Händlers legen, 22.840,– Euro sind es beim Shine. Citroën C3 Test Drive La Nuova Citroen C3 è riuscita nel difficile compito di ripercorrere il successo della sua progenitrice. Coniugando dimensioni compatte che la rendono ideale negli spostamenti in città con degli interni assolutamente confortevoli che rendono la sua abitabilità perfetta anche per spostamenti di più lunga durata la nuova C3 sta infatti riscuotendo un grande successo in fatto di vendite. Per provarla ci siamo recati in Umbria e precisamente nella Valle del Tevere. Siamo in provincia di Perugia e insieme alla C3 andremo alla scoperta di Todi, posta su una collina a 400 metri d’altezza e rimasta pressoché identica dal medioevo ad oggi. La versione del nostro test è la 1.6 HDI da 90 cv, un diesel poderoso quanto parco nei consumi. E’ sufficientemente pronto ai bassi regimi, senza per questo deludere in allungo. L'alto valore di coppia motrice permette di disimpegnarsi senza problemi anche nei sorpassi, nelle partenze in salita o nei percorsi autostradali a medie sostenute. Mentre ci aggiriamo tra le bellezze medioevali di Todi notiamo l'insonorizzazione dell'abitacolo nella quale grandi passi sono stati fatti rispetto alla precedente generazione. Lasciamo il centro storico e, fuori dalle mura duecentesche ci fermiamo per vedere da vicino l’imponenza del tempio dedicato a Santa Maria della Consolazione. La sua costruzione cominciò all’inizio del 1500 per concludersi dopo cento anni. Da Todi ci spostiamo più a sud e entriamo nella provincia di Terni. Le strade secondarie non sono per nulla trafficate. Grazie all’ampio parabrezza Zenith della nostra C3 possiamo godere dei panorami: paesaggi collinari e paesi arroccati e sparsi qua e là. Attraversiamo Montecastrilli, paese che risale ai tempi di Annibale e che subì la dominazione di Todi. Del bel borgo medioevale rimane la struttura delle mura cittadine incorniciate da una serie di torri merlate. Su strada la C3 non ci delude: dal punto di vista dinamico il nuovo modello è anni luce avanti alla precedente C3. Le sospensioni, pur confortevoli sulle asperità, si sono rivelate valide anche nella guida collinare, contenendo a dovere il rollio. Il lavoro svolto su assetto e sospensioni è orientato sul comfort di marcia, ma senza compromettere la stabilità della vettura. Grazie al lungo passo ed alla freschissima progettazione, la nuova C3 comunque tiene bene la strada. Anche la strumentazione è molto fruibile.La plancia è moderna e gradevole nel design. Al tatto denota l'impiego di plastiche morbide e lavorate a dovere. Una grande palpebra tondeggiante ospita i tre strumenti analogici, perfettamente consultabili anche in piena luce. La console centrale offre comandi comodi ed intuitivi per il climatizzatore, mentre l'autoradio occupa ancora il classico vano centrale. Non mancano particolari cromati, come cornici, levette e pulsanti. Un'attenzione al dettaglio, all'assemblaggio, al particolare, decisamente atipica per il tipo di vettura. Arriviamo a San Gemini, il paese delle acque naturali e minerali. E’ un borgo medioevale ben conservato tanto da essere inserito tra i più belli d’Italia. Sulla piazza San Francesco, cuore del centro storico, si affaccia la chiesa omonima e il settecentesco palazzo comunale. Da qui iniziamo il nostro viaggio di ritorno verso casa la nostra prova della Citroen C3 è finita. La francesina non ci ha deluso e di una cosa siamo sicuri: non chiamatela citycar… la C3 è, e può darvi molto di più…

Unter uns gesagt, ich könnte mir sehr gut vorstellen, von Picasso gemalt zu werden. Zugegebenermaßen ist das aber alles eine Sache des Preises, denn so ein Picasso kostet schließlich richtig Geld. Merkwürdig. Kaum geht es auf Weihnachten zu, wird Michael Weyland etwas wunderlich. Während es im Laufe des Jahres immer das Neuste und aktuellste sein musste, redet er neuerdings immer häufiger über alte Sachen. Diesmal hat er sein Herz für ein Auto von 1953 entdeckt. Aber keine Sorge, darum geht es in seinem heutigen Beitrag nur am Rande. In einer Sache aber kann man sich einig sein, was alte Dinge angeht. Bei Rotwein. Da ist ein Jährchen mehr meistens besser als eins zu wenig!
