This episode is a conversation between Simone Fattal and Jeanette Pacher, the curator of the exhibition. It was recorded on June 19, 2024 in the context of the exhibition: Simone Fattal metaphorS 21.6. – 8.9.2024 In her exhibition metaphorS, Simone Fattal presents bodies of work from different periods in her career and in a variety of media, including fired clay and ceramic sculptures, paintings, and collages. With her works, she tells stories of humanity, culture, history, and the present. Conflict, consensus, nature, faith, and trust are central concerns. Despite (or precisely because of) the artist's nomadic life, her oeuvre is deeply rooted in the millennia-old culture and history of the Middle East—she was raised in Damascus and Beirut—and the epic literature, poetry, archaeology, and landscapes of this region are both vital sources of inspiration and central themes. More Simone Fattal (*1942) was raised in Damascus and Beirut, studied archaeology and philosophy in France and began painting in Beirut in the early 1970s. After years of civil war, she left Lebanon in 1980 and settled in California, where she founded the Post-Apollo Press; for the next thirty years, she dedicated herself to publishing literature and poetry, including many books by her partner Etel Adnan. In the late 1980s, she studied sculpture at the San Francisco Art Institute and fell in love with working with clay. Meanwhile, she also started making collages that combine pictures of archaeological sites and relics with contemporary photographs. Today, Simone Fattal lives and works in Paris. Jeanette Pacher is a curator for contemporary visual arts and has been working at the Secession since 2007. She is a regular lecturer in the Department of Site-Specific Art at the University of Applied Arts Vienna, and since 2023, a jury member of KÖR – Art in Public Space Vienna. David Fattal is the founder and CTO of Leia, a company dedicated to revolutionizing visual experiences through light field display technologies. Lightfield displays are able to create 3D images without glasses. You might remember Leia for its work on the LumePad tablets and the Hydrogen One Smartphone from Red.David is a quantum physicist who got his Ph.D. from Stanford with a focus on Quantum Computing and Quantum Communications. His research experience led him to HP Labs, which was at the forefront of Quantum Information Processing. Last episode we looked at completed terrorist acts, and why they attract such large sentences, however cases involving completed terrorist acts are rare, indeed the first one in Victoria was in 2019. Most terrorism cases which come before the Supreme Court occur before an act of terrorism has taken place. They're preparatory offenses, that is, preparing to commit a terrorist act or conspiring to prepare for a terrorist act. In this episode we look at the difficult problem of how far back is the right time to criminalise preparatory offenses. Too far back and you confront the idea of thought crimes. Too late and the results may well be horrendous. Hear from judges, defense and prosecution barristers and find out how these cases are argued and what happens when they come to the Supreme Court. Since the Beirut explosion, I Stand For Women went from social media to social action. Behind this NGO is businesswoman Caroline Fattal, who with her team of volunteers has helped one hundred and nine women business owners in Lebanon. Caroline started the Marion Fund, named in honor of her aunt who passed away on that fateful day in August. So far, the Marion Fund was able to raise 195,000$ with the proceeds going towards helping female business owners rebuild and sustain their businesses. Le milliardaire israélien Dan Gertler, ami de l’ancien président Kabila, est au centre d'une nouvelle enquête. Depuis décembre 2017, il est sous sanctions des États-Unis, accusé par le Trésor américain d’avoir servi d’intermédiaire dans la vente d'actifs miniers en RDC à bas prix, ce qui aurait coûté au pays près d’un milliard et demi de dollars entre 2010 et 2012. À l'époque, cela représentait tout de même le double des dépenses annuelles de l’État pour la santé et l'éducation réunies. Le nouveau rapport de Global Witness et PPLAAF, la Plateforme de protection des lanceurs d’alerte en Afrique, intitulé «Des sanctions, mines de rien», explique comment Dan Gertler a contourné les sanctions américaines. L'un des auteurs de ce rapport, Gabriel Bourdon Fattal de PLAAF, est notre invité. RFI : Avant de parler des détails de votre enquête, on va revenir sur le personnage sur lequel porte votre rapport. Dan Gertler, homme d’affaires israélien, ami de Joseph Kabila, sous sanction des États-Unis depuis décembre 2017. Gabriel Bourdon Fattal : En effet, Gertler, qui est présent au Congo depuis bientôt vingt ans, a eu une amitié, d’abord avec le père de Joseph Kabila et après avec Kabila lui-même, ce qui lui a permis d’obtenir des contrats miniers. Ce qui lui aurait permis aussi, d’agir en tant qu’intermédiaire entre des internationales minières et le président Kabila. Et en effet aussi, pendant des années, la RDC aurait sous-évalué des contrats miniers qui auraient été vendus à Gertler et après revendus par Gertler à un prix beaucoup plus élevé. Ce genre d’affaires, plusieurs fois, Gertler aurait pu gagner des millions et des millions grâce à ce pacte et à son amitié avec le président Kabila. Dan Gertler est mis sous sanction en décembre 2017 -lui, ses sociétés et certains de ses associés-, en tout cas dans les années qui suivent. Et pourtant, ce rapport montre qu’en fait il arrive à continuer à faire des affaires au Congo… En effet. Gertler, d’après notre rapport, continuerait à faire des affaires en RDC. C’est à dire qu’il continuerait à faire des affaires avec des multinationales, c’est-à-dire qu’il continuerait à acquérir des contrats miniers en RDC, après avoir été sanctionné et avant le départ de Kabila. Et aussi, possiblement, qu’il aurait utilisé un réseau de blanchiment d’argent international pour continuer à faire bouger des millions et continuer Business as usual. Et ce que montre ce rapport, c’est que vraiment, malgré les sanctions américaines, les partenaires de Dan Gertler continuent de faire des affaires avec lui. En effet, de multinationales nombreuses, dont certaines d’entre elles sont sous enquêtes dans d’autres juridictions que la RDC pour leurs affaires avec Gertler. Glencore, la multinationale suisse, continue de payer des royalties à Gertler, ce qui serait une évasion des sanctions américaines. Mais aussi d’autres multinationales, comme Sicomine et ERC, continueraient, malgré les sanctions, à être en affaires avec lui au Congo. L’autre pan, c’est le blanchiment d’argent. Et là, on est sur une histoire un peu rocambolesque, puisque apparaissent, après les sanctions, toute une série de personnages en RDC proches de Gertler, mais qui ne faisaient pas d’affaires avant en RDC. Voilà… Donc, on voit de jeunes hommes d’affaires franco-israéliens qui apparaissent en RDC, qui n’ont aucune trace d’une activité passée en RDC, et qui tout d’un coup, obtiennent des contrats miniers incroyables, sans marché public, de manière complètement douteuse. Votre enquête vous amène à découvrir tout un réseau de sociétés et cela vous amène même à découvrir qu’il y aurait un faux milliardaire russe. Comme beaucoup d’affaires de corruption présumées, on voit beaucoup de sociétés offshores dans de nombreux pays. Donc il est très difficile de tracer de réels actionnaires de ces sociétés. On voit, en effet aussi, qu’une société est détenue par un milliardaire russe de 86 ans, qui ferait des affaires en RDC. Ce que notre enquête nous montre, c’est que ce milliardaire habite dans un appartement pas très grand à Moscou, qu’il a une Peugeot qu’il a achetée d’occasion en 2015. Point d’interrogation sur le fait qu’il soit milliardaire. Mais comment est-ce possible que l’on se retrouve dans ce type de situation où on voit de l’argent liquide circuler de société en société via des banques ? Qu’est-ce qui permet en fait une telle évaporation d’argent ? Comme toujours, au Congo, c’est le système financier congolais qui, malheureusement, permet ce genre de méfaits. On l’a vu dans le passé avec la banque BGFI, qui avait permis de faire circuler l’argent du président Kabila et de ses proches. C’est maintenant la banque Afriland, qui est une filiale d’une banque camerounaise, qui tout d’un coup est passée d’un statut de petite banque en RDC à une banque qui est parmi les plus grandes. Et cela, possiblement, grâce à Gertler et ses hommes de confiance. A travers les documents bancaires, vous voyez cette banque, finalement obtenir des tas de dépôts et souvent en liquide, de dizaines de millions de dollars… En effet, on voit une banque qui aurait été dans le secret de ce schéma frauduleux, qui était consciente que cela se passait dans cette banque et qui aurait permis à des dizaines de millions de dollars d’être versés sur des comptes et de circuler. Qu’est-ce que vous recommandez suite à ce rapport ? Sur ce rapport, je pense qu’il y a deux conclusions à avoir. C’est la RDC et en dehors de la RDC. En dehors de la RDC, cela nous montre qu’être sanctionnés par les États-Unis, cela ne suffit pas. Il faut que des sociétés, des multinationales, des banques des pays qui auraient permis -consciemment ou pas-, à l’argent présumé de Gertler de circuler, fassent le nécessaire pour stopper ce genre de malversations et de corruptions au Congo. Par rapport à la RDC, qui a vu un changement de régime début 2019 et des promesses du nouveau président Félix Tshisekedi de stopper la corruption, il faut mettre une pression par rapport à ce nouveau président, en lui disant qu’il est temps de stopper la corruption en RDC. Cela, commence par stopper des gens qui sont les auteurs de corruption sanctionnés par les États-Unis. Je pense qu’il est temps de lancer des audits sur les contrats de Gertler, de vérifier s’il est toujours présent en RDC et comment, et de commencer par un gel de ses avoirs en RDC.

It made the headlines when Special Counsel Robert Mueller claimed that Russians spreading social media disinformation around the 2016 election failed to register under the law. Josh argues that Mueller’s indictments represent an innovative new use of FARA—and he suggests that the law could offer a mechanism for the U.S. government to address disinformation campaigns.

We chat photography contests, his recent interest in long distance trail running and a bunch more. On Ep261 we discuss Alex Fattal's (Penn State) new book, "Guerrilla Marketing: Counterinsurgency and Capitalism in Colombia.'"Reading less like an academic book and more like an in-depth ethnographic study of an advertising company and its role in branding and marketing a conflict. In this circumstance the conflict is in Colombia and this activity, led by the company from its lofty offices in Bogotá, has been labelled as "Militainment," and I cannot think of a better word to describe their work. In Fattal's extensively researched book, he analyzes the role of marketing in the individual demobilizing program and the way in which the Colombian government changed their course to wage an anti-guerrilla war. Here we see the belief that successful branding has the ability to reconcile the irreconcilable. Aside from the telling accounts of how and why individuals joined up with the FARC guerrillas, one of the key elements for me in this book was the difficulty that Fattal encountered as an "objective" observer. Information was shared with Fattal and people in the government wanted to hear his thoughts and he, correctly, denied them his feedback, leading to friction within the group. Being raised in a small country that’s never out of the news makes for a pressure cooker type of environment.
